Corruption and Official Misconduct Increase by 9.5% in Election Year, Resulting in ₮2.2 Trillion in Damages

79% of corruption and official misconduct cases involve political and public officials abusing their powers.

Corruption and official misconduct cases increased by 9.5% in the first half of 2024 compared to the same period last year, according to the Office of the Prosecutor General of Mongolia. Prosecutors supervised a total of 1,366 cases, with 167 of them resulting in indictments and being sent to court. Specifically:

  • 120 cases of abuse of power and official position
  • 53 cases of accepting bribes
  • 56 cases of giving bribes
  • 4 cases of illicit enrichment were sent to court.

As a result of corruption crimes, the damages amount to ₮2.2 trillion, which is almost 1/6 of the government's revenue for the first five months of the year.

According to a study by Transparency International, Mongolia has been one of the 10 countries with a steadily worsening Corruption Perceptions Index since 2017. Additionally, the director of the Institute for Economic Research, B.Tuvshintugs, criticized the government for its overly extravagant fiscal policies.

"Successive governments generally focus on two main areas to combat corruption: amending the penal policy in the Criminal Law and arresting influential political figures who provoke public discontent. Fitch: The New Government's Long-Term Fiscal Policy is Crucial for Mongolia's Credit Rating

Having moved past the 2024 parliamentary elections, Fitch Ratings has outlined the key factors affecting Mongolia's credit rating.

Fitch Ratings emphasized that the long-term fiscal policy of the newly established government is of utmost importance to Mongolia's credit rating. In other words, a sound financial policy is deemed crucial for maintaining the stability of Mongolia's economic growth, which has been accelerating due to the influence of the mining sector.

Fitch Ratings highlighted that the Mongolian People's Party's re-election as a majority in the 2024 parliamentary elections opens up the possibility for the continuation of wide-ranging economic policies.

Relatedly, it is assessed that the risk of economic policy changes negatively affecting strategic mining projects is low. Consequently, it is predicted that the flow of direct investment will remain stable in the coming years.

In February last year, Fitch Ratings maintained Mongolia's credit rating at the "B" level and stated that the outlook is "Stable". However, it is predicted that the budget and current account will return to a deficit in 2024, mainly influenced by the expansionary fiscal policy and increasing domestic demand.

Additionally, Fitch Ratings revised its forecast for Mongolia's GDP growth. Specifically, in February, Fitch Ratings forecasted that Mongolia's economy would expand by four percent in 2024, which has now been revised to seven percent. The current account deficit for this year, equivalent to four percent of Mongolia's GDP, is an improved figure compared to Fitch Ratings' previous forecast. The budget deficit, equivalent to one percent of GDP, is also an improvement over the February forecast of two percent.

Furthermore, Fitch Ratings clarified that the improving economic indicators of Mongolia positively affect the short-term outlook for its credit rating. However, it was also pointed out that maintaining macroeconomic stability and efficiently managing risks during the mining and commodity growth cycle is crucial for the credit rating.

Among the countries rated by Fitch, Mongolia has the highest dependency on the mining and commodities sector, as mentioned in their report.

The World Bank Lowers Mongolia's 2024 GDP Growth Forecast from 6.2% to 4.8%

The World Bank has released its June report on the global economic outlook.

The World Bank has revised its previous projection of Mongolia's economic growth in 2024 from 6.2% down by 1.4 percentage points to 4.8%. Meanwhile, the forecast for Mongolia's economic growth in 2025 has been raised by 0.2 percentage points to 6.6%.

In its previous report, the World Bank cited increased production in the mining sector, a recovery in private consumption, and expanded fiscal spending as key determinants of economic growth. Furthermore, medium-term economic growth is expected to accelerate, averaging over 6% in 2025-2026. This is mainly attributed to the expected doubling of production at the Oyu Tolgoi mine by 2025 compared to this year's levels.

Key indicators in the new report show that the economy of Guyana, located on the northern coast of South America, is forecast to grow by 34.3% this year, marking the highest growth rate. Additionally, the economy of Palau, a country with a population of 21,000, is expected to grow by 12.4% this year, leading among Southeast Asian nations.

Furthermore, the World Bank has raised its 2024 growth forecast for China's economy by 0.3 percentage points to 4.8%, owing to improving key economic indicators over the past two months. However, as food prices in the country have begun to stabilize from last year's decline, inflation is expected to increase slightly.

