The National Statistics Office reported that 376 corruption crimes were registered with the Anti-Corruption Agency in the first half of this year.

NSO: State Budget Expenditure Increased by ₮3.9 Trillion Compared to the Same Period Last Year

The National Statistical Office (NSO) has presented the main results of the statistical information for the first half of 2024.

The impact on the change in state budget expenditure was presented as follows:

State budget expenditure has increased by 3.9 trillion tögrög compared to the same period last year.

Consumer Goods and Services Prices Increased by 3.2-8.9 Percent

The National Statistics Committee presented key statistical information for the first half of 2024.

The average monthly salary per employee as of the first quarter of 2024 has reached 2.3 million tugriks. This is an increase of 24.7 percent compared to the same period last year.

Although the average monthly wage index for workers has increased by 87.1 percent since 2020, the real wage index, which reflects purchasing power, has increased by 32.4 percent.

Looking at the average monthly salary per employee by sector, workers in the mining and quarrying sector have the highest salary, averaging 5.7 million tugriks, while workers in the hotel, accommodation, and food service sector have the lowest salary, averaging 1.4 million tugriks.

Inflation rate increased by 5.1 percent

In June 2024, the price of consumer goods and services increased by 5.1 percent compared to the same period last year, and by 0.3 percent compared to the previous month. In the provinces, the price of consumer goods and services increased by 3.2-8.9 percent compared to the same period last year.

The inflation rate has increased by 5.1 percent compared to the same period last year. By category:

Foreign trade balance showed a profit of 2.5 billion tugriks

As of the first six months of 2024, Mongolia has conducted foreign trade with 148 countries. The total foreign trade turnover reached 13.3 billion US dollars. Of this, exports were 7.9 billion and imports were 5.4 billion US dollars.

The foreign trade balance showed a profit of 2.5 billion tugriks. However, compared to the same period last year, it has decreased by 772.4 million US dollars.

Exports increased by 4.4 percent and imports by 25.9 percent compared to the same period last year. Mining products account for 93.6 percent of total exports, and agricultural products account for 4.2 percent. 92.7 percent of total exports went to China, and 4.3 percent to Switzerland.

Imports increased to 5.4 billion US dollars, up 25.9 percent from the same period last year

The main products contributing to the increase in imports, by monetary value, are:

Passenger cars increased by 44.4 percent, Diesel fuel by 24.2 percent, Trucks by 51.2 percent.

Balance of payments showed a profit

The balance of payments for the first five months of this year showed a profit of 351.4 million US dollars. The balance of payments profit decreased by 152.9 million US dollars compared to the same period last year.

  • The current account balance in the first five months of 2024 showed a deficit of 435.4 million US dollars, an increase in deficit of 819.1 million US dollars compared to the same period last year.

Total debt balance increased by 30.9 percent compared to the previous year

The National Statistics Office is presenting the socio-economic indicators of Mongolia for the first half of 2024.

Inflation in the first half of 2024 shows that consumer goods and services prices increased by 5.1%, which is 5.5% lower than the same period last year. In the capital city, inflation is at 4.8%, which is 0.4% higher than the previous month.

The Social Insurance General Office's contribution payment report for the first half of 2024 shows:

The data is calculated from 753,400 employees of 50,200 companies and organizations.

The average monthly salary per employee has reached 2.3 million MNT, which is an increase of 24.7% or 452,900 MNT compared to the same period last year, and an increase of 43,300 MNT from the previous quarter. The median salary is 1.8 million MNT.

While the nominal wage index for workers has increased by 87.1%, the real wage index, which reflects purchasing power, has increased by 32.4%.

Court Sentences Journalist N.Onortsetseg to Four Years and Nine Months in Prison

The court has sentenced journalist N.Onortsetseg to four years and nine months in prison, according to an official source.

The trial of N.Onortsetseg lasted for two days at the Sukhbaatar District Criminal Court of First Instance, which issued its verdict today.

The court sentenced N.Onortsetseg to four years and nine months in prison, to be served in an open prison facility, according to an official source.

The Ulaanbaatar City Prosecutor's Office had charged her under Article 13.11.2.1 (Disclosure of Personal Secrets), Article 13.14.1 (Dissemination of False Information), Article 18.3.1 (Tax Evasion), Article 18.6.1 (Money Laundering), and Article 19.11.1 (Illegal Acquisition of State Secrets) of the Criminal Code.

The Sukhbaatar District Criminal Court of First Instance found her guilty on all these charges.

