Published: 2025-03-15 | Translated from: isee.mn
According to the law concerning the State Great Khural of Mongolia, the spring regular session is set to open on March 15. However, if this date coincides with a holiday or a weekend, the opening is moved to the next working day. Consequently, the opening of the State Great Khural's 2025 spring regular session will take place on Monday, March 17. The list of topics and issues to be discussed during the spring session was approved during the previous regular session, in accordance with legal stipulations. This list includes specific timeframes mandated by law. Notable items include the unified state budget statement for 2026, the draft budget projections for 2027-2028, the approval of the "Mongolia's Development Plan for 2026," the ratification of the "2024 State Budget Execution," "The Government Debt Management Strategy for 2026-2028," "The Schedule for Planned Oversight Inspections during the Autumn Session of 2025," and "The Issues for Discussion during the Autumn Session of 2025" resolutions. Moreover, the decision on whether to discuss draft laws and other decisions introduced by legislative sponsors during the spring regular session will be made individually. The opening ceremony of the State Great Khural's 2025 spring regular session will be attended by the President of Mongolia at his discretion, the Prime Minister, members of the Constitutional Court, the Supreme Court, and the General Judicial Council, as well as heads of organizations appointed by the State Great Khural and ambassadors from foreign countries residing in Mongolia. Representatives from diplomatic missions and leaders of international organizations will also participate by invitation, as reported by the Press and Media Department of the State Great Khural.
Citizens: Even with 126 members, the parliament hasn't improved citizens' lives
Published: 2025-03-15 | Translated from: news.mn
The spring session of the State Great Khural will open next Monday, March 17, 2025. The election for the State Great Khural to form the ninth parliament was held on June 28 last year, resulting in the formation of the first parliament with 126 members. Mongolia made a systemic change to increase the number of members to 126, incorporating various interests such as ensuring national unity and security, improving democratic parliamentary governance with representation from multiple parties, and preventing voters' opinions from being overlooked. Citizens emphasize that while increasing the number of members was not wrong, the State Great Khural has not yet made decisions that bring positive, tangible changes to the lives of citizens. Of the 126 members of the State Great Khural, 78 were elected from major constituencies, while 48 were elected from party lists. Additionally, 32 of the 126 members are women, representing 25% of the total members, setting a new record in the Mongolian parliament and even leading in Asia. However, citizens criticize that parliamentarians are not making decisions that ground themselves in real-life realities. For example, citizens point out that taxes, social insurance fees, electricity bills, and the prices of basic goods are rising, yet the government only talks about gradually increasing these expenses even further. In principle, citizens' wages and pensions should increase without causing consumer costs to rise accordingly. However, whenever there is talk of distributing stock dividends or raising the minimum wage, the prices of everything else seem to rise in tandem, with no oversight or regulation. People hoped that increasing the State Great Khural to 126 members would result in better representation of public voices, decisions closer to the lives of citizens, and legislation that aligns with real life. However, such decisions were not made in the autumn session. We can only wait to see what happens next.
Prime Minister L. Oyun-Erdene Stresses Importance of Continuous Efforts in Addressing Ulaanbaatar's Key Issues This Spring and Summer
Published: 2025-03-15 | Translated from: isee.mn
The seventh meeting of the Prime Minister’s Emergency Headquarters, which aims to address the pressing issues of the capital Ulaanbaatar, was held today. During the meeting, discussions were held on several projects, including the Tuul Rapid Road, the Circular Rapid Road, the Vertical Axis Expressway project, insulation for households in the Green Zone and apartments, and some public transportation projects. The government is pursuing a principle of comprehensively addressing the pressing issues of Ulaanbaatar and developing it with a unified planning policy. As part of this, expressways will be constructed, one of which is the Vertical Axis Expressway. Minister of Roads and Transport B. Delgersaikhan presented information about the project. The Vertical Axis Expressway will start from the holiday areas, pass through the center of Ulaanbaatar, and establish a vertical axis road network along the Selbe River bank, connecting the northern and southern parts of the city. It is designed to intersect with the Tuul Rapid Road and the Circular Rapid Road and includes tunneling works towards Khushig Valley and a connection to the Khunnu satellite city. Participants emphasized the importance of coordinating the implementation of the project with land acquisition, Ulaanbaatar’s general planning, and other construction works. Studies and data suggest that expanding Ulaanbaatar from north to south is the most efficient approach. Prime Minister L. Oyun-Erdene tasked the government meeting with thoroughly calculating and coordinating this project with current conditions and future developments based on expert advice. During the emergency headquarters meeting, an overview of the insulation for households and apartments in the Green Zone was also presented. Currently, 10,141 households live in gers, and 15,228 households live in apartments in the capital's green zone. Reducing heat loss in these homes could decrease heating costs by 2 to 3 times and contribute to reducing air pollution, as highlighted by the Ministry of Urban Development, Construction, and Housing. Furthermore, it was emphasized that there is a need to reduce heat loss in prefabricated apartments built in the 1960-1980s. Following the meeting, Prime Minister L. Oyun-Erdene visited the home of citizen B. Tugsjaral in the 13th khoroo of Bayanzurkh district. They have been using a gas-fueled stove for a week now. B. Tugsjaral mentioned that if they can fully solve the insulation issue in their home, they can stay warm at a low cost without dealing with coal or ashes, as the gas stove offers clean and comfortable heating. Over 30 households in the district have adopted similar stoves. The city officials announced plans to gradually implement projects to introduce gas fuels to households in targeted areas of other districts. Prime Minister L. Oyun-Erdene urged the introduction of a "warm home" standard and recommended bringing affordable insulation technologies and materials that match the purchasing power of citizens to the public. He also instructed the members of the Emergency Headquarters to expedite major projects and initiatives aimed at solving the pressing issues of Ulaanbaatar, such as air pollution and traffic congestion, throughout the spring and summer, ensuring coordinated and prompt action.
