Directors of Departments in MMHI Involved in Corruption Cases
Published: 2024-10-01 | Translated from: unuudur.mn
Officials from the Mineral Resources and Petroleum Authority (MRPA) continue to be implicated in corruption cases. Several years ago, the Independent Authority Against Corruption (IAAC) conducted an audit of the Ministry of Mining and Heavy Industry and its affiliated agency, MRPA. They found that some government officials were working for private companies and receiving salaries from both. Experts from the authority were employed as consultants by both foreign and domestic companies involved in extracting oil, gold, coal, and other minerals, preparing their operational reports. These experts received dual salaries ranging from a minimum of 3 million MNT to up to 20 million MNT from these companies. However, it appears that MRPA officials continue to have conflicts of interest, as seen in several cases involving its officers. Recently, the IAAC's Investigation Department completed its investigation into a case involving the Director of MRPA's Mineral Exploration Department, M. Enkhjargal, and transferred it to the prosecutor's office for indictment. The "Curial" company, which operates in the meat, meat products, and tourism sectors, obtained a special permit for mineral exploration over an area of about 390 hectares in Gurvansaikhan, Dundgovi Province. M. Enkhjargal is being investigated for allegedly abusing his position to provide these enterprises with an advantage. Earlier, a case involving the former Head of MRPA's Cadastre Department, D. Dashzeveg, was transferred to the Chingeltei District Criminal Court, but significant time has passed without a resolution. Although a court session was scheduled last week, it was postponed until October 22 because it was deemed necessary for the victim and experts to be present in person. Additionally, a case was sent to the Chingeltei District Criminal Court involving R. Enkhtaivan, who previously worked as the Director of the Law and Legal Department and is now a high-ranking official in the city's Administration Agency, and G. Erdenebold, an MRPA specialist. They were accused of issuing an official letter that allegedly provided mining advantage to "Arvin Bayalag," a non-governmental organization involved in artisanal gold mining. Last week, after reviewing the case, the court found no signs of a criminal offense and acquitted the mentioned officials.
D.Amarbayasgalan: Legislation should aim to improve life, not pressure citizens

The autumn session of the State Great Khural (Parliament) opened with a speech by Speaker D. Amarbayasgalan. He stated, "Honorable Prime Minister of Mongolia, Members of the Parliament, esteemed guests, and citizens, the new parliamentary composition resulting from comprehensive political reforms has, through its inaugural session, certified the people's choice and established the Government of Mongolia. During the extraordinary session, several key issues such as the Government Action Plan for 2024-2028 and the budget amendment were discussed and resolved. During the interim period before the regular session, the activities of the parliament have been ongoing uninterruptedly, allowing us to meet with our citizens and voters, listen to their opinions, familiarize ourselves with the operations of various parliamentary-affiliated organizations, and meet with ambassadors from foreign countries residing in Mongolia as well as representatives of international organizations. We have also established parliamentary groups. In this autumn session, it is imperative that we work towards ensuring economic stability, refining the legal environment for investment, increasing foreign investments, diversifying the economy to reduce dependence on a single sector, supporting domestic businesses, and reducing state intervention in the economy through legal reforms. Due to positive changes in our country's social, economic, and political conditions, the international rating agency 'Fitch Ratings' has upgraded Mongolia's credit rating to 'B+'. Compared to other regional countries, Mongolia's economic growth is higher, influenced by our achievements and results, opening opportunities for income diversification. The State Budget Bill, submitted by the joint government, is aimed at elevating national development to a new level, laying the foundation for major construction projects, and achieving the medium-term goal of increasing per capita GDP to USD 10,000. Therefore, the Law on the State Budget for 2025 and accompanying legislation for discussion during the autumn session will outline the general development trends and economic growth for the next 4 years. The parliament must meticulously study the mega projects and investment programs proposed by the government, reflect on past lessons, anticipate future risks, and proceed with a solid foundation. Esteemed members, in the external environment, major powers are engaged in a geopolitical competition affecting international relations and economic cooperation. Thus, when discussing the main directions of monetary policy for 2025, it is essential to ensure that we successfully overcome economic challenges caused by external factors, maintain economic recovery, and particularly focus on protecting the real income of the citizens. We should base our actions on key legal and policy documents such as the Constitution of Mongolia, the National Security Concept, and the Foreign Policy Concept, prioritize the primary interests of the homeland, and take a more cautious approach towards matters leading the development of the state. The 126-member parliament, composed of representatives from 5 parties, has raised public expectations to be more open, transparent, and responsible in fulfilling the duties of a member of parliament. In addition to meeting these expectations, we need to move away from old thinking and operate more innovatively and effectively as the highest governing body defining the internal and external policies of the country. Given societal development and technological advancement, it is necessary to shift from being judged by the number of introduced laws to assessing the role, quality, and policy continuity of the laws in regulating social life and contributing to progressive development. Laws should not burden citizens' lives or impose pressure, but should aim to support and uplift their lives. Therefore, as the Speaker, I will focus on establishing a responsive parliament, developing human-centered legislative activities, and improving the quality of laws. The parliament must develop a humane, civil democratic society in our homeland and ensure the governance rights of the Mongolian people. During its term, the parliament should focus on 'HUMAN-CENTERED LAW', which upholds human rights and embodies a human-centered ideology; 'TIMELY LAW' that quickly adapts legal regulations in line with the rapid pace of social development; and 'COMPREHENSIVE, CLEAR LAW' that makes laws clear and understandable, delineating the scope of relations regulated by laws and rules. The implementation of our 'THREE EFFICIENCIES' goals will fundamentally eradicate corruption, bureaucratic difficulties, human rights violations, and inequality in society. To realize these goals, we plan to incorporate them into the parliament's strategic plan for action and discuss them. Also, in pursuit of implementing the special powers of parliament provided for in Article 25-1 of the Constitution, 54 working groups have been actively established by the Speaker's order. Honorable members of parliament, it is one thing to pass laws and resolutions, but if the law is not implemented, it becomes merely a declaration. Therefore, we must place special emphasis on the quality of the legislation, ensuring that the enacted laws and decrees are equally and fairly applied to all, do not grant undue advantage to anyone, uphold human rights, and are clear and comprehensible. Members of parliament, you must sense the problems facing the everyday lives of the people and the public, regardless of their size, and work with proposals and initiatives to address them within the framework of law and legal regulations. However, do not think only of today or strive to gain popularity among the public but focus on securing the future for upcoming generations and fully concentrate on your duties within the scope of your legally defined role. As the Speaker of the autumn session, I have urged you to work more professionally and creatively, promote transparent, open, and scientific discussions that result in timely, realistic, and effective policies, and participate responsibly and proactively in the Standing Committee and plenary session work. Let's cherish harmony, remember the priorities of our interests, and work with dedication to meet the trust our citizens have placed in us, maintaining ethics and responsibility, and working collaboratively and productively with the government and all levels of state organizations. On the day of the opening of the autumn session, we celebrate International Day of Older Persons. On behalf of the State Great Khural, we extend our sincere greetings to the senior citizens who have contributed their toil and labor for the independence and development of Mongolia during the years of construction, wishing them health and longevity. I hereby declare the opening of the State Great Khural's 2024 autumn regular session.

