Published: 2024-09-30 | Translated from: isee.mn

The State Great Khural's autumn session will begin tomorrow. This autumn session will discuss and approve many important laws, including the 2025 state budget and the government's action plan. The Speaker of the State Great Khural, D. Amarbayasgalan, commented on the autumn session: "We are developing a strategy to implement what we call the 'Three Perfections' policy. Laws Approved by the Parliament Will Uphold and Be Updated According to Human Rights

Published: 2024-09-30 | Translated from: ikon.mn

The newly elected Parliament formed as a result of the ninth regular election of the State Great Khural announced its principle during its inaugural session that it will work towards ensuring and protecting human rights and establishing a human-centered legal environment in the next four years. Based on the noble goal of the Constitution to develop a humanitarian and civil democratic society, the State Great Khural has initiated the work to establish the "Three Enhancements" and presented the draft of the strategic plan to be pursued from 2024 to 2028. The "Parliament 2.0 Three Enhancements" discussion was held at the State Palace with more than 600 people representing 36 government and non-government organizations attending. At the beginning of the discussion, Speaker of the State Great Khural D. Amarbaysgalan presented a report on the topic of "Parliament 2.0 Three Enhancements." Speaker D. Amarbaysgalan highlighted that the amendment approved in 2023 allowed 126 members to be elected to Parliament, with representation from five parties and coalitions, thereby promoting pluralism and ensuring democratic principles. He emphasized that the laws approved by the Parliament will uphold human rights and be updated according to the requirements of the times. He stated that the purpose of the "Three Enhancements" is to create laws that are human-centered, swiftly develop legal regulations that correspond to the demands of rapid social development, and make the laws comprehensive, precise, and comprehensible while clearly defining the scope of relationships governed by law and regulation. The Speaker also mentioned that by making the laws human-centered, the government will work for its citizens, not restrict their daily lives but instead support them, prevent human rights violations, and create opportunities for real exercise of rights. In addition, by expanding the cooperation with research institutions to regularly monitor and meet the legal regulatory needs and emerging issues caused by social, economic development, and technological advancements, the Parliament aims to quickly address the new relationships through legislation. Currently, 54 working groups have been established by the order of the Speaker to implement the above legal reforms, and 19 of these working groups are expected to present law drafts, proposals, and conclusions during the 2024 Autumn regular session of Parliament. Furthermore, Deputy Speaker H. Bulgantuya introduced the draft strategic plan of the State Great Khural for 2024-2028 in her speech.

The official campaign for the 2024 City Council elections has begun. Candidates have started their campaigns and are establishing responsibility agreements. During this time, we sought updates from the Chairman of the City Council, J. Batbayasgala. He stated, "The Mongolian People's Party is entering the 2024 City Council elections with the slogan 'Urban Revival - New Ulaanbaatar'. Over the past four years, the State Great Khural and the Government have established a significant legal framework for today's Ulaanbaatar. It means the opportunity to start anew has opened. Previously, we had budgets talked about in billions, where budget revenue was the only foundation, but now, with the new legal framework, 66 laws have been amended, allowing us to make many economic choices. For instance, it is now possible to issue bonds and attract numerous investments to engage in development projects. Over the next four years, based on these many opportunities, the excessive concentration in the city will be dismantled. It has become possible to establish satellite cities and sub-centers, which have infrastructure choices and can make decisions independently. Addressing voters, I would like to say that new years have begun to work together with the City Council, which is cooperating with the State Great Khural and the Government, implementing urban revival policies. I urge you to choose our party's candidates, who have launched their platform for 'Urban Revival - New Ulaanbaatar'. Behind the two constitutional amendments and the 66 laws improving the city's legal environment, the livelihood of city residents will significantly improve. Previously, any decision made could be halted due to the reason of violating laws. The main task of 2024-2028 is to achieve results in legal reform, being crucial years. The participation of citizens in this decision-making is a significant change."