Border Guards Acquire a New Helicopter
Published: 2025-03-15 | Translated from: ikon.mn
The Border Protection Agency and the Border Guards' Aviation Service have acquired an "H225 Super Puma" helicopter. This model of helicopter from France's "Airbus" company is unique in Mongolia. It is known for its high quality and capability internationally and can be equipped for various uses such as passenger transport, search and rescue, law enforcement, firefighting, and emergency medical services. With this acquisition, the Border Protection Agency expects the effectiveness of border protection to improve, the training of parachutists locally, and the technical requirements necessary to reestablish border guard units to be met. There are plans to use helicopters extensively for border protection in the future. This significant event of upgrading to a modern, high-power helicopter, fully supported by the President of Mongolia, the National Security Council, the Government of Mongolia, the Ministry of Justice and Home Affairs, and the Ministry of Finance, marks a new chapter in the history of the Border Protection Agency. "UBTZ" LLC: Freight volumes for foreign trade via rail will increase
Published: 2025-03-15 | Translated from: ikon.mn
The "Meeting for determining cargo volumes among member countries of the Organization for Cooperation of Railways" successfully concluded in Ulaanbaatar after five days. During this meeting, the completion of foreign trade freight (export, import, transit) volumes, agreed to be transported via the railways of the 5th region under the Organization for Cooperation of Railways in 2024, was discussed. Additionally, agreements were made on the foreign trade freight volumes to be transported in 2025. There were also discussions on developing technical and organizational measures to fulfill the conditions for cargo transportation agreed for international railway relations in 2025. For Ulaanbaatar Railway (UBTZ), it was agreed to transport 21.2 million tons of foreign trade cargo in 2024. This figure will increase to 22 million tons in 2025, which means shipping an additional million tons compared to the previous year. Consequently, opportunities to increase the volume of exports, imports, and transit traffic by rail in our country are opening up. By agreeing to increase the foreign trade cargo volume UBTZ will transport in 2025, the organization will be more actively involved in the region's transport logistics, trade, and economic cooperation. During the meeting, UBTZ committed to taking all necessary measures to transport the planned freight volume and closely coordinate with the railways of neighboring countries. In recognition of its contribution to developing and strengthening the cooperation among member countries of the Organization for Cooperation of Railways, the Chairman of "Ulaanbaatar Railway" LLC, Kh. Kherlen, was awarded an honorary certificate by the organization. The Price of Cashmere Starts at 150,000 Tugriks per Kilogram
Published: 2025-03-15 | Translated from: news.mn
The price of cashmere in 2023 in the eastern provinces started at 160,000 tugriks per kilogram, compared to 185,000 tugriks per kilogram last year. However, this year it starts at 150,000 tugriks per kilogram. The eastern provinces have started combing their cashmere last week and they began selling small amounts to traders. Meanwhile, herders in the Gobi, Hangai, and central regions are waiting for the weather to warm up. The price of cashmere varies between provinces depending on the yield. Although it starts at 150,000 this year, herders indicate that it might fetch higher prices compared to previous years. Mongolia supplies 46% of the world's cashmere. It prepares an average of about 9,500 tons of cashmere annually, of which 7,000 tons are exported. The remaining 2,000 tons are processed by domestic factories into finished products for sale. According to information from the Agricultural Exchange, it is important to determine the correct time for combing the cashmere in order to obtain high-quality cashmere. The combing time depends on the natural and climatic conditions of the region, the condition of the goats, their age, and gender, and they are usually combed starting from March. For example, in the Eastern region, it is appropriate to comb goats from the 1st to the 4th week of March, the Gobi region from the fourth week of March to the second week of April, the Central region from the first week of April to the first week of May, and the Western region from the second week of April to the second week of May to prepare high-quality cashmere. Although reserve meat went on sale, the price of meat increased to 21-24 thousand tugriks. The price of meat had stabilized after Lunar New Year, but traders say that the price has increased due to scarcity related to the harsh winter. On the other hand, even though reserve meat was released for sale, the public criticizes that the price did not decrease. For example, when reserve meat is put on sale, beef without bones was priced at 18-19 thousand tugriks per kilogram, and sheep and goat meat at 11-13 thousand tugriks. This is the wholesale price statistics. However, in retail stores and food chain supermarkets, the price of meat was 1,000-3,000 tugriks higher. Yet in recent days, the price of meat has increased by 1,000-2,000 tugriks in wholesale centers as well, with beef reaching 20-22 thousand tugriks per kilogram. This year, reserve meat is sold at over 400 locations in the capital, with sheep meat priced at 11,800 and beef at 13,800 tugriks. A total of 10,000 tons of reserve meat was prepared for the spring needs of the residents of the capital for 2025. In previous years, reserve meat was 3,000-4,000 tugriks cheaper than the current price, and when reserve meat went on sale, the retail price of meat decreased to some extent. However, this time the supply of meat decreased due to heavy snowfall in the regions, and herders increased the price due to large-scale wildfires in the eastern provinces.
