Responsibility Imposed on Officials with Asset and Income Disclosure Violations

Published: Tue, 03 Sep 2024 | Translated from: gogo.mn

The Anti-Corruption Agency's Monitoring and Analysis Division reviewed the assets and income declarations of a total of 263 officials in the first half of 2024, based on complaints and information submitted by citizens, as well as planned inspections.

According to anti-corruption legislation, public officials are obliged to truthfully disclose their own and their family members' income and assets, ensuring that immovable property is acquired through lawful income, and that the sources are legitimate. Scheduled inspections were conducted on the asset and income declarations of managers from various organizations, including the Ministry of Health, the Department of Drug and Medical Device Regulation, the General Department of Taxation, "Erdenet Factory" State-Owned Enterprise, the Capital City Health Department, and "Erdenet-Bulgan Electricity Distribution Network" Joint-Stock Company.

It was found during inspections that some declarants exhibited negligence towards their obligations under anti-corruption legislation, provided declarations with discrepancies regarding their own and their family members' income and assets, intentionally excluded assets and income, declared non-existent incomes and assets, and failed to report significant changes in their declared assets and income within the legally prescribed period. As a result, 25 officials were subjected to the relevant responsibilities outlined in Article 13.8 of the Anti-Corruption Law.

For instance, violations under the Anti-Corruption Law were imposed on the senior specialist "O" of the Drug and Medical Device Control and Regulation Department, manager "A" of the "Erdenet-Bulgan Electricity Distribution Network" JSC, project coordinator "C" of the Ministry of Mining and Heavy Industry, and managers "N" and "E" of "Erdenet Factory" SOE for not declaring their revenues from the sale of owned land, storage, and vehicles, loans obtained from banks, apartments registered under co-ownership, parking spaces under family members' ownership, summer cottages, family members' operational income, and legal entities they established or in which they have shares.

Upstream: Mongolia to Wrestle with Energy Shortfall without 'Cheap' Russian Gas

Published: Tue, 03 Sep 2024 | Translated from: itoim.mn

Landlocked Mongolia serves as a major transit route for Russian natural gas bound for China, with nearly 1000 kilometers of the "Power of Siberia 2" pipeline running through the country's territory. This project, with an annual capacity of 50 billion cubic meters of gas, aims to compensate for the lost volume after Russia halted pipeline gas exports to Europe in 2022 following the invasion of Ukraine.

Russia's state-controlled natural gas giant Gazprom and the Russian government have reported progress in discussions with China and Mongolia concerning the route and supply conditions for the "Power of Siberia 2" pipeline. However, the Mongolian Parliament did not include the pipeline in the government's five-year development plan.

To address the energy shortfall, the country will need to rely on coal, hydropower, and renewable energy sources. According to the development plan, by 2028, Mongolia plans to build two hydropower plants with a total capacity of 400 megawatts and a 450 MW coal-fired power plant to meet the energy needs of the nation and its capital, Ulaanbaatar.

In addition to the planned new power plants, Mongolia's energy policy will also focus on wind and solar energy sources, as stated in the plan.

Maria Zakharova, the spokeswoman for the Russian Ministry of Foreign Affairs, mentioned that initially, Mongolian partners intended to be a transit country for Russian natural gas, but are now exploring the possibility of using gas to develop their economy, industry, and infrastructure, as reported by the Moscow-based Interfax agency.

She stated that the "Power of Siberia 2" project is ready and that pipeline construction can commence once price terms and supply volumes are agreed upon with China. Relevant agreements are being concluded between Gazprom and the China National Petroleum Corporation.

Leading Russian oil and gas analyst Mikhail Krutikhin noted that despite Moscow's optimistic statements, Gazprom recently steered away from the Power of Siberia 2 pipeline, urgently exploring further in Eastern Siberia to supply more gas. After re-evaluating the reserves of the two natural gas fields in Chayanda and Kovykta in Eastern Siberia, the company concluded that if they continue to supply 38 billion cubic meters per year, the reserves might not suffice for long-term supply.

Ukraine MFA: Mongolia Should Bear Responsibility for War Crimes for Not Arresting Putin

Published: Tue, 03 Sep 2024 | Translated from: ikon.mn

The global spotlight is on Mongolia, a member country of the International Criminal Court (ICC), after Russian President Vladimir Putin, who is suspected of war crimes, made a state visit last night.

As a member country, Mongolia is obliged to arrest Putin, but it has become evident that this will not occur. Last week, Kremlin’s press office announced that there was no danger of arresting the president during his visit to friendly Mongolia.

