Extraordinary Session to Convene from August 10 to Discuss Budget Amendments

Published: Mon, 29 Jul 2024 | Translated from: itoim.mn

The government has decided to make amendments to this year's budget and is preparing a draft. The government's action plan and the agreement between the coalition parties are also set to be discussed in the State Great Khural (Parliament).

Therefore, an extraordinary session of the State Great Khural will be convened to discuss these issues. Preparations are underway to hold the extraordinary session of the State Great Khural from the 10th of next month.

This year, civil servants' salaries were increased by 10-40 percent, and pensions were universally increased by 100,000 tugriks. Due to these decisions, the 2024 budget expenditure has increased by 22 percent compared to the previous year's budget. Additionally, herders' loans were postponed for one year, with the government paying the interest difference to banks, and preferential loans of five trillion tugriks were granted to herders under the "New Cooperative" movement. With the elections over, amendments to the high-expenditure budget are being planned. Currently, the government is drafting the budget amendment proposal, but it is unclear which expenditures will be modified.

Furthermore, N. Uchral, the head of the Cabinet Secretariat, announced that the three parties forming the coalition government will sign an agreement called "Commitment for Rapid Government Development." This agreement will be made into a parliamentary resolution, and measures up to dismissal will be taken against ministers who violate the agreement. Therefore, this agreement will be discussed and approved as a resolution in the State Great Khural.

Democratic Party members announce plans to hold open hearing on human rights violations

Published: Mon, 29 Jul 2024 | Translated from: ikon.mn

Members of the Democratic Party in Parliament made an announcement regarding the death of a young man in detention center 461 last week.

MP J. Bayarmaa said, "On behalf of the Democratic Party members, we are making an announcement about the death of a young man who was under preventive detention at detention center 461 last week.

Mongolia's Constitution states that we will build a humane and compassionate society. It also guarantees the right of citizens to live. In addition, torture and inhumane treatment are prohibited. Unfortunately, in Mongolia today, there are continuing incidents of people losing their lives and being subjected to violence and oppression in defense and law enforcement agencies that are supposed to protect lives. Evidence of this is the death of the aforementioned young man.

The annual reports of the National Human Rights Commission also document with evidence that these organizations are violating human rights. We believe that substantial measures need to be taken on this.

Therefore, within the framework of the parliamentary oversight function, it is necessary to conduct inspections to determine the human rights conditions in defense and law enforcement agencies as well as detention centers. Most importantly, we believe it is appropriate to organize an open hearing in order to bring the human rights violations occurring there to the public.

According to the Law on Public Hearings and the Law on the State Great Khural of Mongolia, a hearing can be held if at least 15 members sign and support it. On behalf of the Democratic Party members, we have begun collecting signatures from MPs and organizing the hearing. Currently, 15 members have expressed their willingness to sign.

Another goal of ours is to evaluate the implementation of previous recommendations and conclusions made by the NHRC, especially to review the recommendations and conclusions from the last eight years.

To our knowledge, about 800 provisions of the current law need to be changed to ensure human rights. We are confident that through public hearings, we can obtain information to stop harassment in military units and during investigative processes."

MP S. Tsengel said, "The involvement of police officers in many tragic crimes in Mongolia is causing concern among citizens.

One thing to mention related to this case is that the citizen reported to the Anti-Corruption Agency about being pressured and beaten by police officers. However, due to the failure of the witness and victim protection system, one citizen lost his life. Therefore, there is an urgent need to establish a system to protect witnesses and victims.

We also need to pay attention to police officers. According to a 2021 study, the number of citizens per police officer is 371, which is considered a very high workload compared to other countries.

So we need to review our legal system and make reforms."

MP J. Bayasgalan said, "This tragic incident is not just a one-time occurrence. We see where human rights are being violated the most. However, no substantial measures were taken.

The fact that a person under state protection is losing their life shows that there is a huge distortion. All information is kept closed and secret under the pretext that it is not possible to report on the case, that the prosecutor has not approved. Yet all the bad things happen behind this curtain. Therefore, we can only overcome this by having open discussions and making it transparent. The Democratic Party group demands an open hearing."

