Published: 2025-03-29 | Translated from: gogo.mn

Tsogtbaatar, emphasized, "It is important to ensure how the issues outlined in the report are being implemented legally. The state has the duty to protect its citizens. We need to focus on this and introduce good practices from abroad." The report on the 2024 activities regarding the prevention of torture will be discussed by the Standing Committee on Legal Affairs. If deemed necessary, they will develop a draft proposal of relevant legislation and present it, along with related suggestions and conclusions, to the plenary session of the Parliament. J. Bat-Erdene Criticizes Ministers and Heads of Departments for Lack of Knowledge /VIDEO/
Published: 2025-03-29 | Translated from: isee.mn
Last week, during the discussions in the standing committee and plenary session, the main directions of Mongolia's development plan for 2021-2025, the 2024 performance report of the Government of Mongolia's action program for 2024-2028, and the performance report of Mongolia's 2024 development plan were reviewed. During this event, ministers and state secretaries brought ministry employees to the State Palace to provide information on the issues being discussed in the standing committee and plenary session and to answer questions from members of Parliament. In response, J. Bat-Erdene, the chairman of the Standing Committee on State Structure, criticized the situation, saying, "We are reviewing the government's 2024 performance. Firstly, ministers need to be present here. Secondly, this practice of bringing too many government officials should stop. Minister Uchral, pay attention to this. Since we are working together with the government, if ministers and heads are to take responsibility for their work, they need to study it. When questions are asked, they bring too many people behind them. The whole organization comes, really. Let them do their work. A minister, a state secretary, and a couple of key department heads can just come and provide the answers. Also, ministers need to be responsible. We are working for implementing the policy and program of one government. But they pass the problem onto each other and give evasive answers," he said.

Moreover, the meeting addressed a proposal to amend the "Regulations and Procedures for Simplified Court Hearings of Criminal Cases," which was approved by the Supreme Court's plenary session on March 20, 2023, by resolution number 13. They considered it appropriate to issue an official explanation to ensure a clear understanding and proper application of section 5 of article 17.2 of the Criminal Procedure Law. Additionally, the project of the Family Law (revised version) submitted by the Minister of Justice and Internal Affairs, O. Altangerel, was discussed, with a decision to submit opinions. The meeting continued with the discussion of the application to register changes to the charter submitted by the Civil Will Green Party, and also the request from the Unified Party of Good Democrats regarding the change of party name and modification of its charter. It was decided to reject the registration due to not meeting the legal requirements.
Z. Sanjadorj's Trial Postponed Until the 24th of Next Month
Published: 2025-03-29 | Translated from: isee.mn
The preliminary hearing of the case involving Khamba Lama Z. Sanjadorj and D. Byambajav took place yesterday at the first instance Criminal Court of Sukhbaatar District. Subsequently, the hearing was postponed again and rescheduled for April 24th. The legal and enforcement agencies have reported that they were implicated and detained as defendants in a case of treason and collaboration with foreign intelligence agencies. The case was transferred by the prosecutor's office to the Sukhbaatar District Court on October 27 last year. This was done under provision 19.4.1 of the Criminal Procedure Law. Article 19.4.1 of the Criminal Code states: "If a citizen of Mongolia agrees to cooperate or collaborates with a foreign intelligence agency and steals, collects, stores, or transmits information, documents, or items related to state secrets for the purpose of transferring them to foreign organizations or individuals, they shall be sentenced to imprisonment for a term of 8 to 15 years."
Trial of Z. Sanjdorj Accused of Treason Postponed
Published: 2025-03-29 | Translated from: news.mn
The pre-trial hearing for Z. Sanjdorj and D. Byambajav, accused of treason and collaborating with foreign intelligence agencies, was scheduled for yesterday but has been postponed. Specifically, the hearing has been postponed until April 24, 2025, at the request of the defense attorneys. The pre-trial hearing has been postponed several times before and will be held in a closed session. The case was transferred from the prosecutor to the Sukhbaatar District Court of the capital city on September 27, 2024, according to legal authorities. To recount the details, it was announced in March of last year that a foreign citizen involved in espionage in Mongolia and local citizens accused of treason had been arrested and detained by the General Intelligence Agency. They are charged under Article 19.4.1 of the Criminal Procedure Code. Article 19.4.1 of the Criminal Code stipulates a penalty of imprisonment for a term of 8 to 15 years for "a citizen of Mongolia who has agreed to or collaborated with a foreign intelligence agency, and who has stolen, collected, stored, or transmitted state secrets or other related information to a foreign organization or citizen for the purpose of transferring such information."