The MPP Faction Meeting Supported the 2025 Budget Law and Mega Projects
Published: 2024-10-01 | Translated from: gogo.mn
In today's meeting of the Mongolian People's Party (MPP) faction in the State Great Khural (Parliament), they supported the discussion of the draft law on the statement of the budget framework for 2025, and the budget projection for 2026-2027 of Mongolia's unified budget. MPP faction leader L. Munkhbaatar emphasized that the notable feature of the Budget Law proposed by the government is that it supports regional development planning. Secondly, it targets the pressing issues of traffic congestion and air pollution in the capital city. Furthermore, the faction members supported the inclusion of favorable tax policies aimed at supporting the private sector and business environment in the draft law. The government has introduced plans to implement 4 out of 14 mega projects in 2025. Specifically, these projects include the Gashuunsukhait-Gantsmod railway, the Mongolia-France joint uranium project, Erdeneburen hydropower plant, and Tavan Tolgoi thermal power plants, as included in the relevant documents and supported by the faction members. Finance Minister B. Javkhlan stated that the draft budget for 2025 was submitted to the Parliament in September. The government, the Ministry of Finance, the capital city, and the Parliament organized over 10 discussions with the media sector over the month to inform the public about the Budget Law. Of the 38 new projects planned under regional development for next year's budget, 602 projects will continue. As a result, 61 kindergartens, 90 schools, and 32 hospitals will be newly operational. While discussing the budget, wealth creators and business owners expect the tax policy for the coming year. Three distinct tax policies are being introduced. For example, differentiated tax policies can be applied within the framework of regional development. Regional development is specifically outlined in Resolution No. 64 of the Parliament and the government's four-year action plan. The project includes information on which provinces will see changes in tax policies due to regional development. Additionally, customs duties on technological equipment are being fully exempted. One significant policy change is that if companies or organizations provide donations and assistance for social investments, they will be exempted from taxes up to 1% of their annual income. This includes costs related to culture, sports, and green spaces, which can be reported and exempted from taxes, the information shared.

The autumn session of the State Great Khural (Parliament) opened today. In connection with this, the group of the Mongolian People's Party (MPP) in the parliament held a meeting and introduced the decisions made. At this time, Finance Minister B. Javkhlan provided information regarding the new regulations for tax relief for businesses and organizations in connection with the submission of the draft law on the 2025 budget to the parliament. He stated, "Every year, what the public and wealth creators expect from the budget is the tax policy. We are introducing three very clear tax policies. First is the regional development tax policy. In other words, different tax policies can be implemented based on the region. We have developed two major regional development documents. Government Order No. 64 and the government's four-year action plan clearly specify the leading directions of each region. In this context, the government ministers have the main task of determining the leading directions, industries, and sectors of regional development. In addition, issues are prioritized with members of the parliament elected from each region, representatives of citizens' meetings, and provincial leaders, and laws and regulations have been introduced on how taxes will be applied in each region. Previously, we exempted processing sector equipment from customs duties, but from January 1 next year, customs duties will be exempted for technological equipment regardless of sector. A significant change being introduced is that if a business or organization makes social investments, donations, or contributions, a legal provision is being proposed to exempt such contributions from tax up to one percent of the company's annual income." D. Amarbaysgalan: There Is a Need to Reduce Government Involvement in the Economy
Published: 2024-10-01 | Translated from: isee.mn
The fall session of the State Great Khural (Parliament) of Mongolia opened today. The session was inaugurated with a speech by the Speaker of the State Great Khural, D. Amarbaysgalan. He stated, "As a result of comprehensive political system reforms, the newly established Parliament affirmed the results of the people's choice in its initial session and formed the Government of Mongolia. During the extraordinary session, several important issues, such as the Government's 2024-2028 action plan and budget revisions, were discussed and resolved. During the break in the regular session, the operations of the State Great Khural continued without interruption. We met with the citizens and voters, listened to their opinions, familiarized ourselves with the activities of organizations under the State Great Khural, and established parliamentary groups through meetings with ambassadors of foreign countries residing in Mongolia and representatives of international organizations. In this fall session, we need to ensure economic stability, refine the legal environment for investment, thereby increasing foreign investment, expand and diversify the economic base dependent on one sector, support domestic entrepreneurs, and make legal reforms to reduce government involvement in the economy. This is necessary because positive changes have occurred in the social, economic, and political situation of our country, and the international ratings agency "Fitch Ratings" has upgraded Mongolia’s credit rating to "B+". Compared to other countries in the region, Mongolia’s economic growth has been greater, and our efforts and achieved results have influenced this credit rating, opening opportunities for income diversification. The Budget Law submitted by the Coalition Government is also aimed at bringing the country’s development to a new stage, laying the foundation for major construction, and achieving the medium-term goal of bringing the per capita GDP to 10,000 USD. Therefore, the Budget Law of 2025 and the accompanying legal acts to be discussed in this fall session will determine the general trends in development and economic growth for the next four years, and the State Great Khural must carefully examine the mega projects and investment programs implemented by the Government, remember past lessons, anticipate future risks, and approach them with a sound basis. Dear Members, in the external environment, we are witnessing the geopolitical competition of major powers impacting international relations and economic cooperation globally. Therefore, when discussing the draft main directions of the monetary policy to be pursued by the state in 2025, we must especially focus on successfully overcoming economic difficulties caused by external factors, maintaining the recovery and stability of the economy, and protecting the real income of citizens. We must base ourselves on the key legal and policy documents, such as the Constitution of Mongolia, the National Security Concept, and the Foreign Policy Concept, uphold the fundamental interests of our homeland, and adopt a more careful approach to the issues that drive the development of the state. The 126-member Parliament, comprising representatives from five parties established at this time, has raised high expectations from citizens for openness and transparency, for members of the State Great Khural to be practical and responsible in fulfilling their duties. Therefore, we must strive to meet these expectations, shed old ways of thinking, and operate more innovatively and effectively as the highest legislative body determining the internal and external policies of the country in line with social development and technological advancements. It is time to move away from the shallow understanding of evaluating our work by the number of laws submitted and passed and reporting to voters, and to shift towards assessing the role, quality, and policy continuity of the laws initiated and enacted in regulating social life, as well as their tangible contributions and effective results. Laws should not be tools of pressure and coercion in citizens' lives, but should support and assist their upward progression. Therefore, as Speaker of the State Great Khural, I will steadfastly focus on developing a responsive parliament and enhancing human-centered legislation, improving the quality of laws. The State Great Khural of Mongolia must develop a humane, civil democratic society that ensures the governance rights of the Mongolian people. As Speaker of the State Great Khural, I have initiated the "THREE HARMONIES" of the legal environment: "HUMAN-CENTERED LAWS" — laws that uphold human rights with a human-centered philosophy; "LAWS THAT MEET CURRENT DEMANDS" — quickly enacting legal regulations in line with the rapid development of society; and "COMPREHENSIVE, CLEAR LAWS" — clarifying the relationships regulated by law and regulation. If we achieve the goals of our "THREE HARMONIES" initiative, we will fundamentally eliminate corruption, bureaucratic arrogance, human rights violations, and inequality in society. To realize this goal, we are planning to incorporate how we will work and the objectives we will set into the State Great Khural's strategic plan for discussion. Moreover, it is pleasant to inform you that the 54 working groups, established by the Speaker’s order to implement the special authority of the State Great Khural as stipulated in Article 25.1 of the Constitution, have already begun their work energetically. Members of the State Great Khural, passing laws and resolutions is one thing. If laws are not implemented, they remain mere proclamations. Henceforth, we must pay special attention to the quality of laws and ensure that the enacted legislation is equally applicable to everyone, does not unjustly favor anyone, and upholds human rights, being clear and understandable. Members of the State Great Khural, we must feel and address even the smallest issues troubling the day-to-day lives of the public and citizens and propose solutions within the legal framework. However, I advise you not to think only of today and to seek popular acclaim but to fully concentrate on your work within the scope of the mandates given by law and thoughtfully consider the future and common resources. In this regular fall session, I, as Speaker, remind all of you of a time when we need to work together for a new political culture of transparency, openness, and scientific discussion, putting forward timely, realistic, and effective policies, and supervising and evaluating them with creative and professional competence. Therefore, I call upon esteemed members of the State Great Khural, the Government, and all levels of government organizations to work cooperatively, valuing ethics and responsibility, earnestly and productively, to respond to the expectations placed by our citizens with dedication.

