Cancer-related deaths are 24% in Mongolia compared to 17% globally

T. Munkhsaikhan, Member of the State Great Hural of Mongolia, Member of the Government, and Minister of Health, visited the National Cancer Center to meet with doctors and patients and exchange opinions.
He expressed special attention to cancer care services and provided support in resolving pressing issues, as well as giving time-bound tasks on certain matters.
He noted that cancer incidence, mortality, and quality of care have become pressing issues nationwide. While cancer-related deaths account for 17% of total deaths globally, in Mongolia it is 24%, and about 70% of cancer patients are diagnosed at a late stage.
Since the health sector shifted to a performance-based financing system, the funding for the National Cancer Center has doubled from 2019 to 2023, reaching 60 billion. However, there are still long waiting times and low patient satisfaction.
Going forward, to take cancer care and services to a new level and combat prevalent cancers, significant steps will be taken in the following 3 areas:
- Combat the causes of cancer, increase cross-sectoral responsibility
- Improve early detection of cancer, organize preventive screenings more effectively
- Increase the quality and accessibility of cancer treatment and diagnosis, introduce new technologies
Within the framework of these measures, the Ministry of Health will form a team to develop a comprehensive and realistic plan to combat and prevent cancer.
The National Cancer Center, as an institution providing nationwide referral services in cancer, conducting training, research, and scientific work, needs to pay special attention to developing services, reducing treatment and service waiting times, introducing innovative treatment methods, and increasing the proportion of immunohistochemistry and pathology tests in cancer diagnostics.

Normal loan debt balance reached ₮30 trillion at the end of June, up 37.5% from the same period last year

The normal loan debt balance reached 30.3 trillion tugriks at the end of June 2024, an increase of 2.1 trillion tugriks (7.5%) from the previous month and 8.3 trillion tugriks (37.5%) from the same period last year.
The normal loan debt balance accounts for 90.5 percent of the total loan debt balance.
The debt balance of loans requiring attention reached 1.2 trillion tugriks at the end of June 2024, an increase of 10.5 billion tugriks (0.9%) from the previous month, but a decrease of 90.1 billion tugriks (6.8%) from the same period last year.
The debt balance of loans requiring attention accounts for 3.7 percent of the total loan debt balance.
The non-performing loan debt balance reached two trillion tugriks at the end of June, a decrease of 7.2 billion tugriks (0.4%) from the previous month and 256.8 billion tugriks (11.6%) from the same period last year. Non-performing loans account for 5.8 percent of the total loan debt balance.

Health Insurance Premium Rates Have Increased

Health insurance premium rates have shown an increasing trend each year. For instance, in 2019, citizens paid 3,200 tugriks per month, or 38,400 tugriks annually. In 2020, this increased to 4,200 tugriks monthly, or 50,400 tugriks annually. The premium rates remained stable in 2021 and 2022, but increased again in 2023 to 5,500 tugriks monthly, or 66,000 tugriks annually. In 2024, it has further increased to 6,600 tugriks monthly, or 79,200 tugriks annually. This represents a 51% increase in health insurance premium rates over the last six years.
According to the General Health Insurance Office (GHIO), by fully paying their health insurance premiums since 2019, insured individuals and citizens can prevent potential sudden risks and receive necessary health care services without delay.
However, insured individuals and citizens often lack information about what services they can receive in return for paying their health insurance premiums.
The health insurance fund will cover 100% of the cost of post-cancer chemotherapy and targeted therapy.
If you are prescribed post-cancer chemotherapy or targeted therapy by a doctor, you can receive services without co-payment from any state-owned or private hospital that has a contract to purchase health care services. The health insurance fund will cover 100% of all costs during post-cancer chemotherapy and targeted therapy, including:
- Detoxification treatment
- Medications
- Medical supplies
- Doctor's examinations
- Nursing and rehabilitation services
- Food and all related expenses
It is possible to get a refund if you paid for medicines or injections while hospitalized.
In cases where insured individuals and citizens receive services at tertiary level health care facilities, they can get refunds from health insurance if they were charged before hospitalization or if they bought medicines and injections at their own expense. Refunds can be obtained in the following situations:
- If a service included in the service package list was provided for a fee (except for co-payments)
- If additional fees were charged beyond those specified in the contract for additional services
- If fees were charged before hospitalization
- If medicines and injections were purchased by the patient or their family
- If sent to another hospital for diagnostics or tests (specifying the name)
- If the citizen or insured person was asked to sign agreeing to pay additional fees
In these cases, they can apply for a refund from the GHIO and the Procurement and Contracts Department.
The health insurance fund will recover costs from the guilty party if health services were received due to a crime.
According to Article 12 of the Health Insurance Law, Article 12.1.1 states: "The payment for health care services of an insured person whose health has been damaged due to a crime or offense shall be paid to the health insurance organization by the responsible law enforcement agency through the guilty party." In other words, if health services were received due to a crime, the insurance organization will cover the costs and provide free services to the individual. However, the Health Insurance Office will then recover these costs from the party responsible for causing harm to the individual's health.