Chinese Companies Winning Multi-Billion Tenders

Published: 2024-09-30 | Translated from: unuudur.mn

In 2016, a 325-meter concrete bridge built by “HKB International Holding” in the Tes soum region of Uvs aimag at the Nariyn Gol collapsed after a single rainfall before it even saw a fourth year. Additionally, the Ulaanbaatar-Arvaikheer highway known as the “60 km of Misery,” particularly the reconstruction and renovation of the 371-431 km (Khuitnii Khundiin) section, and part of the 189.7 km paved road connecting Khovd and Bayan-Ulgii aimags, were both delayed by the same company “HKB International Holding,” causing significant social and economic harm. The responsibility for expanding and upgrading the Ulaanbaatar-Darkhan highway into two lanes and four streams across five packages was entirely entrusted to Chinese companies. Specifically, the work of the first package was entrusted to the PRC's “Heilong Jinyue Road and Bridge,” the second and fourth packages to “China State Xinjiang Construction Engineering,” the third package to “Guizhou Highway,” and the fifth package to “China Geo-Engineering.” However, these companies used the COVID-19 pandemic as an excuse to delay their work, with some disappearing with claims of “no workforce.” MP D. Damdinyam, elected from Darkhan-Uul aimag, reported that “China State Xinjiang Construction Engineering,” responsible for the second and fourth packages of approximately 90 km of the Darkhan route, failed to perform its work and disappeared. The Ulaanbaatar-Darkhan highway, which took seven years to complete including the decision to renovate it, was hastily and partially put into use on the eve of the elections. However, the road was flooded in the spring, damaging several sections. Between 80-81 km, one lane completely sank and cracked, making it impassable for vehicles, as reported by the Traffic Police Office. The main contractor for this cracked road was “Zhongmei Engineering Group.” This incident clearly demonstrated the quality of road work done by Chinese companies. The 50 km long road between Öndörkhaan and Choibalsan, infamous as the “Hell's 50,” was also built by the PRC’s “China Geo-Engineering” between 2013 and 2015. Strangely, the State Commission has not yet accepted this road into use, with errors reported in the design, implementation, and supervision phases by sector specialists. Due to this irresponsible company, the state's budget is stretched to repair “Hell's 50.” Unfortunately, this road, which fails to meet basic quality and standard requirements, has become a “messenger of death” for local residents and eastern aimag residents. M. Badamsüren, who rose from Governor of Dornod aimag to a Member of Parliament, approached the Anti-Corruption Agency to investigate the company's leadership and the officials who selected them. Such problems are prevalent with Chinese companies. They frequently secure multi-billion projects and tenders in Mongolia's road sector, yet they deliver substandard and misleading constructions, failing to complete their projects on time, leaving Mongolians collectively affected. It is said that the aforementioned Nariyn Gol bridge was built with 5.3 billion tugriks from the state's budget. An estimated 227 million USD or over 700 billion tugriks was allocated for the Darkhan road work from the Asian Development Bank, European Reconstruction, and Credit Bank's funds. Building the “Hell's 50” is reported to have cost 12.6 billion tugriks from the state budget and the Development Bank. Just behind these three tenders awarded to Chinese companies lies such a colossal sum of money. If we consider all the unfinished works, we can gauge the extensive outflow of state budget under the guise of working with foreign companies. The crux of the matter is that the completed work lacks quality, lasting only a few months or years. Meanwhile, our policymakers and relevant authorities continue to act ignorantly and passively, unable to hold firms that delivered poor work accountable. In fact, it seems there is a policy trend to favor these companies further by awarding “big projects,” leaving Chinese company “HKB International Holding” as a commonly recognized name in Mongolia's road and construction sectors. The company has been sweeping up road construction tenders announced in Mongolia for an extended period as our people continue to run out of resources. For example, all five packages of the Ulaanbaatar-Darkhan highway projects were awarded to Chinese companies, including “China Geo-Engineering,” which previously built a low-quality road. Awarding contracts to repeat offenders demonstrates an acceptance of their errors and fosters irresponsibility. Government projects funded by the budget start with scandals across tenders, an already familiar societal issue. Tenders for road works are ostensibly opened internationally but end up giving Chinese companies “advantage,” a practice which has become more rampant in recent years. The representatives of “Pick Development” have announced during a press conference that the tender for the construction of a 124.5 km paved road from Kherlen soum of Dornod aimag to Khaavirgyn gate with a budget of 189.4 billion tugriks was awarded to a Chinese company against the law, underscoring Mongolia's trend of tailoring bids for companies from the southern neighbor. The most recent example is how “Beijing Uni Construction Group,” selected to build a 37.9 km road in Khövsgöl aimag funded by the Asian Development Bank, slacked off during the pandemic, as readers would know. The sector’s ministers and leaders eventually became accustomed to traveling to Khövsgöl to “scold” the contractors. Such is the reality on the ground. If we do not rectify this distorted system, Chinese companies will keep building roads like “hell,” wasting taxpayers’ money and causing substantial socio-economic harm. The notion that foreign companies are the only ones capable of quality work has to change, as evidenced by ongoing road sector projects.