The first meeting on the cooperation of the partner organizations in the family, labor, and social protection sector was held. L. Enkh-Amgalan, the minister of the sector, introduced projects to be implemented in the family, labor, and social protection sector within the framework of the Mongolian Government's 2024-2028 action program. He stated, "We are discussing the implementation and results of the projects and programs implemented in the past. Projects with little significance will not be continued in the future. It is imperative to obtain effective loans from international organizations instead of relying solely on donations and grants to implement our policies." He also mentioned that the accessibility of mortgage loans will be increased using the funds from the "Savings Fund." During the meeting, the possibilities of implementing affordable housing for targeted groups such as government employees working in local areas, households with many children, and young families were presented, with resources from the "Savings Fund" aimed at increasing mortgage affordability. Discussions were held on pension reform, streamlining welfare policies, balancing supply and demand in the labor market, supporting vocational education, organizing major sector data into a unified information database, and planning based on artificial intelligence. Representatives from governmental ministries, embassies of 15 countries including the USA, South Korea, China, the UK, Germany, Japan, Hungary, Turkey, France, and Canada, as well as the European Union, United Nations, and its specialized and international organizations, the World Bank, and the Asian Development Bank participated in the meeting. The regular autumn session of the State Great Hural opened today. In connection with this, the faction of the Mongolian People's Party, which has seats in the State Great Hural, held a meeting and presented its decisions. During this time, Finance Minister B. Javkhlan provided information about what new regulations concerning tax relief for enterprises and organizations were included with the submission of the 2025 budget bill to the State Great Hural. He stated, "Every year, what the public and wealth creators anticipate from the budget is the tax policy. We are introducing three very clear tax policies. Firstly, there is the regional development tax policy. In other words, it is possible to apply different tax policies by region. We now have two major regional development documents. The 64th resolution of the State Great Hural and the government's four-year program clearly specify the leading areas for each region. In this context, the government ministers have the primary responsibility to determine the leading directions, industries, and sectors for regional development. Additionally, issues are prioritized and regulated by law, indicating how taxes will be levied in which regions, by members of the State Great Hural elected from each region, citizens' representatives, and provincial leaders. Previously, we exempted processing sector equipment from customs duty, but from January 1st of next year, technological equipment will be exempt from customs duty regardless of the sector. A major change in principle is that if enterprises and organizations invest, provide assistance, or donations towards social projects, there will be a law that allows them to be exempt from tax, limited to one percent of the company's yearly income," he said.

D. Amarbayasgalan: We Will Reduce the State's Role in the Economy
Published: 2024-10-01 | Translated from: news.mn
At the opening of the autumn session of the Parliament, the attendance reached 79.4% with 100 members present. Prime Minister L. Oyun-Erdene, members of the government, ambassadors from foreign countries residing in Mongolia, the secretary of the National Security Council, the chairman and members of the Constitutional Court, the Supreme Court, the Judicial General Council, heads of agencies appointed by the Parliament, and officials including the mayor of the capital city participated in the opening. During his speech at the opening of the parliament, Speaker D. Amarbayasgalan stated, "In our initial session of the Parliament, we formed the government, and in the extraordinary session, we discussed several important projects, including the action program of the government for 2024-2028 and the budget amendment for 2024. In this autumn session, we need to ensure economic stability, improve the investment environment more comprehensively, increase foreign investments, diversify the economic base that depends on a single sector, support domestic entrepreneurs, and implement legal reforms to reduce the state's role in the economy. This need arises because positive changes have occurred in our country's economic, social, and political situation, as the international Fitch agency upgraded Mongolia's credit rating to B+ level. Compared to the countries in the region, Mongolia's economic growth is higher, and our efforts have thus influenced the credit rating and opened opportunities to diversify our income. The draft law on the 2025 budget submitted by the coalition government aims to bring the country's development to a new level, laying the groundwork for large-scale construction, reaching a GDP per capita of 10 thousand USD, and achieving mid-term goals. The 2025 budget law of Mongolia, to be discussed in the autumn session, along with the accompanying legislation, will more clearly define the general trend of Mongolia's development in the next four years, as well as economic growth. Therefore, it is necessary for the Parliament to carefully study the mega projects and investment programs to be implemented by the government, to reflect on past mistakes and lessons, and to anticipate potential risks in the future," he said.

The Mongolian People’s Party (MAN) faction in the State Great Khural (Parliament) provided information regarding the discussions on the draft resolution of the State Great Khural approving the 2025 development plan of Mongolia, the draft budget for 2025, and draft laws on the budget perspectives for 2026-2027. L. Munkhbaatar, head of the MAN faction, stated: "The faction decided it is appropriate to discuss these matters. The 2025 budget, submitted by the government, includes policies to support regional development and comprehensively address the pressing issues of the capital city, with favorable tax policies to support the private sector. Notably, it presents four of the 15 mega projects outlined in the government program for implementation. These projects include the Gashuunsukhait and Gantsmod railways, the uranium project, the Erdeneburen hydropower plant project, and the Tavan Tolgoi thermal power plant project. All faction members supported this project." Minister of Finance B. Javkhlan remarked: "Within the framework of the new provisions in the calendar appended to the Budget Law, the government submitted the draft budget for 2025 to the State Great Khural. Over a month, we conducted more than ten discussions open to the public. Before discussing it in the regular session of the State Great Khural, we initiated discussions to ensure budget transparency. After the government plans the budget and the State Great Khural approves it, it becomes law. As the autumn session begins, we brief our members again on the budget." "Every year, we introduce the tax policy with the budget. We will implement differentiated tax policies following regional development, defining the main sectors of ministers within the government structure and legislating tax policies in respective regions, with participation from members of the State Great Khural and local councils elected from those regions. Previously, customs duties were exempted for technological equipment identified and developed by sectors, but starting next year, all sectors' technological equipment will be exempt from tax, regardless of sector. In relation to regional development, provisions are being clarified to legislate for up to a 90% reduction in corporate income tax." Another significant change is that if enterprises make social contributions, invest in areas like sports, culture, green spaces, or facilities for people with disabilities, and report and verify these, they will be exempt from tax up to 1% of the company's annual total income. The budget deficit stands at 1.9 trillion tugriks. State operational expenses will proceed as usual. The import tax on wheat flour has been indefinitely eliminated to ensure consumers receive cheap flour. Cement tax aligns with the budget in a similar manner to flour. Three balance factors—whether domestic manufacturers can meet demand and what should be focused on to support competition—have not been addressed by the relevant ministry in a proposal. Additionally, 43 trillion tugriks are budgeted for 14 mega projects, three of which have already started and have completed feasibility studies.
Studying the Option of Issuing Mortgages with a 10% Interest Rate in Ulaanbaatar's A Zone
Published: 2024-10-01 | Translated from: gogo.mn
Prime Minister L. Oyun-Erdene is leading the National Housing Committee. This committee is studying options to provide mortgages with differentiated interest rates. For instance, it is considered that taking a mortgage in the central area of the city, known as the A zone, would be possible at an interest rate of 10%, while mortgages in other districts could be offered at an 8% interest rate. In rural areas, however, the current regulation will remain unchanged, allowing for a 3% interest rate on mortgages. This year, a total financing of 1.2 trillion MNT has been planned for mortgages, with one trillion MNT already spent. This 1.2 trillion MNT is sourced from the following: - Monthly repayment of principal and interest from previous borrowers, amounting to 200 billion MNT - Central Bank of Mongolia (Mongolbank) sources of 500 billion MNT - Accumulative Fund sources of 500 billion MNT Every year, an average of 17,000 couples marry in our country. However, mortgages are provided to only 11,000 households annually, leaving 6,000 young couples without access to these loans. As the demand for mortgages continues to grow, with citizens waiting one year for a response from the banks, studies to implement differential interest rates have been initiated. Furthermore, the Central Bank of Mongolia stated that they are studying the arrangement where mortgages, financed by Mongolbank, would be available only in the capital, while the sources of the Accumulative Fund would be allocated to rural residents. Financing for the Accumulative Fund is being mobilized by "ETT" JSC and the "Erdenet" factory. If the above regulation is implemented, international financiers such as the World Bank might see it as a market-based loan and express their readiness to finance it. In addition, it is noted that the Mongolia Mortgage Corporation (MIK) has secured financing of 150 million USD at a 14% interest rate from abroad.

