UGTE: First Rare Cardiovascular Surgery Performed in Mongolia

At the National Third Central Hospital, from June 30 to July 06, 2024, a team of congenital heart defect and pediatric cardiac surgeons led by Professor Phillip Billot, a cardiothoracic consultant from the University Hospital of Strasbourg, France, was invited to collaborate and provide surgical services.

The highlight of this training-surgery event was the removal of a massive pseudoaneurysm in the descending aorta and the reconstruction of the aorta using the patient's pericardium. This marked the first time such surgeries, including correction of congenital right coronary artery anomalies, were performed in collaboration.

The visiting professor's team, alongside cardiac surgeons, offered consultations to 14 patients, conducting surgeries on three children with serious congenital heart defects and five adults. The National Third Central Hospital has established a long-term, stable collaboration agreement with the University Hospital of Strasbourg, funded by a grant from the Grand Duchy of Luxembourg. This partnership aims to enhance and strengthen cardiac surgery services through joint workplace surgery training.

Corruption Case Increased by 6.4% in First Half 2024

In the first half of 2024, the prosecutor's office supervised 1,366 investigations of corruption, which is an increase of 9.5% compared to the same period last year. Of these, 167 cases were indicted and transferred to court for resolution. It includes:

  • Giving bribe 56
  • Getting rich without reason 4

Of MNT 2.2 trillion losses caused by corruption, MNT 1.6 trillion losses were compensated by the perpetrators. Also, assets worth MNT 42.8 billion of people involved in crime and legal entities were seized during the investigation, and assets worth MNT 1.8 billion were confiscated.

67.5% of corruption was registered in Ulaanbaatar city and 32.5% in rural areas, the highest in Bayan-Ulgii, Selenge, and Sukhbaatar provinces.

Foreign Exchange Reserves Decrease by $300 Million to $4.83 Billion

In June, the foreign trade balance recorded a surplus of $2.5 billion.

As of the end of June, foreign exchange reserves stood at $4.8 billion, a decrease of 2.94% from the previous month. Although this represents a 24.17% increase compared to the same period last year, it has decreased by 1.68% since the beginning of the year, according to the Bank of Mongolia.

In May, foreign exchange reserves approached a historical high of $5.18 billion, but have since decreased by approximately $300 million.

Last month, the Bank of Mongolia reported conducting spot trades on foreign exchange auctions totaling $616.8 million. Despite the decrease in reserves, the exchange rate of the Mongolian Tugrik against the US dollar remained stable at 3,381.

In June, the foreign trade balance recorded a surplus of $2.5 billion, higher than in previous months.

In an ordinary meeting of the Monetary Policy Committee of the Bank of Mongolia, a decision was made to reduce the required reserve ratio of foreign exchange by three percentage points to 15%. This requirement had been set at 18% since 2021. Previously, when foreign exchange reserves measured $4.3 billion in 2020, this same requirement was also set at 15%.

Charges have been brought under Article 22.1, items 1 and 3 (Abuse of power or official position) and Article 17.3.2.2 (Fraud) of the Criminal Code, and the case has been transferred to the Chingeltei District Criminal Court.

The officials in charge of the capital's Property Procurement Office illegally favored others during the 2023 procurement process for 600 buses, it was revealed. The buses were assembled using non-factory methods, resulting in damage estimated at 134.5 billion MNT. Investigators have recovered 11.9 billion MNT and secured assets worth 71.7 billion MNT as collateral.

The Prosecutor's Office has charged 24 individuals, including high-ranking officials and representatives of "Tenun-Ogoo" LLC and the Large Bus Service Providers Association.

Events Following the Oath Taking Ceremony of the Members of the First Session Starting at 10:00 AM

The President of Mongolia Ukhnaagiin Khurelsukh issued an order announcing the First Session of the State Great Khural to be held on July 2, 2024.

