Executive of "Eco Standard Petroleum" to Be Investigated Again for Emitting Foul Odor in the Capital

Published: Tue, 02 Jul 2024

In mid-October 2023, a foul odor spread in the capital, causing particular upset to residents around Eastern Four Roads, the 13th micro-district, and the "Dunjingarav" shopping center. A joint task force from the National Emergency Management Agency (NEMA), the National Environmental Protection Agency (NPEA), the National Police Agency (NPA), and the Water Supply and Sewerage Authority (USUG) began investigating from the area around "Dunjingarav" towards Nalaikh district. They concluded that the odor was caused by the release of automotive oil and grease into the main sewer line. Specifically, on October 11, 2023, at 21:00, hazardous and toxic substances were dumped into a 50 cm diameter central sewer line in Khoroo XI, Bayanzurkh District, which was supposed to remove wastewater from Honkhor. This caused the noxious smell to affect citizens of the capital by October 12th.

During further investigation, a company named "Eco Standard Petroleum" LLC, operating out of Khoroo V in Nalaikh District and involved in recycling waste automotive oils and producing diesel fuel, was found responsible. Consequently, the executive director of the company, B. Narantsatsral, was charged under sections 20.11-1 and 20.11-3 of the Criminal Law for discarding dangerous waste and hazardous chemicals in non-designated areas, and falsifying the classification of these wastes intentionally for the benefit of the company. The case was transferred to the First Instance Criminal Court of the Bayanzurkh District.

It was revealed that B. Narantsatsral had called for a "wastewater suction service," which resulted in 20 tons of waste oil being vacuumed and dumped into the sewer line. The pre-hearing of this case, overseen by Judge S. Ayushjav of the First Instance Criminal Court of the Bayanzurkh District, was remitted to the prosecutor for additional actions. Despite the NPA's supervisory prosecutor N. Unurbayar's opposition and appeal to the Criminal Court of Appeals, the original decision of the First Instance Court was upheld.

Intellinews: Mongolia is becoming an increasingly important partner for Russia

Published: Fri, 05 Jul 2024

During the Shanghai Cooperation Organization summit, Russian President Vladimir Putin met with Mongolian President Ukhnaagiin Khurelsukh in Kazakhstan's former capital, Almaty.

Over two years ago, after Western countries imposed stringent sanctions due to the aggression in Ukraine, Mongolia began shifting its business and trade focus from the West to the East, making Mongolia an increasingly important partner for Russia. Although Mongolia, a landlocked and isolated country, remains cautious of Russia, it is leveraging the growing attention from both China and Russia to attract investment and develop its economy.

"Congratulations on your re-election as President of Russia. This reaffirms the confidence and support that the Russian people have in you and your policies," the Mongolian President told Putin.

Putin discussed the possibility of increasing cooperation with Mongolia in the energy sector, specifically by boosting hydrocarbon supplies.

"Energy has always been one of the main areas of our cooperation and remains so today," he said. Russian Deputy Prime Minister Alexander Novak told reporters that they discussed the construction of the "Power of Siberia-2" gas pipeline through Mongolia.

"We discussed the construction of the 'Power of Siberia-2' gas pipeline passing through Mongolian territory, participating in creating a natural gas supply scheme, and expanding cooperation," Novak said, adding that Moscow currently supplies 95% of Mongolia's petroleum products.

Mongolian President Ukhnaagiin Khurelsukh stated, "Our economy is growing, and so is the demand for electricity. We are collaborating with our Chinese counterparts to construct the Erdeneburen River hydropower plant, and this project is progressing well. During a meeting in Beijing, I expressed the hope that a similar project, the Egiin River hydropower plant, would be started with Russia's cooperation. Of course, we are aware of the environmental issues and are ready to resolve them in partnership with Russia."

Given the rapid pace of climate crises, Mongolia, being heavily affected, also received Putin's assurance of support. Last winter, Mongolia faced a severe natural disaster, resulting in the death of over 16 million livestock.