P. Sainzorig and others oppose 'cake sharing'
Published: 2025-03-29 | Translated from: news.mn
Three members of parliament have opposed the political 'cake sharing' and posed a question to Prime Minister L. Oyun-Erdene. Specifically, Parliament members P. Sainzorig, B. Enkhbayar, and Z. Mendsaikhan raised an issue regarding organizations with names like councils, centers, committees, and commissions, which are being established with overlapping functions to ministries and agencies and without clear legal mandates. This is causing an expansion of the civil service and an increase in inefficient budget expenditures. Furthermore, the creation and appointment of deputy and deputy director positions with titles such as "efficiency manager" and "control manager" in state-owned companies, banks, and factories is being criticized by the public for not aligning with the Government's Savings Law. Therefore, a question under the full scope of the law has been posed regarding this issue. The coalition government announced it would reduce the civil service by 30%. However, in reality, it is expanding instead of downsizing, which has drawn significant criticism from the public. New and unusual job titles like special envoy, plenipotentiary representative, oversight manager, and productivity manager are beginning to surface one after another. Among some recent appointments, B. Davaatseren has been assigned as the control manager at "Erdenes Mongol" SOE, and a control manager position has been assigned to "Mongolrostsvetmet" SOE. In addition, former Parliament member M. Oyunchimeg has been appointed as the productivity manager for "Mongolrostsvetmet" SOE.

J.D. Vance's Visit to Greenland Deemed 'Disrespectful'
Published: 2025-03-29 | Translated from: news.mn
US Vice President J.D. Vance and his delegation are visiting Greenland. During this visit, he accused Denmark of making Greenland vulnerable to Chinese and Russian attacks. He urged the Greenlanders to cut ties with Denmark, which has owned the island for over 300 years, and criticized the lack of sufficient investment to protect the semi-autonomous territory. Vance attempted to assure that the US would not forcibly take the island. He stated, "We believe we can make Trump-style deals to ensure the safety of this territory. The United States is the only nation in the world that fully respects their sovereignty and security. Therefore, I hope they choose to partner with the US. Their safety is our safety. While we are not rushing to draw up plans to increase American military presence in the region, we will invest more resources such as naval vessels and military icebreaker ships. My message to Denmark is very simple. You have not been beneficial to the people of Greenland. You have underinvested in the people of Greenland. You have not sufficiently invested in the security of this amazing, beautiful place." A January poll showed that the majority of citizens opposed Trump's idea of annexing Greenland to the US. This current visit has also not been warmly received by citizens. Specifically, Greenland's Prime Minister Jens-Frederik Nielsen said, "The US visit is showing disrespect." Danish King Frederik also rejected the US's plan. He stated, "We live in a changed reality. My love for Greenland, my relationship with the people of Greenland, is intact and should not be doubted." J.D. Vance's wife, Usha, originally announced the visit to Greenland as a cultural trip to watch dog sled races. However, considering risks such as inspections, security issues, and public protests, the visiting delegation stayed in Greenland for only a few hours. It should be noted that the delegation included, in addition to J.D. Vance and his wife, National Security Advisor Mike Waltz and Energy Secretary Chris Wright. Meanwhile, Trump stated, "The US needs Greenland to ensure world peace. Greenland's waterways are filled with Chinese and Russian ships. Greenland is very important to us." Trump had first expressed the idea of acquiring Greenland during his initial term, and his desire to obtain the island has increased over time.

“We'll Organize the Removal of Stalls Blocking Pedestrian Paths”
Published: 2025-03-29 | Translated from: news.mn
Today, the Mayor of Ulaanbaatar, Kh. Nyambaatar, worked with Member of Parliament and Head of the Cabinet Secretariat N. Uchral, the Governor of Sukhbaatar District of the Capital M. Altangerel, and other relevant officials to clear entrances and paths in the 8th subdistrict of the district. During this time, he stated, “This year, we plan to completely renovate the pedestrian paths in the territories of Chingeltei and Sukhbaatar districts, including the Great and Small Rings, Peace Avenue, Naadamchdiin Street, and Olympic Street. Even though a tender for landscaping the pedestrian paths has been announced, there are no enterprises participating." The operations of kiosks that throw wastewater into the street without any clean or wastewater pipes are considered inappropriate. We will organize the removal of kiosks and pie stands obstructing pedestrian paths. In the territory of the 9th subdistrict of Sukhbaatar District, there are three abandoned buildings that have not been built for more than 10 years. We will meet with the owners of these bases and transfer the rights to the Ulaanbaatar Housing Corporation, led by Z. Tömörtömöö, to organize the construction of low-density housing, parking lots, and pedestrian crossings through public-private partnerships.