Democratic Party to Hold Open Hearing on Human Rights Violations by Law Enforcement Agencies

Published: Mon, 29 Jul 2024 | Translated from: itoim.mn

Members of the Democratic Party in the State Great Khural (Parliament) held a briefing on the issue of a citizen who died while being held in Detention Center No. 461.

Member of Parliament J. Bayarmaa said, "The Constitution of Mongolia states that we will build a humane and compassionate society. It also guarantees the right of citizens to live. In addition, it prohibits torture and inhumane treatment. Unfortunately, in Mongolia today, there are continuous incidents of life-threatening situations and violence in defense and law enforcement agencies that are supposed to protect lives. Evidence of this is the death of the aforementioned young man.

The annual reports of the National Human Rights Commission have also documented human rights violations in these organizations with evidence. Therefore, we believe that substantial measures need to be taken on this issue.

Thus, within the framework of the State Great Khural's oversight function, it is necessary to conduct inspections to determine the human rights situation in law enforcement, defense agencies, and detention centers. Most importantly, we believe it is appropriate to organize an open hearing because we think the human rights violations occurring there should be communicated to the public.

According to the Law on Public Hearings and the Law on the State Great Khural of Mongolia, a hearing can be held if at least 15 members sign and support it. Democratic Party members have started collecting signatures from members of parliament to organize the hearing. Currently, 15 members have expressed their willingness to sign. This is an urgent issue in Mongolia, so it's open to members of other parties as well.

We also believe it's appropriate to evaluate the implementation of recommendations and conclusions issued by the National Human Rights Commission, especially examining the recommendations and conclusions of the last eight years. To our knowledge, it is believed that about 800 provisions of the current law need to be changed to ensure human rights. We are confident that by obtaining information through public hearings, we can stop the harassment in military units and during investigative processes."

Member of Parliament S. Tsengel: The involvement of police officers in many tragic crimes occurring in Mongolia is causing concern among citizens.

Member of Parliament J. Bayasgalan: This tragic incident is not just a one-time occurrence. We see where human rights are being violated the most. However, no substantial measures have been taken.

The fact that a person under state protection is losing their life shows a huge distortion. All information is kept closed and secret under the pretext that it's impossible to report on the case or that the prosecutor hasn't approved it. But all the bad things happen behind this closed door. Therefore, we can only overcome this by discussing openly and making it transparent. The Democratic Party group demands an open hearing.

T.Zolbayar: I will continue to sit until the police apologize for defaming the deceased young man and the Parliament holds an open hearing

Published: Mon, 29 Jul 2024 | Translated from: ikon.mn

T.Zolbayar, a member of the Freedom Union Senate, has been sitting in protest in the central square for five days, demanding "Take responsibility for killing an infant" in connection with the death of a person who was detained in the 461st prison and died after being transferred to the State Third Central Hospital (UGTE). We contacted him by phone to clarify some things.

He has decided to continue his sit-in until the police officially apologize to the family of the deceased citizen and the Parliament decides to hold an open hearing.

Regarding this, T.Zolbayar, a member of the Freedom Union Senate, said, "I have not given any official letter or demand to state institutions or civil servants.

Firstly, sitting in Sukhbaatar Square is exercising my right to freedom of expression. By doing so, I'm showing others that it's possible to express opinions peacefully and solve issues peacefully. In other words, I'm sitting to show that in a democratic country, issues can be resolved peacefully.

Regarding the police officer who came, the police officers who monitor the central square area and the officers of the State Special Protection Agency asked me for permission to hold a rally or gathering. To all of this, I explained the law: "The term 'rally or gathering' includes two or more people. One person sitting doesn't fall under the law on rallies and gatherings. This is an act of a citizen expressing their opinion."

When I came to sit in the square five days ago, it was raining. After barely five minutes, a police officer on a scooter came and asked for permission. After I explained the law, he said, "I understand you'll be gone in a few hours, brother" and left, trying to set a time limit and restrict the freedom to exercise rights peacefully. The freedom called "expressing one's opinion" has been restricted in our country.