According to the Law on the State Great Khural of Mongolia:

18.1. The proceedings of the First Session shall commence on the date set by the President of Mongolia.

18.2. The President of Mongolia will give a speech at the opening of the First Session.

18.3. Until the election of the Speaker of the State Great Khural, the meeting will be chaired by the eldest member elected. If the eldest member is unable to chair, the next eldest will chair.

18.4. The Chairman of the General Election Commission will present the results of the regular elections to the State Great Khural and confirm the mandates of the elected members.

18.5. After the presentation by the Chairman of the General Election Commission, the eldest member will take the oath first, followed by other members in alphabetical order, swearing an oath to the State Emblem and signing the oath document.

18.6. Upon taking the oath, it will be considered that the mandate of the members of the State Great Khural is confirmed.

18.7. A member who has not participated in the opening session will take the oath at their first attendance in a session without any questions or statements.

18.8. The procedure described in 18.4, 18.5, and 18.6 is applied for verifying the mandate of a member elected in a by-election.

The eldest member to chair the First Session is academician D. Regdel of the MPP list, aged 73, the oldest member in the new 126-member parliament. “Oyu Tolgoi” Company Provides Latest News

The success of our team has always been based on collective effort and mutual respect. Unfortunately, we are now facing a wave of baseless rumors, illegal threats, unsubstantiated accusations on social media, and incitement to illegal actions that are dividing us. Let me make one thing very clear. The company will not tolerate any illegal actions. The company will exercise all its legal rights to protect its employees and operations. As the executive director, it is my responsibility to ensure the continuity of this business and protect the future of our 22,000 core contract employees.

We will remain open to continuous dialogue and cooperation to resolve any issues. MSE: 36 Companies Facing Delisting Conditions

The Mongolian Stock Exchange has announced that 36 public companies are facing conditions for delisting. These companies have repeatedly failed to fulfill their regular obligations, with an average compliance rate of less than 45% over the past three years.

Additionally, eight companies have a compliance rate below 10%, with "Mudix," "Darkhan Khuvun," "Ar Bayankhangai," and "Selenge-Surek" having a performance rate as low as 3.03%. The Mongolian Stock Exchange also noted that "Nako Fuel" JSC has no compliance performance, receiving a rating of 0.

The Mongolian Stock Exchange has warned these companies to notify about the measures to be taken to meet the relevant regulations and contractual obligations by August 1. If no response or action is taken within the given time, it may result in delisting according to the "Securities Listing Regulation" of the Mongolian Stock Exchange.

Mongolian President U.Khurelsukh Hands Over State Flag to Athletes Participating in Olympics and Paralympics

There are only 21 days left before the opening of the 33rd Summer Sports Games. From our country, 33 athletes have qualified to participate in this year's Olympics, and the President of Mongolia, U.Khurelsukh, participated in the ceremony to send off the athletes of the "Paris-2024" Olympics and Paralympics and handed over the State flag.

In July, 1,090,000-1,211,000 People Will Travel from Ulaanbaatar

A press conference presenting the results of the study on "The 2024 Trends and Predictions of Domestic Tourism" was held today.

During this event, researcher B. Yerbakhyt from the "Ulaanbaatar Tourism Association" NGO presented information on the research and some predictions about Mongolian tourism.

The following illustrates where, with whom, and how Mongolians are inclined to travel during the tourism months.

The "Ulaanbaatar travelX 2024" event was held at the Misheel Expo Center from May 24-26.

Approximately 4,000 people participated in the event, out of which 343 completed the survey questionnaire. Analysis was conducted on 316 valid questionnaires.

Last year, most survey respondents indicated they would prefer to travel by car, but trends have significantly shifted in 2024.

The trend and predictions for domestic tourism in 2024:

  • Car travel: 45%
  • Various adventure tours: 36%
  • Horseback riding: 15% expressed a desire to try it.

In recent years, the number of tourists interested in horseback riding has been increasing.

Due to the holiday associated with the Naadam festival, the travel duration of domestic tourists tends to fluctuate.