Meanwhile, the Ministry of Foreign Affairs of Ukraine has urged Mongolian authorities to arrest the war criminal. After Putin set foot on Mongolian soil, Ukrainian Foreign Ministry spokesman Georgiy Tikhiy wrote on social media, “Mongolia must share the responsibility for war crimes for allowing a suspect with an indictment to evade justice. We will work together with our partners to hold Ulaanbaatar accountable.”

Yesterday, Human Rights Watch, an international human rights organization, also issued a statement urging Mongolian authorities to arrest Putin.

“If Mongolia allows Russian President Vladimir Putin to visit without arrest, it will violate its international obligations as an ICC member country. Welcoming an ICC fugitive like Putin insults the many victims of Russia's military crimes and undermines the crucial principle that no one, no matter how powerful, is above the law,” stated Maria Elena Vinoli, the organization's senior international legal advisor.

Last month, Vladimir Kara-Murza, a Russian opposition politician released from prison as part of a prisoner exchange between Western countries and Russia, also urged Mongolian authorities to fulfill their international obligations.

“According to the ICC’s orders, the Rome Statute, and international law, Vladimir Putin must be arrested. If Mongolia considers itself a country governed by the rule of law and a part of the civilized world, it must enforce this,” he said in an interview with the Current Time video channel.

He, along with other Russian opposition figures and human rights activists, reported initiating an online petition urging Mongolian authorities to arrest Putin.

“From an international legal perspective, this is not a matter of choice or desire. It is a legally binding obligation,” Kara-Murza further stated.

The ICC, based in The Hague, issued an arrest warrant for Putin in March last year over the kidnapping and forced deportation of thousands of Ukrainian children. Mongolia, one of the ICC’s 124 member countries, is hosting Putin for the first time since the issuance of the arrest warrant.

Particularly, the provision of fully equipped biosafety level II and III mobile laboratories to the National Center for Zoonotic Diseases and some branch centers has been instrumental in monitoring and responding to COVID-19 pandemic at border entry points.

During the state visit of the President of Russia to Mongolia, the renewal of this agreement was also reaffirmed, paving the way for deeper future cooperation.

In conclusion, Anna Yuryevna Popova handed over the keys to fully equipped laboratory vehicles, facilitating on-site diagnostics of zoonotic diseases and organizing prompt responses under the “Risk Reduction Program for Border Infectious Diseases” funded by the Russian government.

Due to the Lack of Use of the Extension of School No. 62, Primary School Students Will Be Transported by Bus to Another School

Published: Tue, 03 Sep 2024 | Translated from: ikon.mn

Due to the extension building of School No. 62 in Songinokhairkhan District not being in use, primary school students will attend classes in a rented building for the 2024-2025 academic year. However, the parents of the students have opposed this decision.

In connection with the start of the new academic year, several discussions took place with relevant officials, parents, and school administration, resulting in the decision to conduct classes in three shifts for 1st to 3rd-grade students at the main school until the extension of School No. 62 is operational.

In contrast, a decision has been made to transport six groups of 4th-grade students by school bus to the newly built School No. 169 in the 10th district, thus not having them attend classes in a rented building.

The construction work on the school's extension, which has a capacity of 640 students, was 85% completed but was halted in 2022 due to financial issues. To continue the construction work and bring it to full use, additional funding will be incorporated into the city's revised budget, and city officials have instructed relevant authorities to expedite the construction work and have it operational by October.

Personal Assistant Services Help Disabled Individuals Participate Equally in Social Interactions

Published: Tue, 03 Sep 2024 | Translated from: gogo.mn

The seminar "Improving Independent Living Systems" was held today. Representatives from the "Mainstream" Independent Living Center of Japan participated in this conference to:

  • study experiences, promote independent living for disabled individuals,
  • effectively and accessibly implement personal assistant services,
  • involve governmental organizations,
  • expand cooperation and unify understanding.

This project, aimed at promoting independent living and implementing personal assistant services for disabled individuals, will be implemented in our country for three years.

During the seminar, S. Odontsetseg, manager of the Social Participation Program, stated: "In society, disabled people are often perceived as patients or dependents. The concept that these individuals should work and participate in social interactions as equals has not yet been established in our country.

Therefore, they have resolved their walking needs by using wheelchairs. Otherwise, they have equal rights in society. However, due to environmental conditions such as wheelchair accessibility or public transport, assistance from others is often necessary. This seminar focused on correctly introducing the concept of personal assistant services.

Personal assistant services are often thought of as resembling housekeeper services.

A personal assistant does not do everything for a disabled person but provides support for actions they cannot perform.

With the establishment of personal assistant services, disabled individuals will have equal opportunities to participate in social interactions on par with others," she said.

The project aims to explain why disabled individuals are challenged when living independently for two weeks apart from their families, and why personal assistant services are necessary, educating society on these issues. The first 14 individuals have already participated.