President Putin noted that Russia and Mongolia have robust cooperation on various international platforms and are close to signing an agreement with the Eurasian Economic Union (EAEU), which will open new avenues for collaboration. "Historically, our bilateral relations have been built on a deeply positive and solid foundation of cooperation and friendship for many decades. We did notice a slight decrease in mutual trade last year. However, Ulaanbaatar Railway transported a record five million tons of cargo between Mongolia and Russia. Mongolia is also increasing its cargo transit from Europe to Eurasia and from Europe to China," he said.

Moreover, Russia plans to build a railway connecting the Far East of Russia to China through Mongolia. The proposed western route will link the Republic of Tuva through Western Mongolia to Chinese partners.

Eurasia remains a focal point for Beijing as it seeks to connect its market to Europe via land routes as part of the Belt and Road Initiative (BRI). "The work on an agreement between Mongolia and the EAEU is nearing completion, and I am confident that this will not only strengthen the formal legal framework of our relations but also create realistic new opportunities for cooperation. We are actively working within the United Nations and other organizations," Russia's leader said.

A trade agreement between Mongolia and the EAEU is currently being drafted. A temporary agreement under the Russia-Mongolia-China economic corridor program includes tariff reductions for 375 types of products, including sweets, dairy products, petroleum products, and petrochemical products, as well as vehicles.

Ch. Lodoysambuu: The Prime Minister, opposed by 62% of voters, is coming in with his party to form the government

Published: Fri, 05 Jul 2024

Member of Parliament Ch. Lodoysambuu addressed Prime Minister L. Oyun-Erdene during the parliamentary session discussing the appointment of the Prime Minister.

MP Ch. Lodoysambuu: "People might congratulate the Prime Minister and wish him success. But before that, let's remind ourselves that this is not a cause for celebration. 62% of voters have opposed the Prime Minister, who is now coming in with his party to form the government. 62% of voters have indicated that they do not support this Prime Minister. Why so? Because our democracy index has significantly declined in the past three years. Property rights and freedom of speech no longer exist. We have also fallen behind in terms of press freedom. Attempts are being made to buy off journalists, and if that fails, they are smeared and detained at their homes. Our corruption index has also worsened. The so-called fight against corruption has been limited to naming a few individuals. Fighting corruption means addressing its causes and preventing it from happening. That aspect has been neglected.

MPs say negative campaigning has gone too far. Indeed, in the past few months, Mongolian society has been ideologically divided. One's approach to achieving goals reveals a lot about their character. The Mongolian people have judged on this basis.

What will be the structure and composition of the new government? Will it continue with its current bloated structure, or will it grow even bigger due to coalitions?"

PM L. Oyun-Erdene responded: "I am glad to see you in Parliament. As a member of the top decision-making body, you have the special authority to access all information. There is a big difference between observing from outside and working from within. So, I ask you one thing: if you truly want to be honest, work for six months or perhaps a year, and if what you mentioned isn't factually accurate by then, come back and correct yourself like a man.

Many issues are different from what they seem. For instance, when the anti-corruption court was being discussed in this chamber, the detention of a journalist coincided with it. MP N. Altankhuyag knows this. There are occasions when a Prime Minister might not be aware of an advisor's detention. You will understand this once you join the government.

When issues are raised with the law enforcement and judicial bodies, efforts are made to divert public attention.

I am glad to see representatives from the media sector in Parliament.

The corruption index is an estimate. The more we raise issues, the more it seems to grow—which is a common trend. We can choose not to raise issues and remain silent.

I will accept valid criticism. But in 2-3 years, as an MP, you will have to bear your share of responsibility."

Decision on Cooperation with the Government to be Made at a General Meeting

Published: Tue, 02 Jul 2024

A new State Great Khural has been established, and the first 126 members have taken their oath. Though the MPP (Mongolian People's Party) has secured enough seats to form a government on its own, it is interested in working in coalition with the DP (Democratic Party) and the HUN party.

At a meeting of the ruling party's Executive Committee, a working group including Chairman L. Oyun-Erdene, Speaker of the State Great Khural D. Amarbaysgalan, and Acting Secretary General of the MPP Ya. Sodbaatar was established. It was reported that yesterday, the MPP officially made proposals to the aforementioned two parties.