Local elections to be held on October 11

The elections for the Citizens' Representative Khurals of aimags, the capital city, soums, and districts are scheduled to be held on Friday, October 11.
According to the election schedule, the election committees for aimags and the capital city will be established before August 2. Subsequently, parties and coalitions will declare their participation in the elections before August 12. Specifically, the local branch of a party in the respective aimag, soum, or capital city will submit their request to participate in the election to the election committee no less than 60 days before the voting day.
Independent candidates are required by law to submit their action programs to the local branch of the State Audit Office for evaluation by July 25.
The State Audit Office will submit its assessment on whether the independent candidates' action programs meet the legal requirements to the respective election committees by September 6.

Amendments to be made to this year's budget

The new government will begin its work by making amendments to its budget.
The 2024 budget was an election year budget, so the ruling party exhausted all budgetary possibilities. Now that the election is over, it's time to make amendments to the budget.
This year, civil servants' salaries were increased by 10-40 percent, and pensions were universally increased by 100,000 tugriks. Due to these decisions, the 2024 budget expenditure increased by 22 percent compared to the previous year's budget.
The 2024 budget revenue was set at 25.3 trillion tugriks, while expenditure was approved at 27.4 trillion tugriks, a 22 percent increase from 2023. International Vaccine Alliance to Provide $2.6 Million Support for Introducing Cervical Cancer Vaccination

The World Health Organization (WHO) has agreed to collaborate on preventing and early detection of cervical cancer.
Dr. Socorro Escalante, WHO Representative to Mongolia, met with the Minister of Health T. Munkhsaikhan on this issue.
Health Minister T. Munkhsaikhan said, "The number of new cancer cases in our country is not decreasing. Most of the newly registered cancer cases are diagnosed at a late stage, and we continue to lead the world in cancer-related mortality. In the future, we will pay special attention to early detection in order to detect as many cases as possible at a low cost and include them in treatment."
The Human Papillomavirus (HPV) vaccine, which prevents cervical cancer, a common cancer among women, will be introduced nationwide from October this year as part of the scheduled immunization program.
In connection with this, the International Vaccine Alliance (Gavi) will provide $2.6 million in financial support for the introduction of this vaccine.
One million dollars of this funding will be spent through WHO, and the remaining 1.6 million dollars through UNICEF, emphasizing the importance of cooperation and coordination of activities between the government, the Ministry of Health, and international development partner organizations.

Over 90 Forest and Steppe Fires Extinguished Nationwide

As of July 17, 90 forest and steppe fires have been reported in 36 soums of 11 provinces including Bulgan, Darkhan-Uul, Dornod, Sukhbaatar, Selenge, Khovd, Khuvsgul, Khentii, Arkhangai, Uvs, and Tuv.
These forest and steppe fires affected a total area of 685,521 hectares, including 583 hectares of forest and 684,737 hectares of steppe. Five gers, four sheds, and 19 small livestock were also impacted. Preliminary estimates show damages of 265.7 million tugriks to the environment and ecology, 73.9 million tugriks in material damages, and 13 million tugriks spent on extinguishing the fires, totaling 353 million tugriks in losses.
Emergency services personnel saved one building, 15 gers, seven sheds, and 200 livestock from the fires.
A total of 2,390 people participated in extinguishing the forest and steppe fires, including 798 emergency service personnel, 98 border protection personnel, nine police officers, and 1,527 local citizens.

