WARNING: Four people died in water accidents yesterday

Four people lost their lives in water accidents yesterday - three in Kherlen soum of Dornod province and one in Naranbulak soum of Uvs province.

The deceased were men aged 34-60 who had been drinking alcohol before entering the river to swim.

As the holiday and leisure season continues, the number of people involved in river accidents has increased sharply. Therefore, every citizen is urged to be responsible and ensure their safety. This includes:

  • Not consuming alcohol when resting or relaxing near rivers and waters
  • Not leaving young children to play alone without supervision
  • Not being overconfident in swimming abilities and ensuring safety measures
  • Avoiding entering water when muscles or tendons are cramped
  • Avoiding swimming in deep rivers with fast currents
  • Not entering rivers with non-purpose-built inflatable rafts or boats
  • Following recommendations such as using certified roads and bridges

L.Oyun-Erdene Appoints 22 Ministers as Members of the Government

L.Oyun-Erdene, the 33rd Prime Minister of Mongolia, signed a decree appointing members of the Government during a ceremonial event.

According to Article 39, Section 4 of the Constitution of Mongolia and Article 23, Section 1.2 of the Law on Government of Mongolia, which states "The Government consists of the Prime Minister and members, and the Prime Minister shall appoint, dismiss and remove Government members after introducing them to the State Great Khural and the President," Prime Minister L.Oyun-Erdene appointed the following individuals as members of the Government of Mongolia within his authority.

The Law on Government Structure and Composition approved the Government composition to consist of 22 ministers and 16 ministries.

This summer, hot water restrictions and repairs to the heating supply lines continue. The repair work began on May 15th and will end on August 12th.

Who Will Lead the Standing Committees of the State Great Khural?

Warning Against Letting Young Children Swim in Rivers on Extremely Hot Days

According to the weather forecast, extreme heat is expected to continue in rural areas and the capital city during the "Naadam Festival" days, although there may be brief rain showers on the 11th and 12th.

On extremely hot days, it is advised not to let young children swim in rivers, not to leave them unsupervised, and not to swim in deep or fast-flowing rivers while intoxicated. When using inflatable boats, rafts, or toys, it is important to wear life jackets and other necessary protective equipment to ensure one's own and others' safety.

Employees working on holidays will receive 1.5 times their salary

According to the Law on National Holidays and Commemorative Days of Mongolia, the Naadam national holiday has been extended to six days. As stated in Article 4.1.1 of this law, "Unless otherwise specified by law, the National Great Naadam Festival and the Anniversary of the People's Revolution: July 10, 11, 12, 13, 14, 15". Accordingly, this year's Naadam holiday will be from July 10-15.

According to Article 109.2 of the Labor Law, "If an employee who worked on a weekly rest day is not given compensatory rest, they shall be paid at least one and a half times their average wage". In other words, employees who work on the above-mentioned days are legally entitled to receive 1.5 times their salary.

Mongolia Celebrates State Flag Day

Mongolia is celebrating "State Flag Day" today. Since 2008, the country has been commemorating this day annually on July 10th to honor the state flag as a symbol of the Mongolian state, preserve historical traditions and customs, and strengthen national unity. On this day, the State Flag with the golden Soyombo is raised, and a military parade is held to pay tribute to the national flag.

The Constitution states, "The symbols of the independence and sovereignty of Mongolia are the State Emblem, Flag, Seal, and Anthem. The State Emblem, Flag, and Anthem express the historical tradition, aspirations, unity, justice, and spirit of the Mongolian people."

Mongolia has been using its current State Flag since 1992. Previously, the country changed its flag in 1911, 1924, 1940, 1945, and 1960.

It's worth noting that all countries around the world show special respect to their national flags. For example, Canada celebrates Flag Day on August 15, Russia on August 22, the United States on June 14, Italy on January 7, and European Union countries on May 9.

According to the National Emergency Management Agency, a total of four people lost their lives in river accidents yesterday - three in Kherlen soum of Dornod province and one in Naranbulak soum of Uvs province.

The deceased were men aged 34-60 who drowned while swimming or after entering the river while intoxicated.

Boat and Mobile Patrols Are Operating

Emergency service personnel are performing daily duties as part of boat and mobile patrol units along the rivers.

TMK Energy Company to Start Drilling Work on "Gurvantes XXXV" Project in August

TMK Energy Company has announced that it will begin drilling work on its "Gurvantes XXXV" coal bed methane project in August 2024. Last year, TMK Energy acquired 33% of the "Gurvantes XXXV" project from Talon Energy, making it the 100% owner of the project.