Most respondents expressed a desire to travel for 7-10 days, but since the Naadam holiday lasts for six days, it is estimated that about half of them will be able to travel for up to six days.

The amount of money travelers plan to spend was surveyed through a questionnaire.

The results show that 24.7% of all travelers plan to spend 1-1.2 million MNT on their trip.

Furthermore:

  • 15% plan to spend 1.3-1.5 million MNT
  • 19% plan to spend more than 2.5 million MNT.

Efforts were made to estimate the economic turnover generated by domestic tourists based on the amount of money spent on travel.

Although three different methods were tried, the results varied. It is important to note that this study should not be considered definitive.

According to the calculations:

  • The minimum estimated economic turnover is 340 billion MNT
  • The maximum estimated economic turnover is 1.1 trillion MNT.

Our rough estimate suggests an economic turnover of approximately 860 billion MNT, but this is not an official figure.

Preliminary results suggest that a total of 1,090,000-1,211,000 people will travel from Ulaanbaatar in July.

The main travel load is concentrated in:

  • Arkhangai
  • Övörkhangai regions, with an estimated 283,000-314,000 travelers.

The next significant load is expected in the Zavkhan region, with a forecast of 147,000-164,000 travelers.

Every year, Khövsgöl province remains a popular destination for domestic travelers. This year's survey indicates that 171,000-190,000 people plan to travel to Khövsgöl. This estimate is based on responses to the May survey.

July is expected to be rainy in most areas, particularly in Khövsgöl province. Therefore, it is predicted that the actual number of travelers might reduce to 171,000.

There are two new destinations for domestic travelers this year.

It is estimated that 82,000-91,000 people will travel in the Uvs, Govi-Altai, and Bayankhongor regions.

The number of tourists traveling to Uvs province is relatively increasing. On the contrary, the number of tourists traveling to Bayan-Ölgii and Khovd provinces is expected to halve.

VAT Refunds to be Transferred After the Festival

VAT refunds are usually deposited into citizens' accounts on a quarterly basis. The VAT refunds for the second quarter of this year will include receipts registered by July 8, 2024.

According to the General Department of Taxation, the first quarter's VAT refunds will be fully transferred to citizens' accounts after the festival, by July 20.

The Tax Office stated that the Ministry of Finance will inform when the VAT refunds are deposited.

Citizens should register their receipts from the last three months by this Monday to receive their refunds after the festival.

The history of Mongol Bank dates back to June 2, 1924, when the Mongolian Trade and Industry Bank was first established with joint stock from Mongolia and Soviet Russia. At its inception, the bank had a capital of 260,000 yanchaan and 22 employees, including 18 Soviet specialists and four Mongolian workers. In the 1920s, monetary reforms were carried out, introducing the Mongolian national currency, the tugrik. The bank also financed trade preparations, regulated market supply and prices, and provided loans to the public, marking the beginning of Mongol Bank's core operations. Orkhon and Darkhan-Uul Provinces Lead in Average Scores of English Proficiency Exam

On July 4, the nationwide English Proficiency and History Examinations were conducted.

A total of 1,339 students participated in the History exam, with an average scaled score of 499. Whereas 21,453 students took the English exam, achieving an average scaled score of 500.

Nationwide, one student from Uvurkhangai received a perfect score of 800 in the History exam. In the English exam, 35 students (28 from Ulaanbaatar, 3 from Darkhan, 2 from Orkhon, 1 from Uvurkhangai, and 1 from Sukhbaatar) achieved a perfect score of 800.

This year, no examinees achieved a perfect 100 initial score in the first two subjects. In the History exam, one student scored 98, and two students scored 97. In the English exam, one student achieved a 99 initial score. Furthermore, the percentage of students scoring above 60 initial points was 16% for History and 13% for English.

Uvurkhangai and Sukhbaatar provinces led with an average score of 68 in the History exam, while Orkhon and Darkhan-Uul provinces led the English exam with an average score of 38.