The discussion was organized by the Leader Student Academy, the Mainstream Independent Living Center of Japan, the Common Development NGO, and the Ministry of Family, Labor, and Social Protection, General Authority for the Development of Persons with Disabilities, with participation from the Ministry of Family, Labor and Social Protection, the Labor and Welfare Services General Authority, General Authority of Development and Disabilities, social workers, people with disabilities and their families, as well as Japanese guests and representatives.

Please cast your vote on whether to support alternating vehicle number plate restrictions

Published: Tue, 03 Sep 2024 | Translated from: ikon.mn

The inaugural meeting of the "20-Minute City" National Committee took place yesterday, where a survey was conducted to gather citizens' opinions on implementing vehicle number plate restrictions. It was announced that, should the majority approve, a decision will be reached this week.

Within this framework, the official website of the Capital City Governor's Office/ НЗДТГ/ has commenced the polling process.

Specifically, citizens can participate in the survey on whether to support alternating vehicle number plate restrictions by visiting https://vote.ulaanbaatar.mn/home.

According to the fourth plan, Ulaanbaatar city was designed to have 85,000 vehicles on routes for a city of 600,000 inhabitants, but it now accommodates two million inhabitants and 700,000 vehicles, which has become a cause of congestion, as highlighted by City Mayor Kh. Nyambaatar.

Introduce your children to the greenhouse where strawberries, peppers, and tomatoes are grown in winter

Published: Tue, 03 Sep 2024 | Translated from: gogo.mn

The project team established agroforestry in Ömnögovi and Govi-Altai provinces since 2016. Based on this experience, they decided to implement the intelligent greenhouse project.

The opening ceremony of the joint Mongolian and South Korean project on science and innovation was held at the intelligent greenhouse center. We left from the Agricultural University administration by bus, passed through the 22nd junction, and after traveling about 20 km on a dirt road past the 61st junction, we arrived at the intelligent greenhouse farm located in Burkhantin Am after two hours. As we entered, we were greeted by three rows of solar panels and a small stage set among several greenhouses.

The rapidly changing global climate has also affected Mongolia. The result of calculating harsh weather conditions and water scarcity showed that it was necessary to change old technology, which led to the initiation of this project.

Although the area used for food is sufficient, the quality of specific vegetables is poor, prompting many ongoing research studies.

Director of the International Crop Research Institute Lee Youn Bom stated, "In Mongolia, we can only farm for four months due to the climate. During this period, we only consume fresh vegetables. Therefore, we focused on technology that would allow for more extended farming periods.

In winter, temperatures in Mongolia can drop to -30 to -40 degrees, making fresh vegetables difficult to consume. Therefore, we prioritized the development of greenhouse business to address this. Currently, three types of greenhouses have been set up, differing in heating systems.

We are converting conventional heating systems with minor modifications into smart systems. The primary target products of this greenhouse are specific vegetables such as strawberries, peppers, and tomatoes, to be grown from March to October.

We believe it is impossible to plant all types of vegetables in one type of greenhouse system. We are working with a plan to experiment with various technologies and methods to find feasible conditions.

Although it is too early to implement an automatic control system for all greenhouses, the attempt is a trial to open new opportunities for the youth, the future of Mongolia. There is support from the government side for the project done in collaboration with the Agricultural University," he said.

During the event:

  • Large tomatoes were sold at 4,000 MNT per kg
  • Small tomatoes at 6,500 MNT per kg
  • Cucumbers at 4,000 MNT per kg from the new harvest.

Dr. T. Nasanjargal, a teacher from the Department of Agriculture, introduced the project activities.

He said, “The project 'Smart Greenhouse Farming Adapted to the Northern Region' created eight greenhouse models based on 36 years of climatic data of Mongolia. The project started in 2021, with many activities like document preparation taking place, and crop planting began last autumn. Within one year from fall to this year, we have introduced the technology and completed the building of all models and greenhouses. Now we are officially opening. The 0.8-hectare land of the Agricultural University has been entirely equipped with a smart greenhouse farming complex.

This project is being implemented by the International Crop Research Institute of Korea, ISU company, in cooperation with the Agricultural University, with financial support from the Korean government. Since 2000, mostly greenhouses built have come from South Korea, China, and the Netherlands. The greenhouses introduced in today's project are designed for Mongolia's climatic conditions. A total of eight greenhouse models for winter and summer have been developed.

The success of the innovation project aims to cooperate openly with individuals, businesses, and organizations planning to produce in greenhouse farming and the fruit and vegetable sectors through the Agricultural University's smart greenhouse farming center. Programs to provide ecological education from preschool children to all ages will also be conducted by familiarizing them with soil-less and soil-grown greenhouse environments.

Training to empower young people and farmers will be organized in collaboration with various institutions.”