The court found the defendant N.Onortsetseg guilty of "disseminating clearly false information to the public that damaged the honor, dignity, and business reputation of 4 individuals and 1 legal entity", "disclosing personal secrets protected by law using an electronic network without the person's consent", "deliberately concealing or falsely reporting a large amount of taxable income with the intent to evade taxes as an executive of an individual or legal entity taxpayer", "using money, income, or assets known to be derived from tax evasion", and "storing information and documents classified as state secrets". She was sentenced to a total of 4 years and 9 months imprisonment, to be served in an open prison facility.

As the case involving the defendant N.Onortsetseg was related to state secrets and sensitive personal information, the entire court hearing was closed to the public as required by law.

The court hearing for the case of defendant N.Onortsetseg, for which the Ulaanbaatar City Prosecutor's Office had filed an indictment, was scheduled for July 18, 2024, at 13:30.

The defendant's lawyer B.Baatarsaikhan submitted a request to postpone the hearing due to a scheduling conflict with another hearing at the Ulaanbaatar Criminal Court of Appeal and the Sukhbaatar District Criminal Court of First Instance.

Regarding the request submitted by lawyer B.Baatarsaikhan, the hearing at the Ulaanbaatar Criminal Court of Appeal had been postponed, while the hearing for N.Onortsetseg's case had been postponed on July 1, 2024, and rescheduled for July 18, 2024. The hearing at the Sukhbaatar District Criminal Court of First Instance mentioned by the lawyer was scheduled after this hearing. Lawyer O.Batsukh did not submit any documents to the court and failed to appear at the hearing without a valid reason, which was considered an obstruction to the proceedings by the defendant N.Onortsetseg's lawyers.

As lawyer D.Orosoo was present at the hearing, it was determined that the defendant N.Onortsetseg's right to legal representation and assistance was ensured. Therefore, the request to postpone the hearing submitted by lawyer B.Baatarsaikhan was rejected.

Before the start of the hearing, defendant N.Onortsetseg submitted a request to the court stating that she was voluntarily dismissing lawyer D.Orosoo. As it is the defendant's legal right to dismiss her lawyer and represent herself, and this was not a case where legal representation was mandatory, the court accepted her request and continued with the hearing.

Forest and steppe fires have occurred in 11 provinces

As of July 17, 2024, 90 instances of forest and steppe fires have been recorded in 36 soums of 11 provinces including Bulgan, Darkhan-Uul, Dornod, Sukhbaatar, Selenge, Khovd, Khuvsgul, Khentii, Arkhangai, Uvs, and Tuv.

These forest and steppe fires have affected a total area of 685,521 hectares, including 583 hectares of forest and 684,737 hectares of steppe. Five gers, four sheds, and 19 small livestock have been impacted. Preliminary estimates indicate damages of 265.7 million tugriks to the environment and ecology, 73.9 million tugriks in material losses, and 13 million tugriks spent on extinguishing the fires, totaling 353 million tugriks in damages.

Emergency services personnel have rescued 1 building, 15 gers, 7 sheds, and 200 livestock from the fires.

A total of 2,390 people have been involved in extinguishing the forest and steppe fires, including 798 emergency services personnel, 98 border protection personnel, 9 police officers, and 1,527 local residents.

Mongolia Now Able to Operate Direct Flights to 157 Points in 46 Countries Worldwide

School Year for General Education Students Approved to Have Three Terms

The structure of the 2024-2025 school year has been approved. The academic year structure for General Education Schools (GES) in the capital, provinces, and counties will consist of independent study, online learning, and holidays.

The first and second term holidays for students will start on Monday and end on Friday. For students in the capital, the first term holiday is scheduled for December, the second term holiday for April, and the third term holiday for June.

The upcoming school year will have three terms, with the final week of each term dedicated to grade progression and graduation assessments for students in grades 4-12.

The independent study week will take place in October and will be counted as part of the school period.

NSO: Citizens' Loan Debt Balance Increased by 5.6 Trillion Tugriks

The National Statistics Office (NSO) has released the loan debt balance for the first six months of 2024.

The total loan debt balance at the end of June reached 33.5 trillion tugriks, increasing by 30.9 percent or 7.9 trillion tugriks compared to the same period last year.

The main contributor to this increase was the citizens' loan debt balance, which grew by 40.2 percent or 5.6 trillion tugriks.

Meanwhile, the loan debt balance of private organizations increased by 17.6 percent or two trillion tugriks compared to the same period last year.

90.5 percent of the total loan debt balance consists of normal loans. The remaining portions are:

  • 3.7 percent loans requiring attention
  • 5.8 percent non-performing loans

Number of Tourists Crossing the Border Increased by 18,900

According to the National Statistics Office, the number of foreign passengers entering the country increased by 80,800 or 32.7 percent compared to the same period last year.