Purevdorj stated, "In recent years, through the efforts of Members of Parliament, an average of 120 billion MNT in state budget investments has been implemented annually, resolving 80% of the construction needs in education, culture, sports, and health sectors. We will focus on providing housing for soums in the future." "There is no history of using state budget investments to build public housing. This year, 90 sum-level public housing units consisting of 8 apartments are being built nationwide, with five of them in our aimag. Next year, we plan to increase this number," he added. Under the Regional Development Policy, the Khangaï region set ambitious goals, out of which 18 are directly related to Uvurkhangai aimag. Specifically, a supply center for building materials will be established to meet regional development needs, and a secondary capital, Kharkhorin city, will be founded. “Are the builders in your aimag prepared for this?” asked E. Batbold, Head of the Housing Department of the Ministry of Construction and Urban Development, in his presentation. Additionally, L. Tumendemberel, a master’s and doctoral candidate at the National University of Science and Technology, commented: "We lack scientifically advanced new knowledge that meets today's requirements. We are unable to select and implement technologies suitable for local architectural and construction practices. It is necessary to create conditions to transform scientific and innovative knowledge into a real working force in local areas.” Uvurkhangai aimag is planning projects within the framework of the Law on Public-Private Partnership, such as redeveloping ger districts into apartment zones, establishing a construction material supply and transport logistics center, creating an eco-friendly residential area in Arvaikheer, and ensuring reliable sources for heating and electricity.

Deploying State Employees to Insulate 23,000 Households Fosters a Lazy Culture
Published: 2025-03-29 | Translated from: isee.mn
The mayor of Ulaanbaatar, Kh. Nyambaatar, announced a goal to turn 100,000 households into "Smoke-Free Zones" over two years in an effort to reduce air pollution in the city. To achieve this, preparations are underway to gradually introduce gas usage to households. A "Smoke-Free Zone" will be declared in one of the districts of Songinokhairkhan or Bayanzurkh, which are the most polluted areas in Ulaanbaatar. Starting next month, efforts will begin to make 23,000 households in this zone insulated against heat loss before connecting them to gas supplies by October. To tackle such pressing issues in the city, Prime Minister L. Oyun-Erdene has established an Emergency Headquarters which meets every Saturday. A recent decision by this headquarters to involve ministry and military personnel in insulating the 50,000 households scheduled to be connected to gas by 2025 has caused frustration among many state employees. It is reported that all ministries' employees will be dispatched to the designated zones to conduct research on household heat loss starting in April. Ministry employees will visit households to ask questions such as "Does your home experience heat loss?" and "Where is the heat loss occurring?" They will also provide information on insulation companies and pricing options. Currently, two companies, including "Mongol Basalt" LLC, have submitted proposals to insulate households completely for 9 million MNT each. Due to the high cost, other companies' proposals and prices are being awaited as fewer households are likely to afford this service. As additional proposals are received, employees will introduce these options to households and gather feedback. The government will soon issue a decree accompanied by regulations drafted by the Ulaanbaatar City Mayor's Office, which will be ratified by the Ulaanbaatar City Council. However, many state employees have expressed reluctance to knock on doors and inquire about heat loss. Experts suggest that the government should step back and allow the private sector to handle these tasks, as they can import a variety of affordable technologies from abroad. The government's role should be to set standards and withdraw from such operations. State employees are not qualified professionals to measure household heat loss. Previously, the government cleaned chimneys for households. This time they plan to insulate homes. But ideally, households should manage their own stove and chimney maintenance. The government's intervention is seen as encouraging a culture of dependency, where people ask for free household services from the government.

The Provincial Emergency Commission conducted a firefighting and medical assistance training drill for the members of the Emergency Commission and the general-purpose professional unit in Sain Tsagaan soum to protect against disasters. The event was attended by the governor of the province and the head of the Emergency Commission, S. Munkhchuluun, who provided directions. During the event, gratitude was expressed to the Emergency Commission and the members of the general-purpose professional unit in Sain Tsagaan soum, and they were instructed to take comprehensive measures to prevent potential risks and maintain a state of readiness. During the drill, members of the Provincial Emergency Commission completed a task of locating a given disaster point using the "what3words" app. By utilizing this application, it is possible to make calls and provide information in the event of potential dangers and risks. If a citizen who is giving information or making a call does not know their location address or cannot provide coordinates, they can use the "what3words" application on their smartphone, whether connected to the internet or not, to send their three-word address. This allows the precise location of the call to be determined and enables receiving rapid information without delay.