Highlights Interviews: Blacklisting National Investors is Wrong
Published: 2025-03-15 | Translated from: news.mn
The News Agency presents this week's highlight interviews. "BLACKLISTING NATIONAL INVESTORS IS WRONG" An interview with economist Dr. J. Delgersaikhan. - Researchers are warning that the world is at risk of a major economic crisis. U.S. President Donald Trump increased tariffs on Chinese imports by 10%. In such a case, what policy should the Mongolian authorities implement? - The World Economic Forum in Davos has mentioned that multiple geopolitical and climate risks might face the global economy by the end of 2024. These risks will also affect Mongolia. Following Donald Trump's election in the U.S. presidential election, sudden risks have emerged. This is referred to as a "Trade War." This issue is gaining attention because it shows signs of becoming a wide-ranging event, and people around the world are wary of these risks. The trade war is not only between the U.S. and China but also involves establishing and increasing tariffs with main trading regions like China, Japan, Canada, and Mexico, aiming to balance trade. President Trump seems to believe that trade economic cooperation should be mutually beneficial. Its result is crucial for Mongolia. A "Trade War" might severely negatively affect a country like Mongolia. Mongolia heavily relies on the growth of the global economy, depending strongly on the prices of just a few raw materials on the international market. The initial impact of this influence is occurring through coal prices, which have been declining since the beginning of the year. There is a lack of specific policies from the Mongolian government to address this. The Bank of Mongolia increased the policy interest rate to 12. On the other hand, the budget could be relatively strict, reducing and amending the budget to prevent financial risks if coal prices continue to fall, causing insufficient budget revenue. China has announced a reduction in its steel production. According to a study by the International Energy Agency in February 2025, China is more likely to focus on renewable energy rather than coal in the near future. Therefore, a country that can bet on coal demand is likely to be India. From my perspective, there is no expectation for China to purchase and increase the price of Mongolian coal. - Hasn't there been an approach to overcoming crises in the past, such as through tax amnesty? - You might be referring to the Economic Transparency Law adopted in 2015. That was not a law enacted against the economic crisis. It was about revealing certain individuals' untaxed assets and income. Although it is believed that a large amount of property was disclosed, that law was not a way to overcome the economic crisis. Looking back at our history, we tend to drive blindly into economic crises. Mongolians do not learn from their past mistakes and history. We need to understand that we are overly dependent on a few mineral commodities. When coal prices are high and production is good, we expand the budget as if it will always be that way, increasing welfare and unnecessary spending, leading to crises. Despite warnings, we tend not to notice. This is our main mistake. The government should be prepared that a crisis will come at some point, implementing counter-cyclical fiscal policies. Also, tax policies aimed at expanding the business environment can be implemented. Instead of issuing large bonds externally, we can focus on government-guaranteed partnerships between the government and the private sector to increase foreign currency flows and move forward with important value-added mining projects. "TO PROTECT POLICYHOLDERS, IMPROVEMENTS WERE MADE TO MORTGAGE INSURANCE" A new regulation for mortgage insurance has been approved, requiring those with mortgage loans to insure their collateral property with regular insurance companies, and to secure their life and health insurance with long-term insurance. An interview regarding the implementation of the new regulation and issues related to mortgage insurance was held with N. Battsetseg, a senior reference of the Insurance Department at the Financial Regulatory Commission. - Commercial banks set a requirement for mortgage loans to be covered by mortgage insurance. Previously, citizens could insure with any insurance company and renew annually. What is the reason for the change by the Financial Regulatory Commission? - Mortgage insurance consists of two types of special services: mortgage loan collateral insurance and the borrower's life and health insurance. Collateral insurance refers to the insurance of the pledged property when taking out a loan. This insurance protects against five main risks. In particular, fire, electricity, natural disasters other than earthquakes, risks caused by third parties, etc., are covered. Also, borrowers can negotiate with their insurance companies to cover additional risks. For example, if collateral insurance is in place, and a fire risk occurs, the insurance company will provide compensation. Life insurance for borrowers is different in two ways. Firstly, there is regular insurance which includes sudden accident insurance such as industrial, accident, household, etc. Secondly, long-term insurance companies cover additional illness protection beyond the mentioned sudden accident insurance. However, in practice, insureds tend to choose cheaper, regular insurance. In other words, long-term insurance products are not being chosen. The main issue arising from this is related to insurance payouts. Because insureds are not fully covered by the insurance contract, financial risks occur. Therefore, considering these market issues, we made changes aligning with international standards. Under this change, regular insurance companies will continue to provide collateral insurance. But for life and health insurance of borrowers, only long-term insurance companies will handle them. - When will this regulation come into effect? - This regulation will come into effect on August 1, 2025. - The main reason borrowers need to have long-term insurance is due to issues related to insurance payouts, you said. How many citizens have been affected by this? - There are 16 common insurance companies registered with the Financial Regulatory Commission for collateral insurance. In 2024, seven of these companies handled 931 million MNT in payouts based on 470 insurance contracts. As for borrower's life and health insurance, they provided 1.1 billion MNT in payouts under 27 insurance contracts. The Financial Regulatory Commission is an organization dedicated to protecting consumers' rights. Part of this involves resolving relevant disputes as stated by the special law. Since 2016, a significant percentage of complaints related to insurance have been about mortgage insurance. Specifically, 84% of complaints are related to borrowers' life and health insurance, with 92% concerning insurance payouts. Since borrowers often choose regular insurance, which only covers sudden accidents, this causes problems. The main cause of death is illness-related, not accidents, so the common insurance does not apply to frequent occurrences such as stroke or cancer. Therefore, the main advantage of this new regulation is creating comprehensive insurance protection 5-6 times superior to standard insurance. Read the full interview HERE. P. OSEKHBAATAR: A WRESTLER MUST BE FAIR AND COMPETE FAIRLY An interview with Inner-Mongolian native, international master of free wrestling, two-time Asian bronze medalist, and five-time national silver medalist P. Osekhuu. - Did you have a good Lunar New Year? There are wrestling events in each province to celebrate after the national wrestling Lunar New Year festival. Do you regularly participate in indoors wrestling events? - It was great. I try to regularly participate in indoor wrestling. I participated in the Central Provincial Wrestling 128 wrestlers' contest and lost at the fourth bout. My plan is not to skip any wrestling to ensure my training is well maintained. - It's said you became a district wrestling champion while herding. When did you start wrestling? - I started wrestling at the age of 14, around 2002. I initially joined the "Future" wrestling section with Mongolian State Honored Athlete, World Cup Champion A. Enkhee as my teacher. Since then, I've been involved in national sports for 23 years, and became a provincial champion. I studied at "Champion" Physical Education School where State Honored Coach and National Novice B. Adyaakhuu was my first wrestling teacher. The people who influenced me the most going into wrestling are my parents. They supported me greatly, allowing me to focus on training without worrying about home. Without my dear parents, I wouldn't have achieved my success. - It's said you come from a wrestling lineage? - Yes, indeed. My grandfather Sh. Damdin was a district champion. My father Natsagnamyn Purevaa holds a district champion title as well. On my mother’s side, my uncle D. Dorjsuren was a sharp provincial champion. So indeed, I am from a wrestling lineage. - Do you have your wrestling uniforms made for you? - Yes, like most wrestlers, I personally order my wrestling uniform. However, prominent wrestlers sometimes gift theirs to upcoming ones from the same region. There's also the tradition of inheriting the wrestling uniform from ancestors. I've worn my father's wrestling uniform from the start, so in a way, I've inherited it. - What is your main goal this year? - For a wrestler, the goal is to advance their title. As I am a provincial wrestler, I focus on progressing to the next rank, maintaining my training. We conduct wrestling training with "Khilchin" sports hall and the wrestlers from Zavkhan. This year's training will commence on June 10. Festival wrestling is unpredictable, but perhaps this year, national wrestlers with envoy and champion titles will lead. Strong competitor Darkhan champion N. Batsuuri might also remain in the competition up to the semi-finals or finals. If preparations are thorough, we shouldn't rule out him winning again. Lithuania Ready to Deploy NATO Nuclear Weapons on Its Territory
Published: 2025-03-15 | Translated from: montsame.mn
Lithuania is prepared to discuss amending its Constitution if NATO allies propose to station nuclear weapons on its territory, said Defence Minister Dovilė Šakalienė during a press conference yesterday. "If our allies offer a concrete, realistic plan to deploy nuclear weapons or components thereof in Lithuania, we see the need to consider amending Article 137 of the Constitution," she stated. Article 137 of the Lithuanian Constitution prohibits the placement of weapons of mass destruction and foreign military bases on its territory. However, Šakalienė emphasized that Vilnius has not yet received any proposals to station nuclear weapons. Regarding the deployment of nuclear weapons in Eastern Europe, U.S. Vice President J.D. Vance expressed doubt that President Donald Trump would support deploying nuclear weapons in Eastern European countries. "I haven't discussed this matter with the President, but I would be surprised if he endorsed deploying nuclear weapons in Eastern Europe. It's a matter linked to the future of human civilization," he said in an interview with Fox News. On that same day, Polish President Andrzej Duda called on U.S. authorities to deploy nuclear weapons in Eastern Europe during an interview with the Financial Times. "NATO's borders expanded eastward in 1999. So 26 years later, NATO's infrastructure should move east. I believe the time has come, and we would have been safer if such weapons had been in place earlier," he remarked. Duda noted that he had already discussed this topic with Trump's special envoy for Russian and Ukrainian affairs, Keith Kellogg.