Message to the UN Security Council and Khurelsukh's Foreign Policy

Published: 2024-09-30 | Translated from: news.mn

As a subject that fully represents the country in foreign relations under the Constitution, concludes international treaties on behalf of the nation, and appoints heads of diplomatic missions abroad, the President of Mongolia holds significant responsibility and involvement in the country's foreign policy. Since joining the United Nations as a sovereign member over 60 years ago, the stance and actions of the country's presidents have been critically important in foreign policy matters throughout history. In short, foreign policy is influenced by who serves as the head of state, and their words, positions, values, and views have both positive and negative impacts on diplomatic relations. Even the President's first foreign visit is indicative of the direction of Mongolia's foreign relations policy. Looking back, Mongolia's first president, P. Ochirbat, began his international visits with Russia, N. Bagabandi and N. Enkhbayar with China, Ts. Elbegdorj with India, K. Battulga from the "Eastern Economic Forum," and U. Khurelsukh from the UN General Assembly. Notably, U. Khurelsukh has participated in high-level UN General Assembly sessions more frequently, once as Prime Minister and now a second time as President. In contrast, former President K. Battulga attended Russia's Far Eastern forums continuously during his four years in office but never once visited a UN session. This year's participation in the 79th UN General Assembly session presented President U. Khurelsukh the opportunity to call for global peace, reinforcing Mongolia's commitment to being a non-nuclear nation, which highlights the stable continuation of the country's foreign policy. His foreign policy actions, based on Mongolia's national security doctrine, have almost become a tradition for him as a politician. As a leader of a small country situated among nuclear powers, he must possess political insight capable of foresight to protect the nation's sovereignty and security through political and diplomatic means effectively. Getting caught up in international misunderstandings and distrust, being drawn into wars and conflicts among nations, and allowing the effects of such occurrences to impact the political and economic life of the society do not align with Mongolia's fundamental national interest. However, due to the effects of globalization, staying apart from international relations is realistically impossible. For President Khurelsukh, his role and responsibility in foreign policy is a significant test. He must prioritize national interests, maintaining a peaceful and multi-faceted foreign policy heritage resolutely. Mongolia's peace-driven foreign policy and its stance against the proliferation of nuclear weapons in international relations are of critical importance. As a small country between two nuclear giants, it must play wisely, if not largely. Mongolia's geographic location and economic dependence necessitate friendly relations with its two neighbors to ensure peace. From this perspective, this UN session followed President Vladimir Putin of Russia's visit to Ulaanbaatar after being convicted by the Hague Court and brought Mongolia into the international spotlight, marking a significant challenge for both domestic politics and foreign policy for President U. Khurelsukh. However, Mongolia, together with its head of state, successfully overcame this challenge, reaffirmed its commitment to peaceful foreign policy at the UN platform, and demonstrated normal relations with the five permanent members of the Security Council upon return. Mongolia joined the Vienna Convention, which regulates diplomatic relations and privileges based on the UN charter and objectives, in 1966. The president's message to remind on safe and respectful treatment of visiting dignitaries is a testament to preserving the historical continuity of the imperial foreign policy tradition of the Great Mongol State and a reaffirmation of fulfilling the responsibilities towards the Vienna Convention. Thus, by providing the customary honor to visiting dignitaries, including alerting of contributions to global peace, security, and sustainable development, Mongolia affirmed its stance as a stable player in foreign policy before the UN. Under difficult circumstances, such diplomatic reminders are crucial to economically dependent small countries. President Khurelsukh, in the first three years of his term, received prominent figures ranging from the Pope of Rome, presidents of France and Russia, foreign ministers of the US and UK, and a Vice Chairman of China in Mongolia. This is seen as a significant fulfillment of the principle of independent and multi-faceted foreign policy aimed at promoting national core interests and expanding cooperation through engagement with major powers. President U. Khurelsukh addressed the UN platform, issuing two appeals to the world nations: 1. Mongolia calls on all nations to refrain from using force against the territorial integrity and independence of any country and to consistently cooperate for global peace and security. 2. We urge all countries to collaborate in creating a world free from nuclear threats. In 1992, Mongolia first proclaimed its status as a non-nuclear country from the UN's platform. This emphasis on defending the nation's foreign security as a small state between two nuclear neighbors has been reiterated repeatedly, highlighting a message clearly directed at the five permanent members of the Security Council (the UK, Russia, the US, China, and France), all possessing nuclear weapons, including two neighbors. Recently, Mongolia signed a memorandum with the two of its neighbors to cooperate in the uranium sector. Notably, an investment agreement for the Zuuvch-Ovoo project between France's "Orano" and the Mongolian government is being discussed for the upcoming October. Additionally, a memorandum of cooperation in uranium development was signed between "Rosatom" and "Mongolian Atom" during Russian Tsar's visit to Mongolia, indicating potential economic and political implications behind the "messages" conveyed globally. Indeed, Mongolia's geographical location and underground wealth have continued to draw attention from the permanent members of the UN Security Council. It is a harsh truth that Mongolia cannot exist apart from UN support and influence from P5. If the northern neighbor were to close a valve or the southern neighbor a border, Mongolia would be momentarily separated from the world. Meanwhile, the so-called "third neighbor policy" guarantees the democratic security of Mongolia, with the free societies led by the US playing a significant role. Therefore, for Mongolia, valuing peace with both its two neighbors and third countries should always be a matter of state policy. The current term of President U. Khurelsukh stands unique in history. Unlike the previous five presidents, he serves amidst the tensions of the Russia-Ukraine war, Gazan strife, and armed conflicts, having been elected at a time of world political and geopolitical volatility. As he stated, these "flames of war blaze, nuclear threats rise and surge," imposing the crucial duty to defend the country's integrity during challenging times. From this perspective, steadfastly standing for the golden anchor of independence, foreign policy continuity, and national interests despite tough domestic political resistance and ensuring national unity presents historical responsibilities awaiting him. Joint Declaration on Establishing a Comprehensive Partnership between Mongolia and the Socialist Republic of Vietnam

