Coalition Government to Have 22 Ministers

The Mongolian People's Party, Democratic Party, and National Labor Party have signed a memorandum to form a coalition government. The structure of the government is planned to have three Deputy Prime Ministers, four ministers without portfolio, four general ministries, and 12 specialized ministries. The composition will include a total of 22 ministers, and the ministries will operate without deputy ministers.

Specifically, the Mongolian People's Party will be responsible for issues such as energy revival, port revival, fair distribution of resources, and traffic congestion. The Democratic Party will handle the Ministry of Economic Development and the Ministry of Justice, while the National Labor Party will be in charge of policy directions related to control functions.

Parties forming the government signed a memorandum of understanding

The leaders of the MPP, DP, and KhUN parties, which are forming the government together, signed a memorandum of understanding on cooperation to quickly resolve pressing development issues.

Prime Minister L. Oyun-Erdene: Our government has set the goal of correcting the mistakes of the past 30 years and starting a new 30 years from the moment it was formed. In connection with this, we approved "Vision 2050." We have made systemic reforms in collaboration with the DP and KhUN parties that have seats in parliament. We made this change to ensure parliamentary representation. This means that from the day we made this change, Mongolia has been moving towards forming a coalition government. It means we are entering into systemic reform.

All power should be balanced with checks and balances. For example, in Germany, the Prime Minister and the Minister of Justice cannot be from the same party. This is an opportunity for parties to check each other on controversial issues. We are signing this memorandum of understanding to do all this according to the classic parliamentary system. The name of this memorandum is about being quick to solve pressing development issues. After signing the memorandum today, the government will be formed and submit an action plan within 30 days according to the law. Previously, only one party would submit an action plan, but now we will take suggestions from all parties. We will then develop it within 30 days. We will conclude an agreement to implement the action plan. The agreement will be about 250-300 pages long. We believe that we can implement large projects in a short time that have accumulated over 30 years, such as energy, infrastructure, and pressing issues of Ulaanbaatar city, which we couldn't resolve due to politicization. We all know what to do. But we used to be very political about how to do it.

Democratic Party Chairman L. Gantömör: The Democratic Party is establishing a memorandum of understanding to form a joint government to solve the pressing issues facing Mongolia. The DP has decided at all levels of its meetings to support the objectives of implementing a specific program of work to be carried out over the next four years.

We are agreeing on the principle that we should work together to reduce the tax burden. We will also work together to create a healthy business environment and to ensure that businesses are not discriminated against based on party affiliation. We also need to make projects that have not been implemented in Mongolia until today a reality. One of these is renewable energy. The Egiin Gol and Erdeneburen hydropower plants. We also need to urgently build solar and wind power plants in the Gobi region. We are collaborating to implement programs from the DP's platform that aim to grow the economy, improve people's livelihoods, create a healthy business environment, and protect individual freedoms.

KhUN Party Chairman T. Dorjkhand: We are making a decision to put Mongolia first, not our party or ourselves, by joining the government. The KhUN party and the DP could continue to be in opposition. However, Mongolia is at a choice point - will it be like the past 30 years, or will we cooperate to develop our country and welcome a new 30 years.

As a result, we will solve issues that have been politicized for many years. To make a big reform in energy, we need investment and money. We can't do this from the state budget. Therefore, we will liberalize energy prices and make reforms. The DP and MPP couldn't do this alone. Why? Because they couldn't face public opposition. So we're saying let's do this together with the DP and KhUN party.

Parliament: To Discuss the Structure and Composition of the Government

INTRODUCING: The New Government Structure

The Mongolian People's Party has proposed a joint government with the Democratic Party and the People's Party, and after their agreement, the leaders of the three parties officially signed a memorandum today to quickly resolve the pressing development issues of Mongolia. By signing this agreement, the process of forming a joint government has been formalized, and today the structure of the government will be approved by the parliament session.

The parliament is expected to officially approve the government structure tomorrow and appoint the ministers of the joint government, who will take the oath of office, after which the new joint government will begin its work.

When drafting the structure of the joint government, the MPP leadership designed it to avoid duplication of ministries' functions, to effectively implement large projects, to improve coordination and to work with a unified policy in a specialized manner. In doing so, they have eliminated deputy ministers and changed the names of some ministries according to their functions.

When forming the joint government, the Democratic Party and the People's Party will be given the opportunity to implement and achieve results on the main policies of their platforms, while the MPP will continue to implement major policies and measures.

The position of deputy minister, which has been used as a "reward" for the winning party, is being eliminated. In other words, ministries will be run by ministers, state secretaries, and step-by-step leadership. Previously, the winning party used the position of deputy minister as a "reward", but this time when drawing up the government structure, it has been arranged to have no deputy ministers.