Secondly, it's time for police reform. Some police officers don't know the law and believe that it's okay to just follow the boss's orders. Even the word 'police' needs to be changed.

While citizens patrol to express their opinions, today when two drunk people attacked three tourists in the central square, the police were nowhere to be found. I called 102 and reported it. Police officers should ensure the safety of tourists."

Regarding continuing his sit-in, he said, "I will continue my sit-in until the police officially apologize to the family and the public for defaming the deceased young man, and until the Parliament holds an open hearing on this case. The hearing should reveal who lost the mobile phone and why eight police officers worked to find whose mobile phone it was.

I suspect that the person who lost the phone might be related to the police or someone in power. I will sit persistently and make sure this issue is resolved.

I'm conducting my sit-in from 10:00-18:00 daily, and I'm posting information on social media, which should ensure safety. For now, my life and safety are not guaranteed."

No coal-fired power plant will be built in the new Kharkhorin city

Published: Mon, 29 Jul 2024 | Translated from: gogo.mn

International urban planners who have developed the conceptual design for the "New Kharkhorin" city have arrived in our country to present their work.

In the second stage of the international open selection for developing the conceptual design of the new city, projects from 36 teams from 18 countries were selected. Citizens will vote on these projects, and the top five teams out of 36 from 18 countries will be selected on August 1st, after which the conceptual design for "New Kharkhorin" city will be finalized. Citizens can visit the https://www.facebook.com/Kharkhorumcity page to vote. The online voting will continue until the 31st of this month.

The city planning exhibition is displayed on the 4th floor of MPM Event Hall, UNESCO Street, 1st khoroo, Sukhbaatar district, where the public can view and give their opinions.

During the opening of the exhibition, we spoke with G. Darkhanchuluu, Head of the Investment and Cooperation Department of the Administration in charge of New Kharkhorin city construction issues.

He said, "A total of 54 countries and 428 teams registered, and over 70 team projects were received. We have displayed 36 selected projects in the exhibition. These projects represent the effort of 775 people. At least two people from each team have come to represent, and over 100 people have gathered. 92 percent of the total teams are participating from abroad.

The city's concept will be finalized in August. The first construction work for the city will begin in the spring of 2025.

We will work differently than waiting for the design to be completed before starting the next work. In other words, a marketing team will work alongside the design work. For instance, we are organizing meetings and discussions with implementing organizations, and we are receiving requests from them about which parts of energy and infrastructure they want to work on.

  • How will the energy for New Kharkhorin city be provided?
  • We will not build a coal-fired power plant in our city. We are building a smart city. Therefore, in principle, we will use renewable energy to the maximum extent possible. There are many options for solving the energy issue. From the mining area near Kharkhorin city
  • How will you solve the issue of drinking water and sewerage for the city?
  • As it's a winter city, we can't use surface water. We will use groundwater.

However, the uniqueness of our city is that it will recycle water, which has been included in the work order. We are also planning to accumulate and use rainwater.

As mentioned earlier, the new city will follow the principle of being smart and green. Being green means reusing water and waste.

Ulaanbaatar city has one large sewage treatment facility. For New Kharkhorin city, we are planning to solve this with several distributed treatment facilities rather than one large facility.

  • How will you solve the transportation issue from the new city to Ulaanbaatar?
  • There are ongoing feasibility studies and research work for building a 340km high-speed rail connecting Ulaanbaatar city with Kharkhorin city. We live in a vast territory, yet we are a country without high-speed rail.

We want to promote a culture where people work in Ulaanbaatar and live in Kharkhorin city. This means traveling between cities in just over an hour.

Moreover, Kharkhorin city will have its own airport, and its feasibility study has been announced by the Ministry of Road and Transport Development. Basically, issues related to the construction of Kharkhorin city are major policy issues at the government level, so all ministries are working in their respective areas.

  • It is said that Ulaanbaatar city was built with infrastructure for 500 thousand people to live. However, as the population has constantly increased, it has now become a city with over a million people. As a result, problems like air pollution and traffic congestion have arisen. How will you work if the population in Kharkhorin city continues to increase?
  • The master plan for Ulaanbaatar city was first made in 1954. It's been over 70 years since then.