The company, which has had its critical environmental management plan approved by the Ministry of Environment and Tourism, also announced that it has received the necessary regulations and permits to start drilling operations. National Police Agency: Information can be provided via message and call through the "102 police" application during the holiday

The National Police Agency provided information on measures to be taken during the national holiday.

The Central Stadium has a total of 10,755 seats and 18 gates, with 6,550 parking spaces categorized as A, Dk, J, U, and G in the vicinity, and about 240 trade and service points will be established. Usually, about 12-18 thousand citizens will circulate, and during peak times, about 20 thousand people will gather to watch the festival. Therefore, the police organization has calculated the manpower and resources to be deployed for patrol, protection, and regulation during the holiday. For instance, around the Central Stadium and archery areas, 669 officers, 59 vehicles, four dogs, and six mounted patrols will be working. At Khui Doloon Khudag, 1087 officers, 44 motorcycles, 17 dogs, and 24 mounted officers will be on duty. In total, 3184 officers will work at the Central Stadium and Khui Doloon Khudag, including 160 community police officers, 182 trainees, and 48 student police officers.

  • There are 7,850 parking spaces of five types around the Central Stadium, and 11,400 parking spaces of seven types at Khui Doloon Khudag.
  • Traffic will be restricted on Mahatma Gandhi Street and Niislel Khuree Avenue for traffic control.
  • Citizens can park their cars at Dunjingarav, Narantuul, Misheel Expo, Ulaanbaatar Railway, and UCH parking lots and use public transportation to the Central Stadium. The total capacity of these parking lots is 5900.
  • One-way traffic will be organized from the Western Aimag intersection to the start of the five-year-old horse race an hour before it begins.
  • After the five-year-old horse race ends, one-way traffic will be implemented from the Khui Doloon Khudag intersection to the Western Aimag intersection for an hour.
  • The police organization has created the "102 police" application to prevent accidents and bring police services closer to citizens. The most significant benefit is that by downloading the 102 police application, you can provide call information via text message. You can also provide information to the police through video calls. D. Amarbayasgalan: The Rules of Procedure Law will not be changed, 126 members need to be limited in speaking and asking questions

The first parliament with 126 members passed the Law on Rules of Procedure. Now, members are expressing the view that the newly formed parliament should change its Rules of Procedure and approve it themselves. However, Speaker of Parliament D. Amarbayasgalan said that the Law on Rules of Procedure for the 126-member parliament will not be changed, and that regulations for this purpose will be approved today.

He said, "The 76-member parliament passed the Law on Rules of Procedure. In general, a 126-member parliament needs to create limits on speaking and asking questions. This parliament has studied and implemented the German parliamentary model. Therefore, we have worked based on this model's rules. It's more about bringing order to members' right to speak rather than limiting it. With the election of the chairmen of the standing committees today, the council under the Speaker of Parliament will be established. According to these rules, the council will issue regulations. These regulations will determine what kind of legislation the parliament will discuss and for how long. The council under the Speaker of Parliament will introduce regulations with 7 provisions. There are several laws that are not regulated by the rules, such as Development Policy, Government Action Program, Budget, and Budget Framework Statement, where each member can speak and ask questions.

However, when discussing laws regulated by the rules, one law will be discussed for 240 minutes or four hours. Of this, 120 minutes will be for the Mongolian People's Party (MPP), about 100 for the Democratic Party (DP), and about 20 minutes for members of other political forces to speak.

Resolutions will be discussed for 30 minutes. Of this, 15 minutes will be for MPP, 10 minutes for DP, and 5 minutes for representatives of other parties to speak in the order of requests received.

This procedure will be implemented in the party sessions. If party groups and members propose changes to the Law on Rules of Procedure after the autumn session, it can be changed. We believe it's wrong to change without implementing and seeing how it works."

Three citizens drowned in one day, two of them were children

During the Naadam festival days, people often travel to rural areas, and due to carelessness, they are frequently exposed to river and water hazards. On the previous day, three people lost their lives due to water hazards. One of them was an adult, 24 years old, and the other two were young children.

First, at 19:02 yesterday, a call was received about a person who had drowned while swimming in the "Tuul" river on the banks at the end of Gachuurt, 20th khoroo of Bayanzurkh district, Ulaanbaatar city, where they were resting with family and friends. The Ulaanbaatar Rescue Unit personnel arrived and found citizen I (24 years old, male) 1 km away from the initial accident site, caught in bushes in a river branch, deceased. The body was retrieved from the water and handed over to the 3rd Police Department of Bayanzurkh District.