Accordingly, the DP's Political Council was to discuss their proposal; however, no meeting had been announced at the time of publication. Moreover, a source indicated that no official offer had been received yet.

Preliminary reports suggest that the current government's plan includes 25 ministries, with 16 positions allocated to the MPP, eight to the DP, and one to the HUN party. The final decision will be made at an upcoming meeting of the MPP's General Assembly, though no date has been set yet.

A Green Park Friendly to People and Beneficial to Society, Setting a Benchmark in Mongolia, Successfully Established by Rio Tinto Mongolia

Published: Thu, 04 Jul 2024

Rio Tinto Mongolia company has successfully established the largest green park in the heart of the capital, in the A Zone of Ulaanbaatar city.

Two years ago, the company began the work of creating a green park on a public 10.2-hectare land located on the western wing of the 58-year-old Children's Park. This park was opened to the public. As a result, there is now one more place for citizens to relax and enjoy.

The "Let's Create the Park Together" project is not the creation of one person or one company. The highlight of this project is that it was built with the valuable contributions and suggestions of the public and the strength of the community. For instance, when collecting proposals on how to make the park more accessible and comfortable, the team received over 10,000 suggestions from citizens, which were incorporated into creating the current park.

Rio Tinto Mongolia has developed a green park over a 10.2-hectare area. This park consists of two main parts: the southern and northern sections. The southern part has been created as a Botanical Garden characterized by tranquility surrounded by lawns, trees, and shrubs, while the northern part is designed as an active zone with an open green theater and a children's playground to encourage active activity. This area was previously owned by a private company called National Recreation Park. By turning this into a public area, Rio Tinto Mongolia transformed it into a green park. The company independently financed the entire project. Of course, support and assistance were always received from the City Government. A lot of heart was put into this project to show the residents of the capital how a green park can be built and what quality it can achieve.

Although the park is divided into two parts, it contains 10 main facilities:

  1. Paw Friends’ Playground
  2. Relaxation Area
  3. Open Theater
  4. Skateboarding Area
  5. Meeting Spot
  6. Playground
  7. Restrooms
  8. Restaurant
  9. Central Square
  10. Pond

Nowadays, citizens, especially the youth, have a high interest in keeping pets. Hence, it is common to go out or travel with their pets. However, some people do not clean up after their pets, resulting in polluted surroundings. Considering this need, a special section has been created where people can be with their pets, focusing on safety and cleanliness. Additionally, a special device to quench the pets' thirst has been installed in this area.

Places where people gather often become venues for community events, meetings, artistic activities, and competitions. Thus, the project team established a circular, open theater covered with grass, accommodating about 800 people and offering acoustic sound. If young people wish, they can hold their desired events, including "Open mic" and artistic performances.

They used to gather somewhere in the city, carrying their skateboards, but now they don't have to wonder where to meet. A skateboard area meeting international standards and ensuring safety has been established in this new park. As stated, the suggestion for a skateboard area received the most support. However, building this area was not without difficulties, as it required specific slopes that posed challenges when using regular concrete and were impacted by the country's climate. Therefore, after researching and trying different methods, the area was completed in collaboration with the "Uukhai" club to meet the sport's strict standards.

Moreover, the project team plans to install a phone booth next to the area in agreement with the Mongolian Telecommunications Company, allowing children to contact their families or call for help if needed during emergencies.

The children's playground in the park is named Mazalai, featuring a slide in the shape of a Mazalai bear. The playground design philosophy avoids any fragile or dangerous elements, common in some foreign-playground designs, using recycled materials for the structures. Importantly, the playground supports active movement, ensuring children engage in various physical activities. Most of the equipment was brought from England.

An essential feature of the park is the pond located in the central area. It is not too deep, which reduces the risk for small children who may unintentionally enter. Although low-risk, the pond still requires attention due to its water content. Birds have also begun to visit the park since the pond was established. The pond is connected with bridges made of stone and wood and includes a purification system to prevent stagnation and contamination. Furthermore, a red pavilion is being crafted by local artists above the pond, expected to finish before the national festival. This art installation is intricately hand-crafted, and the project team requests to keep it clean and devoid of marks or inscriptions.