23,188 students from 36 schools in the capital will have to study in three shifts

It has been estimated that the number of children in general education schools nationwide will increase by about 40,000 for the 2024-2025 academic year.
As a result, 23,188 students in 560 classes from 36 general education schools in the capital will have to study in three shifts in the upcoming academic year.
In the 2023-2024 academic year, rented facilities for school purposes were used at 27 locations to solve the issue of three shifts. Therefore, the Education Department has announced that they plan to continue using rented facilities at 13 locations and add new rented facilities at 16 locations.
- 11 schools in Bayanzurkh district (Schools 14, 97, 21, 111, 120, 68, 142, 30, 53, 69, 155)

The working group will start working at these locations from today.

Number of General Education School Students to Increase by 40,000 in 2024-2025 Academic Year

The Government of Mongolia approved Resolution No. 234 on "Measures to Reduce the Burden and Increase Access to General Education Schools" at its meeting.
The Government Working Group worked on regulating 47 general education schools in the capital that were at risk of operating in 3 shifts due to extremely high workloads for the 2023-2024 academic year. As a result, they increased seating capacity by 31,953 children and put 14 buildings into operation ahead of schedule.
According to preliminary estimates, the number of children in general education schools nationwide is expected to increase by about 40,000 in the 2024-2025 academic year.
According to a study by the Ulaanbaatar Education Department, 23,188 students in 560 classes from 36 general education schools in the capital will face conditions requiring 3 shifts in the 2024-2025 academic year.

Mortgage loan balance reaches ₮8.3 trillion at the end of May, up 21 percent from the same period last year

The balance of mortgage loans issued to citizens by commercial banks and the Mongolian Mortgage Corporation reached 8.3 trillion tugriks at the end of May 2024.
This is an increase of 228.5 billion tugriks (2.8%) from April, and 1.5 trillion tugriks (21.4%) from the same period last year.
Of the mortgage loan balance, 97.7% (8.1 trillion tugriks) are performing loans, 1.3% (108.6 billion tugriks) are loans requiring attention, and 1.0% (85.8 billion tugriks) are non-performing loans.

Water Accident Cases Increased 3.9 Times Compared to Last Year

The National Emergency Management Agency (NEMA) has issued recommendations to prevent water accidents.
Since the beginning of the year, 80 water accident cases have been recorded, resulting in 65 deaths. Of these, 52 were adults and 13 were children.
Compared to the same period in 2023, the number of water accident cases has increased 3.9 times.
Over the past 10 years, 1,044 people have lost their lives due to water accidents.
14% of those who died in water accidents could swim. Among the accident victims:
- 14% entered to swim
- 14% were traveling by car
- 14% were crossing a river by motorcycle
- 11% were children left unsupervised
- 7% had consumed alcohol
- 4% were attempting to rescue someone
- 4% were traveling on horseback
During the period of 2017-2023, the majority of those who lost their lives in water accidents were children and young adults aged 10, 13, 17, and 21.
In the last 10 years, 71.1% of those who died in water accidents were adults, while 28.9% were children.
67.4% of the adults who died in water accidents were men. 26% of the fatalities occurred in the Tuul River.
Recommendations to prevent water accidents:
- Do not leave children unsupervised
- Be capable of providing first aid
- Make a habit of wearing life jackets
- Swim only in permitted areas
- Do not enter rivers or lakes when under the influence of alcohol
- Be aware of your own health conditions, as advised by NEMA.

Six provinces at risk of forest and steppe fires

A total of 90 forest and steppe fires have been recorded in 36 soums of 11 provinces including Bulgan, Darkhan-Uul, Dornod, Sukhbaatar, Selenge, Khovd, Khuvsgul, Khentii, Arkhangai, Uvs, and Tuv. More than 600,000 hectares of land have been affected by these forest and steppe fires. Compared to the same period last year, the number of calls and reports of forest and steppe fires has increased by 19.3%. The National Emergency Management Agency (NEMA) reported that the northern parts of Uvs and Zavkhan provinces, some parts of Khuvsgul, Selenge, Bulgan, and Arkhangai provinces are very dry, with a high risk of forest and steppe fires.
NEMA strongly urges every citizen to be vigilant and take precautions against fire hazards when traveling in forest and steppe areas during the peak travel and recreation season.