L.Oyun-Erdene Submits Draft Law on Government Structure and Composition to Speaker of Parliament

Prime Minister of Mongolia L.Oyun-Erdene submitted the draft laws on Government Structure and Government Composition to the Speaker of Parliament D.Amarbayasgalan.

In order to continue implementing the goals and measures outlined in Mongolia's long-term and medium-term development policies, as well as to implement the election platform submitted in the regular parliamentary elections, the newly formed Government will work with 22 ministers and 16 ministries, as determined by the Government structure and composition.

The composition of the Government of Mongolia includes the First Deputy Prime Minister, the Deputy Prime Minister of Mongolia in charge of regional development issues, and the Deputy Prime Minister of Mongolia in charge of investment and competition issues, as well as three Ministers of Mongolia who are heads of specific National Committees. Prime Minister L. Oyun-Erdene's proposed law on the structure and composition of the government is being urgently discussed in the State Great Khural (Parliament).

The Mongolian People's Party, which won the most seats in the newly formed Parliament, along with the Democratic Party and the HUN Party, have agreed to form a coalition government. The structure and composition of the new government are already becoming clear.

According to the draft law on the structure and composition of the government submitted by Prime Minister L. Oyun-Erdene to the Speaker of the Parliament, the newly organized government will work with 22 ministers and 16 ministries. The King of Bhutan, His Majesty Jigme Khesar Namgyel Wangchuck, Arrives in Mongolia

His Majesty Jigme Khesar Namgyel Wangchuck, the King of Bhutan, has arrived in Mongolia for a state visit from July 8-15 at the invitation of President U. Khurelsukh.

President U. Khurelsukh and His Majesty King Jigme Khesar Namgyel Wangchuck will hold an official meeting to exchange views on expanding and developing relations and cooperation, as well as discussing cooperation on international and regional platforms.

The two sides also plan to sign documents strengthening the legal basis of bilateral relations.

His Majesty King Jigme Khesar Namgyel Wangchuck and his family will attend the opening ceremony of the National Great Festival and other ceremonies as guests of honor.

Director-General of UN Food and Agriculture Organization QU Dongyu to Visit Mongolia

QU Dongyu, Director-General of the UN Food and Agriculture Organization (FAO), will pay an official visit to Mongolia from July 10-12, 2024, at the invitation of Foreign Minister B. Battsetseg. This is Dr. QU Dongyu's first visit to Mongolia since taking office as FAO Director-General, aimed at strengthening cooperation in the food and agriculture sector.

During the visit, Dr. QU Dongyu will meet with Mongolian state and government leaders and relevant ministers to discuss strengthening relations and cooperation between Mongolia and FAO in creating an inclusive, resilient and sustainable food and agricultural system.

As part of the policy to promote gender equality in the food and agriculture sector, a meeting with women leaders in the sector is planned. This meeting will highlight the role of women in the food and agriculture sector, emphasize their contributions, and discuss the challenges women face.

The Director-General's visit will reinforce FAO's support for creating a sustainable and inclusive food supply system in Mongolia, as well as establish future cooperation to ensure that women contribute to agricultural development and equally benefit from it.

Mongolia joined FAO as a member in 1973, and the FAO Representative in Beijing was responsible for Mongolia's affairs until a Resident Representative for Mongolia was appointed in 2018. Major projects to be launched in the first 100 days of the new government have been identified

The first session of the State Great Khural (Parliament) formed as a result of the 2024 election continues. Last Friday, the State Great Khural discussed the reappointment of L. Oyun-Erdene as the Prime Minister of Mongolia, nominated by the Mongolian People's Party (MPP), which won the majority of seats in the parliamentary election, and supported it with 99 percent of the vote.   • Work will begin on establishing Shine Zuunmod city, a city of 150,000 people in Khoshig Valley, to decentralize Ulaanbaatar's authority and congestion.
  • The feasibility study for the construction of the second vertical line of the metro to be built in Ulaanbaatar will be carried out.
  • 40,000 apartment units will be built in Ulaanbaatar from 2024 to 2028.

2024-2028 will be years of major construction to solve air pollution, soil and water pollution, and traffic congestion for Ulaanbaatar," he clarified.

Coalition Government to Work with 23 Ministries, 16 Ministers, and No Deputy Ministers

The Governing Council of the Mongolian People's Party and the party's parliamentary group are meeting today to approve the structure of the government.

Prime Minister L. Oyun-Erdene has drawn up the government structure to include 3 Deputy Prime Ministers, 16 ministries, and 23 ministers. The coalition government is also set to work without Deputy Ministers. This is the version currently under discussion, and the final version will be decided after deliberation by the Governing Council of the Mongolian People's Party and the party group. The Prime Minister is pursuing a policy of further specializing ministries to avoid overlapping responsibilities and to work with unified policies and coordination to effectively implement major projects and programs.