Published: 2024-09-30 | Translated from: montsame.mn

The state visit of the President of the Socialist Republic of Vietnam and General Secretary of the Party, To Lam, who arrived at the invitation of the President of Mongolia, U. Khurelsukh, is ongoing. As part of the visit, a joint declaration was issued by the two countries, which is presented in full here. Joint Declaration on Establishing a Comprehensive Partnership between Mongolia and the Socialist Republic of Vietnam On the occasion of the 70th anniversary of the establishment of diplomatic relations between Mongolia and the Socialist Republic of Vietnam, at the invitation of the President of Mongolia, Ukhnaagiin Khurelsukh, the President and General Secretary of the Party of the Socialist Republic of Vietnam, To Lam, is making a state visit to Mongolia from September 30 to October 1, 2024. During the visit, Speaker of the State Great Khural Dashzegviin Amarbayasgalan and Prime Minister Luvsannamsrain Oyun-Erdene received the President of the Socialist Republic of Vietnam, To Lam. The heads of state highly valued the steadfast growth and strengthening of the traditional friendly relations between Mongolia and Vietnam over the past 70 years and exchanged views on the prospects of cooperation between the two countries and a wide range of issues of mutual interest both regionally and internationally. Mongolia considers the Socialist Republic of Vietnam as an important partner in Southeast Asia and confirmed its intention to develop mutually beneficial and complementary relations and cooperation in all sectors. Vietnam, in turn, affirmed its commitment to upgrading the bilateral relations to a new level, respecting Mongolia's peace-loving, open, independent, and multi-pillared foreign policy, including the "Third Neighbor" policy. The heads of state agreed that enhancing relations between Mongolia and Vietnam not only serves the common interests of the two peoples but also plays a vital role in strengthening peace and ensuring sustainable development in the region and the world. It was agreed to elevate bilateral relations to the level of "Comprehensive Partnership" and expand cooperation in the following directions. I. Strengthening Political Cooperation The parties agreed to increase exchanges of high-level visits and representatives at all levels, and to provide policy support for expanding close relations between the peoples. Moreover, it was decided to explore the possibilities of creating new mechanisms for cooperation between the ministries, other state organizations, and the capitals and local regions of the two countries. The sides agreed to align the cooperation between the highest legislative bodies of Mongolia and Vietnam, including standing committees in parliaments, friendship groups, and cooperation between female and young members, to a new level of relations; renew the inter-parliamentary cooperation document established in 2018; and continue mutual support within international organizations such as forums of regional and international parliamentarians. The parties resolved to regularize mechanisms for political consultation meetings between the foreign ministries of Mongolia and Vietnam and regularly exchange views on bilateral cooperation, foreign policy, and regional and international issues of mutual interest, while seeking ways to establish multilateral dialogue mechanisms. II. Expanding Cooperation in Defense and Law Enforcement The heads of state highly evaluated recent advancements in cooperation in the defense and security sectors and agreed to regularize exchanges, meetings, and dialogues at all levels. They emphasized the importance of continuing to expand cooperation between law enforcement and security organizations of the two countries. B. Munkhbat: A Campaign to Exchange Land for Apartments Will Begin