Infrastructure
Cooperation in Air, Rail, and Maritime Transport Sectors
Published: 2024-10-01 | Translated from: montsame.mn
Mongolia will cooperate with the Socialist Republic of Vietnam in the sectors of air, rail, and maritime transport. The Minister of Road and Transport Development of Mongolia, B.Delgersaikhan, met with the Vietnamese Minister of Transport, Nguyen Van Tang, and other relevant officials yesterday. At the beginning of the meeting, he said, "Last week I met with Mr. Nguyen Van Tang, the Minister of Transport, during the Sustainable Transport Meeting organized in China. I appreciate your visit to Mongolia and signing a Memorandum of Understanding to expand the relations in the transport sector between our two countries. I am confident that our transport sectors will collaborate more broadly in the future." To develop trade and economic relations between the two countries, geographical remoteness, and weak road, transport, and logistics connections pose obstacles. Therefore, it is necessary to focus on increasing the air, rail, and road transport links. Also, to activate the cooperation in the railway transport, a joint meeting between the railway organizations of Mongolia and Vietnam was proposed to be held in the second half of the year. During the meeting, both sides exchanged views on Vietnamese airlines opening scheduled flights, sharing experiences regarding dry ports, and opportunities for joint investment, linked to the growth in tourism, trade, and economic activities between the two countries. The Vietnamese Minister of Transport, Nguyen Van, said, "Our two countries are in an important phase of expanding our relations and cooperation. Although the cooperation in the transport sector is growing, I think we will work more extensively together in the future. I fully support organizing joint meetings to strengthen cooperation in the transport sector. We have received proposals from relevant authorities for direct flights to develop air transport. This permission will be granted soon. Direct flights will have multiple benefits in improving friendly relations and tourism between our countries and people. Our Ministry of Transport is capable of training personnel, educating sailors, sharing experiences in dry ports, and working together." The Ministry of Road and Transport Development reported this information.

Green Housing Project to Deliver 110 Housing Units This Year
Published: 2024-10-01 | Translated from: gogo.mn
In an effort to reduce air and soil pollution in Ulaanbaatar city and to provide comfortable living conditions by transforming ger districts into apartment housing, the city's Housing Policy Department is developing a green housing complex in the 9th khoroo of Songinokhairkhan District. This involves clearing 5.6 hectares to build a 13-block complex with a total of 462 apartments. Regarding the construction work of this complex, G. Gankhuu, head of the city's Housing Policy Department, informed that the City Council approved a project to redevelop the 162-hectare area around the Bayankhoshuu sub-center by redistributing ger district land. As part of this, the first phase of the "Ulaanbaatar City Green Housing Project" will see 110 apartments across four blocks completed by the end of this year with collaboration from the City Mayor's Office, the Asian Development Bank, and the Green Climate Fund. Project engineer P. Naranbaatar noted that the four-block complex of 110 apartments, planned for completion in this fourth quarter, is designed to be fully accessible from the entrance with a configuration friendly to special needs residents. It features wide doors and wheelchair-accessible bathrooms. The blueprints were developed to meet international evaluation standards, and construction follows these blueprints. Another highlight of this green housing project is the 25% reduction in operating costs. The apartments come with a greenhouse in front, allowing residents to grow their own vegetables. Service centers will also be established within the complex, allowing residents to easily access nearby services.
Budget: Key Energy Infrastructure Developments
Published: 2024-10-01 | Translated from: news.mn
35% of the 4.3 trillion MNT state budget investment, or 1.4 trillion MNT, will be carried out in the road transport sector. Meanwhile, 6.7%, or 199.4 billion MNT, will be spent on the energy sector, and 9.1%, or 388.1 billion MNT, on engineering infrastructure, with the remainder intended for other sectors such as education and health care. 265 MILLION USD TO BE SPENT ON THE ERDENEBUREN HYDROPOWER PROJECT Among significant projects to be implemented locally is the 90 MW Erdeneburen hydroelectric power station being financed by China's Exim Bank. This project is planned to be done with 95% investment from China's Exim Bank, with the remaining 5% funded by the Government of Mongolia. Currently, a funding of 265 million USD is being discussed for this development. Once successfully implemented, it will reduce carbon dioxide emissions equivalent to burning approximately 756.6 thousand tons of coal annually and will provide 100% local power supply, freeing western regions from dependency on imported electricity. This will also create a new tourist area as a result. GOVERNMENT BACKS DEBT FOR CHOIBALSAN TPP EXPANSION To support Mongolia's energy recovery and ensure the stable energy supply of the eastern region, the government has provided a debt guarantee for the expansion project of the Choibalsan Thermal Power Plant (TPP). Under the Parliament’s Resolution No. 90 and Government Resolution No. 133, financing of the "Choibalsan TPP Expansion by 50 MW Project" is being sourced from a 420 million Yuan loan from China's Development Bank. The government's debt guarantee was provided to the Development Bank, and the expansion of this thermal power station was operational. It is scheduled for loan repayment completion in 2031. With the expansion of the Choibalsan TPP, 25,139 households, 3,133 enterprises, and organizations in 36 soums and bags of Dornod and Sukhbaatar provinces, along with 13 mining deposits' enrichment and extraction plants, will be supplied with consistent and reliable energy. 137.9 BILLION MNT ALLOCATED FOR DALANZADGAD TPP In line with the policy to ensure reliable power operation in the Gobi region, funding of 137.9 billion MNT has been allocated for the 50 MW Dalanzadgad thermal power plant. The new plant will feature several advantages such as environmentally friendly technology with reduced emissions, air-cooled dry technology, and advanced filters that capture 99.9% of pollution. Additionally, 9.6 billion MNT has been newly allocated to the financing of the secondary circuit and infrastructure for heating plants under implementation in Dundgovi and Bayankhongor provinces. 7.7 BILLION MNT ALLOCATED FOR "AEROCITY" SUBSTATION CONSTRUCTION The installation of the "Aerocity" substation, with a capacity of 110/35/10 kV, and double circuit overhead power lines of 110 kV for the electricity supply of New Zuumnod city being built in Sergelen soum, Tuv province, is underway. Construction is set to be completed and operational by 2026. From the 25.9 billion MNT budgeted for next year, 7.7 billion MNT has been included in the budget. Moreover, 16.9 billion MNT has been allocated for the expansion of the Nalaikh thermal plant’s capacity.
Topic of Discussion: Stuck on the Road with Zero Progress, Are We Going to Limit Our Energy Again?
Published: 2024-10-01 | Translated from: news.mn
The cold is approaching, and winter is just around the corner. Are we Mongolians ready for winter? Issues like traffic congestion, pollution, energy shortages, flu, and icy conditions remain our headaches. Yet, during the warm days of summer and fall, we act as if we won’t face these issues. Especially this summer, Mongolians did little work, wasting time in celebrations and elections, and thus winter arrived. On June 28, we held parliamentary elections for the first time using a mixed system and elected 126 members. Following this, the 100th anniversary celebrations of 17 aimags and 102 soums took place, and officials spent time roaming from one event to another until fall arrived. Consequently, the summer passed with little to show, moving from one festivity and election to another, realizing only when children's schools and kindergartens resumed that we need to fix roads, acknowledge energy shortages, congestion, and pollution. In less than 10 days, elections for local councils are set to occur. Our focus is again on these elections, with little thought for winter preparations. During the cold start, we were caught in "zero" traffic on roads. Despite frustrations then, life didn't halt but rather made it through to the warm season, likely making us forget about this issue until it resurfaces again. The Mongols are likely to freeze again on roads this year due to lack of concrete actions. Proposed measures usually include fines, restrictions, and increased taxes with no significant solutions. Likewise, we have become numb to the pollution issue. Despite huge budgets of billions and trillions of tugriks being spent to reduce smog, no significant success has been achieved; the situation is just worsening. A government decision banned raw coal in Ulaanbaatar from May 15, 2019, requiring the use of refined coal. This marks the fifth year citizens are using this improved coal. At the time, authorities claimed that Ulaanbaatar's 220,000 households burn 1.2 million tons of raw coal a year, contributing 90% of the city's pollution, and that using improved coal would reduce this consumption to 600,000 tons annually, thereby theoretically cutting pollution by about 50%. However, in reality, it seems to reflect the saying "punishment only degraded" as we not only failed to become smog-free but suffered from toxic gas, resulting in over 600 deaths from poisoning since adopting refined coal. This number only reflects deaths, with thousands more requiring medical assistance for poisoning. Moreover, spending on reducing air pollution increasingly exceeds year by year, budgeting 33.7 billion tugriks in 2019, 39 billion in 2020, 30.2 billion in 2021, 34.5 billion in 2022, and 39.4 billion in 2023. Last winter, during peak energy demand, everyone nationwide managed by rationing electricity. Ulaanbaatar residents survived last winter by limiting power use, and there are no guarantees this winter will be any different. Experts frequently mention that the energy sector is constantly operating at a loss. Hence, to reduce these losses and find necessary financial resources, consumer electricity prices are set to increase by 30% and heating by 50%, effective from November 1. Although steps were taken by the energy sector to recoup some losses, the duration for results is unclear. Today, the fall session of the State Great Khural is open, with budget discussions for 2025 on the table. This budget allots considerable investments into energy issues. Proposals to build additional power plants have been around for years. Initially, in 2015, an agreement was signed with China to implement a new power plant in Booroljuut. However, until today, no operational progress has been made. Yet this year, Mayor N. Nyambaatar announced that the first 150 MW capacity plant will be launched. Additionally, a 50 MW battery storage plant is under construction in Baganuur district, also slated for completion this year. If these projects had been completed according to schedule, we wouldn't be sitting in energy restrictions now. Last winter, Mongolia lost over eight million livestock to harsh conditions. The dzud disaster affected 80% of the country's land, resulting in 8.1 million livestock perishing due to unavoidable natural forces. Sukhbaatar aimag suffered the highest loss of 1.6 million, with 900 thousand in Khentii and 700 thousand in Arkhangai. According to emergency agency reports, over 400 households were entirely left without animals, with over 4,000 families losing over 70% of their livestock. People and the government organized aid, collected contributions, and delivered feed during the crisis. However, there's no guarantee a dzud won't happen again this year due to the increasing frequency of natural disasters. Will livestock and herders be prepared if it does happen again? Our issues remain ongoing. After elections, life continues, and numerous problems await resolution, dear policymakers!