The Progress of the Central Stadium Renovation Works is at 85%

In preparation for the National Day Festival, the renovation of the exterior and interior areas of the Central Stadium is being divided into two main sections. The progress of the renovation works is currently at 85%, with a plan to complete it by July 9th.

Regarding this, J. Enkhjargalan, the Executive Director of "Central Stadium" LLC, stated, "The roads on both sides of the Central Stadium have been closed, and the entries and exits have been reorganized into a unified system, creating a car-free zone. However, during the festival days, a seven-thousand-square-meter area directly behind the stadium has been transformed into a parking area, covered with asphalt concrete, and marked accordingly.

The parking can accommodate a total of 220 cars, of which eight spaces are designated for people with disabilities, and five are for large buses. This parking area will only be used as a car park during major events. In other times, 80% of it will be a car-free zone. Additionally, a separate parking area for more than 40 cars has been arranged directly behind the stadium, where food production-oriented trade tents will be located during the festival."

Moreover, the previously installed 150 MW LED lights around the stadium, which only illuminated the immediate vicinity, have been replaced with new lights installed on 16 towers that can illuminate the entire stadium. The artificial turf, which was used for nine years, has been relocated to the archery and ankle-bone shooting fields. A new FIFA-standard turf and a renovated running track have been installed in the central area, which can now host performances and sports competitions.

Special importance is being given to the festival's organization this year. A unified map of the stadium will be created and distributed on social media and around the stadium’s vicinity. Additionally, a photo section will be set up at the front, and a children's area with various games and scheduled stage programs will be established at the back. For those who cannot get tickets to the festival, a large screen will be installed in the northeastern part of the stadium to broadcast the festival live, following international practices.

In addition, within the scope of the external and internal renovation works, the "Geodesy and Water Construction Facilities Department" has installed a 1200-meter drainage pipe in areas of the stadium's outdoor area prone to significant water accumulation. Inspections following the continuous rainfall last month confirmed that it was functioning correctly. Smaller electrical substations, buildings, pole supports, and toilet facilities used only during the festival have been removed, and the exposed electrical wires have been repaired. Additional green areas have been created, and the entry and exit steps have been standardized, while the signage has been clearly defined and numbered. Public announcement and surveillance camera systems have been introduced.

We Must Not Allow MPRP-DP Coalition Again, Attempting to Form a Coalition Government Seriously Violates the Fundamental Principle of the Constitution that "The Power of the Government Belongs to the People"

In the 2024 parliamentary election, 18 parties and two coalitions participated, and the Mongolian People's Party (MPP) won the majority of votes from all voters, becoming the majority in the State Great Khural. Since MPP won 68 out of 126 seats in the State Great Khural, it is clear from any angle that it has every right to form the government on its own. Therefore, it is evident that the majority of voters and the overwhelming majority of MPP members support the stance that MPP should not form a coalition government. This position is supported by the post-election public mindset. This stance is based on specific political and legal grounds, and it is necessary to briefly explain this matter.

  1. Fundamental Principles and Provisions in the Constitution and Other Laws that Would Be Violated

The Constitution of Mongolia clearly states the fundamental principles that "The power of the government belongs to the people" and "The people shall exercise their sovereign power through representative bodies". On June 28, 2024, the people exercised their constitutional right to govern by electing their representatives to the State Great Khural. The members of the State Great Khural, representing the people, are obliged to adhere to the Constitution and its established principles and laws. The parliament is formed solely based on the election results, i.e., the people's votes, according to the law. The parliament is composed of both a majority and a minority based on the election results.

According to the second part of Article 39 of the Constitution of Mongolia, it is stipulated that the President shall nominate the Prime Minister based on the proposal from the party or coalition that won the majority in the State Great Khural. Therefore, in the current context, the nomination for the Prime Minister from the MPP's congress means that the MPP will form the government on its own.