Prime Minister L. Oyun-Erdene: "Atar IV Campaign" to Establish Export-Oriented Agriculture
Published: 2025-03-29 | Translated from: isee.mn
By decree 47 of 2025, the Government of Mongolia approved the implementation of the "Atar-IV Sustainable Agricultural Development Campaign" included in the government's 2024-2028 Action Program. Prime Minister L. Oyun-Erdene participated in the National Conference of Agricultural Producers in Darkhan-Uul aimag and launched the "Atar-IV Sustainable Agricultural Development Campaign." The Government of Mongolia aims to diversify the economy by prioritizing the development of agriculture and tourism sectors alongside mining. The "Atar-IV Sustainable Agricultural Development Campaign" is one of the major initiatives under this objective, with significant importance for strengthening the nation's economy, improving food security, and ensuring the safety of the population. Prime Minister L. Oyun-Erdene highlighted that the "Atar-IV Sustainable Agricultural Development Campaign" is primarily focused on creating a combination of smart, advanced technology in export-oriented agriculture and intensive livestock farming. He expressed confidence that the campaign will be successfully implemented through collaboration and participation of government, private sector, and farmers. The "Atar-IV Sustainable Agricultural Development Campaign" is aligned with regional development policies. As such, the Central region, which alone produces 70-80% of the total national production of grain, potatoes, and vegetables, will be developed as an "Agricultural Diversified Industry Sub-Region." Additionally, within the policy framework of rural revitalization and reducing centralization in the capital, young families moving from the city to rural areas will be supported in agriculture, and housing policies will be integrated. The "Atar-IV Sustainable Agricultural Development Campaign" will run from 2025 to 2029, intending to bring 200,000 hectares of new land into cultivation, increase the total cultivated area to 1.2 million hectares, boost exports, continue upgrading agricultural machinery and equipment, develop smart agriculture, and introduce advanced irrigation technologies. The campaign also aims to increase agricultural productivity, produce seeds of acclimatized and promising plant varieties, fully meet domestic needs with seeds adapted to the soil and climatic features of each region, and restore high-yield, highly nutritious forage crops. It seeks to develop agriculture and intensive animal husbandry in combination, enhance profitable crop cultivation, and improve the storage, supply, distribution, and logistics network of agricultural products and production. In 1959, Mongolia launched the "Atar I Campaign," cultivating fallow land and developing independent agriculture, beginning the training of national experts. The "Atar II Campaign," started in 1976, expanded the area under cultivation, enabling the country to fully meet its domestic needs for flour and vegetables and begin exporting surplus crops. The "Atar III Campaign," implemented from 2008 to 2010, increased the cultivated area from 270,000 hectares to 760,000 hectares, achieving self-sufficiency in wheat and potatoes. Prime Minister L. Oyun-Erdene later visited an exhibition of agriculture-related technology and equipment. The exhibition showcased machinery and equipment used in soil cultivation, planting, crop protection, and harvesting, as well as plant protection chemicals and fertilizers. Prime Minister L. Oyun-Erdene also visited the Ministry of Food, Agriculture, and Light Industry, which has relocated to Darkhan-Uul aimag along with its affiliates, such as the Agricultural Corporation, Agricultural Exchange, Credit Guarantee Fund, "White Gold" national program, and Small and Medium Enterprise Agency. He met with representatives of national producers. The Ministry of Food, Agriculture, and Light Industry is the first ministry among the government ministries to relocate to the provinces in alignment with the policies for reinvigorating urban and rural areas, regional development, and decentralizing Ulaanbaatar city. The Prime Minister met with representatives of staff and officials working in the relocated offices. Two hundred staff members of the ministry and its eight affiliated organizations have moved to Darkhan-Uul aimag. They are being supported with mortgage down payments and housing assistance as part of their social benefits. The Prime Minister expressed gratitude to the employees supporting and advancing state policy and listened to their suggestions and requests. Officials participating in the meeting noted that the living conditions in Darkhan-Uul aimag are favorable and that government assistance in providing housing down payments to young families working locally has been significant support. However, some officials mentioned that issues with multiple loans are a challenge, while the introduction of digitalization in government organizations could save time and costs.
