In the late 1980s and early 1990s, as the socialist system collapsed and the Cold War ended, a new era began in international relations, including Mongolia's foreign and domestic policy. This transformation was evident not only in Europe, which had been the epicenter of the Cold War, but also in the Asia-Pacific region. These included the newly industrialized "tiger" economies of East Asia such as South Korea (ROK), Singapore, Hong Kong, and Taiwan, China. Mongolia made an independent decision and was the first among socialist countries in Asia to establish diplomatic relations with South Korea on March 26, 1990. During an official visit by South Korean President Kim Dae-jung to Mongolia in May 1999, both countries agreed to expand their cooperative relationship into a partnership for development in the 21st century. The UN Conference on Trade and Development (UNCTAD) officially recognized South Korea as a "developed country" in July 2021. South Korea is a mid-sized power with significant capabilities in digital technology and soft power.