In the first half of 2024, 3,071,400 passengers (duplicated count) crossed our country's border, which is an increase of 953,700 (45.0 percent) compared to the same period last year. In the first half of this year, 1,547,300 passengers entered the country through the state border. Of the passengers entering the country:

  • 31.8 percent through Zamyn-Uud,
  • 25.8 percent through Chinggis Khaan International Airport,
  • 10.3 percent through Gashuun Sukhait port,

The number of Mongolian citizens entering the country increased by 407,400 (50.2 percent) and foreign citizens by 80,800 (32.7 percent) compared to the same period last year.

Of the foreign passengers entering the country, 86.3 percent came for up to 30 days, 0.4 percent for more than 60 days, 1.2 percent for up to 90 days, and 12.1 percent for more than 90 days.

59.7 percent of foreign passengers entering the country were from East Asia and the Pacific, 35.0 percent from Europe, 2.7 percent from America, 1.5 percent from the Middle East, and 1.1 percent from South Asia and Africa. Of the foreign passengers entering the country:

  • 30.7 percent were citizens of China,
  • 29.4 percent were citizens of Russia,
  • 19.0 percent were citizens of South Korea,
  • 3.0 percent were citizens of Kazakhstan,
  • 2.4 percent were citizens of Japan,
  • 2.2 percent were citizens of the USA,
  • 13.3 percent were citizens of other countries.

The number of tourists crossing the border in the first half of this year reached 245,800, which is an increase of 18,900 (8.3 percent) compared to the same period last year. Compared to the same period last year, the number of tourists from China increased by 21,700 (57.8 percent), from South Korea by 9,900 (27.5 percent), from Kazakhstan by 2,000 (26.4 percent), and from Japan by 500 (7.7 percent).

10,234 Foreign Citizens Granted Permission to Reside in Mongolia

In the first half of 2024, 26,659 foreign citizens received visa permits, 5,052 citizens received visas, and 38,291 citizens from 63 countries received electronic visas through the Evisa.mn system.

Based on the permission of the authorized organizations, 10,234 foreign citizens who came for personal reasons were granted permission to reside in Mongolia, and the residence permits of 17,255 citizens were extended.

Compared to the figures from the first half of 2023, visa permit issuance increased by 21.8%, visa issuance by 57%, residence permit extensions by 102.9%, and electronic visa issuance by 5.7 times, while residence permit issuance decreased by 5.1%.

One person dead and three injured after crane part falls on Florida bridge

A construction worker died and several people were injured when a crane part fell onto a bridge in downtown Fort Lauderdale, Florida, according to recently released footage.

The incident occurred on April 4 at a residential tower under construction. A section of the crane and construction materials broke off and fell onto the 3rd Avenue bridge.

Body camera footage from police shows victims receiving first aid and people telling officers that crane parts had fallen from the building.

Jorge De La Torre, a 27-year-old construction worker, fell to his death along with the detached crane section. Three other people in vehicles or on foot were injured in the accident.

One of the injured victims, Gemmalyn Castillo, said she suffered "very severe injuries to her head and face" and has filed a lawsuit seeking over $50 million in damages from the company for negligence.

First Two Buildings of 580-Apartment Complex Being Built on "Nekhmeliin Shar" Site to be Completed This Year

The first two buildings of the 580-apartment complex being constructed on the site of "Nekhmeliin Shar" will be put into operation this year.

Two public housing buildings in the 10th khoroo of Khan-Uul district, which no longer meet operational requirements, are being demolished and redeveloped into a new construction project.

According to professional organizations' assessments, about 400 residents of 96 households in buildings 34 and 35 (known as "Nekhmeliin Shar") have been living in uninhabitable conditions with a risk of collapse for the past 10 years.

  • Your company is establishing a digital training room at Shargaljuut's eighth district school. Could you elaborate on this wonderful initiative?

T. Tovshin: Currently, over 160 children are studying at our village school. We are setting up a fully equipped training room to exchange knowledge, skills, and experiences among teachers, and to provide extracurricular training for students in mathematics, English, and computer science, which are key skills for future citizens. The initial investment is over 100 million tugriks, and we have budgeted an annual investment of over 90 million tugriks for future training activities.

We believe that these children will be running this organization and land in 10 to 20 years. We need to start now to prepare future citizens who will manage this place more intelligently and make it useful for society and people for hundreds of years. We plan to gradually increase our investments in education and the environment in the future.