Unrealistic Deadlines Issued for Major Construction Projects
Published: 2025-03-15 | Translated from: isee.mn
The Mayor of the city, H. Nyambaatar, has made the unrealistic decision to complete the Selbe sub-center housing projects within a year and the Tuul highway within two years. A project to convert the ger district into housing is planned for an area of 158 hectares in the territories of Chingeltei District's 14th and 18th khoroos and Sukhbaatar District’s 14th khoroo. As part of this plan, two packages of tenders for selecting contractors were announced on the 7th of this month. Specifically, a tender was announced on March 7 of this year for two packages to select contractors to build 4,362 of the anticipated 11,113 apartment blocks in the Selbe sub-center. Additionally, the project will include constructing parking accommodations covering 47,530 square meters, three school blocks, and five kindergarten blocks. A hospital with 100 beds will be built along with facilities for shopping, entertainment, offices, a sports complex, green areas, and integrated roads for cars and bicycles as well as pedestrian paths across 152,650 square meters. Currently, the relocation process to free up land for the Selbe sub-center housing project is more than 80% complete, and compensation agreements have been made with 1,683 households, with compensation paid to 1,663 of them. Additionally, 1,067 parcels of land have been cleared and disinfected, and preparations like drainage and infrastructure works are underway. The project is being funded by raising $500 million from external bonds. Specifically, the city’s bonds were sold in international markets at a closed auction with a 7.71% interest rate and must be repaid in three years. This funding will finance the development of the Selbe sub-center, with total investments expected to reach 1.6 trillion tugriks. On the 7th of this month, tenders for financing two residential developments totaling 453 billion and 373 billion tugriks were announced. Critically, the tender conditions demand that construction be completed by December 31 of this year. However, industry engineers have highlighted that the completion and operation of 10 blocks of nine-story and eight blocks of five-story apartment complexes by the end of the year is an unrealistic, unpragmatic decision. Despite having taken five years to build the 32-kilometer six-lane Khushig Valley highway starting in 2016 and finishing in 2021, plans similar to the Selbe sub-center’s unrealistic timelines intend for the Tuul highway to be done in two years. Notably, a six-lane highway through the capital, spanning 32 kilometers from the Bayanzurkh Bridge to the Songinokhairkhan District’s intersection leading to the western provinces, is to provide a light-free, junction-less route within the city. The construction of the Tuul highway will start at the end of April and is planned to open for use by May 2027. Yet, this quick timeline intended to complete the Tuul highway in two years, which is three years shorter than similar projects, mirrors the unrealistic calculations seen in the implementation plans for the Selbe sub-center.

Progress of New Zaisan Bridge Pillar Installation at 40%
Published: 2025-03-15 | Translated from: ikon.mn
The eastern Zaisan Bridge, or the old bridge, was closed and completely dismantled. During the dismantling of the old bridge, the installation work for the new bridge pillars was simultaneously initiated. As of today, the progress of the work stands at 40%. The pillars are being installed at a depth of 17 meters below ground level. Additionally, the preparation and transportation of the girders is 95% complete. The foundation reinforcement was prepared starting in winter, and that part of the work is fully completed. The new bridge is scheduled to be put into use in June of this year. The old Zaisan Bridge was put into use in 1968, which is 57 years ago. Since then, there have been no repairs or renovations. In 2012, a professional organization evaluated that its operational level was less than a D rating, implying it could collapse at any time. Therefore, starting from 2022, work began to renew and expand the Zaisan Bridge into a 225-meter, four-lane reinforced concrete twin bridge. Consequently, the western bridge was also renewed and put into use in September 2023. D. Iderbat: When implementing infrastructure projects, it is necessary to thoroughly study their impact on birds
Published: 2025-03-15 | Translated from: unuudur.mn
We spoke with Dr. D. Iderbat, head of the Bird and Insect Research Laboratory of the Institute of Biology of the Mongolian Academy of Sciences. The laboratory, in collaboration with the Bird Studies Society, National University of Mongolia, Mongolian State University of Education, Natural History Museum, and environmental organizations, has conducted a study on the population of the Saker Falcon. They covered over 30,000 kilometers for this extensive work. As a result, they established the Saker Falcon's population numbers, developed recommendations, and presented them to the Ministry of Environment and Climate Change. The Institute of Biology had previously conducted similar studies in 2002, 2010, and 2018. - How long did the Saker Falcon population study take, and how was it conducted? We used internationally recognized methodologies such as transects, point counts, and satellite transmitter data for the Saker studies. We cannot visit each province's area individually, so we developed a habitat modeling approach based on approved research methodologies. The Saker Falcon primarily lives in steppe zones, so we tailored our research methods to work in open steppe areas. When counting, it is important to distinctly identify falcons from other birds. Some types of Saker Falcons look similar to hawks, so we closely observe the bird's talons, beak, and wing shape through binoculars. With years of experience in bird study, we can even distinguish them by their flight patterns. This year's study is distinctive because we determined Saker Falcon populations precisely for each aimag and soum, considering their habitats, making research easier. - Last year there was debate