The plan should be improved every 20 years. It should expand and develop as the population increases.

The fact that we haven't invested in infrastructure for over 30 years since transitioning to a market economy is what makes Ulaanbaatar city seem so problematic. Otherwise, urbanization is something that evolves and changes.

While we are planning for 500 thousand people to reside in Kharkhorin city, it will expand further.

Interestingly, the built-up area of Ulaanbaatar city is 9,200 hectares. However, the built-up area of Kharkhorin city will be 189,000 hectares.

Initially, we will establish the residential area on 24,000 hectares. In other words, it's three times larger than the built-up area of Ulaanbaatar city," he said.

The international selection process will be judged by a panel of 11 judges including a doctor and professor from Cornell University in the USA, and representatives from countries such as Poland, Germany, and South Korea.

They will select the top five from the projects that have thoroughly studied Mongolian history, nature, geography, culture, and heritage, and have incorporated modern technology in all aspects.

Five Best Projects for Planning New Kharkhorin City to be Selected

Published: Mon, 29 Jul 2024 | Translated from: montsame.mn

The administration in charge of the construction of the New Kharkhorin city is presenting the best works that have qualified for the international selection of the city's master plan to the public and gathering citizens' opinions.

36 teams from 18 countries have been selected for the second stage of the open international selection to develop the concept for planning the new city. Citizens of Mongolia can visit the https://www.facebook.com/Kharkhorumcity page to view their works and provide feedback. Online public opinions will be collected until the 31st of this month.

On July 31st from 9:00 AM to 6:00 PM, an International Urban Planning Exhibition will be held on the fourth floor of the MPM Event Hall in Sukhbaatar district. From over 100 works by urban planners and top architects who envisioned and planned New Kharkhorin city displayed at the exhibition, five best teams will be selected on August 1st to develop the concept for the planning of "New Kharkhorin" city.

428 teams from 54 countries registered to create the master plan for Kharkhorin city, with 76 teams submitting their works. From these, 36 best projects from 18 countries including Mongolia, China, Russia, Japan, Great Britain, Italy, Mexico, Luxembourg, Indonesia, Greece, India, and the Netherlands were selected.

From these, an amazing project that has thoroughly studied Mongolian history, geography, culture, heritage and tradition, and fully incorporated modern technology in all aspects will be selected. The international selection will be judged by a panel of 11 judges including a doctor and professor from Cornell University in the USA, and judges from Poland, Germany, and South Korea.

G. Zandanshatar, Chief of Staff of the President's Office, expressed gratitude to urban planners, architects, scientists, and researchers who are contributing and competing intellectually in the effort to rebuild the great city in the continuum of the past, present, and future. He stated, "Chinggis Khaan issued a decree to build the capital city of Mongolia, Kharkhorin, in 1220. Kharkhorin was not only the social and cultural center of its time but also the world's political, trade, economic, military-diplomatic, scientific, religious, and cultural center, a great bridge connecting East and West, a capital of global scale. It was essentially the main hub of the Silk Road. Building a new Kharkhorin city in modern times has many benefits.

Specifically, a new city is the solution to the pressing issues facing Ulaanbaatar city such as traffic congestion, air and soil pollution. It is possible to solve the pressing issues of socio-economic, educational, environmental, ecological, and economic development caused by over-centralization by establishing a new center for regional development. This is outlined in our 'Vision 2050' long-term policy, which states that a new city will be built in the Orkhon Valley from 2021-2030, and the feasibility study and general development plan for relocating the capital will be developed and construction will begin. The city's master plan will be developed based on the public's opinions and recommendations and the collaborative work of 5 teams selected by the judges. Kharkhorin city will be the center of future development of Mongolia, the new capital. I am confident that we will successfully build a new city that encompasses all human needs with modern technology."