  • I've heard that you've done quite a bit of work focused on the environment in the last two years. What investments are you planning for the future?

T. Tovshin: Over the past 2-3 years, we have completely renovated our treatment facility, implemented measures for efficient use of mineral water, reduced waste, and laid about two kilometers of road to prevent mineral water from being trampled. Some of these projects are still ongoing. Next year, we plan to start using gray water for green spaces and road irrigation. We've also been working for over a year to implement the international environmental standard ISO 140001:2015. Now we're working with international consultants from the European Bank for Reconstruction and Development to improve social, environmental, and governance aspects.

M. Batbayar: We've heard that road construction between Bayankhongor and Shargaljuut will begin next year. While this is beneficial in some ways, it also poses potential risks to the environment in the future. The mineral springs in Shargaljuut emerge through natural filtration. It's unclear how many people can be in this area at once without negatively impacting the mineral springs. We've repeatedly proposed to the provincial leadership that we should do a detailed study of the land capacity and planning, and that our company would make the necessary investments. We're also planning to reduce our room capacity by up to 20 percent next year. This is also our initiative to protect and preserve the environment and mineral water.

  • Speaking of the environment, is it appropriate to heat buildings with mineral water?

T. Tovshin: The Shargaljuut mineral deposit naturally produces seven million liters of mineral water daily through filtration. Since 1980, we've been collecting this flowing mineral water that would otherwise go to waste and using it to heat buildings. International consultants consider this solution to be correct. Some people suggest building a steam boiler. However, many people with respiratory diseases like asthma come to Shargaljuut. The steam and mist from this mineral water have been proven by research to be very effective for these types of ailments.

If we were to deviate from this and build a steam boiler, burn coal, and produce smoke, it would risk destroying this therapeutic atmosphere and creating negative effects. Also, one of the main causes of the drying up of rivers and mineral springs is warming, and the cause of this warming is the burning of coal. Therefore, we will stand firm on not allowing this risk of polluting our environment and destroying the main beneficial effects of mineral water treatment that are beneficial to people's health.

M. Batbayar: Where would the smoke and soot from a steam boiler go? What is the natural configuration of our Shargaljuut spa? It's surrounded by mountains to the south, so it's clear where the smoke and soot would settle. We're talking enough about the harmful effects of Ulaanbaatar's smog, aren't we? People should have at least some information and knowledge. First, we should think about how to cherish and protect our mineral water and environment, and how to use it properly. We're not people who don't care about our mineral water and environment. If we build a steam boiler and burn coal in this mountain valley, the atmosphere of mineral steam and mist around here will be heavily polluted.

  • People understand that you use pumps to extract the water. Could you explain more about the natural filtration?

T. Tovshin: Dr. N. Lkhagva, a hydrogeologist who worked on the teams determining the reserves in 1975 and 2019, told us, "The Shargaljuut mineral deposit is a very sensitive area, and drilling or depleting the reserves in the vicinity risks negatively impacting the current mineral springs, so it was determined by flow." Therefore, we only use the naturally occurring filtration. We are against using pumps for extraction.

M. Batbayar: We are just collecting and using the natural flow. Citizens who keep talking and writing about us using pumps to extract mineral water can come and see for themselves.

  • What social-oriented work does your organization plan to do in the future?

M. Batbayar: We work in collaboration with Shargaljuut's government organizations and provide specific funding. This October, we're providing free treatment for all the elderly in Shargaljuut's eighth district. We will continue to implement this as a tradition in the future. We're also discussing with Governor D. Munkhsaikhan about supporting full orphans in the province. This issue is being delayed for certain reasons.

  • This year marks the 70th anniversary of Shargaljuut Spa Resort. Could you elaborate on this?

M. Batbayar: Our Shargaljuut Spa Resort was first established in 1954. There used to be separate trade union resorts and cooperative resorts. We've made a construction plan in anticipation of our 70th anniversary and are carrying out our work. There are many tasks such as increasing green spaces, building a new bridge, renovating the river embankment, and so on. We're also connecting with former employees who worked in our organization to record and preserve their experiences, knowledge, and history from the time they worked. We're planning to celebrate the anniversary in the fall of 2024. We'll provide more detailed information to people when the time is set.

T. Tovshin: We are upgrading our medical equipment to enhance the effectiveness of mineral water treatment. We're also renovating our hospital to make it more comfortable for patients and building an enclosed walkway connecting the main building to the hospital. We've also established a Training and Research Institute to implement research and scientific projects aimed at increasing the benefits of mineral water and properly utilizing natural resources. This center will regularly study and implement good practices from the past and international experiences in our treatments.