The ministries have also been allocated to allow the Democratic Party and the People's Party to implement their main policy programs. Newly appointed ministers to take oath today

Specifically, Prime Minister of Mongolia L. Oyun-Erdene submitted the draft laws on the Structure of the Government and the Composition of the Government to the Speaker of the Parliament D. Amarbayasgalan.

Looking at the newly established structure and composition of the Government, the number of ministries remains the same as the previous Government at 16, but some ministries' responsibilities have been transferred between them, and the names of the transferred ministries have changed. For example,

  • The Ministry of Environment and Tourism has become the Ministry of Environment and Climate Change

Amarbayasgalan the draft laws on the Structure of the Government and the Composition of the Government, as well as other draft laws and resolutions developed in connection with these draft laws.

Prime Minister of Mongolia L. Oyun-Erdene, in accordance with Article 39, Paragraph 3 of the Constitution of Mongolia and Article 23, Paragraph 1.1 of the Law on Government, which states "The Prime Minister of Mongolia shall submit to the State Great Khural a draft law on the structure and composition of the Government and amendments thereto in consultation with the President." Prime Minister of Mongolia L. Oyun-Erdene submitted the draft law on the Structure of the Government and the Composition of the Government to the Speaker of the Parliament D. Amarbayasgalan.

In addition to continuing to implement the goals and measures outlined in Mongolia's long-term and medium-term development policies, the newly organized government aims to implement its election platform submitted to the regular parliamentary elections. L.Oyun-Erdene: L.Gantomor Will Become Minister of Economy and Development

Implementing a Multi-Pillar, Independent Foreign Policy Emphasized

President U. Khurelsukh participated as an observer in the expanded meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) member states held in Astana, Kazakhstan, and delivered a speech. He noted that Mongolia is consistently implementing an open, multi-pillar, independent foreign policy that prioritizes peace, and has established diplomatic relations with all UN member states. He also mentioned that as part of its multi-pillar foreign policy, Mongolia, as an observer country of the SCO, has been continuously conducting high-level visits and negotiations with member, observer and dialogue partner countries of the organization in bilateral and multilateral formats.

MECC: Regional Development Reform to be Implemented

The Mongolian Economic Forum is being held for the 11th time at the State Palace under the slogan "Go Mongolia". This year's forum will begin with a plenary session on "Development Policy". Kh.Nyambaatar: Ulaanbaatar city will commission a 50 MW capacity battery power station in October

Ulaanbaatar city has issued bonds worth 500 billion tugriks on the domestic capital market for the first time, investing 300 billion tugriks in the Booroljuut power plant. As a result, the first block of the plant with a capacity of 150 MW will be commissioned in October. In this context, over the past weekend, the Mayor of Ulaanbaatar Kh.Nyambaatar, the First Deputy Mayor for Economic Development and Infrastructure N.Manduul, and relevant officials worked at the Booroljuut power plant.

The power plant, which is being built 120 km from Ulaanbaatar city based on the Booroljuut brown coal deposit in Bayanjargalan soum of Tov aimag, is planned to have four blocks with a total capacity of 600 MW. As of today, the progress of the first block with a capacity of 150 MW is 72 percent.

Specifically, the installation of equipment for the GIS 220kV outdoor switchgear of the station has been completed, and the exterior construction work has been finished. Installation of external shields on column A, transformer connection work, equipment installation, insulation, precision cable connection, and three-phase high-voltage charge drains have been completed.

The support base for the middle and low-pressure turbine cylinders has been placed in the turbine generator building, and the adjustment of the turbine base plate tolerance has been completed.

The installation of the coal bunker for the station's boiler is 85 percent complete. The construction of the air compressor building, ESP electric filter building, and the buildings for the circulating water pump and industrial wastewater pump station are ongoing.

While the first block will be commissioned this October, the second block will be commissioned in 2025. When these two blocks with a total capacity of 300 MW are commissioned, they will produce up to 2.1 billion kWh of electricity per year.

Kh.Nyambaatar, the Mayor of Ulaanbaatar city, emphasized, "From 2024 to 2028, Ulaanbaatar city will construct metro lines I and II, a ring expressway, the Tuul expressway, the New Zuunmod city infrastructure, and six sub-centers. These projects require energy. Also, based on state procurement, we have announced a tender to build a 50 MW battery station, and the selection will be announced after the Naadam festival. If the contract is successful, by this November, we will expand the central energy system by 50 MW and share the peak load.

During the spring session, it was decided to transfer the ownership rights of power and heating plants to the capital. Accordingly, CHP-II will be transferred to the capital within this year. After that, we have started a plan to expand the second thermal power plant by 350 MW in 2025-2026 and have started basic studies.