Article 10 of the Law on the State Great Khural of Mongolia stipulates the determination of the majority and minority in the State Great Khural, establishing that a party with 64 or more seats is considered the majority. Therefore, based on the results of the 2024 parliamentary elections, the MPP won 68 seats, making it the lawful majority as defined by the Constitution and the Law on the State Great Khural. However, the Democratic Party (DP) and other parties and coalitions won a total of 58 seats, making them the minority. Therefore, following the election results, the MPP, having secured the majority seats in the State Great Khural, must form the government on its own as compliant with the Constitution and other laws and regulations which stipulate that it should do so. It is necessary to remind that state institutions and officials must operate within the law.

  1. Democratic Principles Followed in Parliamentary Democracies Will Be Violated

In democratic countries with parliamentary systems, citizens elect the ruling political force as the majority and the opposing force as the minority to oversee the ruling party.

According to the 2024 election results, the MPP won 68 seats, making it the majority, while the DP and other parties combined won 58 seats, making them the minority.

This reality confirms that the principle of democracy, which establishes a government based on the choice of the people, is not violated by allowing the majority MPP to form the government on its own.

On the contrary, forming a coalition government would negate the people's choice, disperse the opposition, and create a risk of an unchecked government. The government and parliament are independent state institutions that must operate separately, with the parliament overseeing the government's activities. This oversight duty is primarily carried out by the minority within the parliament.

Additionally, the people will oversee the ruling powers through the minority. If the parties that have become a majority and a minority form a coalition government, an unchecked and unlawful majority will arise in the parliament, and the government's activities will get out of control.

Article 29.10 of the Law on the State Great Khural of Mongolia states that after the election, the party or coalition that formed a government majority according to Article 39.2 of the Constitution will establish a coalition group for an entire term. Therefore, if a coalition government is formed, neither the MPP nor the DP will be able to establish independent factions in the State Great Khural, necessitating a unified coalition group. This will result in the loss of parliamentary oversight, exacerbating corruption, abuse of power, and erosion of justice.

  1. Violations of the Following Provisions and Principles of the MPP Charter

Article 24.3 of the MPP Charter stipulates that if the party becomes the majority in the parliamentary election, it will nominate its party leader as the Prime Minister. Article 1.3 states that the MPP will strictly adhere to the Constitution and other laws and operate based on these regulations. This applies to decisions regarding forming the government and appointing the Prime Minister, and any unlawful "non-standard" decisions will violate the party's charter.

Moreover, Article 4.2.8 of the party's charter states that any official elected or appointed in the name of the party must strictly adhere to the law and not succumb to the influence of any narrow interest groups. Article 4.2.9 requires adherence to the party's ethical standards.

If the MPP, which won the election, attempts to form a coalition government with the DP and other parties and coalitions that became the minority, it will violate the law, betray the trust of its voters, and succumb to the influence of the DP as a narrow interest group. Specifically, the MPP won the election lawfully and became the majority in the State Great Khural. Therefore, making a decision to form a coalition government with the minority would significantly violate relevant provisions of the party charter.

The decision made at the April 2024 MPP congress stipulated that if the party wins the election and becomes the majority, the party chair L.Oyun-Erdene will be appointed as Prime Minister. This resolution contains no implication that the MPP will negotiate with the opposition or form a coalition with the minority if it wins the election. Furthermore, the MPP did not promise the voters that it would form a coalition government with other political forces during the parliamentary elections.

  1. Differences in Election Results, Party Doctrines, and Platforms

In the 2024 parliamentary elections, the MPP, DP, HUNP, INDP, and labor unions entered separately, each with their own platforms. It is clear to everyone that these parties did not tell the voters that they aimed to form a coalition government. The platform is a document outlining what the competing political parties will do and how they will develop the country over the next four years. It is audited by state audit institutions.

Among the platforms of the parties and coalitions that participated in the election, the people supported the MPP's platform by voting for it. Attempting to form a coalition government while one party became the majority and another the minority as per the election results would disregard and disrespect the voters' will.