DARHAN-UUL: Launched Fourth Campaign for Agriculture

The opening ceremony of the fourth agricultural campaign took place today in Darhan, a central region and major agricultural area. Initiated by the Government of Mongolia, the "Fourth Agriculture" campaign involved a national conference for agricultural producers. While working in Darhan-Uul province, Prime Minister L. Oyun-Erdene participated in the national conference for agricultural producers and officially announced the launch of the "Fourth Agriculture" campaign. Over 600 agricultural producers participated in the national conference. The "Fourth Sustainable Agricultural Development Campaign" is planned to implement 63 activities under five main objectives and 12 measures. The campaign aims to establish an advanced technology-based agriculture meeting domestic food and feed needs while focusing on export-oriented agriculture and intensive livestock farming. Within the framework of the regional development policy, support for young families moving from the city to the countryside to engage in agriculture will be implemented, aligned with housing policies, as emphasized by Prime Minister L. Oyun-Erdene in his opening speech. Additionally, Minister of Food, Agriculture, and Light Industry J. Enkhbayar stated from the podium that the "Fourth Agriculture" campaign will increase the volume of food, agriculture, and light industry production. Due to the growing demand for food, it is essential to increase planting and production. On the other hand, soil conservation policies will be raised to a new level, in collaboration with the President's "One Billion Trees" program to protect soil fertility and establish forest belts. It is planned to introduce crop rotation and technology in stages and develop comprehensive measures for plant protection. The development of seed production will be comprehensive, incorporating advanced irrigation technology to increase yield per unit area, covering 100% of the demand for cereal, potatoes, and staple vegetables and 70% for forage with domestic production. In the intensive livestock sector, the goal is to enhance herds with a thousand productive cattle, creating meat and dairy clusters. A major task in this campaign is to increase the base feed production for intensive livestock. Essentially, it will revolutionize feed cultivation and production. A unified network to connect herders and farmers directly with producers will be established, promoting a comprehensive movement for the food, agriculture, and light industry sectors to develop collaboratively. Ultimately, Mongolia aims to provide safe and healthy food to its population and establish 21st-century agriculture focused on exports. The Minister highlighted that while Mongolia's food, agriculture, and light industry sectors currently export goods worth one billion USD, the coordinated programs "Food Revolution," "White Gold," "New Cooperative," and "Fourth Agriculture" can double exports to two billion USD. The opening ceremony of the campaign was attended by Prime Minister L. Oyun-Erdene, Minister of Food, Agriculture, and Light Industry J. Enkhbayar, Minister of Finance B. Javkhlan, Border Minister B. Tulga, Members of Parliament Ch. Undram, G. Damdinyam, R. Batjargal, S. Erdenebold, among others.
Zavkhan: One Station is Operating to Measure Earthquakes

The frequency of earthquake tremors and occurrences in Zavkhan province has increased sixfold in the past 10 years. In 2014, there were 444 recorded earthquake occurrences, whereas in 2024, this number increased to 2,628. All the districts of Zavkhan province are situated in areas with an earthquake intensity of 7 or higher. Two of the province's 22 districts fall in the 7 intensity zone, 9 districts are in the 8 intensity zone, and 10 districts belong to the 9 intensity zone. In Tosontsengel district, a station is operating to measure earthquakes, and in Uliastai district, there are towers with warning sirens in four sections in the event of a risk. Professional organizations, as well as global standards, focus not on determining disasters but on reducing disaster risks. In other words, instead of predicting the strength or location of an earthquake, they assess the risks posed by disasters, such as saving human lives and educating people on how to protect themselves during an earthquake disaster. Therefore, it is important to prepare every citizen for a potential earthquake disaster. This year's Earthquake Prevention and Awareness Day provided information on preparedness, risk reduction, and rescue operations to over 20,000 citizens as part of earthquake disaster risk prevention, according to reports from the Emergency Management Department of Zavkhan province. Military Central Hospital's Room Inspection Reveals Improper Practices
Published: 2025-03-29 | Translated from: isee.mn
The Military Central Hospital used to conduct urology, urinary tract surgery, and thyroid examinations in a men's examination room, as discovered by an investigation of the Anti-Corruption Agency. A case that attracted public attention involved a patient undergoing kidney dialysis at the military hospital who was infected with HIV and subsequently died. However, the hospital stated, "It is true that a patient with HIV died in our hospital. However, it is impossible for the deceased to have transmitted HIV here." The Anti-Corruption Agency (ATG) has identified several risks and bureaucratic inefficiencies in the hospital's services. For instance, the transparency of the hospital's website is insufficient, and outpatient services in room 221 were scheduled three hours late for patients, causing delays and inconvenience. In particular, several types of services were arranged to be conducted in the same men's examination room, making it impossible for the hospital staff to perform their duties according to their job descriptions fully. Specifically, the Military Central Hospital provided medical examinations in urology, urinary tract surgery, and thyroid health to patients in turns in the same room. The hospital management explained this by stating that, on average, only 1,393 patients were served annually in these specialties. However, this practice does not comply with existing standards and sector regulations and contradicts the decisions made by other authorized bodies. It is inappropriate to offer several types of medical services in one room without a model for the necessary standards and working procedures for each specialty. For example, a men's health room should have 15 different types of necessary medicines and medical supplies, and 18 types of equipment and tools, but in the examination room, there were only a doctor's desk, a computer, and an examination table. The ATG has concluded that this poses a risk as it restricts the ability to follow appropriate standards, technologies, and procedures that ensure the safety of patients. Therefore, it is necessary to organize hospital staff workloads evenly and efficiently per the procedures established by the central administrative body for health issues. Hospital management should be improved to give patients the freedom to choose their doctors and reduce risks. Moreover, special attention should be given to the cleanliness and readiness of sections A and B of the Military Central Hospital—emergency services and the registration section—to mitigate infection risks within the facility, as urged by the ATG.