The project's team aims to develop greenhouse farming in the central and Gobi regions of Mongolia. Based on the experience of establishing agroforestry in Ömnögovi and Govi-Altai provinces since 2016, they developed intensive technology to grow fruits and vegetables. They are now implementing this intelligent greenhouse project.

The harvest from the greenhouse will be supplied to the market, aiming to create a brand under the Agricultural University.

"We are happy to be part of this historic moment where safe and healthy food production is being achieved through greenhouse business. We hope the relationship between Mongolia and South Korea will improve based on the collaboration in greenhouse operations, and the intelligent greenhouse operation will deliver fresh and healthy food to our citizens," shared Pak Doo Hwan, Chairman of the Korean Professional Newspaper Association.

Under this project, models of low-cost and quality synthetic film greenhouses that enable year-round farming will be developed in clusters throughout Mongolia’s vast regions.

Thus, the opening ceremony concluded.

The Team of the “National Campaign Against Cancer” is Working in Bayan-Ölgii Province

Published: Tue, 03 Sep 2024 | Translated from: gogo.mn

Mongolia ranks first in the world for cancer-related deaths, specifically leading in deaths caused by liver and stomach cancer. It is essential to understand that this deadly disease can be prevented, and if detected early, there is a possibility of complete recovery. The “National Campaign Against Cancer,” funded by the KHAN Bank Foundation and supported by the National Cancer Center and the Mongolian National Public Radio and Television, has been committed to raising awareness about these facts among the public.

In the 14 years since the campaign was initiated, it has successfully raised public awareness about early detection, treatment, risk factors for cancer, and prevention methods, contributing to an increase in knowledge about cancer among the population and playing a significant role in cancer prevention.

This time, the team of the “National Campaign Against Cancer” traveled to the remote western border of Mongolia, Bayan-Ölgii Province, and organized an opening event today at the central square of Ölgii city. According to the 2023 end-of-year report, newly registered cancers in Bayan-Ölgii Province are distributed as follows: liver cancer accounts for 23.7%, stomach cancer 23.1%, esophageal cancer 11.8%, kidney cancer 10.1%, breast cancer 4.1%, colorectal cancer 3.0%, and other types of cancer 24.3%. Although the incidence rate per 100,000 population is lower than the national average, 73.1% of the newly registered cancer cases are diagnosed at a late stage, which is concerning.

The campaign team, with the goal of providing knowledge and information on cancer prevention, conducting examinations and diagnoses, and early detection, will work in Bayan-Ölgii Province until September 7 and in Bayankhongor Province from September 15 to 21.

Over the years, the KHAN Bank Foundation has conducted screenings for more than 133,000 people, detected 656 cases of malignant cancer, and spent a total of 1.3 billion tugriks on this campaign. This represents a significant private investment in the healthcare sector and showcases an excellent example of professional organization and private sector partnership, contributing to social responsibility and bringing about tangible change in society.

Doctors and specialists advise that regular participation in preventive screenings, maintaining mental health, eating healthily, exercising regularly, and avoiding bad habits can help prevent cancer.

Mongolia, with the highest cancer-related mortality rate in the world, particularly in terms of liver and stomach cancer, tops global statistics. The "National Campaign Against Cancer," funded by the Khan Bank Foundation and implemented in collaboration with the National Cancer Center of Mongolia and the Mongolian National Public Radio and Television, aims to raise public awareness that cancer can be prevented, detected early, and even cured.

Over the 14 years since the campaign's inception, significant progress has been made in educating and informing the public about early detection, treatment, and prevention of cancer risk factors. This has contributed to increased knowledge and information about cancer prevention among the population.

This time, the "National Campaign Against Cancer" team has traveled to the remote western region of the Bayan-Ulgii province, organizing an opening event today in the central square of Olgii city. According to the end-of-year 2023 report, newly registered cancers in the Bayan-Ulgii province included liver cancer (23.7%), stomach cancer (23.1%), esophageal cancer (11.8%), kidney cancer (10.1%), breast cancer (4.1%), colorectal cancer (3.0%), and other cancers (24.3%). Although the incidence rate per 100,000 population is lower than the national average, 73.1% of newly registered cancer cases are diagnosed at a late stage, which is a concern.

The campaign team will continue their preventive outreach, screening, and early detection efforts in Bayan-Ulgii province until September 7 and will then work in Bayankhongor province from September 15 to 21.

In previous years, the Khan Bank Foundation has screened over 133,000 people, identified 656 cancer cases, and invested a total of 1.3 billion MNT, making it a significant private sector investment in the health sector and a good example of effective cooperation with professional organizations and private partners leading to tangible social change.

Healthcare professionals advise that regular participation in preventive screenings, maintaining mental health, eating a healthy diet, exercising regularly, and avoiding harmful habits can help prevent cancer.