G.Gankhuu: 2,007 housing units to be built in Songinokhairkhan District's 34th Khoroo with concessional loan from South Korea

Minister Responsible for Reforming the Energy Sector Visited Uzbekistan
Published: 2024-10-01 | Translated from: gogo.mn
Member of Parliament and Deputy Prime Minister T. Dorjhand has been appointed as the Chairman of the Subcommittee responsible for investment, pricing reforms, and mega projects in the energy sector since last August. This subcommittee includes representatives from the government, parliament, and the private sector. In August, the subcommittee proposed increasing energy prices supplied to households by 30 and 50 percent, specifically proposing a 30 percent increase in electricity and a 50 percent increase in heating prices. The government decided to increase prices in November. Consequently, the Bank of Mongolia calculated that the energy price increase would raise inflation by 0.8 units. Chairman T. Dorjhand has studied experiences in Uzbekistan regarding investment, pricing reforms, and mega projects in the energy sector. He stated, "We will boldly reform the energy sector. We will change the structure of state-owned companies in this sector. Currently, the sector is monopolized by the state and has not transitioned to a free market. We will improve efficiency. We will make the companies operating in this sector open and public, attracting investments. Therefore, we are changing the pricing structure. Initially, this sector must become loss-free. As energy supply increases, prices will decrease. This mid-term plan is outlined as such."
Save Our City, Before It's Too Late
Published: 2024-10-01 | Translated from: news.mn
Cold, rainy days continue, and the campaign for the local council elections in Aimags and Ulaanbaatar is in full swing. In the results of the 2024 Parliament elections, a coalition government was formed, with the ruling MPP, the opposition DP, and the HUN joining forces, betraying the people's trust. However, a distinctive aspect of the 2024 elections was the "National Coalition," a new political force led by N. Nomtoibayar, which gained more than 360,000 votes and established itself as the sole opposition standing with the people, sparking hope and desire for change. Consequently, in the upcoming local council elections, the National Coalition is participating with its "If the Citizen is Prosperous, the City is Prosperous" platform. Truthfully, while the government boasts of creating a citizen-friendly city, it has made it impossible for citizens to prosper. Instead, they focus on enriching themselves by doing everything to exploit every inch of land, constructing urban jungles, leaving no space for children and the elderly to play and enjoy the sun. Every so often, curbs and pavements are replaced as a means of money laundering, turning the city into a haven for thieves. As a result, our city has become increasingly gray and polluted, losing its luster and causing citizens to suffer from price hikes and lose hours in traffic jams, ultimately wasting their days. Citizens of the capital spend 3.5-4 hours per day and 48 days per year stuck in traffic. The total cost of this lost time is estimated at 3.7 trillion MNT. Despite spending 420 billion MNT in 2021, 523 billion in 2022, and 420 billion again in 2023—totaling 1.4 trillion MNT—on reducing congestion, and even appointing a Congestion Minister, the situation has only worsened. The MPP has governed the capital for 30 of the past 34 years. Unfortunately, this has resulted in a city that's anything but friendly. Do we want to endure another 30 years in this condition? If we don't fix this now, it will soon become too late. The city's leaders have lacked neither power nor funds; what they lacked was concern. Ambitious promises like "Cable Transportation," "Metro," "Sky Circle," and "Light Rail" are mere fleeting words. Instead, what's left is a city drowning in trash, pollution, and broken promises like waterless fountains and ravaged lands. Horribly, families losing their lives to carbon monoxide poisoning has become commonplace. There is no shortage of financial resources, yet the budget has been squandered. For instance, three billion and 800 million MNT was spent on building a dry fountain, with an additional 429.5 million allocated in the 2024 budget. In 2019, a deal was made with the French government for a concessional loan to build cable transportation to reduce traffic congestion. In total, 937 billion 635 million MNT was allocated across the 2021-2023 budgets. Despite spending in the billions, all that's left today are headlines of empty appeasements and press memorabilia, successfully deceiving the residents. As a strong opposition, the National Coalition has launched its campaign with the motto "Save the City from Pollution," uniquely beginning its city council election campaign amidst the dump at Ulaanchuluut. Annually, Ulaanbaatar produces 1.4-1.5 million tons of waste, increasing by 300,000 tons each year on average, yet only 4% is recycled—a regretful statistic. Another ongoing hardship for the residents is the inability to curb rising prices. Prices of everyday goods continue to increase, pushing citizens to their limits. Prolonged inflation threatens to worsen poverty levels. The World Bank and the National Statistics Office have calculated that when the cost of living rises by 10% without a corresponding increase in income, the poverty rate could rise to 34.3%, threatening 211,000 people with economic hardship. Furthermore, businesses and individuals face the burden of heavy taxes, causing closures and contributing to unemployment and poverty. In Mongolia, every employed citizen capable of earning a salary is taxed with a personal income tax up to 20%, a social insurance contribution of 26%, and a value-added tax of 10%. Starting January 1, 2024, the sales tax on service enterprises will increase to up to two percent within the capital. As of 2023, out of 254,876 registered companies, 8,000 have declared bankruptcy, unable to overcome tax burdens, leading to a rise in unemployment, poverty, traffic congestion, air pollution, and cancer rates. Besides being unfriendly to its citizens, the city poses a threat to their lives and health. Additionally, starting this November, the MPP plans to increase electricity, heat, and energy prices, with a 30% increase in electricity and a 50% increase in heating costs set for November 1st, further straining citizens. The hike in energy prices will lead to an increase in the cost of everyday goods, turning this economic inflation onto the citizens' backs. Thus, the National Coalition aggregates all these issues within their agenda, offering a clear and concise solution dubbed "Save the City," emphasizing "Saving the City from thieves, pollution, price inflation, and time loss." It's now or never to take action.