N. Uchral, Chief of Cabinet Secretariat, emphasized in his speech at the opening of the exhibition that countries around the world organize open international competitions to determine their concept when developing the master plan for their newly established cities, to reflect future development trends, urban planning experiences, innovative ideas and solutions. He said, "The construction of the New Kharkhorin city will be implemented by a joint government. For the first time in our country, an international urban planning exhibition is being organized, and international researchers and scholars who have conducted research in urban planning are gathered in one place to present their works. We will rebuild Kharkhorin city with your intellectual creations, with the best works. New Kharkhorin will be a guarantee of Mongolia's national pride and unified values."

In connection with the rebuilding of New Kharkhorin city, 189 thousand hectares of land in the Orkhon Valley in Uvurkhangai and Arkhangai aimags have been taken for special state use by a government resolution. The city is planned to be a smart city where state and administrative organizations, international organizations, and foreign countries' diplomatic missions will be concentrated, and social, health, infrastructure, high-tech industries, housing, culture, arts, tourism, green spaces, and other services will be developed.

The President of Mongolia, U. Khurelsukh, directed the Government to rebuild the ancient capital Kharkhorin and issued a decree on December 29, 2022, the 111th anniversary of the restoration of national freedom and independence. The decree "On Rebuilding the Ancient Capital Kharkhorin" aims to create conditions for citizens to live in a healthy and safe environment, increase access to basic social services, reduce centralization, ensure balanced regional development, strengthen the valuable heritage of statehood, and revive history and culture.

International Exhibition for New Karakorum City Planning Opened

Published: Mon, 29 Jul 2024 | Translated from: news.mn

The opening ceremony of the International Urban Planning Exhibition, which presents the best works that have passed the second stage of the international open selection for developing the concept of the master plan for New Karakorum City, was held today at the "MPM" complex.

G. Zandanshatar, Chief of Staff of the Office of the President of Mongolia, attended the opening of the exhibition and delivered a speech.

At the beginning of his speech, he expressed deep gratitude to the urban planners, architects, engineers, and researchers who came to contribute and collaborate on the historic task of rebuilding Karakorum, the capital of the future Mongolia, the core of regional development, and the heritage of the great history of the empire.

He noted that in 2022, on the 860th anniversary of the birth of Genghis Khan, the President of Mongolia, Ukhnaagiin Khurelsukh, issued a decree to rebuild Karakorum, the capital of the Great Mongol Empire, in the Orkhon Valley, a UNESCO World Heritage Site that was the sacred hearth of ancient Mongol states, and instructed the Government accordingly.

He also mentioned that the State Great Khural (Parliament) passed two resolutions to establish New Karakorum City, placing an area three times larger than Ulaanbaatar under special state protection, and directing the Government to establish an administration responsible for construction issues, which has now been established and is operating.

He emphasized that Karakorum, established by the decree of Genghis Khan in the Orkhon River Valley more than 800 years ago in 1220, was not only the social and cultural center of the Great Mongol Empire but also the center of world politics, trade, economy, military, diplomatic relations, science, religion, and culture of its time, a bridge between East and West, developed to the level of a world capital, and was the main hub of the Silk Road.

He highlighted that today, there is a need to solve the problems of society, economy, health, education, nature, and ecology caused by over-centralization in Mongolia, improve living conditions for citizens, and establish a new center for regional development.

Therefore, he mentioned that the long-term development policy of Mongolia "Vision 2050" stipulates that in order to study and promote historical heritage, establish an appropriate system of population settlement, and accelerate regional development, "in 2021-2030, the location of a new city in the Orkhon Valley will be determined, and the feasibility study and general development plan will be developed, and construction work will begin."

G. Zandanshatar emphasized that by establishing New Karakorum City and reviving the historical city, it will alleviate the over-centralization in Ulaanbaatar, the capital of Mongolia, ensure balanced development of regions and localities, and create a new center of development based on social, economic, tourism, scientific, historical, and archaeological monuments, strengthening national pride and unified values.

He expressed confidence that New Karakorum City will become the center of future development of Mongolia and the new capital.

Following the international practice where countries building new cities determine their concepts by reflecting future development trends, international best practices in urban planning, innovative ideas and solutions, the Government of Mongolia issued a resolution and announced an international open selection for developing the concept of the General Plan for "New Karakorum" city in March 2024.