about whether they are migratory birds. How many of these birds exist worldwide? The Saker Falcon does not live only in Mongolia. There are approximately 13,000 to 33,000 worldwide. Additionally, there are about 6,000 to 14,000 worldwide breeding pairs, with over 2,000 breeding pairs in Mongolia. Research data from 2018 shows that 70% of the total population lives in Mongolia. - During the research, you mentioned determining their habitats and food sources. What were the results? The main food source for the Saker Falcon is the Brandt's vole, and we based research sites on this. Our study found that Saker Falcons' distribution coincides with areas abundant in Brandt's voles. Voles are small rodents, and without them, the Saker Falcon population would decline. Research data indicates that about 70% of their diet consists of Brandt's voles, with the rest coming from mice, gerbils, hares, and small birds. During the research, Saker Falcons were recorded 440 times on electricity pylons. These pylons in open steppe areas make hunting easier for birds. Therefore, efforts are underway to make power lines more Saker Falcon-friendly. - The research team's report also included the Saker Falcon's migration route. This year, our research was conducted a bit late. Ideally, it should be done during the breeding season when breeding birds are settled. Breeding usually takes place from early May to late July, depending on weather, food supply, and nesting conditions. Using satellite transmitters, it was found that young birds migrate. They winter in the Tibetan plateau in western China, while mature birds winter near the southern Gobi region of Mongolia. From this, it can be observed that males remain in Mongolia while females migrate to the Gobi region, making them semi-migratory. However, they do not migrate as far as waterfowl. - Is this bird economically viable? Our current study identified 9,230 Saker Falcons in Mongolia. Saker Falcons have significant economic importance. The ecological-economic valuation of one Saker Falcon is 26 million tugriks. Up to 350 birds can be exported annually as cultural gifts or diplomatic presents to high-ranking officials of foreign countries, contributing to diplomatic relations. Foreigners prefer larger females, but taking only females could have a negative impact on population. Therefore, a recommendation was sent to the Ministry of Environment and Climate Change. Obtaining a permit to capture falcons requires paying over 20 million tugriks per falcon to local environmental agencies. This money should be used to improve habitats and conduct population monitoring studies. For example, building artificial nesting platforms similar to electricity pylons was suggested in recommendations to the ministry. - You mentioned that the Saker Falcon population decreased from around 10,300 in 2018 to 9,230 last year. Wasn't this a decrease? The population did not decrease. Our study was just done too late. As mentioned, Saker Falcons are semi-migratory. In 2018, we did the count during their breeding period, but last year we started in late August when young falcons had already migrated. Thus, mostly mature birds were counted. To reduce falcon mortality, Arab countries install protective covers on high-voltage pylons and build artificial nests to support breeding. In the open steppe, nesting is difficult for falcons, as they do not build their own nests but use abandoned ones. Hence, creating suitable nesting environments is necessary. Infrastructure projects must closely study their impact on birds. - Did your team base the route maps on past research results? We followed methods and routes established in previous research. As mentioned earlier, the Saker Falcon distribution overlaps with that of Brandt's voles. Although studies show a decrease in the Eastern provinces like Sukhbaatar and Dornod, due to heavy precipitation affecting vegetation and vole habitats. This shifted the falcons' migration westward. Over 40 members from nine teams conducted the research covering all 21 provinces, with our team focusing on Bulgan and Selenge. It was found that many Saker Falcons were present in areas like Bayan-Agt, Dashinchilen, and Bayannuur in Bulgan, whereas fewer were in the Darkhan-Uul and Selenge regions. - There are many Saker Falcons in central regions, but population density is high here. Does this affect their numbers? It does. For example, pigeons, which are part of the falcon's diet, spend the day on farmlands but roost in populated areas. Thus, falcons approach town centers to hunt pigeons. Additionally, they are often seen in human settlement areas following high-voltage lines. When traveling in rural areas, bird carcasses are often seen by the roadside. Raptors watch for opportunities from perches near roads, but accidents occur frequently when hunting. Many birds die from vehicle collisions, with no liability for such incidents. In Mongolia's "Vision 2050" long-term development policy, and the "New Recovery" medium-term policy, the government plans 14 mega-projects for economic expansion from 2024-2028. These include projects related to port development, road and rail infrastructure, hydropower, and renewable energy. Future projects must thoroughly study their impact on wildlife, particularly birds, and scientifically determine eco-socially friendly methods. - You have studied migratory birds previously. What scientific value did this work have? I studied at the Graduate School of the Chinese Academy of Sciences (CAS) from 2015 to 2021, earning a doctorate on "Breeding and Migratory Ecology of Swan Geese." During my studies, I published 18 international journal articles on bird migration. Bird research helps obtain new knowledge about habitat choices, diet, and migration routes, useful for designating protected areas. Over 30 species of birds were tagged with satellite transmitters for migration studies from Mongolia. For example, identifying swan, wild duck, and eagle wintering locations in Korea, cranes in Japan's Izumi area, and cranes, spoonbills, and geese in China. Such migration studies help implement preventive measures against avian influenza outbreaks along migration paths.