Published: 2024-09-30 | Translated from: news.mn

In 2022, the Selbe Thermal Power Plant (TPP) was commissioned. With the capacity to produce 29 megawatts of thermal energy, discussions are underway to supply this source to build residential complexes. Currently, about 1,300 households have had their land appraised and compensated with money, freeing up land for construction. The remaining payments for about 1,000 households' lands are to be resolved with an amendment to the city budget. About 80% of the freed land is located in Chingeltei District, and in the first stage, a tender has been announced to build ten 9-story apartments, two 12-story apartments, and eight 5-story apartment blocks on the freed 13 hectares of land. A law has been passed to exchange these apartments solely with land, without selling any. This means that residents living in their own fenced properties in the 14th and 18th khoroos (sub-districts) of Chingeltei District, as well as in the 13th, 15th, 16th, 17th, 22nd, 12th, and 11th khoroos, will have the opportunity to move into the new apartments being constructed. Essentially, this plan would transform the ger districts north of the 32nd circle in the territory of Chingeltei District into residential apartment complexes.

Construction of a Battery Storage Station in Baganuur District

Published: 2024-09-30 | Translated from: gogo.mn

A battery storage station with a capacity of 50 MW is being constructed on a 5-hectare site in Baganuur District. It is planned to be commissioned on November 30, with 80% of the construction work completed. The construction of this station will provide benefits such as ensuring an uninterrupted power supply to consumers during the winter peak load, and being environmentally friendly by reducing greenhouse gas emissions. N. Manduul, the First Deputy Mayor of the capital, stated, "Coal-fired power stations operate 24/7. For instance, CHP-4 often wastes energy produced during low-demand nighttime hours and struggles to cope with the 5-9 PM peak load. Therefore, with the battery storage station coming online, excess energy produced at night will be stored and then fed back into the central grid during peak hours. We plan to create more sources of renewable energy and connect them to the battery storage station in the future." The construction is being carried out by China's "Envision" company, which signed a contract for the work earlier this month. The local "Monkhurus International" company is the subcontractor. Howard Jin, international project director at "Envision," noted, "Our company is active in the renewable energy sector and is among the world's leading manufacturers of wind turbines and energy storage batteries. We are working on the project for a 50 MW/200 MWh capacity energy storage station near Baganuur's substation, implemented by the capital city's administration. We aim to have this station operational before the winter's peak energy demand hits." In the scope of building the battery storage station, construction includes a battery site, a substation, power transmission lines, and the extension of Baganuur substation. Currently, the initial batch of energy storage batteries has been imported into Mongolia, and installation work will begin soon. Battery storage stations can be installed in a shorter time compared to other renewable energy stations. In addition, with regular maintenance and servicing, the battery station can operate for more than 20 years. The station is being built on 5 hectares with a capacity of 50 MW. It is scheduled to be operational by November 30, with 80% of construction completed. By building the station, it will ensure an uninterrupted power supply during the winter peak load for consumers, and provide various benefits, including being environmentally friendly by reducing greenhouse gas emissions. N. Manduul, the First Deputy Mayor, remarked, "Coal-fired stations operate 24/7. For example, CHP-4 often wastes energy produced during low-demand nighttime hours and struggles to meet peak demand from 5 to 9 PM. Thus, with the battery storage station operational, the excess night-time energy will be stored and fed back into the system during peak times. We are planning to develop renewable energy sources and connect them to the battery storage station." China's "Envision" company was contracted for the construction at the beginning of the month, and "Monkhurus International" acts as the subcontractor. Howard Jin, "Envision" company's international project director, stated, "We are one of the major global companies focused on renewable energy activities, including wind turbines and battery storage production. The construction of a 50 MW/200 MWh capacity energy storage station near Baganuur's substation is underway, as implemented by the city's administration. We aim to launch this station before the peak winter demand." The construction involves a battery site, substation, power transmission lines, and Baganuur substation expansion. Currently, the first batch of energy storage batteries has entered Mongolia, and installation will start soon. Battery storage stations have a shorter installation time compared to other renewable stations, and with regular maintenance, they can operate for more than 20 years.