Ulaanbaatar Metro Expected to Transport 17,500 Passengers Per Hour

In Ulaanbaatar, the international tender for the consultancy services of the metro construction project was organized in two stages this year, and the partnership of South Korea's "Dohwa Engineering" company was selected. It was previously reported that the first phase of selecting a contractor for the construction of the metro would be announced soon. In this context, a working group meeting was held today, and the technical specifications of the metro were submitted to the Tender Evaluation Committee. SUKHBAATAR: Discussion on How to Provide Housing for Citizens
Published: 2024-10-01 | Translated from: montsame.mn
A joint discussion titled "Providing Housing for Citizens" organized by the Governor's Office of Sukhbaatar Province and the Ministry of Construction and Urban Development took place on September 26 and 27. The discussion addressed how to further expand the province's infrastructure and explored ways to make housing affordable for citizens. Topics included increasing the availability of energy-efficient green housing, implementing projects and programs that match citizens' incomes, and accelerating local green development to promote housing for citizens. The discussion was attended by a working group led by the Minister of Construction and Urban Development, J.Batsuuri. In recent years, numerous residential complexes have been built in Sukhbaatar Province. Currently, 47 percent of Baruun-Urt district's residents live in comfortable apartments or houses. In this arrangement, the government solves infrastructure issues while the construction is carried out by private sector companies. As a result of this public-private cooperation, new residential complexes continue to appear in the area every year. The government's involvement ensures that the price per square meter does not inflate and remains stable, providing citizens with the opportunity to purchase homes through short-term, interest-free installment plans, which is economically beneficial for them, explained Provincial Governor M.Iderbat. In the past eight years, the province has put 14 residential complexes, 48 building blocks, and 1665 households into operation. Successfully completed projects include connecting house districts to a unified engineering network. Plans are underway to establish new residential areas in two more locations. Meanwhile, there is a strong interest among citizens in building private homes. Therefore, local authorities requested the sector minister to include this type of housing in mortgage loan programs.

Advisory to Prevent Becoming a Victim of Drug Trafficking in Hong Kong
Published: 2024-10-01 | Translated from: montsame.mn
Recently, several cases have been reported where citizens of our country have been detained in Hong Kong for transporting drugs from Brazil, thus becoming victims of crime, according to the Consular Department of the Ministry of Foreign Affairs. Criminals are misleading and deceiving citizens by promising "high-paying jobs and free trips," bringing them to Brazil, and then coercing, intimidating, indebting, or promising rewards to get them to accept their proposals, resulting in them becoming victims of crime. Previously, criminal groups in South American countries have been known to connect with citizens of our country through fake names, phone numbers, addresses, and by using online communication or intermediaries, sometimes even involving Mongolian nationals. Therefore, the Consular Department advises taking preventive measures to avoid getting involved in such crimes abroad. It recommends refraining from sharing personal information or communicating with unknown persons online, rejecting offers of free travel, plane tickets, or hotel reservations, and thoroughly investigating any offers promising "high-paying jobs in South American countries."
Since 2011, over 1,200 Mongolian citizens have legally immigrated to the United States through the Green Card lottery

The Diversity Immigrant Visa Program's registration for the year 2026 will run from October 2 to November 5, 2024. This program, known as the "Green Card Lottery" by Mongolians, awards up to 50,000 immigrant visas each year to applicants who meet specific criteria. The general eligibility requirements for the program include: being a citizen of a country with low immigration rates to the United States, and having at least a high school education or meeting work experience criteria. The Diversity Immigrant Visa Program has provided the opportunity for Mongolian citizens to immigrate to the United States, with an average of about 11,000 Mongolian citizens entering the lottery each year over the past decade, along with approximately 16,800 family members. According to the Embassy of the United States in Mongolia, over 1,200 citizens have immigrated legally under this program since 2011. Additionally, the embassy has shared 10 tips for registering for the 2026 Diversity Immigrant Visa Program: 1. Review the instructions on state.gov/dv to check your eligibility. Do not register if you do not meet the requirements. 2. Register ONLY through the dvprogram.state.gov website. This is the only official method of registration, so be cautious of fraudulent websites and scams. 3. There is NO FEE to register for the program. Be wary of any persons or services that ask for money or offer to fill out the application for free to increase your chances of being selected. 4. Complete the registration form yourself, as some visa consultancy centers may secretly keep your confirmation number and demand money or engage in illegal activities if you are selected. 5. Use only a photo taken within the last six months. Using an old photo will result in disqualification from the program. 6. Each person is allowed to create only ONE registration. If the principal applicant participates more than once within the program year, all entries will be disqualified. 7. Include your legally married spouse and all unmarried children under 21 in your application, regardless of whether they will immigrate with you or not. Incomplete or incorrect information in your registration may lead to disqualification even if selected. 8. Store your confirmation number safely. You will need it in May 2025 to check whether you have been selected. 9. The selection process will take place in May 2025. You can only check your selection status on dvprogram.state.gov/ESC. Emails claiming that you have been selected are fake and should be considered a scam. The U.S. Department of State will not contact selected individuals by email. 10. Being selected does not guarantee a visa or an interview appointment. The program selects more people than there are available visas to maximize distribution, so not everyone selected will necessarily receive a visa. Source: U.S. Embassy. UK Stops Coal Power Production After 142 Years
Published: 2024-10-01 | Translated from: ikon.mn
Ratcliffe-on-Soar Power Station The last coal-fired power station in the United Kingdom, Ratcliffe-on-Soar, ceased all operations yesterday. With the closure of this station, which began operating in 1967, the UK has completely stopped producing energy from coal after 142 years. UK Energy Secretary Michael Shanks expressed the significance of this event with the phrase, "Future generations owe us a debt of gratitude." The UK was the first in the world to develop technology to generate energy from coal. "This is truly a remarkable day. The UK built all its power out of coal as a result of the Industrial Revolution," said Lord Deben, the country's Environment Secretary. The world's first coal-fired power station, Holborn Viaduct, was established in London under the leadership of Thomas Edison and opened in 1882. For over a hundred years since then, all energy in the UK was produced from coal. With the introduction of natural gas in the early 1990s, coal's dominance decreased, yet it remained the main energy producer for the next twenty years. As of 2012, coal accounted for 39% of the UK's energy production. However, after it became clear that the use of fossil fuels was accelerating global warming, an initiative to move away from coal started. In 2008, the UK first approved its legal plan to combat climate change, and in 2015, appointed a minister responsible for the issue. In 2010, renewable sources produced only 7% of the UK's energy, but by the first half of 2024, they surpassed the 50% threshold. Although renewable energy is environmentally friendly, it cannot provide stable production due to weather conditions like sun and wind. Therefore, UK authorities are now focusing extensively on developing battery technology to store energy and are working hard to reduce their dependence on China in this area. Source: BBC
Expressed Interest in Organizing an International Bear Research Conference in Mongolia
Published: 2024-10-01 | Translated from: montsame.mn
The Ministry of Environment and Tourism has declared 2024 as the "Year of Protecting the Gobi Bear." The leader of the Ministry's State Secretaries, E. Battulga, participated in the 28th International Bear Research conference held in Edmonton, Alberta, Canada. He met with John Hechtel, the president of the International Association for Bear Research and Management, and Gordon Stenhouse, the conference chair. During this meeting, discussions were held on implementing projects and programs to draw international researchers' attention to the protection, scientific research, and study of the 53 Gobi bears currently identified, as per the latest genetic research conducted by the joint team of Mongolia and China. Mongolia proposed to host either an international bear research conference or a regional scientific conference in the country, emphasizing the special importance Mongolia places on protecting the Gobi bear. To support the bear's habitat, Mongolia has put its range under special state protection, maintains water and feeding stations, and conducts joint monitoring with neighboring countries. Additionally, it was highlighted that there has been progress in ensuring public participation in the protection of the Gobi bear, raising awareness, and preventing illegal hunting, and that international bear researchers' involvement and the support of bear conservation organizations are necessary to achieve results in these efforts. Established in 1968, the International Association for Bear Research and Management is dedicated to the protection, research, and management of the world's 8 bear species. A joint research project was conducted by Mongolian and Chinese researchers to preserve the distribution and reproduction of the Gobi bear, a critically endangered species in Mongolia, listed in the country's "Red Book." The research collected over 900,000 pieces of data, took more than 300 photos and videos, and processed 216 images, each allowing individual bears to be identified and distinguished. This has helped determine the bear population's size, settlement, and range, leading to the establishment of 42 water points. When research on the Gobi bear began in Mongolia in 1967, there were 20-35 bears; by 2000, the number had decreased to 20, and the latest count in 2022 showed around 50 bears. Due to mining activities, their distribution range has shrunk to just a fifth of its size in the 1960s. The Gobi bear primarily inhabits areas such as the White Bogd, West Toroi Mountain, and between Zarai, Buren Khar, as well as the smaller area of Segs White Bogd, Shar Khuls Forest, Tuul Blue Mountains, and Atas Inges.