Pedestrian Pavements will be Replaced
Published: 2025-03-15 | Translated from: news.mn
The Road Development Authority of the capital informed that this year, 59.6 km of pedestrian pathways along main streets and roads will be renovated using natural stone. B. Odbayar, the head of the Road Development Authority, stated, "The highlight of this year's pedestrian pathway work is that there will be no cables exposed above ground. All cables will be placed underground using a single system. This takes considerable time. In addition, plans are in place to renovate the main streets and roadside pockets along the first lane of the road, turning them into pedestrian pathways and green spaces. Currently, parking along the central roads of Ulaanbaatar city is without circulation or merely back-in/bay-in, thus obstructing the first lane. Therefore, pedestrian pathways will be expanded and renewed according to standards. Pedestrian pathways should only be used by people, and no property of enterprises or organizations should be present on them. The pedestrian belt will include roadways, green spaces, and pedestrian paths." Previously, the pedestrian paving stones built in other years were easily loosened, leading to poor durability and significant damage. Also, pedestrian paths made of granite did not meet standard requirements due to their smooth surfaces. However, pedestrian pathways built of natural stone are planned to be durable and have a rough texture to prevent slipping, adhering to standards. Furthermore, concerning the pedestrian pathway work in the capital, N. Enkhbayar, a senior engineer responsible for a district in the Capital Investment Agency, said, "A total of 15 packages of work have been delineated, with funding approved to convert pedestrian paths into stone paths in Ulaanbaatar city using the capital's budget. To date, tenders have been announced by the Capital Procurement Office, and nine enterprises and companies have been selected. If the weather is warm next week, we will commence the stone path installation work. During winter, the stone paths have been procured, and goods and materials have been prepared." He added that tenders for nine packages of pedestrian pathway work have been announced, with contracts sealed for pedestrian pathway works from the Geological Central Laboratory intersection to the Officers' Palace, from the "Khan Hills" complex to the "Khuvsgul" complex, and along Chinggis Avenue.

Risk of Snowmelt Flooding in Western Provinces
Published: 2025-03-15 | Translated from: news.mn
The National Agency for Meteorology and Environmental Monitoring has warned of the risk of grass fires in the eastern provinces due to the strong winds in the coming days, while cautioning that the western provinces, which have had a thick snow cover, are at risk of snowmelt flooding as temperatures rise. Additionally, the eastern half of the country and the three eastern provinces will experience wind speeds of 14-16 m/s, leading to dust storms. The region is experiencing low blood activity levels, and due to the winds, soil dryness is increasing, so it is advised to prevent potential grass fires and strictly adhere to fire safety rules. Meanwhile, the western provinces have heavy snow, with a snow cover of 17-25 cm. Temperatures are relatively warmer during the day in these provinces, and citizens are strongly advised to be cautious of snowmelt flooding. Snowmelt flooding occurs in early spring as temperatures rise and winter snow melts, often causing significant floods in mountainous and settled areas. The floodwaters from snowmelt can carry nearby contaminants along, increasing the risk of spreading various infectious diseases. Pathogens can survive for a long time in contaminated soil and water; for example, the dysentery pathogen can remain in the soil for 2-4 months. Therefore: - Obtain drinking water from reliable sources. - Boil water before use and avoid drinking raw water. - Transport and store water in washed, sealed, dedicated containers. - Clean water containers completely 1-2 times a week (wash with hot water containing baking soda or a special solution, and rinse with clean water). - Separate and classify household garbage and dispose of it at designated points daily. - Do not dump or burn garbage openly. - Clean and remove accumulated garbage from gullies and ditches. - Maintain standard-compliant pit toilets and cesspools. - Disinfect sanitation facilities and take measures to destroy parasitic worm eggs and fly larvae.

Although Mongolia leads the world in liver cancer mortality, patients previously had no choice but to seek treatment abroad, as liver transplantation was not available. However, with the support of South Korean doctors, successful liver transplant surgeries have saved over 300 lives, according to South Korean media reports. After 15 years of collaboration, Seoul's Asan Medical Center started teaching liver transplant technology at Ulaanbaatar's First Central Hospital in response to a request from the Mongolian government in 2009. The hospital performed its 300th successful surgery, achieving full independence in liver transplantations. Furthermore, the First Central Hospital successfully performed its first donor liver resection using laparoscopic surgery. Since 2010, Asan Medical Center has trained 192 Mongolian doctors and nurses in South Korea and sent 214 South Korean doctors to Mongolia over 19 times since 2011 to conduct joint surgeries and contribute to healthcare system development. As a result of these efforts, Mongolia's First Central Hospital can now teach liver transplant surgery methods and techniques to other hospitals. Source: The JoongAng

The planned transport will have a capacity of transporting 2320 people during peak hours, with a total of 98 cabins each accommodating 10 people. It will transport passengers from Yarmag, Artsat to the Öner district in 11 minutes at a speed of 22 km/hour. With the onset of spring dryness, wildfires have significantly increased, according to the National Emergency Management Agency (NEMA). Colonel Ts. Nyambayar, Chief of Fire Fighting at NEMA, reported 11 wildfire calls in Dornod, Sukhbaatar, Khentii, and Arkhangai provinces as of March 9, 2025. In Mongolia, spring and autumn fires spread rapidly over large areas due to high wind speeds and dry conditions, making it extremely risky to extinguish them manually. Therefore, it was advised that those traveling to rural areas, as well as residents, should be extra vigilant about potential fire hazards. Samples from 12 children from rural areas were sent for testing. Three cases were confirmed, and the remainder were considered suspected and are undergoing retesting. A total of 18 measles cases have been confirmed. Therefore, there is a risk of the disease spreading, particularly in the rural areas, especially in Ömnögovi province. The risk is high for young children, especially those who have not been vaccinated or have missed the second dose of the vaccine. Parents are advised to check their children's vaccination status and compensate for any missed doses. A report was registered with the Central Police Department stating "vehicles collided in the territory of Öndörshireet district and a person died." A Toyota Hiace vehicle collided with a large-capacity bus with 45 seats near the 170 km mark on the Ulaanbaatar-Arvaikheer road. The accident resulted in six fatalities, including five people traveling in the Toyota Hiace and the driver, with two children injured. GSS Hospital reported that the condition of the two injured children has stabilized. The 80th anniversary of the Great Patriotic War victory of 1941-1945 will be celebrated in 2025. By decree of Russian President V. Putin, veterans who participated in the Liberation War were awarded the "80th Anniversary Medal of Liberation War Victory." Russian Ambassador to Mongolia, A.N. Evsikov, highlighted that the medal is given to veterans who actively participated in the liberation war. The medal was presented to veteran soldiers: - Namsrain Purevjalba - Undrakh Dorjpalam - Tseren Chimedtseren - Gombosuren Shagdar - Dorligjav Tsanjid Veteran soldier D. Tsanjid commented: "I was once able to hit a target 500 meters away with precision through the scope."