MP P.Sainzorig Develops Energy Saving Policy

Published: Mon, 29 Jul 2024 | Translated from: itoim.mn

Member of Parliament P.Sainzorig, in collaboration with MP J.Aldarjavkhlan, has developed an energy saving policy document and submitted the relevant official letter to the Prime Minister of Mongolia.

About 45,000 households or approximately 200,000 citizens in Ulaanbaatar live in 1,077 block prefabricated apartments built before 1990. These public housing buildings, which are aging and in need of repair, have very high heating energy consumption, significant heat loss, and require urgent exterior insulation, roof repairs, and elevator renovations. For instance, calculations and studies show that each building could achieve 26.8% savings in thermal energy, and the heat load of the water and heat transfer center could be reduced by 61.5 Gcal per hour or 16%.

It is precisely for this reason that MPs P.Sainzorig and J.Aldarjavkhlan have submitted the relevant official document to the Government. This action aims to reduce the very high energy and heat consumption of public housing, decrease heat loss, and implement exterior insulation, roof repairs, and elevator renovations. These measures are crucial for ensuring the implementation of the aforementioned legislation, supporting the transition to a heat-based energy market and consumption-based tariffs, and establishing the basic principles for improving building energy efficiency. Additionally, it will create the preconditions for improving the legal framework to establish reliable financial sources for major repairs of public housing buildings and common property, increase the value of citizens' property and housing, and play a vital role in preventing and ensuring the right to live in a healthy and safe environment.

As part of the development of the Selbe sub-center into residential areas, 158 hectares of land with 2,206 plots in the 14th khoroo of Sukhbaatar district and the 14th and 18th khoroos of Chingeltei district will be cleared and redeveloped. Within the framework of the project, socio-economic surveys have been conducted with citizens, land and real estate valuations have been negotiated with citizens, and compensation has begun to be provided to those who have agreed.

Specifically, since last April, land and real estate valuations have been completed for 1,423 citizens and businesses in the area, and the results have been presented to the citizens. The contracting process is ongoing, and as of today, contracts have been signed for 1,250 plots, and orders have been issued by the Governor of the Capital City to provide compensation to 885 citizens. Citizens who have signed the first round of contracts and received compensation have begun relocating their real estate and vacating their land. Work continues on cleaning sanitary facilities on the vacated land, performing soil disinfection, and removing fence and building debris.

Today, the Governor of the Capital City and Mayor of Ulaanbaatar, Kh. Nyambaatar, instructed the relevant officials to accelerate the land clearance work for this project.

He stated, "The plan to clear 2,206 household plots on 158 hectares within the Selbe sub-center has been included in the draft law. With the renewal of the legal environment for land clearance, property valuations and field surveys of households in the area have been conducted, and compensation payments began last April. This has enabled the financial and design preparations for building a comprehensive residential complex of 12,000 apartments with green spaces and parks. 60% of the cleared land will be used for housing, and 40% for roads, squares, and green spaces."

The Selbe sub-center's ger district will be fully planned for housing development, with the first phase constructing 12,000 apartments. The project aims to follow the 20-minute city principle in its planning, taking a comprehensive approach. This will bring government services closer to citizens, reduce air and soil pollution, and help solve traffic congestion issues to some extent.

J. Bayarmaa: Torture and Abuse Must Be Stopped

Published: Mon, 29 Jul 2024 | Translated from: news.mn

The Democratic Party faction in the State Great Khural held a press conference regarding human rights violations related to torture and abuse.

Member of Parliament J. Bayarmaa:

Mongolia has stated in its new Constitution that it will build a humane and compassionate society. It has guaranteed the right to life. The Constitution also prohibits torture and inhumane treatment of people. Unfortunately, in organizations tasked with protecting citizens' lives like the military and law enforcement, issues of endangering human life and various forms of violence and oppression continue to increase unabated. Evidence of this increase is the death of a 21-year-old young man last week.

The annual reports from the National Human Rights Commission have proven that these organizations are committing all types of violence. Regrettably, even though some measures have been taken, it does not stop.