In this era of extraordinary development where Artificial Intelligence (AI) is permeating our daily lives and bringing significant changes to work, education, and human interactions, it is vital to reflect on our future and estimate where the development trend is heading. In the Google era of technological advancements, we used to search for answers on the internet to process and find information ourselves. But now, with the rise of AI programs like ChatGPT, we can access ready-made responses instantly. ChatGPT's latest iteration, ChatGPT-01, and similar systems are key representatives of modern AI advancements. Even ChatGPT has reached a capacity to provide doctoral-level insights and critical evaluations, raising the need to accurately predict how our future job markets and education systems will evolve. This system not only transmits information but also performs deep analyses and answers complex cognitive questions. Therefore, the demand for individuals performing routine intellectual work is decreasing. In other words, we are witnessing a revolution among white-collar office workers, indicating a radical change in people's livelihoods in the coming years. Today, whenever we face a challenge in accessing or processing information, we can easily seek solutions from AI systems. But does this trend weaken the process of human learning and innovation? Relying solely on AI-provided solutions without developing our creative thinking could diminish our skills and impede our self-growth. Thus, contemplating how to responsibly use AI and enhance human capabilities is crucial. Collaborating with systems like ChatGPT-01 offers enormous potential to greatly increase human productivity. Rather than just obtaining answers from AI, by researching, understanding, and effectively utilizing human critical thinking and creative skills, we can achieve remarkable achievements, save time, and increase productivity. Throughout any social revolution, some groups have always led the way. They easily adapt and thrive amid transformation, whereas others often become victims of change. During the first, second, and third industrial revolutions, many old jobs disappeared while numerous new ones emerged with progress. So what about the fourth industrial revolution? Which jobs will change, what new job types will be created, and how should we adapt to maintain our competitiveness and prepare the next generation for this transformation? We are facing many such challenges. Jobs likely to disappear during the fourth industrial revolution include: - Manufacturing assembly line workers - Cashiers and sales personnel - Data entry clerks - Bank tellers - Telemarketers - Warehouse and logistics workers - Executive assistants - Fast food workers - Agricultural workers So what jobs will remain and emerge anew? - AI and Machine Learning Specialists - Cybersecurity Experts - Robotics Engineers - IoT Architects and Technicians - Health Technicians (working with AI-based diagnostic systems) - Sustainable Development Experts (Green energy, clean technology) - Creative Professionals (design, media, entertainment) - Human-Machine Interface Designers (UX, UI for new technology interfaces) Besides these changes, people can survive this revolution by transforming their current job roles and societal positions as follows: Reducing automation and repetitive tasks: By automating repetitive processes with AI, people can focus on more critical, complex issues. For example, using ChatGPT-01, many tasks previously done manually can be automated and completed quickly. AI performing data processing, analysis, and reporting increases productivity. Developing creative thinking: Although AI processes information and suggests solutions, final decisions depend on humans. Therefore, our creative abilities and problem-solving skills are becoming more vital. Proper use of AI allows broader contemplation and the creation of more innovative solutions. Supporting the learning process: Systems like ChatGPT can accelerate learning, assist students, and help researchers understand problems, making self-development and continuous learning easier. However, they should be viewed merely as tools, and it remains important to utilize learned knowledge and develop critical thinking. Although acquiring knowledge has become easier, conducting critical analyses and making real judgments based on our intellect is paramount. Making workplaces more competitive: With AI, workers can operate more rapidly and efficiently, thus setting high standards for productivity and performance. Employees must continuously enhance their skills and adapt. This change also affects how individuals approach their job futures. Companies led by AI have already entered the market. AI enables effortless productivity measurement for each employee without subjective analysis, identifying and supporting the productive ones while distinguishing the less productive. For Mongolia, the simplest yet essential sector to apply AI is transport and smart city management systems. We live in Ulaanbaatar, a city designed for about 500,000 people, with 1.5 million residents. We witness daily the toll of traffic congestion, wasting our precious time, causing stress and frustration. Sadly, most of our active life is spent in vehicles or stuck in traffic. Therefore, traffic issues must be resolved through smart systems. For example, by smartening traffic signals at intersections, it is possible to manage total road traffic scientifically rather than by the discretion of a handful of staff at the Traffic Management Center. In simple terms, by intelligently determining how many cars are on which roads, and which roads are free, varying signal times will significantly improve vehicle throughput. Without smartening the transport sector, reducing the total number of vehicles on the roads is impossible. Today, technology-driven companies like UBCAB EXPRESS, led by young Mongolians, are introducing AI-based delivery services, optimizing loading and unloading locations and loads per vehicle using AI. This provides small and medium businesses the opportunity to deliver products affordably, reduces the number of vehicles on the roads, and helps diminish congestion and associated economic losses. AI can effortlessly calculate every worker's productivity, supporting those who are productive without the need for any subjective analysis and identifying those with low productivity. In the case of Mongolia, one of the simplest yet necessary sectors to utilize AI is the transportation and intelligent urban management system. We are currently living in the city of Ulaanbaatar, planned for just over 500,000 people, yet accommodating 1.5 million. As a result, we witness daily the real cost paid by everyone suffering in traffic jams, wasting golden hours, and becoming stressed and frustrated. It is indeed unfortunate that the majority of our active lives are spent in vehicles or in traffic jams, whether in taxis or buses. Therefore, there is no other alternative but to solve traffic issues using an intelligent system. By making traffic lights at intersections intelligent, we can manage the overall traffic load scientifically rather than based on the discretion of a few traffic management center officials. Simply put, by smartly determining which roads have more cars and which are freer, the duration of traffic light signals can vary, potentially improving the overall vehicle throughput significantly. Furthermore, without making the transportation sector smart, it is impossible to reduce the total number of cars on the roads. Today, companies led by Mongolian youth, like UBCAB EXPRESS, are introducing delivery services based on AI and technological advancements. By relying on AI to determine the number of deliveries and pickup locations per vehicle, they not only enable small and medium-sized businesses to deliver their products at a low cost but also work to reduce the number of cars on the roads, thereby reducing traffic congestion and related economic losses. Ministries to Save ₮1.2 Billion by Transferring Documents Digitally
Published: 2024-10-01 | Translated from: gogo.mn
Under the "Paperless Digital Government" program, the government will be able to exchange official documents entirely electronically. This initiative is estimated to save ministries ₮1.2 billion in document-related expenses. As part of this effort, the Ministry of Digital Development, Innovation, and Communications, along with the E-Mongolia Academy, has developed a Document Exchange Central System (Docx) and integrated it with 17 ERP systems across both public and private sectors. Currently, 2001 state organizations are utilizing the Document Exchange Central System (Docx). Going forward, all government organizations will gradually organize the digital exchange of documents. For instance, government organizations will send and receive official documents, except for those involving state or official secrets, using the Document Exchange Central System (Docx). Training on this system has already been organized for state organizations within the capital, with plans to extend training to officials in 21 provinces and 330 sums next week. Additionally, the Ministry of Digital Development, Innovation, and Communications is working to increase the use of digital signatures in systems that generate digital documents. Calculations show that processing and validating official documents currently takes 1-3 days, while delivery within Ulaanbaatar by post takes 1-2 days, and seven days for rural areas. The implementation of the "Paperless Digital Government" program is expected to increase government productivity and reduce budget expenses. Moreover, it is estimated that the speed of delivering government services to citizens will double. Source: Ministry of Digital Development, Innovation, and Communications
Artificial Intelligence and the Fourth Industrial Revolution