The World Bank report notes that inflation in Mongolia is projected to continue accelerating. For instance, weather conditions affecting agricultural and livestock production could reduce food supply, driving up prices.

Overall, the global economic outlook suggests short-term growth, though it is expected to remain below previous standards. The report indicates that economic indicators for over 60 countries, which comprise 80% of the world's population, will be below the average levels seen in 2010 for the years 2024-2025. Contributing factors include geopolitical tensions, trade disruptions, sustained high policy interest rates, and an increase in natural disasters related to climate change.

Addressing challenges hindering global economic growth requires collaborative efforts. In particular, countries need to work together to support and accelerate transition towards trade security, green energy, digital transformation, and food security.

The World Bank believes that in developing countries, public investment will support productivity and attract private investment, thereby fostering long-term growth.

Mongolia, Algeria, Iran, and Ukraine Join the Ranks of Upper-Middle-Income Countries

The World Bank annually classifies 189 member countries, along with 29 others, into four groups based on their Gross National Income (GNI) per capita: high income, upper-middle income, lower-middle income, and low income. Last year, Mongolia's GDP grew by 7.0%, and its GNI per capita increased by 16.0%, reaching $4,950. As a result, Mongolia has joined the ranks of upper-middle-income countries.

This year, Mongolia transitioned from the lower-middle-income classification to the upper-middle-income category, alongside Algeria, Iran, and Ukraine.

Domestic Violence Crimes Have Been Registered at 53.3% in the Capital

During the first half of this year, the prosecutor's office monitored 429 cases of violence such as continuous beating and cruel treatment of family-related individuals.

Out of these, prosecution conclusions were prepared for 228 cases and submitted to the court.

The majority of the individuals involved in domestic violence crimes were aged 31-44.

Of the 240 people investigated for this type of crime:

  • 20% were aged 18-30
  • 21.2% were aged over 45
  • 58.3% were aged 31-44

Additionally, 44.1% of the crimes were committed under the influence of alcohol.

In terms of gender, 95.8% were male, and 53.7% were unemployed.

Domestic violence crimes have decreased by 32% compared to the same period in 2023, with 53.3% registered in the capital and 46.7% in rural areas.

Warning: People Aged 18-30 Are Using Narcotics

The Prosecutor's Office monitored 282 cases of illegal use of narcotic drugs and psychotropic substances for half a year, involving 134 people, and transferred 94 cases to court with indictments.

The majority, or 66%, of those involved in such crimes are aged 18-30, 26.5% are aged 31-44, 5% are over 45, and 2.5% are under 18. In terms of gender, 84% are male, and 65.5% are unemployed.

87.9% of the crimes related to the illegal use of narcotic and psychotropic substances were registered in the capital, while 12.1% were registered in the Selenge, Darkhan-Uul, Orkhon, Dornogovi, Arkhangai, Umnugovi, and Khentii provinces.

This type of crime has increased by 6.8% compared to the same period in 2023.

What the North Korea-Russia Rapprochement Means for Mongolia’s Transit and Transport Network

The increased cooperation between China, Russia, and North Korea offers a historic opportunity for Mongolia to gain new, usable sea ports by addressing the issue of the Tumen River corridor.

Last June, Russian President Vladimir Putin’s first visit to Pyongyang in 24 years garnered much attention. The majority of international media and research organizations highlighted the signing of the "Comprehensive Strategic Partnership Agreement" between Russia and North Korea, the most extensive and significant agreement between the two countries since the Cold War. This agreement has further strengthened Russia-North Korea relations. Additionally, another successful agreement between the parties received relatively less media coverage.

China's interests were also involved, as Russia and North Korea signed an intergovernmental agreement to construct a broad bridge over the Tumen River, encompassing both roads and railways. An old, 9-meter-high railway bridge already exists over the river, but its limited capacity hinders the development and use of the Tumen River's maritime outlet for major trade vessels in Northeast Asia.

The Tumen River, which flows over 500 kilometers through parts of China, North Korea, and Russia, has long been a geopolitical focal point in Northeast Asia. The river serves as the natural border between the three countries and provides China with a potential maritime route to the Sea of Japan. However, historical, political, and geopolitical complexities have prevented full recognition and utilization of the river's strategic value.