For city residents spending their days amid the noise and concrete jungle, green spaces have always been invaluable, especially for sitting and relaxing. A prominent example is the artificial grass placed at the central square in past years. The southern part of the new green park, covering half the area, is designed for citizens to relax in green spaces, featuring innovative elements like a rainbow curtain, which is similar to an irrigation system and provides cooling during summer, creating rainbows at specific times.

Thus, it is impossible to overstate the new green park's innovative and advantageous features, including adding 40,000 more plants to the existing 1,500 trees and shrubs and placing directional signs every 200 meters, designed to meet international park standards with drainage systems to manage floodwaters. The park also caters to the needs of children and people with special requirements with modern design and architecture, including public restrooms. Rio Tinto Mongolia has successfully created a people-friendly, socially beneficial green park that sets a benchmark for Mongolia.

30 Officers on Horseback Patrol in Streets, Ger Districts, and Tourism Areas

Published: Fri, 05 Jul 2024

In connection with the government's declaration of 2023-2025 as the "Years to Visit Mongolia," horseback patrols based on Mongolia's historical traditions are being conducted in the streets and squares of Ulaanbaatar to ensure the safety and guidance of tourists.

The horseback patrol aims to prevent, stop, and detect crimes and violations, as well as to prevent flood disasters.

Currently, the horseback patrols are organized along 15 routes with 30 officers, covering the streets, ger districts, and recreational areas from "Khar Usan Tokhoi" in Bayanzurkh district to the Biocombinat in Khan-Uul district, along the banks and surrounding areas of the Tuul River, and in six central and one remote district.

These patrols have the advantage of reaching areas not accessible by vehicles or on foot, such as narrow streets and riverbanks, in a timely manner in response to citizens' calls.

In 2010, to fight crime, prevent violations, support public order, and conduct horseback patrols along the Tuul River banks, the City Council allocated a budget of 112 million MNT, purchased 20 "Budenny" breed horses from Russia, and established stables at the livestock feeding grounds in Songinokhairkhan district.

Do not lose attention and vigilance more than relying on rescuers

Published: Tue, 02 Jul 2024

Yesterday, certain reports highlight that as the world rapidly changes, weather updates become crucial. Specialists can now accurately predict when and where severe weather events will occur. Unfortunately, few people plan their activities accordingly. Despite warnings of continuous rain and imminent floods, many still venture out on trips and long journeys, seemingly in defiance.

Scenes of people playing cards, grilling meat, drinking alcohol, and laughing along riversides are common. In such revelry, it seems families and friends might even forget about their children.

Cases of people getting trapped in water or caught in floods during such trips have been reported. During adverse weather conditions, some groups still go on outings, mocking the rain by saying, “Drinking alcohol is not affected by rain.” Many of those who drowned did so after drinking and losing their balance in the river.

Since the beginning of this year, until yesterday, 51 water accidents have been recorded in six districts of the capital and 13 soums of 16 provinces. A total of 33 people have drowned, including five children. According to rescuers, the main cause of children drowning is the lack of supervision from parents or guardians. There are also frequent incidents of vehicles getting stuck or blocked in rivers while attempting to cross unverified routes. Rescuers have responded to many calls where people were stranded on top of their cars. Some of these incidents occurred because drivers overestimated their vehicle's capabilities and attempted to cross rivers. Despite the abundant rainfall this summer, no one has drowned in floodwaters. People lose their lives mainly by entering rivers and lakes.

Rescuers emphasize that saving someone from sudden danger, especially from drowning, is a risky endeavor. Whether one can swim or not, there is a danger of suffocating within just ten seconds. If fortunate, some manage to grab onto branches or reeds and survive, but water can swallow people instantly. “When someone drowns and you look back, they simply disappear.” This shows that it’s crucial not to lose caution and rely excessively on rescuers.