Neglectful Violence Will Be Regulated by Law

Children develop and become individuals in the family, the smallest unit of society. In other words, the atmosphere, relationships, and attitudes in the family will affect a child's upbringing. As society globalizes, live interactions have decreased, and relationships between families have become distant. Moreover, the phenomenon of beating and injuring children has become common in all areas of society. Especially in recent years, this phenomenon has been observed more frequently, and neglectful violence has been increasing. Not only parents but adults and society as a whole are neglecting children, and children continue to be exposed to potential risks. Also, alcoholism in the household is increasing, leading to drinking and intoxication in front of children, resulting in more violations of children's rights. Recognizing the urgent need to address this issue, the Parliament revised and approved the Law on Child Protection in January 2024. The revised law includes several notable changes.
Specifically, the draft law includes new regulations that impose legal responsibilities for issues such as peer bullying, drinking and intoxication in the household that harms children, neglect, and cyberbullying of children, which have become commonplace in society.
The revised law stipulates that the activities and methods of law enforcement officers should be child-friendly and provide services that ensure their best interests. The law also states that from January 2025, every district and county will have a social worker responsible for children's issues.
The Child Protection Law will apply to children temporarily or permanently residing in the territory of Mongolia, regardless of whether they are citizens of Mongolia.
The revised Child Protection Law will come into effect on September 1 this year. The Ministry of Labor and Social Protection is working with the Child and Family Development and Protection Agency to organize promotional activities for the Child Protection Law in provinces, providing unified understanding and information to civil servants, citizens, and the public, and giving directions to prepare for the implementation of the law.

Every School Will Have Its Own Kitchen

The Ministry of Education and Science (MES) held an online meeting on June 5, 2024 to evaluate the implementation of goals and objectives for the 2023-2024 academic year. During the meeting, former Minister of Education and Science L. Enkh-Amgalan announced that renovations will be made in the coming academic year to address pressing issues in state-owned schools.
Specifically, he stated that nutritionists are being trained for schools and that the work of equipping over 110 schools that previously had rented kitchens with their own kitchens will be completed by the next academic year. This is because 500 tugriks out of the 1,500 tugriks budgeted by the state for each child's food expenses goes towards kitchen rental costs.

Company Selected to Build Stem Cell and Organ Transplant Center

A company has been selected to build a Stem Cell and Organ Transplant Center at the First Central Hospital. Construction work was scheduled to begin in April 2024 but has not yet started. According to sources, the selection process for the construction company has been completed.
When the 2024 budget was approved by the State Great Khural, officials announced that work would begin as soon as winter ended and it warmed up. The Ministry of Finance has planned to complete this project over a three-year period. Of the total 140 billion budget, 40 billion has been allocated for this year.
The eastern building behind the First Central Hospital was demolished based on a 2010 inspection by professional oversight authorities that deemed it unsuitable for treatment and services. The area is currently being used as a parking lot.
The expansion was originally planned to be built on that site, but later the design was done by a South Korean company to meet modern hospital standards.
In 2020, before the election, when T. Munkhsaikhan was working as the hospital director, he issued an order to do all the comprehensive work on the hospital building design, including the feasibility study, and submitted it to the government. This construction was then included in the Mongolian People's Party's 2020-2024 program. In previous years, although this construction project was discussed, it was not possible to include 140 billion tugriks in the state budget. This year, the government has supported it, understanding that there is a great need for this type of treatment and many requests from families.
Doctors and specialists at the First Central Hospital have explained that they have the reserve capacity to perform liver and kidney transplants once a week and stem cell transplants once a month. Therefore, they say that establishing the Stem Cell and Organ Transplant Center at the hospital will save many lives.
Dr. B. Khishigjargal, General Director of the First Central Hospital:
"Mongolia has been implementing organ transplant surgery since 2006, with the first kidney transplant performed. In 2011, liver transplant surgery was introduced, and in 2014, stem cell and bone marrow transplant surgeries were first introduced at our hospital. In 2011, we established the Organ Transplant Center or department at our hospital, and have performed kidney transplants on 310 people, liver transplants on 220 people, and stem cell transplants on 36 people. To introduce this new treatment technology, we had to overcome many challenges including foreign relations, training, and investment.
Now our surgical teams have become skilled and are performing very sophisticated surgeries. They are now able to perform transplants from different blood donors, from children to adults.
As a result, people who used to have these expensive surgeries abroad can now have this treatment at home at a low cost, surrounded by siblings and loved ones, and be under the supervision of doctors for life. This is a great progress. In recent years, medical development has improved and mortality has decreased. In general, there is a need to perform this cell and tissue transplant treatment for many people."
When asked about the preparation of doctors and specialists to work at the Stem Cell and Organ Transplant Center, Director B. Khishigjargal said, "With our current resources, if we continue as we are, these people will be at risk of losing their lives without being able to wait their turn. While patients can wait on dialysis machines before kidney transplant surgery, there is no time for liver transplant surgery. The Mayor's Office of Ulaanbaatar City has announced plans to plant approximately 1.5 million flowers of 15 different species to increase the city's green spaces.