The Democratic Party members believe decisive action must be taken on this issue. That is why, within the oversight functions of the State Great Khural, we need to conduct inspections of law enforcement agencies, military organizations, and prisons to see what the human rights conditions are like and to what extent violations are occurring. It is necessary to inform the public about the human rights violations happening there. That is why we believe it is appropriate to organize a hearing.

According to the Law on Parliamentary Oversight and the Law on Public Hearings, a hearing can be organized when initiated by an MP and supported by 15 members.

The Democratic Party faction in the State Great Khural is initiating the organization of a hearing and starting the process of collecting signatures. Currently, 15 members have expressed their support. This is not just a Democratic Party issue, but an issue facing Mongolia, so we think other party members will be open to participating in this hearing and we will work together.

The second issue is the need to analyze previous conclusions related to human rights violations from relevant organizations. We need to check how the recommendations from the National Human Rights Commission are being implemented, how the resolutions passed by the State Great Khural are being implemented. We need to examine the implementation of all conclusions and recommendations from the past eight years. It is appropriate to immediately begin reforms related to stopping human rights violations in the legal and defense sectors. We need to check how much of the conclusion that about 800 provisions need to be changed to stop human rights violations has been implemented.

We believe that by organizing a hearing on the recent serious human rights violation incidents, establishing a working group, and working on it, we can put a stop to the pressure, harassment, errors that occur during investigations.

MP D. Enkhtuya:

Human rights are enshrined in the Constitution. Even in any criminal arrest, human rights should not be violated, ensuring human rights should be the first priority as stated in the fundamental principles of our Constitution. That is why, as a faction with 42 members in parliament, we agree that we should organize a hearing.

MP S. Tsengel:

Many tragic incidents are happening. It is alarming that police are involved in them. The victim had filed a complaint with the Anti-Corruption Agency stating he was beaten by police officers. Unfortunately, because the witness and victim protection system is not working, a tragic incident occurred where he lost his life.

We urgently need to introduce and pass a witness and victim protection system in parliament. We must not waste time.

Secondly, we need to pay attention to our police officers. Many civil servants are working faithfully to their sworn oaths. According to a 2021 study, the number of citizens per police officer is 371, which is a very high workload compared to international levels. In terms of the system and legal environment, we need to look back at whether they have the ability to ensure the safety of our citizens and make systemic and legal reforms.

As a political force that values and should protect human rights, the Democratic Party will work to bring results on this issue.

MP J. Bayasgalan:

A very unfortunate incident occurred. This is not just a one-time event. The lifeblood of a democratic society is human rights and freedom. We have been observing for quite some time where human rights and freedoms are being most violated and infringed upon. However, no substantial measures have been taken.

It is a huge distortion that a citizen under state protection, temporarily detained, loses their life while supposedly under the greatest protection.

Information on this has been kept confidential, either with the prosecutor's permission or under the guise of state secrets. Bad things are happening behind closed doors. So today, by holding an open hearing where people can openly listen, law enforcement can openly speak, and victims can openly talk, we will get to the bottom of this issue. The Democratic Party faction in the State Great Khural will demand an open hearing. We think it should be done immediately.

WARNING: Family's vacation photos on Facebook lead to home burglary

Published: Mon, 29 Jul 2024 | Translated from: ikon.mn

A family's home was burglarized after they posted photos of their vacation on Facebook, as reported by the General Police Department (GPD).

Since the beginning of 2024, the police have investigated 989 complaints related to residential burglary crimes.

Regarding this, S. Myagmarsuren, a specialist at the Prevention Department of the GPD and police lieutenant, said, "People post on social media about being away from home, sharing photos of themselves and their families on vacation. This is becoming a reason and condition for crimes to occur.

For instance, a report of a home burglary in Bayangol district was registered with the police.

Upon investigation, it was found that resident A had posted photos of their family trip on their Facebook page, which became an opportunity for the criminal. This led to the idea of burglarizing an empty house.

Therefore, we advise citizens to post photos of your family trips or other travels on social media only after you return home, unless absolutely necessary.

Also, if you're planning to go on a long vacation, it's advisable to secure your doors and windows with reliable locks and reinforcements."