Every summer, major riverbanks and secluded spots turn into vibrant holiday scenes, filled with colorful tents and bustling activity. Despite the efforts of the emergency services to reduce drowning accidents, the incidents do not decrease. To mitigate accidents, rescuers patrol riverbanks starting June 10th annually. Nationwide, emergency personnel are monitoring the banks of major rivers and lakes. For instance, the capital's rescue team patrols the most frequented spots around Gachuurt's Black Water Corner by boat.

Along the riverside, you see people playing cards, grilling meat, and drinking. Families seem to forget about their children in the revelry. Children are seen playing in the water without adult supervision. It is dangerous to see two boys diving with their heads barely above water. When asked about safety measures, the leader of a rescue team, senior lieutenant O. Ulaankhuu, mentioned, “Even on a working day, there are lots of people here. The crowd significantly increases during holidays. Currently, our team consists of three rescuers, a driver, and a police officer.”

People often camp and drink by the river. In their inebriated state, they tend to argue, fight, or even enter the water. For example, a couple who were both drunk had an argument, leading the wife to enter the river. Such acts, often done to scare or threaten each other, are highly dangerous. Compared to previous years, water accident calls have increased this year. So far, we have saved 201 lives, including 34 children. Sadly, 33 people have drowned, a fourfold increase from the previous year. Drowning, especially in large numbers, is truly regrettable.

During times when river and lake levels significantly rise, it is crucial to avoid entering the water. Even if one is a good swimmer, the increased water levels and currents pose a higher risk of drowning, along with potential muscle cramps and other hazards. Despite warnings, people continue to enter deep waters and drown. Cases of unrecognized bodies being found have also increased. He recommended that parents supervise their children closely and avoid allowing them to play with inflatable toys, mattresses, or balls in water. A recent tragic incident on June 24th involved a family losing their child to drowning when the boy fell off an inflatable mattress.

In another heroic act, a 19-year-old boy in Selenge province saved two children from drowning but lost his own life. If the family had been more vigilant, such tragedies could have been avoided. Additionally, a young man saved a toddler when the child’s parents were busy setting up a tent by the river. The toddler had wandered off into the water. The quick response of the young man and emergency medical assistance saved the child.

Rescue teams patrol major rivers and lakes, providing guidance and warnings to ensure public safety. However, even though the advice like “Don’t enter the water after drinking” and “Don’t leave your children unattended” are well-received, they are often not followed, leading to tragic accidents. Rescuers point out that once someone drowns, saving them is difficult and needs immediate response. Rescuers and emergency services urge people to be vigilant, reminding them that safety depends significantly on their own precautionary measures. Some hesitate to call for help during an emergency, fearing legal issues or panic. Such delays can result in fatal outcomes.

Creating good memories with family and friends shouldn’t require enforcement or external pressure. To avoid leaving loved ones in mourning, it’s paramount to maintain vigilance and caution during recreational activities by the water.

D. Tsogtbaatar: If You Are Hiring a Few Leaders and Profit Seekers of the DP Under the Name of Cooperation, Acquire Them into Your Party

Published: Fri, 05 Jul 2024

In connection with the Prime Minister's appointment, members spoke. Here are some highlights from some of the speakers.

N. Altankhuyag: L. Oyun-Erdene, you have managed to endure for three years and are looking to extend again

MP N. Altankhuyag: The job of the Prime Minister is tough. I understand. L. Oyun-Erdene, you have managed to endure for three years and are looking to extend again. When I was in that position for just two years, I was ousted by a coalition of people from both sides.

You should come to the Parliament and give updates. I used to provide updates every two weeks. In the past four years, I haven't seen you do this. This is very wrong.

Assign your financial and economic policy tasks to competent people. Do you lack capable people in this area?

J. Aldarjavkhlan: There is a need to establish a standing committee for the capital city issues

MP J. Aldarjavkhlan: There is a need to establish a standing committee for the issues of the capital city.

Secondly, if the opposition continues with a policy of opposing everything, Mongolia will suffer. I suggest that you implement our correct policies along with your initiatives.