Nalaikh Bison's Failure and Will T.Sanchir Play in the Development League?
Published: 2025-03-15 | Translated from: news.mn
The Nalaikh Bison team integrated the league's "Most Valuable Player" T. Sanchir last year, and before the season, they grabbed the league champion M. Telmen from "BCH Knights" to enter the championship competition. When they acquired T. Sanchir, they clearly announced their goal was to win the championship. They even built and developed their roster well. Unfortunately, all those goals and dreams failed in reality, and eventually, they fell to the Development League. Bison fans surely had the expectation that no matter how bad it got, they would at least make the playoffs. Unfortunately, that was not the case. They finished at the bottom of the top league and played a series of three matches against Mongolians, who were climbing up from the Development League to remain in the top league. The decisive match of the series took place yesterday, and as the Mongolians team won with a score of 79-76, they were promoted back to the top league. Meanwhile, Bison fell to the Development League and will play at the Sports Palace next season. From the Development League, the Mongolians and Khovd Falcons teams were promoted to the top league, while the Nalaikh Bison and INUG TLJ teams were relegated. According to recent information, the INUG TLJ team is disbanding. Also, Ross, who Bison let go, helped lead the Khovd Falcons to the top league. Since joining the league, the Nalaikh Bison team has created its own identity, surrounded by supporters and culture. They also secured amazing victories and already demonstrated that they were a tough nut in the league. Encouraged by this, the team management sensed they weren’t far from becoming champions and brought in players like T. Sanchir, M. Telmen, and P. Bolortulga, as well as Moss and Kyree Walker. The only mistake they made was with the coaching team. Throughout the season, the coach changed three or four times, and there was a lack of stability and consistency. All of this affected the players' success; the balance between starters and reserves was lost, leading to a real downfall. T. Sanchir reportedly did not participate in the match against the Mongolians due to injury. Next season, league "MVP" T. Sanchir, "Best Defensive Player" awardee Sh. Munkh-Erdene, E. Tulga, M. Telmen, and others will test their strength in the Development League. It is also possible they might go to another team. Seeing T. Sanchir play in the Development League in the final years of his career will be surprising to basketball enthusiasts for sure.

D. Tserenbat: Mongolian Artists Lead the World in Ice Sculpting
Published: 2025-03-15 | Translated from: unuudur.mn
We spoke with D. Tserenbat, a sculptor who has participated in the international snow and ice sculpting competition held annually in Harbin, China, the most times from Mongolia. This year he competed with his work "Taiga" and won second place. D. Tserenbat not only sculpts in snow and ice but creates works in bone, wood, and sand, covering the five main types of sculpting. He also won second place at the Tomsk world championship in wood sculpting last year, earning the title of international master. - You participated successfully in the Harbin ice sculpting competition and won second prize. What was the work you competed with and what message did you want to convey? - I intended to depict the lifestyle of the Taiga, especially the Tsaatan people. Thus, I named my work "Taiga." The Tsaatan are a minority not only in the world but also in Mongolia. Therefore, I wanted to make people aware that there is such an ethnic group in Mongolia. I depicted a Tsaatan child who, from a young age, has adapted to life in the Taiga, happily living peacefully without fear, riding reindeer and hunting. I created the reindeer's antlers leaning towards one side of a tree. Upon careful observation, the reindeer antlers appear as if transforming into tree leaves from behind. - Could you tell us how the winners of this competition are selected and what requirements are set for participants? - The guidelines for the international snow and ice sculpting competition are published in June or July, and for the Harbin event in September. Within the specified time, we send our proposals and sketches to participate in the competition. Only selected sketches are allowed to compete. However, the distinctive feature is that Mongolians are not subjected to high scrutiny to enter, due to their strong work abilities. Initially, participants from about 50 countries submit sketches, from which artists from over 30 countries are selected. Participants from some countries compete as teams. At least 30 teams compete. This year, four Mongolian teams competed in the ice sculpting, and two teams in the snow sculpting competition. Regarding the works, they need to be not just flat but also have volume and use many types of sculpting such as half-relief or full-relief to earn high scores. The composition, name, and description must be appropriate and coherent. It should also be appealing and emotionally engaging. - Recently you participated in the "Blue Pearl - 2025" ice festival with a sculpture depicting a fetus forming in a mother's womb and won the first prize? - I participated in the 2015 Harbin ice sculpting competition with this theme for the first time and won the award for best craftsmanship. Since then, I've been thinking about improving this work. After meeting my spouse, it took a long time before we had children, so having children was truly a dream for me. Now we have two children. I aimed to portray the uniqueness contained in a fingerprint, essentially showing a fetus forming in a mother's womb beneath the fingerprint pattern, symbolizing the significant fate of a child. In Mongolia, being born is considered a rare fortune, like balancing a grain of rice on a needle's tip. Therefore, I aimed to connect human destiny with fingerprints, creating an image of passing a thread through a needle eye and balancing rice, aligning it with Mongolian customs and traditions. Being born in Mongolia, at the heart of the world, is a great fate. So, I wanted to convey to the youth that being Mongolian comes with pride. - When making such sculptures, selecting quality ice and proper tools seems crucial. How do you choose the ice and tools for your sculptures? - Selecting ice from clean water is most important. River ice tends to adhere to the bottom, making it hard to extract. Even if you cut around it, you cannot pull it out if it's stuck to the bottom. It's labor-intensive, and sometimes I can't get the large ice blocks I want. Hence, lake ice is often used, cut with a saw, because lake freezing tends to be more uniform. Many factors like day and night temperatures affect ice cracking. As for tools, there are electric and hand types. Hand tools include chisels and gouges. The chisel is divided into rough and simple types, and it can chip at the front with multiple small spikes. There is also a scratching knife. Electric tools are classified into saws and cutting tools. Two to three blade types exist within each, differing in shape. Woodworking tools such as simple chisels and gouges can be used for ice sculpting as well. However, scratching chisels are unique tools for sculpting materials other than wood or any other material. Carrying these many tools on a plane can be challenging. - So it's mostly natural ice that's used? - Given the conditions of our country, only natural ice is used. In warmer places, specially frozen ice is used. We do not have a