The traffic from the Central Post Office intersection to the Peace Bridge direction, up to the Children's Palace intersection, has been closed today from 06:00.
This is related to the renovation work of the heating network from the State Drama Academic Theater to the Teacher's College, which began on the 16th of this month in the 1st khoroo of Sukhbaatar district, Chinggis Avenue.
According to the engineer of "Rutan" LLC, the contractor for the heating network renovation, they plan to complete the replacement of the pipeline in this section within three days.
The heating pipeline from the entrance of the Drama Theater to the Teacher's College, which was previously 300mm, is being upgraded to 500mm, and the water pipeline to 400-500mm, incorporating them into a tunnel system. The renovation work is scheduled to be completed by September 1st.

Mongolian Ger Exports Increased 3.7 Times Compared to Previous Year

Mongolian ger exports reached 2,187 units in the first five months of 2024, an increase of 1,594 units compared to the same period last year.
In the first half of this year, Mongolia exported the highest number of gers to Portugal, totaling 1,888 units. This contributed to a 3.7-fold increase in Mongolian ger exports compared to the same period last year.
From 2021 to 2023, an average of about 300 traditional Mongolian dwellings, known as gers, were exported annually.

50,000 tons of compressed fuel stored in preparation for winter

L. Khosbayar, Deputy Mayor of the Capital City for Social Sector, Green Development, and Air Pollution Issues, met with representatives of Tavan Tolgoi Fuel LLC and the Capital City Air Pollution Control Department to discuss measures being taken to prepare for the 2024-2025 winter season and to provide compressed fuel to residents of central districts.
In Ulaanbaatar, 200,000 households live in ger districts, using 500-600 thousand tons of compressed fuel annually. Tavan Tolgoi Fuel LLC sells coal to 200,000 households in 7 districts of the capital through a total of 650 points.
As part of winter preparations, 120,000 tons of compressed fuel are usually stored during the summer season, of which 50,000 tons have been stored to date. Relevant officials stated that the storage of 120,000 tons of compressed fuel will be completed by September.
Tavan Tolgoi Fuel LLC reported that they have introduced a domestic binder (Dolomite) in the preparation of improved fuel. This has reduced sulfur dioxide emissions from combustion by 30-50 percent.
A. Batzorig, Director of Finance and Economics at Tavan Tolgoi Fuel LLC, said: "Our organization signed a contract with Energy Resources LLC in 2018 to supply energy coal to reduce air pollution in Ulaanbaatar and produce compressed fuel. During the contract period, the company supplied washed and enriched energy coal from the mine warehouse free of charge for five years. As the contract has expired, there is now an issue with the supply of enriched energy coal, or middling, for compressed fuel production. Currently, there are 230,000 tons of middling in reserve. 600,000 tons of middling are used annually. An additional 300,000 tons of middling are needed."
Kh. Galanbek, Head of Laboratory at Tavan Tolgoi Fuel LLC, stated: "Internationally, the moisture content of compressed fuel is calculated at 10-15 percent. The moisture content of the compressed fuel we produce was 10 percent in 2019, but has been reduced to six percent as of 2022. 97-98 percent of compressed fuel is enriched energy coal or middling, and the remaining percentage is binder. We are working to introduce a domestic binder to reduce sulfur dioxide emissions from combustion."
L. Khosbayar, Deputy Mayor of the Capital City for Social Sector, Green Development, and Air Pollution Issues, said: "Let's organize a meeting with representatives of Energy Resources LLC to discuss extending the contract or purchasing washed and enriched energy coal for Tavan Tolgoi LLC, and with representatives of Mongolian Railways SOE and Ulaanbaatar Railways JVC to discuss coal transportation issues. Tavan Tolgoi Fuel LLC should prepare and present a budget study."
He also instructed to intensify efforts to reduce air pollution and prepare compressed fuel reserves as part of winter preparations.