Second, at 15:23 yesterday, a call was received about a young child who had drowned in "Uvs" lake (30 km southeast of the aimag center, 45 km southeast of the soum center) in Tarvag bag of Tarialan soum, Uvs aimag, while vacationing with family. The Emergency Department's Search and Rescue Branch personnel of the aimag organized a search operation and retrieved the body of Sh (7 years old, male) at 16:45 from a depth of 3 meters, 15 meters from the southwest shore of the lake, and handed it over to the Criminal Police Investigators of the aimag.

Third, at 14:44 yesterday, a call was received about a child who had drowned while three children were playing on the banks of a stagnant water pool of the "Baruun-Urt" river (2 km west of the aimag center, 2 km west of the soum) in the 2nd bag of Baruun-Urt soum, Sukhbaatar aimag. The Emergency Department's Search and Rescue Branch personnel of the aimag organized a search operation and retrieved the body of M (12 years old, female) from the water at 15:02 and handed it over to the Criminal Police Investigators of the aimag.

Therefore, we advise the public to be cautious and alert to prevent potential river and water hazards.

MNOC: O.Esugen and N.Bayaraa will participate in the "Paris 2024" Olympic Games

The "Paris 2024" Olympic Games will be held in the capital of France from July 26 to August 11 this year.

33 athletes from our country are set to participate in nine events at these games. However, information has been circulating on social media that "O.Esugen and N.Bayaraa will not be able to participate in the Olympic shooting event."

In response to this, the Mongolian National Olympic Committee (MNOC) clarified that "O.Esugen and N.Bayaraa will participate in the events for which they have qualified at the 'Paris 2024' Olympic Games.

Hot Water Restriction and Repair Schedule Starting from the 16th of This Month

A schedule for restricting hot water and repairing the heat supply network has been released for this summer. The Ulaanbaatar Heat Network JSC has announced that repair work is scheduled to begin on May 15 and end on August 12.

• There is heavy traffic on the road from Ulaanbaatar to Uvurkhangai, Arkhangai, Orkhon, Selenge, and Khuvsgul provinces, specifically in the territory of Bayanchandmani, Lun, and Bayankhangai soums of Tuv province;

• There is also heavy traffic on the road from Ulaanbaatar to Khentii and Dornod provinces, specifically in the Tsonjiboldog area of Nalaikh district and in the territory of Erdene soum of Tuv province;

• Additionally, there are long queues of vehicles leaving the city at the Emeelt, Baruunturuun, and Nalaikh checkpoints.

Prime Minister L. Oyun-Erdene, President U. Khurelsukh, and Chairman of the State Great Khural D. Amarbayasgalan watched the five-year-old horse race of the National Great Festival Naadam at Khui Doloon Khudag, celebrating the 2233rd anniversary of the First Mongolian State, the 818th anniversary of the Great Mongol Empire, the 113th anniversary of National Freedom and Independence Restoration, and the 103rd anniversary of the People's Revolution.

Out of 152 fast horses that raised their dust in the National Great Festival Naadam's five-year-old horse race, the brown colt of Khishig-Ochir's Bukhbat, a famous horse trainer from Orkhon soum of Bulgan aimag, won first place, bringing joy to its trainer, rider, and the gathered crowd. Second place went to the dun horse of Lkhagvadorj's Ankhbaatar from Baruun-Urt soum of Sukhbaatar aimag, third to the white-faced horse of Purev's Batsaikhan, president of "Shunkhlai" group, fourth to the roan horse of State famous horse trainer Namsraijav's Zorigt from Sharga soum of Govi-Altai aimag, and fifth to the chestnut colt of Mongolian State famous horse trainer Urtnasan's Tamir from Sukhbaatar aimag.

Prime Minister of Mongolia Luvsannamsrain Oyun-Erdene visited the winning "Orkhon Tusheed" horse of the five-year-old race and congratulated the trainer and child rider of the brown five-year-old horse. The Prime Minister emphasized that this year, the people won in the Mongolian state election, and the national great festival Naadam has become a people's celebration with fast horses from various regions winning the top prizes in different age categories, bringing joy to people nationwide. He noted that Mongolians consider five-year-old horses as an expression of speed and strength. He wished for the country's development to go hand in hand with this, and for the horses of "Orkhon Tusheed" to win many more Naadam races.

The winning brown colt of the five-year-old race was the foal of the dapple-gray stallion of State distinguished horse trainer Daariimaa's Jargal from Bayan-Undur soum of Orkhon aimag, which won the four-year-old horse race at last year's state Naadam festival. The winning five-year-old was ridden by 12-year-old Munkh-Zul's Adistai.