The MPP is a center-left party, while the DP and HUNP are center-right, as clearly stated in their respective charters and platforms. It is evident that platforms of such differing ideologies will have significant differences. Voters considered these aspects when making their choices, resulting in the MPP being chosen as the majority. Forming a coalition government with ideologically different parties would be a reckless step, disregarding the MPP's ideological platform and the voter's trust.

  1. Good and Bad Practices from Both International and Mongolian Contexts

Internationally, political parties with contrasting ideologies, as stated in their charters and platforms, do not form coalition governments. They only do so under extreme circumstances, such as war. There are instances where parties with opposing ideologies formed coalition governments during such times, like in Germany when no party won the majority, leading the CDU, a center-right party, and the SPD, a center-left party, to form a coalition government to keep extreme right and left parties out of the policy-making process.

Currently, in France, to prevent extreme right-wing parties from influencing policy-making, the center-left and center-right parties have agreed to support each other in the elections.

In Mongolia, in 2004, since no party won the majority seats, forming a coalition government was inevitable. At that time, the Mongolian People's Revolutionary Party (MPRP) collaborated with the Democratic Party (DP) to form a coalition government to address significant national issues. However, due to the unchecked activities of the government, the coalition had to disband, and the MPRP formed a new government with other parties, excluding the DP. The people remember this bitter experience, prompting them to support the MPP as the majority and assign oversight to the DP as the minority in the latest elections.

Attempting to disregard this choice by forming an unchecked government would be extremely irresponsible.

In 2008, the MPRP won the majority but attempted an unlawful "non-standard" coalition government with the DP, which violated the law and disrespected the voters’ will. This resulted in unchecked governance and the infamous "MPRP-DP Coalition" era in our political history. The people today clearly oppose the restoration of this coalition, and we hope that the MPP, as a responsible political force, will avoid repeating this mistake.

  1. If the MPRP-DP Coalition is Restored, Justice Will Be Buried

During the campaign, the MPP leadership promised to correct the mistakes of the last 30 years and to start a new 30 years. Forming another MPRP-DP coalition would mean perpetuating the same mistakes and deceiving the people.

In Mongolia, corruption is rampant, and the people are very frustrated. This systemic corruption, named “MPRP-DP Coalition,” stems from unchecked collusion and power abuse. According to research, people believe political parties are the primary culprits of corruption.

In such a scenario, forming a coalition government would negate the people’s choice and collude to dismantle the necessary oversight mechanism in the State Great Khural to perpetuate corruption. A coalition government formed unlawfully would lack legitimacy. The only democratic process that forms legitimate governance, which is the election, would lose its significance, and the people would lose their right to establish the government. Attempting to form a coalition government despite the MPP's majority won by the voters would violate the fundamental principle of the Constitution that "The power of the government belongs to the people". It would also violate the principle established by the Constitution and its amendments that Mongolia is a parliamentary democracy. This would establish a dictatorship of the coalition, reviving the dangerous phenomenon of faux democracy. The reputation of the government would plummet, and the political crisis would deepen.

Based on all of this, the MPP winning the majority and forming the government lawfully as a reflection of the people's choice is the most appropriate path. Moreover, the MPP has the necessary educated, ethical, and responsible personnel to implement its election platform and govern effectively. The most trusted partner for the MPP is not any other party but the people of Mongolia. The people overwhelmingly voted for the MPP. Now, if the MPP leadership and the members of parliament remain faithful to their slogans, "Victory of the People" and "Choice of the People," they should respect the choice of the people and proceed to form the government and fulfill their platform.

He said, "Compared to the previous year, the number of tourists has increased this year. In the first six months of 2024, more than 300,000 tourists visited, which is a 13% increase from the previous year.

On July 1, Mongolia received the highest number of tourists in a single day in its history. Specifically, 5,174 tourists arrived in one day. On this day in 2023, there were 4,724 tourists. The majority of tourists visiting our country come from Russia, China, South Korea, and Japan," he said.