Review: Children Who Stare at Screens for Long Periods Are Developing Crossed Eyes
Published: 2025-03-29 | Translated from: news.mn
The News Agency brings you this week's notable interviews in summary. We talked with Dr. T. Undarmaa, a master of medical sciences and a surgeon specializing in the anterior segment of the eye at the State First Central Hospital, about the prevalent eye diseases in recent times and how to prevent them. - The number of children and young people wearing corrective glasses is increasing every year. What are the main factors negatively affecting vision? - There are various reasons for vision deterioration. Nowadays, prolonged screen time contributes to declining vision. Generally, prolonged screen use increases near vision strain, eventually leading to a decline in distant vision. There is a study from 2015 by medical science teacher D. Uranchimeg titled "Prevent Avoidable Blindness." According to the study's results, the three leading eye diseases globally causing vision deterioration are cataracts, increased eye pressure, and corneal diseases. Our hospital serves adults because it's a state facility. Young people mostly visit due to blurry vision, seeking to get glasses. For those aged 50 and above, increased eye pressure and cataract diseases are prevalent. - How effective is cataract surgery? Can it prevent further vision decline? - If the eye lens is clouded, cataract surgery is recommended. Everyone's eye measurements are different, and even one person's two eyes can differ. Therefore, we diagnose and examine clouded lenses and implant the world's best quality lenses that meet global standards in private and state hospitals. If the vision loss is solely due to cataracts, surgery can restore 100% vision. About 1200 people undergo this type of surgery annually at our hospital. We talked with Member of Parliament G. Damdinyam about current issues. - The spring session has started. What important laws will be discussed during this spring session? Which bills do you prioritize? - We expect to discuss laws aimed at supporting the economy, improving the business environment, and promoting employment. Firstly, there's the Tax Package Law reform. The main focus should be reducing tax rates instead of increasing taxes from registered taxpayers. Efforts should be made to register and legally tax parts of the economy that operate in the shadows, thus broadening the tax base. This will not only reduce the shadow economy but also increase the taxpayer base. We should encourage individuals and businesses that pay taxes honestly, allowing them room to breathe economically. Running a business is extraordinarily challenging. People who have engaged in business know this well. Therefore, policies, regulations, and legal frameworks that support businesses and each taxpayer should be developed. Secondly, the Standard Laws package is likely to be discussed. In Mongolia, standards should be updated quickly to align with international trends; otherwise, outdated and unsystematic standards limit market expansion and economic growth. For instance, government offices do not know how many people work according to particular standards, rules, norms, and tasks. They work with fixed numbers. The workload of public servants is not calculated either. There are standards for calculations, which determine where and how many public servants are needed. Arbitrarily adjusting numbers by officials hinders development. - "Supporting businesses and implementing tax-friendly policies" has become a common phrase for MPs and government members. Unfortunately, in practice, policies contradict these words, and people and business owners feel crushed by the tax burden. When will this become reality? - As mentioned above, the core policy and perspective on taxes need a shift. The policy of taxing more from registered taxpayers must change to registering and legally taxing shadow economies, thus broadening the tax base and legally collecting tax revenues. The government should perform well. Consequently, tax forgiveness, amnesty, incentives, and benefits should be offered, making it more beneficial to pay taxes than not. This policy will bring the shadow economy into the open and expand the tax base. Personal income tax and social insurance contributions need to be reduced. We inquired with B. Uuganbayar, head of the Package Coordination Department at the General Office of Health Insurance (GHI), about issues related to health insurance fund financing. - Some hospitals are reportedly charging fees to patients under the pretext that health insurance fund financing has stopped. Could you clarify this? - Health insurance fund financing has not stopped. This year, the GHI's budget allocation was meticulously approved. Specifically, the total annual budget was divided across 12 months, granting a monthly disbursement of 164 billion MNT. Additionally, when establishing contracts with healthcare organizations, the principle was to first provide funding for essential health services. The law also stipulates specific numbers and limits. However, regardless of legal limits, services are fully funded at 100% if deemed essential. The cost of essential health services cannot be predicted in advance. For instance, a hospital could have initially planned to treat 100 intensive care patients this year, but by March, they might reach that limit. Yet, they can't refuse new patients starting from April. Therefore, despite setting numbers and limits, essential services are fully financed without interruption. Essential health services include intensive care, emergency care, infectious disease treatment, cancer treatments, strokes, and heart attacks, which directly threaten life and health. Meanwhile, there are treatable conditions that can wait, such as rehabilitation or traditional medicine therapies, where appointments can be scheduled for later. These services have set numbers and limits. However, because they can wait, if the monthly financing of 164 billion MNT doesn't cover them, they will be funded the following month. Hospital performance financing is provided the following month. According to the law, because we enter into contracts to allocate monetary funding, numbers and limits must be stipulated. However, for essential health services, despite setting numbers and limits, they are continuously funded at 100%. - Last year, the Health Insurance Fund operations encountered deficiencies multiple times, resulting in halting financing to some hospitals. How is the situation this year? - Last year, in October, the GHI fund could not disburse financing to health organizations. Specifically, in 2024, the GHI had a budget of 1.9 trillion MNT. Disbursements should have been made based on this budget, starting at the year's beginning. However, by mid-September, the disbursement amount reached its ceiling. In other words, the 1.9 trillion MNT allocated to health organizations was exhausted. Due to this limit, issues arose. Therefore, to avoid a repeat of this situation at the year's end, this year's total approved budget was divided into 12 months, with 164 billion MNT monthly disbursements in a detailed budget schedule.