factory for freezing ice, and even if such a factory existed, it might not be profitable. Naturally, water contains air and oxygen. If those can be removed to a certain degree and then frozen, you obtain clear ice for sculpting. - How long does it typically take to complete one sculpture? - The time varies depending on the size and what you are creating. It also depends on the ice thickness. Ice is typically collected when it's frozen beyond 30 centimeters thick. When transporting, it's crucial to fit it so it doesn't shift in the crane's bed, otherwise, it'll crack if it moves. Generally, the lengths are around 2-2.10 meters, and widths are less than 1.5 meters. Any thicker might overburden the crane's capacity. Once these stages are completed, creating the sculpture begins. Depending on whether it's a single piece or multiple pieces, the time spent differs. Two different people might make the same figure, but experience and skills can make the time vary. A skilled, fast worker can complete a medium-sized piece in half a day, while someone with less skill or tools might take 2-3 days. - I heard you've been sculpting the ice city on Sukhbaatar Square since 2001? - I enrolled in the top art university's sculpture class in 2000. That winter, the senior students sculpted the ice city at Sukhbaatar Square, winning third place. The next year, our class decided to sculpt and compete at the ice city. At that time, our teacher said, "You're only second-year students. Without gaining proper experience and learning sufficiently, there's no need to compete." Still, we explained our wish to participate thoroughly to our teacher, but he didn't approve. So, we expressed our strong desire to enter this competition to the mayor. M. Enkhbold was the mayor then. We even lodged a request as a class. The mayor responded, calling us to the principal's office, saying, "You can participate, but you won't get leave. Classes and assignments must be completed on time. If you believe you can manage this, then enter." We all courageously committed, headed straight to Sukhbaatar Square, chose the theme "Great Migration," and won first place. Since then, our class has consistently contributed to building the ice city each year, myself included. - You participate consistently in prestigious international competitions. How are our country's ice carvers valued abroad? - Mongolian artists are at the forefront in ice sculpting worldwide. For example, my classmate B. Dorjnamjil and Kh. Solongo have won many gold medals in major European competitions. In general, they always secure top ranks in leading European contests. When my friends express their desire to compete in European contests, they're told, "Send your sketch, tell us what you plan to make," without many requirements, they're simply invited to attend. Additionally, my friend Munkh-Erdene was the first Mongolian to serve as an international ice sculpting judge. From such examples, it's clear how Mongolian sculptors are valued globally. Recently, Mongolian artists have become awaited—everyone looks forward to when they will come. - While our sculptors are recognized and highly regarded internationally, how does the government support them? - Officially, since 2006, our artists began participating in foreign competitions, yet there hasn't been any state sponsorship. We've always self-funded to compete. If we win, we might return home with a monetary prize. Many years have passed like this, so now I believe it's time for support. In recent years, domestic events like "Blue Pearl" and "Mazaalai" have been organized. If these events continue to expand and improve, it will create opportunities for supporting sculptors. Otherwise, foreign competition travel is never funded, nor are achievements recognized with rewards from authorities. - The nature of your profession means working continuously in the cold, doesn't it? - Yes, working in the cold is difficult. For instance, in Yakutia, participating in a competition means sculpting in -60 degrees Celsius temperatures. Artists from warmer climates might only work for about 30 minutes before warming up inside. Meanwhile, we continue working on our sculptures. I frequently get cold down my back and spine, so I need very thick clothing. I prepare clothes that are waterproof and insulating. My shoes, coat, and pants alone weigh 7-8 kg. Besides these, you need sharp tools, potentially raising baggage beyond 25 kg, increasing the likelihood of excess baggage fees. - Could you tell us about the funding required for ice construction projects? - For example, you can't simply bring ice blocks from a lake with a "Porter" (pickup truck). You'll need a crane or a big vehicle. You'll also use a chainsaw to extract the ice. Chainsaws and accessories are costly. A single bar might cost at least 1.5 million tugriks. If the bearing fails while sawing ice, it's done. So, expenses are relatively high. - Ice sculpting is seasonal work. Do you sculpt in wood during other seasons? - I'm trained as a wood sculptor. After graduating, I worked independently on art for two years. Then I taught at the school from 2006 to 2011. Low salary forced me to leave due to high living expenses. Sculpture includes five types: stone, bone, wood, metal, snow and ice, and sand. I do sculpting in all five types. - How do you make sand sculptures? - Sand sculpting competitions are traditionally annual. This art developed in Mongolia recently. First, compact the sand firmly to make a sculpture possible. It involves an operational similarity, but unlike other types, it doesn't require heavy or sharp tools. - What are your future goals and plans? - I wish to establish my own brand in Mongolia and pursue something new according to my profession. I also plan to exhibit my artworks. - For young people looking to specialize in this type of sculpting, what advice would you give? - In general, perseverance and diligence are vital. You should create works pleasing to yourself, not others. If you think of it as a profitable job, you won't progress. Do it with sincerity if you truly want to make something beautiful and high-quality.

Dream Theater Artists Accused of Copyright Infringement
Published: 2025-03-15 | Translated from: gogo.mn
The Mongolian Writers Union has made a statement accusing the "Dream Theater" artists of using a song in their new performance, "Samsara-Two Hearts Afar," without permission, thus infringing on copyright. The actors of "Dream Theater" have allegedly used the poem "On the Bend of the River" by Arlan Erdene-Ochir, a writer recognized as a Cultural Meritorious Worker of Mongolia and a recipient of the D. Natsagdorj Award, without the proper copyright authorization in their stage play "Samsara-Two Hearts Afar." The Mongolian Writers Union strongly opposes this act, which is said to have violated the integrity of the popular work. They are demanding that this illegal action be immediately halted, that the children of the poet, who hold the rights to the work, receive a formal apology placed on social media to restore the work's reputation, and that no segments of the "Samsara-Two Hearts Afar" play or its promotional materials use the poem. Furthermore, they declare that they will appeal to state and supervisory bodies to hold any organization, studio, production, or artist accountable for flagrantly infringing on the works of Mongolian writers and poets without copyright permissions for commercial purposes, or for arbitrarily altering these works (changing, editing, or omitting words, distorting the ideas and meanings the author intended to convey) and disseminating them.