In this remarkable period of development where Artificial Intelligence (AI) is penetrating our daily lives and bringing massive changes to work, education, and human relationships, it is imperative for us to reflect on our future and calculate the direction of development trends. In the era of technological advancements and Google, we once searched the internet within seconds for answers and intellectual work to develop knowledge. However, with the development of AI programs like ChatGPT, we now have access to prepared answers in one place. Especially, the latest version of ChatGPT, ChatGPT-01, and similar systems are major representatives of modern AI advancements. It has even reached a level of generating doctoral-level understanding and critical evaluations, thus necessitating accurate predictions of how our future jobs and education systems will change. The system is not only transmitting information but also capable of deep analysis and answering complex intellectual problems. As a result, the demand for people to perform simple intellectual tasks is decreasing. In other words, the revolution of white-collar office workers is in full swing, meaning our current way of life will drastically change over the next few years. Today, whenever we face any problem with accessing or processing information, we can easily turn to AI systems to ask questions and find solutions. But does this trend weaken people's learning and creative processes? If conscious people follow only the solutions given by AI without developing creative thinking, it risks reducing our skills and hindering the process of self-development. Therefore, it is important to contemplate how to use AI correctly and how to enhance human capabilities. For example, collaborating with systems like ChatGPT-01 provides an immense opportunity to increase human productivity significantly. By not just taking answers from AI but also researching, understanding, and effectively using human critical thinking and creativity, we can achieve great success, improve time management, and increase labor productivity. In any societal revolution, a certain segment has always advanced first. While they easily adapt and live with the changes, another part often becomes the victims of the revolution. During the Industrial Revolutions I, II, and III, old jobs disappeared, and with development, many completely new jobs emerged. So, what will happen during the Fourth Revolution? Which professions will change, what new job types will emerge, how should we adapt to maintain our competitiveness in this evolution, and how should we prepare future generations for these changes? We are facing many such challenges. Jobs with a high probability of disappearing during the fourth industrial revolution include: - Factory assembly line workers - Sales clerks and cashiers - Data entry clerks - Bank tellers - Telemarketers - Warehouse and logistics workers - Executive assistants - Fast food workers - Agricultural workers So, which jobs will remain and which new ones will emerge? - AI and Machine Learning Specialists - Cybersecurity Experts - Robotics Engineers - IoT Architects and Technicians - Healthcare Technicians (working with AI-based diagnostic systems) - Sustainable Development Experts (in green energy, clean technology) - Creative Field Experts (design, media, entertainment) - Human-Machine Interaction Designers (UX, UI of new tech interfaces) Aside from these changes, people can endure this revolution by changing their current jobs and social positions in the following ways: Reduce automation and repetitive tasks: By using AI to automate repetitive processes, people can focus on more important and complex issues. For instance, using ChatGPT-01 to automate many tasks that required manual labor at work can be done quickly. Also, when AI handles processing, analyzing, and summarizing information, productivity increases. Develop creative thinking: Even though AI processes information and offers necessary solutions, the final decision-making still depends on humans. Therefore, our creative capabilities and problem-solving thinking are becoming increasingly important. Using AI correctly allows people to think more broadly and create more creative solutions. Support the learning process: Systems like ChatGPT accelerate the learning process, help students and researchers, and assist in understanding issues, thus facilitating self-development and continuous learning. However, it is important to view it only as a tool and focus on how to utilize the acquired knowledge and develop critical thinking, as this remains crucial. Although the knowledge acquisition process has become easier, conducting critical analysis and making factual conclusions based on our intelligence remain essential. Make workplaces more competitive: By using AI, employees have the opportunity to work faster and more effectively, thus setting high standards for productivity and performance at workplaces. Employees need to constantly develop their skills and adapt, which will also change how they view their job futures. Companies led by AI have already spent a year in the market. Without subjecting analysis, they can easily identify who is productive and boost their productivity, as well as distinguish underperformers. In Mongolia, the simplest and most necessary field where AI can be utilized is in transportation and the intelligent management system of the city. We live densely in Ulaanbaatar, a city planned for 500,000 people, but home to 1.5 million residents. The real cost of this is seen daily with everyone spending time in traffic, wasting precious time, and getting stressed and frustrated. Most of our active life is spent in cars or stuck in traffic in taxis and buses, which is unfortunate. Therefore, there is no alternative but to solve the traffic issue through an intelligent system. Especially by making the traffic lights intelligent at road intersections, it is possible to manage the total road load scientifically rather than based on a few employees' judgments from the Traffic Management Center. In simple words, by making smart decisions about how many cars are on which road and which road is free, the traffic light durations can vary, greatly improving the total vehicle flow. Similarly, we cannot reduce the total number of cars on the road if we do not make the transportation sector smart. Technology-based companies like UBCAB EXPRESS, led by Mongolian youth, are introducing delivery services based on AI and technological advancements, determining the number of delivery loads and pick-up or drop-off locations per vehicle based on AI. This not only provides small and medium-sized businesses with the opportunity to deliver products at a low cost but also reduces the number of vehicles on the road, aiming to reduce traffic congestion and subsequent economic losses. These systems do more than just relay information; they conduct deep analyses and answer complex intellectual inquiries, thus diminishing the need for people to perform simpler intellectual tasks. In other words, the revolution of white-collar office workers is actively underway, indicating that our lives will change dramatically in the upcoming years. Today, whenever we face a problem related to acquiring or processing information, we can easily consult AI systems for solutions. However, does this trend diminish the process of learning and innovation? If conscious humans simply follow AI-provided solutions without cultivating creative thinking, it risks reducing our skills and hindering our personal development. Therefore, reflecting on how to effectively use AI and augment human capabilities is crucial. For example, collaborating with systems like ChatGPT-o1 presents significant opportunities to increase human productivity. By not only receiving responses from AI but also studying, understanding, and effectively utilizing human critical thinking and creative skills, we can achieve remarkable productivity gains and improve time management and labor efficiency. In any social revolution, a certain segment always takes the lead. They can adapt easily to changes and thrive, while others often fall victim to these transformations. In the first, second, and third industrial revolutions, old job positions vanished, but at the same time, many new jobs emerged with the advancements. What will we do during the Fourth Industrial Revolution? What professions will change, and what new types of jobs will emerge? How should we adapt to maintain our competitiveness, and how do we prepare future generations for this new evolution? Jobs that are likely to disappear during the Fourth Industrial Revolution: - Assembly line workers - Sales and cashier workers - Data entry clerks - Bank tellers - Telemarketers - Warehouse and logistics workers - Executive assistants - Fast food workers - Agricultural workers However, what jobs will remain or emerge? - AI and Machine Learning specialists - Cybersecurity experts - Robotics technology engineers - IoT architects and technicians - Healthcare technicians (working with AI-based diagnostic systems) - Sustainable development specialists (green energy, clean tech) - Creative professionals (design, media, entertainment) - Human-Machine Interaction designers (UX, UI for new technology interfaces) Besides these changes, people can survive this revolution by altering their current job positions and roles as follows: Reducing automation and repetitive tasks: By using AI to automate repetitive processes, people can focus on more important, complex problems. For example, using ChatGPT-o1, many previously manual operations can be automated and completed quickly, increasing productivity by allowing AI to process and analyze information effectively. Therefore, our creative abilities and problem-solving skills become increasingly important. By utilizing AI correctly, people can reflect broadly and create more innovative solutions. Supporting the learning process: Systems like ChatGPT can greatly accelerate learning processes, assist students and researchers, and help them better understand challenges. By being able to ask questions and receive answers during teaching and research processes, personal development and continuous learning become easier. However, it is crucial to view AI only as a tool and to focus on how to apply learned knowledge and continue to foster critical thinking. Making workplaces more competitive: As AI enables employees to work faster and more efficiently, high standards for productivity and performance in workplaces are set. Employees must constantly develop and adapt their skills, ultimately changing their outlook on the future of jobs. In Mongolia, one of the simplest yet necessary sectors where AI can be applied is transportation and urban smart management systems. Though Ulaanbaatar was planned for only about 500,000 people, 1.5 million currently crowd the city. Because traffic congestion takes a heavy toll every day, wasting our valuable time and causing stress, solving transportation issues through smart systems is inevitable. By making traffic lights at intersections smarter, the overall traffic load can be managed scientifically instead of relying on a few traffic management center officials. In simple terms, by smartly determining where the cars are and which routes are open, the traffic light timing can vary, greatly improving overall vehicle throughput. Without making the transportation sector smart, reducing the total number of vehicles on the road is impossible. Today, technology-based companies like UBCAB EXPRESS, led by Mongolian youth, are introducing delivery services based on AI and technological advancement, optimizing package load and pick-up/drop-off locations per vehicle using AI. This not only allows small and medium businesses to deliver products affordably but also decreases the number of vehicles on the road, thereby mitigating traffic congestion and its economic losses.