During Putin's visit to Beijing in May 2024, China and Russia reached an agreement on access to the sea via the Tumen River. Their joint statement emphasized plans to initiate constructive dialogue with North Korea regarding Chinese vessels traveling along the lower Tumen River. During his visit to North Korea last June, Putin announced the construction of a new road and railway bridge over the Tumen River, although whether this will involve renovating, expanding, or replacing the existing bridge remains to be seen.

What significance does all this hold for Mongolia?

Parts of the recent "Comprehensive Strategic Partnership Agreement" between Russia and North Korea resemble the "Friendly Relations and Comprehensive Strategic Partnership Agreement" signed between Russia and Mongolia in 2019. Russia established these international agreements under different conditions and times with these countries in the Asia-Pacific region and globally.

Since the dissolution of the Soviet Union, Mongolia-Russia bilateral relations had remained stagnant for about 30 years. However, the 2019 agreement aimed to elevate these relations to counterbalance Mongolia's intensively developing relationship with China. Yet, Mongolia's aspiration appears unfulfilled compared to its organic ties with Beijing.

On one hand, since the agreement, Russia's political and security influence in Ulaanbaatar has increased. Russia seems to have aimed to limit and control Mongolia's relatively dynamic "Third Neighbor Policy" and diplomatic activities. This became particularly evident following the Russia-Ukraine war. On the other hand, economic and trade relations between Mongolia and Russia have not seen significant change post-agreement. Mongolia continues to remit its mineral resource revenues, including coal and copper extracted from the Gobi desert, to Moscow under asymmetrical trade terms. This long-standing economic imbalance with Russia remains a point of dissatisfaction among Mongolians.

In this context, the development of trade and transit transportation networks between China, North Korea, and Russia could offer certain benefits to Mongolia. Long-term aspirations might enable rail access to North Korean ports, facilitating the export of Mongolian goods to third and fourth countries via the “Choibalsan-Rashaan” (also known as Two Mountains railway) railway project.

The “Choibalsan-Rashaan” railway project is designed to connect Rashaan city in the Inner Mongolia Autonomous Region of China and Choibalsan city in Mongolia's Dornod province. Initially proposed by the Soviet Union, the project halted due to deteriorating Sino-Soviet relations. However, Jilin province in China revived the concept in the late 1980s, followed by UNDP support in the early 1990s aiming to develop Tumen River region cooperation.

China's preliminary budget plan for the project in 2015 estimated a total cost of 14.2 billion yuan (2 billion USD) for a 476-kilometer railway, including 20 stations, maintenance buildings, bridges, and more. With an estimated annual freight volume of 15-25 million tons, the project projected an 8.1% ROI over a 14.8-year payback period, with construction expected to take about three years.

The 2016 tripartite agreement between Mongolia, Russia, and China on the implementation of the Economic Corridor includes a project to connect landlocked Mongolia to Russian and North Korean seaports via the “Choibalsan-Rashaan” railway.

The project stalled due to various factors like unstable freight turnover and weak financial capacity among stakeholders in Russia's Baikal region, eastern Mongolia, and northeastern China. Enhanced railway links could crucially develop Northeast Asian economic cooperation. If realized, the railway could connect Choibalsan in Mongolia with Jilin and Inner Mongolia in China, leading to North Korea's Rason economic zone ports via the Tumen River corridor.

Increased proximity in Russia-North Korea and Russia-China relations since the 2022 Russia-Ukraine war has led to heightened activity and growing trade between the countries. The congestion in existing corridors necessitates the creation of new routes, potentially crossing Mongolia. Possible routes may include freight from Russia's Chita through eastern Mongolia and China’s Liaoning ports or through the described Tumen River corridor.

Over 20 years of negotiations might culminate in the establishment of a tangible Tumen River corridor. North Korean representatives had previously proposed investment and port utilization terms to Mongolia, including during sessions such as the 2010 visit by former Mongolian Foreign Minister G. Zandanshatar to Rason and Rajin ports.

Other aspects including the 2013 investment by Mongolia's "HBOil" in the “Sungri” oil refinery near Rason were hindered by UN sanctions due to North Korean missile tests. Despite further government-level discussions on coal exports via North Korean ports, various obstacles remain, including those posed by the COVID-19 pandemic.

