Last year, we planned our budget revenue high, but due to falling commodity prices, we faced difficulties. In other words, coal and copper export revenues were similar. When coal revenue decreased, copper revenue increased and covered the budget deficit. Now it's impossible to increase revenue from copper concentrate; it has reached its potential maximum. If revenue from coal exports decreases, we don't have any other revenue to compensate for it now. So in this situation, what policy do we need to avoid crisis and not increase our deficit? We need to focus on two things first.
First, improve our infrastructure. We need to fully utilize the capacity of our three ports and improve the operational capacity of our railways.
Second, we need a very smart policy on the expenditure side of the budget. We've increased our budget expenditure very quickly because it was good for the past 3 years. We need a policy to reduce it again.