O.Ulamsaikhan: We Cannot Finish Our Film '18 Days' Because We Have Not Received Our Equipment /VIDEO/
Published: 2025-03-29 | Translated from: isee.mn
A late-night operation was conducted by the police on the website Nooro.mn, during which working equipment, hard drives, and phones were confiscated, and a testimony was taken from 10:00 PM to 5:00 AM. The incident, which has drawn public attention, is now closely followed by citizens who are curious about its outcome. There are suspicions that they were detained due to their documentary film "18 Days." Three days ago, the youth of "Nooro" announced that they had managed to back up their documentary film titled "18 Days." However, they have not received their equipment yet, and the investigation is ongoing. Therefore, we reported on how they are continuing their media operations and had an interview with O.Ulamsaikhan, the founder of Nooro.mn. "WE ARE BORROWING COMPUTERS FROM PEOPLE BECAUSE WE HAVEN'T RECEIVED OUR EQUIPMENT YET" Let's start by discussing why you haven't received your equipment yet. What explanation has the police provided? "We have not been able to reclaim our equipment. We only managed to back up the film '18 Days' and a few files. Our organization's items, including computers, cards, and hard drives, are all with the police. They continue to say 'It's under investigation.' However, they are investigating us based on one complaint, alleging that we spread false information, which was filed from a Facebook account named Togosoo TJ with 55 friends and an AI profile picture. We have not been questioned in relation to any other case in the last 10 days." "You have obtained a computer, I hear. How did you gather this equipment? You had asked for help on social media." "One of the pieces of equipment here belongs to a friend of ours. Another belongs to the sibling of one of our staff, who commented on our video and gave us a computer, and we are also using a laptop from a friend. Since we don't have any equipment, supportive people have temporarily lent us their computers. This has enabled us to continue operations somewhat, though compiling and moving these computers takes time and effort." "Even though you have a computer, it's not the same as your previous equipment, which must be causing delays." "All our contracts and documents are among the confiscated items. We are not wealthy people capable of just going out and buying all the equipment tomorrow. Regarding this issue, we will take all sorts of measures within legal boundaries to restore our business reputation and personal reputations. Some suggest, on troll accounts, 'Get investigated. Stay silent.' We are being investigated. If there were problems with our equipment, we wouldn't be sitting here today. We are requesting that the investigation be conducted promptly and our belongings returned. Essentially, why are items not involved in criminal activities being held, thereby restricting our freedom of speech and expression? For now, we've borrowed equipment from people and begun producing content, but this is only temporary. If our equipment is not returned in ten days, we will be left with none. Borrowing, transporting others' devices incurs significant costs, time, and financial losses." "CONTRACTS HAVE BEEN DELAYED, BUSINESS OPERATIONS HAVE BEEN DISRUPTED BECAUSE OF THIS ISSUE" Has this situation created losses for your business operations? Some people say it has actually made "Nooro" known to the public, possibly in a positive way. "We are delayed in releasing videos to our clients, and some projects have been postponed. Some places have deferred contracts with us due to this issue, and normal business operations have begun to suffer. Some people have heard of 'Nooro' because of this situation and speculate that it might be beneficial. However, being falsely accused, interrogated by the police, and detained is not pleasant. 'Nooro' already had users and was operating normally with followers before this. The main issue lies in the false accusations, intrusion into personal sensitive information, losing reputation and equipment, which is not something to be happy about. Although there were minor positive aspects, we had an audit performed in front of the public." "Do you think they might still delay or refuse to return your equipment?" "It is absurd that police can confiscate everything from young people who are simply doing their job and paying taxes, social insurance, and then not return it for 14 to 20 days. The initial five-day examination was supposed to be sufficient. However, it might still be extended. Setting up a case to prolong the process is possible too. Our equipment is not being investigated in connection with illegal gambling, not even legally. I hope the police department acknowledges this. The Minister of Justice stated that only one person is being investigated for allegedly using an account for gambling, but there are no traces of illegal gambling activity or programs on our equipment." "One of your employees has been detained." "Yes, one employee who joined us after January has been detained for 30 days. However, we have no connection with that individual's case. Just because they are temporarily detained does not indicate involvement in the crime. It hasn't been determined yet if they are involved. Some may think that we are trying to hide illegal activities behind 'freedom' after laundering billions of tugriks through gambling, but we have not organized any gambling, or even considered it. I, for example, have never installed a betting app on my phone. In terms of the current situation, they are trying to associate the new employee's case with us to cover their own legal and