The Government of Mongolia approved the "New Construction of Ulaanbaatar City Central Wastewater Treatment Plant Project" and decided to build it according to the approved feasibility study within the framework of a $1.0 billion loan to be provided by the Government of China to the Government of Mongolia.

The new treatment plant is being built on a turnkey basis by a consortium of China's "China Tiesiju Civil Engineering Group" LLC and "Beijing Construction Engineering Group" LLC. The project's treatment plant aims to treat 250,000 m3 of domestic and pre-treated industrial wastewater per day to standard levels and reduce environmental impacts. A total of 56 buildings and structures of 35 types, engineering networks, and infrastructure will be built under the project.

Additionally, a "Water Recycling Plant" will be built under the 2nd compact agreement of the Millennium Challenge Corporation, which will take 50,000 m3 of water per day from the treated water coming out of the new central treatment plant, further purify it, and use it in the cooling systems of CHP-3 and CHP-4.

World-leading technology has been chosen for sludge treatment at the new treatment plant. By generating biogas from sludge through mesophilic principles to produce energy and heat, it will cover the internal heating needs of the treatment plant, offset operating costs, and lay the foundation for becoming an energy-producing treatment plant. The overall project progress is 85%.

In 2024, it is planned to fully complete the construction and installation work of the project, engineering infrastructure, and equipment installation, and start the first phase of commissioning.