  • Are there currently any research projects being implemented at the training and research institute? Could you provide information about its activities?

T. Tovshin: The Training and Research Institute has an Advisory Team, which includes European consultants in Internal Medicine, Public Health, and Economics, as well as doctors and domestic specialists in Pulmonology, Allergology, Dermatology, and Mineral Water Research, who provide necessary advice and guidance on ongoing projects and programs.

Since December 2023, we've started implementing a comprehensive 6-month Asthma Treatment program, which is a chronic disease management program, in collaboration with pulmonologists and allergists. The initial results of the program show positive outcomes: a 75% reduction in allergy cells in the blood, elimination of coughing, wheezing, and chest tightness symptoms, no asthma exacerbations or complications during the 6-month follow-up period, and stable treatment effects. Furthermore, to study and determine the effects of mineral water treatment in more detail, we've officially started a clinical comparative study on asthma treatment with ethical approval.

290 Apartment Units to Be Completed This Year

The Ulaanbaatar City Governor's Office and the Ulaanbaatar Housing Corporation are implementing a project to demolish and redevelop two public apartment buildings that no longer meet occupancy requirements in the 10th khoroo of Khan-Uul district, in order to provide citizens with safe, healthy and comfortable living conditions. Specifically, about 400 residents from 96 households in buildings 34 and 35 of the khoroo have been living in uninhabitable conditions with risk of collapse for the past 10 years, as determined by evaluations from professional organizations.

B.Enkhma: There have been cases where water accident calls came in after boat patrols gave warnings. Citizens are ignoring the warnings

The General Emergency Management Agency (GEMA) presented their study on water accidents today. The study was conducted in comparison with the average of the last 10 years.

Regarding this, B.Enkhma, a specialist at the Prevention Department of GEMA and Senior Lieutenant, said, "In the last 10 years, the number of people who lost their lives due to water accidents alone has reached 1,044 nationwide. Most of them are young people aged 17-21.

67 percent of those who died in water accidents are men. When categorized by rivers, 26 percent of all deaths occurred in the Tuul River. The study also showed that many people are having accidents in the Orkhon and Kharaa rivers.

Warning signs are placed on the above-mentioned rivers. These signs are not placed there by chance. It's a warning that there's a risk of accidents here.

Our organization is also conducting boat patrols in rivers where many people gather. Our staff conducting boat patrols distribute leaflets to warn about river dangers, urge people to improve supervision of young children, and demand that citizens not consume alcohol near rivers.

Most citizens accept the demands, but there are cases where they enter the water and risk their lives after we leave.

For example, on the 15th of this month, our staff conducting boat patrols made demands to a group of people resting on the riverbank. They warned, 'You all have consumed alcohol, so please don't enter the river.'

After making the demand and leaving to patrol other points, soon after they received a call about a water accident. When they arrived at the call, it was the citizens they had previously warned. Due to this accident, one citizen drowned and lost their life.

After everything is over, the remaining people say that they should have paid attention to our demands and warnings at the time.

Therefore, it's necessary for citizens to accept and implement the demands and advice given by GEMA workers," he said.

This year, 82 water accident calls have been registered in eight districts, 16 provinces, and 46 soums

The time for citizens' trips and outings is not over yet. Unfortunately, as of now, 68 citizens have lost their lives due to water accidents. Of these, 55 were adults and 13 were children. There's a record that a total of 66 citizens lost their lives last year. Therefore, Senior Lieutenant B.Enkhma warned that every citizen needs to be vigilant to prevent this number from increasing further.

Regarding this, she said, "GEMA doesn't just fight water accidents and floods. We work in shifts on various departments such as fire. As soon as we're off shift, we patrol along rivers. We give advice in order to provide warnings and cautions, with the hope that not even one citizen or child will lose their life.

According to the water accident study, 14 percent of the people who had accidents were those who could swim. Also, people are losing their lives mostly because they don't know the water characteristics and location of the area, meaning they are often travelers or tourists.

Recently, it's become common to use inflatable mattresses, boats, and toys in rivers. We're warning citizens not to use such non-purpose toys.

You can indulge your children. But you shouldn't stake their lives in river water. These inflatable mattresses and toys are not items designed for flowing water. Such toys are only used in small pools. These inflatable items can burst just by scratching against river rocks.

Finally, there are quite a few cases where members of one family have accidents in water. For instance, when one person has an accident in water, the cases of others risking their own lives trying to save them are not decreasing. Of the 1,044 citizens who lost their lives due to water accidents in the last 10 years, 71.1 percent were adults and 28.9 percent were children."