Upcoming events like the September 2024 Eastern Economic Summit in Vladivostok could lead to further developments. As regional cooperation in Asia-Pacific strengthens, the conference might witness the participation of high-level East Asian leaders. Mongolia’s President U. Khurelsukh might use this forum to discuss transport corridor enhancement and even visit Pyongyang to negotiate North Korean port use.

While the future remains uncertain, analysts and organizations focusing on Northeast Asian transit and transport networks must stay alert and proactive.

President U. Khurelsukh Highlighted Mongolia's Commitment to Implement a Peaceful, Multilateral, and Independent Foreign Policy

President of Mongolia Ukhnaagiin Khurelsukh attended the expanded meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) member countries as an observer in Astana, Kazakhstan, and delivered a speech.

He emphasized that Mongolia is steadily implementing a peaceful, open, multilateral, and independent foreign policy and has established diplomatic relations with all UN member states.

Within the framework of its multilateral foreign policy, as an observer state of the SCO, Mongolia has continuously conducted high-level bilateral and multilateral visits and dialogues with the organization's member states, observers, and dialogue partners.

He noted Mongolia's aim to further expand mutually beneficial cooperation with all participant countries of SCO in the fields of trade, investment, food, agriculture, mining, energy, industrialization, transportation logistics, port infrastructure, environment, green development, tourism, information technology, and humanitarian sectors.

President Khurelsukh highlighted the significant impact of climate change, global warming, drought, and flood disasters on the environment and human society and underscored the importance of expanding cooperative efforts to reduce the risks of natural disasters.

Thus, Mongolia initiated and successfully implemented national movements such as “One Billion Trees” and “Food Supply and Security” to mitigate climate change, reduce global warming, desertification, and land degradation, increase greenhouse gas absorption, and water resources. He also mentioned that Mongolia is preparing to host the 17th session of the Conference of the Parties (COP-17) to the UN Convention to Combat Desertification in 2026.

Mongolia aims to become a “Transit Mongolia” by leveraging its unique geographical position linking Asia and Europe to establish trade, tourism, logistics networks, freight flow, and service hubs.

In this context, he highlighted Mongolia's special attention to developing wide-ranging, mutually beneficial cooperation with Russia and China, according to the “Mongolia-Russia-China Economic Corridor Program,” and actively contributing to implementing major projects such as highways, railways, energy, and tourism.

The Democratic Party Decides to Form a Joint Government with the Government

The Democratic Party's Political Council has made a decision to cooperate with the Mongolian People's Party (MPP) and join a coalition government. However, the specifics of which ministries and structures they will collaborate on will be discussed and finalized with the MPP.

Out of the 53 members of the Political Council, 46 participated in today's meeting, and 32 of them supported the decision.

The leaders of the three parties that will form the government met yesterday at Ikh Tenger to discuss the issue of establishing a coalition government. The Democratic Party has accepted the proposal to form a government in collaboration with the ruling MPP. In forming the coalition government, it is reported that 2-3 new ministries will be established, and 8-10 ministries will be allocated to the Democratic Party, while one seat will be given to the National Labor Party (HUN). G. Uuganbaatar, Head of the NHRC's Department of Human Rights Monitoring and Research, stated: During the Naadam festival, the issue of child jockeys’ rights will be discussed. In this context, it is important to discuss what measures relevant authorities, parents, and guardians should take to protect the life and health of child jockeys.

The conditions under which horse races are organized have changed from previous times. Apart from climate change, the risks to child jockeys are increasing for various reasons. Although horse racing is a national cultural heritage, reasonable requirements are in place to protect the life and health of children from potential risks.

For example, in the first half of 2024, four cases of child deaths from falling off fast horses were recorded. The registration of child jockeys for the National Naadam Festival will take place on July 8-9. Officials will monitor the compliance with the standards of clothing and equipment for child jockeys, whether they are insured, and if the proper consent has been obtained from parents or guardians to protect their life and health.

In addition, during the summer, recreational activities are common. For this reason, traffic on rural roads increases significantly, leading to more traffic accidents. It is important to transport young children in appropriate seats. According to information from relevant state organizations, in the first half of 2024, 11 children drowned, 26 were killed in traffic accidents, and 605 children were injured in traffic accidents. This is a very high number compared to the total population of Mongolia.

Many traffic accidents occur because the safety of transportation vehicles is not fully ensured, traffic rules are not followed, children are not using seat belts, and drivers’ awareness is impaired due to long hours of driving. These traffic accidents have resulted in the aforementioned number of child fatalities and injuries.