procedural errors. The Human Rights Commission has concluded as such, and international organizations, journalist associations, and public groups see this as clearly and transparently as it is. I wish those responsible for this unfair, rights-violating operation would eventually correct it and apologize as required by law." "THE FILMING PROCESS FOR '18 DAYS' HAS BEEN FULLY HALTED" There seems to be a lot of anticipation for the "18 Days" documentary. Have you managed to back up your film files? Are you continuing to work on it? "The filming process for our '18 Days' film has completely stopped. The processors needed to make the film are not available yet. We might have to wait until we can gather resources to purchase them ourselves. Recent events have brought additional content opportunities for the film, such as the scenario where we were detained overnight. Also, all the equipment issues emerged. Therefore, if the film's release was planned for June, it will likely be delayed until September." "Can you briefly summarize what the film will cover?" "Our film will depict the real situation, showing true conditions rather than following people around or obtaining private information illegally. We followed individuals for 18 days with their consent, otherwise, nobody would have accepted the presence of a camera for that long. It's also about political education content, not about uncovering or investigating crime. People might have expectations misaligned with this. Of course, there will be depictions of injustices in a transparent manner, like issues with budgets, candidate education levels, voter education levels, etc. There will be a wealth of election-related information for voters on how budgets are allocated. We captured many crucial details about candidates' financial thresholds and both legal and illegal actions, whether overt or covert. Yet, it is not as if we aim to topple a government or have severe repercussions on an official’s reputation. It’s more about depicting the society, system, and electoral processes where we live, why certain individuals lose, and others win." "SOME EMPLOYEES ARE FACING FAMILY STRAINS AND SEEKING PSYCHOLOGICAL HELP DUE TO THE INCIDENT" How has this event affected your and your close ones' mental state? "This situation has left people here struggling. Honestly, some are quite young. Some have disputes with their parents due to this incident. False information distributed about us, such as 'being in the same place as criminals' or 'money laundering,' has led to some workers almost driven out of their homes, experiencing psychological difficulties, and seeking help from psychologists. Furthermore, there have been intentional attempts to mislead by invading my sensitive data with false information, contributing to the strain. Financial issues also compound these psychological strains, leading to living in turbulence. Yet, there is support from people, so there isn't an overwhelming feeling of defeat. I'd also like to express gratitude to my team." "Due to this issue, the public has had lengthy debates on both sides. What do you think people have learned?" "People might now understand that attacking media organizations like this is unacceptable, that media centers cannot be easily shut down or obstructed by anyone at will, and freedom of speech is not just a trivial matter. Hopefully, people have a stronger understanding and confidence in this matter. Though we have our freedom restricted from one perspective, from another, we are overcoming the situation without issues. People might have noticed that there’s still a bastion of freedom."
Legend of the "Bowl of Juniper" at the Gurvansaikhan Mountains in Ömnögovi
Published: 2025-03-29 | Translated from: montsame.mn
Introducing the beautiful natural formation known as the "Bowl of Juniper" located in the Gurvansaikhan Mountains of Ömnögovi. The green stone and the bowl of juniper are situated at the eastern end of the East Saikhan Mountain in the Gobi Gurvansaikhan National Park, within the territory of Khankhongor Sum in Ömnögovi Province. It is located 45 km southeast of Dalanzadgad. There is an ancient legend about this place that tells of a green stone in the middle of a valley and a wealthy family living in the upper reaches. The family had one servant, who would rise early in the morning to round up the horses and tether them at dawn. The wealthy lord suspected: "This wicked fellow must be tethering the horses without water; there is no water nearby," and secretly followed him one day. The young servant gathered the horses in the valley, tied his noose around the green stone, and pulled it to release water, watering the horses. As he did so, he said, "No one knows you, my Chinchignorov, just as no one knows me, Saint Zaya," and then put the green stone back. Seeing this, the lord hurried home. Arriving at home, the lord realized, "Oh dear, we have been keeping the learned and saintly Zaya as a servant; we must let him go." When the servant returned after rounding up the horses and tethering the foals, the lord treated him with a feast and presented him with gold and silver ingots, saying, "My dear saint, please forgive us, take whatever you wish, and go wherever you desire." When leaving, the servant decided to leave blessings for the land by leaving his hat behind, which turned into Hat Rock, and his bowl, which became the Bowl of Juniper, to bring wealth and happiness to many. Therefore, the local people now worship at the Bowl of Juniper, believing that anyone who prays there may have children if desired, and that wealth and happiness will follow, fulfilling any wishes. The green stone with the mark of the noose still exists in the valley.