A battery storage station with a capacity of 50 MW/200 MWh is being constructed next to the Baganuur substation. The station is planned to be operational by November 30th of this year, with construction work reaching 80% completion. The building is being constructed by "Envision" company from China, with domestic company "Monkhorous International" as the subcontractor. As part of the battery storage station construction, work is being done on the battery station, substation, electricity transmission overhead lines, and the expansion of the Baganuur substation. The first portion of the energy storage batteries has already passed through the border of Mongolia. Compared to other renewable energy stations, battery storage stations can be installed in a shorter time. The 50 MW battery station will supply energy to the system during peak demand periods and share the load. When the demand decreases, it will exit the system and recharge itself. This station is being built with approximately 300 billion MNT from bonds issued by the capital. Despite Promises, No Budget for New Cancer Hospital in Consecutive Years

Published: 2024-09-30 | Translated from: itoim.mn

Our country started discussing the construction of a new cancer hospital in 2020, but the funding for it has not been included in next year’s budget either. In other words, it is now the fifth year of talks about building a new cancer hospital. The reason is that the feasibility study (FS) for the new hospital has not been completed, which has been cited as the reason why financing is not possible without the FS and design plans. During the 2024 budget discussions, members proposed and supported including funding for the cancer hospital in the 2024 budget. This resulted in 10 billion MNT being allocated in this year's budget for investment in the new cancer hospital. However, because the FS for the hospital has still not been finished, funding for the new cancer hospital project was not included in next year's budget. Although the design plan for the new hospital was supposed to be completed in 2023 with the 10 billion MNT allocated this year, this has not been accomplished. Initially, the design contract was made for 900 million MNT. However, due to price and location changes, the cost increased to 2.5 billion MNT. Therefore, the remaining funds in the Minister of Economic Development’s package will be used to complete the design this year. The plan was to complete the design by the first quarter of 2024 and announce a tender in the second quarter, and at least start the foundation work for the Cancer Hospital with the 10 billion MNT. The new hospital was planned to be built in the 11th subdistrict of Bayanzurkh, behind “Sky Resort,” but it appears the project cannot start next year. Today, Mongolia ranks: - First in the world among 183 countries for liver cancer - First among 183 countries for stomach cancer - Second among 183 countries for esophageal cancer - Third among 183 countries for stroke Therefore, while a new cancer hospital is much needed, we have not managed to complete its FS, and funding cannot be included in next year's budget. If the budget for this hospital had been allocated next year, Mongolians would have had the chance for a new cancer hospital in three years.

Although there was talk of building a new cancer hospital, for two consecutive years the budget was not secured

Published: 2024-09-30 | Translated from: itoim.mn

Our country has been talking about building a new cancer hospital since 2020, but the funding to start construction was not included in the budget for the coming year. In other words, it has been five years since the discussion started about building a new cancer hospital. This is because the feasibility study of the new hospital has not been completed, and without it and the blueprints, it was not possible to allocate funding. During the 2024 budget discussions, members proposed including funding to start the cancer hospital project in the 2024 budget, and this proposal was supported. As a result, an investment of 10 billion MNT was allocated in this year's budget to build the new cancer hospital. However, because the feasibility study of the hospital is still not completed, funding for the hospital project was not included in next year’s budget. In 2023, they included 10 billion MNT in the budget for the hospital’s blueprints, but the work has not been completed. Initially, a contract for the blueprint was made for 900 million MNT. However, due to changes in price and location, it increased to 2.5 billion MNT. Therefore, the remaining funding will be put on the Economic and Development Minister's package this year to complete the blueprints. It was said that by the first quarter of 2024, the blueprint would be completed and tenders would be announced in the second quarter to start the base work of the Cancer Hospital with 10 billion MNT. The new hospital was planned to be built in the 11th khoroo of Bayanzurkh district, behind "Sky resort," but it is not possible to start this project next year. Today, Mongolia ranks: - First out of 183 countries for liver cancer, - First for stomach cancer, - Second for esophageal cancer, - Third for stroke. Therefore, a new cancer hospital is very much needed, but without the completed feasibility study, funding could not be secured for the upcoming year. If the hospital budget had been approved next year, Mongolians could have had a new cancer hospital in three years.