Therefore, if you plan to travel in rural areas, ensure the safety of children during transportation, adjust your speed accordingly, and meet lighting and other technical requirements. This is a call to all drivers, parents, and guardians.

In recent years, the use of electric scooters by citizens, children, and young people has increased. However, there is no clear understanding of how electric scooters should participate in traffic and whether they are considered a vehicle according to the traffic law. Given the speed of electric scooters, they are considered under the moped category by relevant authorities. Thus, only individuals over 16 should be allowed to ride them. However, currently, there is no regulation in place.

According to information from the Trauma and Orthopedic Research Center, 261 people sought medical assistance due to injuries related to scooters in 2023, and 65 of them were children. In 2024, 104 people sustained injuries, of which 45 were children. In addition, the police department reported eight cases where children were injured in accidents involving electric scooters. Therefore, it is necessary to clarify how electric scooters should participate in road traffic.

"Flooding Likely if Heavy Rain Follows Heatwave"

The Meteorological Agency has issued a warning that there will be thunderstorms with heavy rain in various regions today, including western, gobi, and eastern provinces, as well as most central regions, and the areas around Ulaanbaatar, Terelj, and Baganuur. Flood-affected rivers:

As of July 4, the water levels of the Tuul River (Altanbulag) on the western slope of the Khentii Mountains, the Khovd, Buyant, and Bulgan rivers originating from the Altai Mountains, and the Kharkhiraa River in the Uvs Lake basin increased by 5-40 cm compared to the previous day.

In the areas around the Tuul River (Ulaanbaatar), the Kharaa River (Darkhan), the Kherlen River (Mungunmorit-Undurkhaan), the Balj, Onon, and Ulz rivers, levels are above flood thresholds by 5-45 cm, with the Tuul River at Lun area surpassing dangerous flood levels by 60 cm.

The flood along the Kherlen River is expected to reach Choibalsan city and exceed the flood threshold by about 10 cm on the days of the Naadam festival, which falls on July 10 and 11. Therefore, residents, especially livestock farmers along the river's lower reaches, are advised to be cautious of the flooding risk and move away from the riverbank.

  • Rivers originating from the Altai Mountains, such as the Buyant, Bulgan, and Kharkhiraa rivers in the Uvs Lake basin, are exceeding flood levels by 15-30 cm.
  • The Khovd River near Myangad sum has surpassed dangerous flood levels by 15 cm.

In the coming days, it is expected to rain intermittently in the mountainous regions of Altai, Khangai, and Khentii, which may cause a sudden rise in the water levels of rivers that are already full and in a flood state, depending on the intensity and amount of rainfall. Residents in towns and settlements along the river basins, as well as livestock farmers and tourists, are strongly urged to be cautious of the flood risk.

The Bank of Mongolia Decides to Maintain Policy Rate at 11 Percent

The Bank of Mongolia, which has lowered its policy rate twice since the beginning of the year, decided to keep the policy rate at 11 percent during its regular meetings on June 25 and July 2. IAAC: Recovered $1.7 Million in Damages from Illegally Selected South Korean Company

The Independent Authority Against Corruption (IAAC) has recovered $1.7 million in damages for Mongolia from a South Korean company that was illegally selected as a project executor.

The "E-Health" project funded by a $19.5 million World Bank loan had been ongoing for six years without yielding results. Following an audit that rated the project unsatisfactory, the World Bank halted the project and demanded the Mongolian government recover a total of $1.7 million.

In March 2023, the Mongolian government issued a decree mandating the recovery of these funds from "Taihan Cable & Solution,” the South Korean company involved.

The IAAC, in collaboration with the World Bank and equivalent organizations in other countries, investigated and found that "Taihan Cable & Solution" had been illegally awarded the project by submitting fraudulent documents. The project funds had been mismanaged, resulting in significant losses for Mongolia.

As a result, the IAAC successfully recovered the $1.7 million in damages from "Taihan Cable & Solution," stopping the interest payments from the state budget on the aforementioned loan.

Experts believe that this meeting was essentially a preparatory session for Putin to solidify his base, masked with talks of a fairer, multilateral global order, and declarations of mutual beneficial and equitable cooperation.