Last winter, Ulaanbaatar city had a shortage of 350 MW during peak load, so this year we are working to compensate for this shortage and further establish the next major sources to meet Ulaanbaatar city's major projects. By October 1, 2025, we have a firm contract with the contractor to put the next block of Booroljuut into operation and connect it to the central energy system."

No Need to Travel to District or Provincial Centers for Government Services

The State Digital Service Regulatory Agency discussed establishing "FAST" points in soums and khoroos, as well as addressing human resource issues for staffing these points.

With the establishment of "FAST" points in soums and khoroos, the need to build large facilities, employ numerous staff, and have citizens run from window to window, pay various fees, sign documents, and get stamps multiple times to receive government services will be eliminated. Citizens will be able to receive all necessary services from the nearest "FAST" point without having to travel to provincial centers or districts.

As part of this work, points have been established in all khoroos of Chingeltei, Khan-Uul, Nalaikh, Baganuur, and Bagakhangai districts in the capital, as well as 29 points in provincial centers, 96 in soums, and 1 in a village, providing government services to citizens.

In addition to providing government services, "FAST" point service staff are conducting phased training to improve digital skills and providing instructions and advice to citizens on how to use the E-Mongolia application.

As a result, since the establishment of this agency, from January of this year until today, the number of E-Mongolia application users has increased by 600,000, according to a study. Violations Detected: Voters with Disabilities Unable to Enter Polling Stations, Lack of Secret Voting Opportunities

The National Human Rights Commission (NHRC) held a press conference today on human rights violations during the election.

Ch. Ariunaa, senior referent of the NHRC, said, "We need to pay attention to whether candidates can compete equally and conduct election campaigns."

240 observers from the Network of Non-Governmental Organizations and the Civil Society Control Network for Fair Elections observed 112 precinct committees on June 28, 2024.

Of these 112 precincts, 48 were inaccessible to wheelchair voters. 29 precincts did not have at least one voting booth for people with disabilities, and 16 precincts did not have a Braille cover for visually impaired voters to read the ballot.

There are 115,000 people with disabilities in Mongolia, of which over 82,000 are of voting age. This accounts for 7% of the total voting-age population.

According to the "Study on Political Participation and the Right to Vote and Be Elected for Persons with Disabilities," 14-16% of people are unable to go to the polling station alone and need assistance from someone.

The NHRC conducted monitoring on how accessible the polling station environment was for people with disabilities. When monitoring 77 polling stations in nine districts of the capital and 19 provinces, as well as mobile ballot box voting, common violations were found.

There was insufficient information for hearing-impaired voters at polling stations, and staff were not trained in communicating with speech-impaired individuals.

55 (73%) of all polling stations were on the first floor, while 20 (26%) were on the 2nd, 3rd, or B1 floors.

Polling stations on B1 and first floors had more than 3 steps, making them inaccessible for people with disabilities to enter independently.

When the "National Association of Wheelchair Users of Mongolia" conducted on-site monitoring at 20 polling stations in Bayanzurkh district, they concluded that 95% had entrances and exits that were obstructed and inaccessible to wheelchair users.

Due to the size of the polling stations, the distance between tables was too close, making it impossible to vote secretly. Some precinct committees omitted the use of booths and ink marking on fingers when collecting votes by mobile sealed boxes, and committee members entering homes in groups made it impossible for voters to vote secretly.

68 out of 74 polling stations (92%) had prepared one accessible booth for voters with disabilities, and 71% of all polling stations had not placed signs and information boards outside and inside at a height and clarity accessible to the public and people with dwarfism and wheelchairs.

62 out of 73 polling stations (85%) had printed and placed font sizes of at least 16 for visually impaired voters, and 94% had magnifying glasses and Braille text, which is commendable.

There was insufficient staff to communicate with hearing-impaired citizens.

The general requirements for polling stations are approved by the General Election Commission. The requirements in the 4th part of the instructions were not met. It is concluded that the central election body needs to monitor the implementation of these instructions.

There were no staff with basic knowledge of sign language at the polling stations. There is a need to provide training and information on communicating with people with developmental and hearing disabilities.

The provision that polling stations should be accessible to wheelchair voters is not being fully implemented.

NCCD: It's true that citizens who received the plague vaccine were hospitalized

The National Center for Trauma and Orthopedics (NCTO) has issued warnings and recommendations related to the Naadam festival.

Last July, 370 people received medical assistance due to falling from horses. Of these, 204 were children aged 0-18.

Additionally, there were reports of 35 people being injured from falling off racing horses last year.

In the first six months of this year, a total of 601 people received assistance for injuries from falling off horses, of which 269 were children.

Among them, 13 children were injured falling from racing horses, while the remaining 256 fell from regular riding horses.

Therefore, during these days of the national Naadam festival and commemorative anniversaries in the provinces, we advise all citizens to pay attention to your own and your loved ones' lives and health, and to take precautions against traffic accidents and potential dangers.