D. Tsogtbaatar: If the MPP believes they have won, they should form a government on their own

MP D. Tsogtbaatar: From an individual member's perspective, I would like to convey the suggestions sent by voters to the Prime Minister.

The ruling party has trampled on human rights and press freedom in the past. I hope this will be addressed.

Stop the influence of politicians on law enforcement officers.

If the MPP believes they have won, they should form a government on their own. If you are hiring a few leaders and profit seekers of the DP under the name of cooperation, acquire them into your party.

M. Narantuya-Nara: Let's burn the raw coal we are used to using

MP M. Narantuya-Nara: With the re-appointment of the Prime Minister, will the Government's action plan be updated or continued?

In the past four years, many people have died due to improved fuel. Therefore, citizens are advocating for burning the raw coal they are used to using. I hope that the Government will ensure the safety of its citizens at an appropriate level. Also, I ask all members to support the Family Law.

B. Tuvshin: I liked Prime Minister L. Oyun-Erdene's statement, "Then, you participate and continue"

MP B. Tuvshin: Mr. D. Amarbayasgalan, avoid getting involved in palace intrigue. Check your documents carefully.

I thoroughly enjoyed Prime Minister L. Oyun-Erdene's statement, "Then, you participate and continue." If this approach prevails, it will be fine. We will participate. When we participate, we will do so with a lot of proposals and without complaining or criticizing.

B. Munkhbayasgalaan: Prime Minister, When Forming a Coalition Government, Think About the Country Rather Than Your Party, Factions' Unity, or Friends

Published: Fri, 05 Jul 2024

The State Great Khural's session is discussing the issue of appointing the Prime Minister. In this context, members have expressed their opinions. Here is the speech of State Great Khural member B. Munkhbayasgalaan addressed to the Prime Minister.

State Great Khural member B. Munkhbayasgalaan: "You are a Prime Minister with a journalist background. In the history of Mongolia, you are one of the two Prime Ministers with a journalist background who have served twice. Freedom of the press is being lost, and in some cases, the media is becoming excessive. I am ready to cooperate on this matter. Five journalists have been elected to this parliament.

According to media reports, you are planning to establish a Human Resources Ministry. Mongolia is in a state of human resource decline. If you are planning to establish such a ministry, I will support it.

I appreciate your fight against corruption. I have been critical of some aspects. Mongolia has a multi-party system. Each party has many factions within it. Factions have many interests. When making your choice to form a coalition government, think about the country rather than your party. Think about the country rather than factions' unity. Think about the country rather than friends.

Another thing to keep in mind is that the special needs representatives were not elected to this parliament. They are still without office. Consider including representatives of people with special needs in the structure of the government.

Let me warn you, if a government is formed that cooperates to commit theft, I will not remain silent."

B. Jargalan: We request an explanation from L. Oyun-Erdene on why the MPP refused to establish the government independently

Published: Fri, 05 Jul 2024

The issue of appointing the Prime Minister of Mongolia is being discussed in the parliamentary session.

The MPP party has proposed L. Oyun-Erdene to be appointed as the Prime Minister to President U. Khurelsukh of Mongolia. President U. Khurelsukh presented this proposal during the parliamentary session.

During the discussion on the appointment of the Prime Minister, members asked questions and received answers.

Parliament member B. Jargalan: The 2024 election was very challenging. It was adverse for the enlarged constituency, women, and youth, influenced by money, and even threatened the lives of some party members.

The MPP won enough seats to form the government independently. Yesterday, a document titled 'Invitation to Solve Developmental Issues' signed by the MPP was sent to the DP (Democratic Party). We are seeking an explanation from L. Oyun-Erdene on why such a decision was made, why they refused to form the government independently.

Parliament member L. Oyun-Erdene: There are overlapping, unresolved issues in the party programs. For example, addressing the energy issue requires consensus.

A proposal was sent to the parties with the most seats, the DP and KHU (National Labour Party), to identify and resolve critical issues and collaborate on a principled basis considering the geopolitical difficulties.