According to international critics, Russia aims to incorporate countries like Belarus and Kazakhstan into its aggressive stance using its influence.

Belarusian President Lukashenko stated that member states need to enhance the SCO's role in creating a democratic, fair, new international political and economic order to improve the current situation.

1.7 Million Dollars Recovered by the Anti-Corruption Agency

A total of 1.7 million dollars has been recovered by the operations of the Anti-Corruption Agency.

The “E-Health” project with an investment of 19.5 million dollars funded by the World Bank was implemented in Mongolia starting from 2016. However, audit reports evaluated the project inadequately, leading the World Bank to halt the project and demand a total of 1.7 million dollars from the Government of Mongolia. The number of drug-related crimes has increased by 6.8% compared to the first half of the previous year.

The Prosecutor's Office monitored 282 cases of illegal use of narcotic drugs and psychotropic substances over the past six months, and prosecuted 94 cases involving 134 individuals.

Of those involved in such crimes, 66% are aged 18-30, 26.5% are aged 31-44, 5% are over 45, and 2.5% are under 18. In terms of gender, 84% are male, and 65.5% are unemployed.

87.9% of these crimes occurred in the capital city, with the remaining 12.1% recorded in Selenge, Darkhan-Uul, Orkhon, Dornogovi, Arkhangai, Umnugovi, and Khentii provinces.

According to the General Prosecutor's Office, these types of crimes increased by 6.8% compared to the same period in 2023.

CENTRE: Warning Issued for Precautionary Measures Against Floods

The Centre Province Emergency Management Agency has issued a warning to take precautionary measures against the risk of flooding due to thunderstorms and heavy rain expected from July 4 to 6 across the entire Centre Province.

As of July 2, the water levels in the Tuul and Kherlen rivers have risen by 5-40 cm, and the Tuul River around Lun is 60 cm above the danger level, posing a high risk of flooding.

South Korean Company Compelled to Repay $1.7 Million to Mongolia Due to "Electronic Health" Project

The Anti-Corruption Agency, in collaboration with international organizations, has ensured the repayment of $1.7 million to Mongolia.

According to the agency, the "Electronic Health" project, funded by the World Bank with $19.5 million, had been ongoing for six years but had not yielded any results. Following an audit that rated the project insufficient, the World Bank halted the project and demanded $1.7 million from the Mongolian government.

In March 2023, the government issued a resolution titled “Some Measures to be Taken Regarding the Financing of the World Bank’s Electronic Health Project,” instructing officials to seek reimbursement from the “Taihan Cable & Solution” company.

The Anti-Corruption Agency's Operations Department and Investigation Department, sharing information with the World Bank and similar foreign entities, discovered that South Korea's “Taihan Cable & Solution” company had unlawfully won the project selection by submitting forged documents. The company had then ineffectively managed the project funds, causing significant financial damage.

Consequently, the South Korean company reimbursed Mongolia $1.7 million, halting the interest payments Mongolia had been making on the relevant loan. At the current exchange rate, this amounts to MNT 5.7 billion.

The Increase in Students from Public Schools Matching International Exam Scores with National Exam Scores

The National Center for Educational Testing (BÜT) provided information today regarding the organization of the 2024 Entrance Exam (ES).

The entrance exam will continue on the 4th, 5th, 6th, and 7th of July.

Similar to previous years, this year the exam results will be shown through a transparent technology system that presents results immediately after the exam is completed.

Additionally, the validity period for the Entrance Exam and Mongolian language and script exam certificates will be extended from the previous 2.6 years to 2.8 years, meaning that the results will be valid for 33 months from the date of the exam.

Starting from July 8, students will be able to:

  • Obtain their Mongolian language and script exam certificate
  • Obtain their entrance exam certificate
  • Print three types of certificates: Mongolian, International exam results equated to national exam results, from E-mongolia and BÜT's website.

This year, 1,657 students have applied to have their international exam results equated to national exam results and have obtained their certificates. Among these, the IELTS and SAT exams have the highest number of students equating their scores.

When the equivalency regulation started in 2022, 591 students had their results equated; last year, there were 1,259, and this year 1,657, showing an increasing trend. Particularly, public school students are more interested in taking international exams, highlighted by the Director of the National Center for Educational Testing (BÜT), L. Ganbat.

Among the students who equated their international exam results, 848 are from public schools and 758 are from private schools.
