Mongolian President U. Khurelsukh arrived in Astana, the capital of Kazakhstan, to participate as an observer in the expanded meeting of the Council of Heads of State of Shanghai Cooperation Organization (SCO) member countries.

Mongolian President U. Khurelsukh was welcomed at Nursultan Nazarbayev International Airport by the Extraordinary and Plenipotentiary Ambassador of Mongolia to Kazakhstan D. Bayarkhuu and the Deputy Prime Minister of Kazakhstan G.T. Koishybaev.

Later the same day, President Khurelsukh is expected to meet with Russian President V.V. Putin and Kyrgyz President S. Japarov to discuss bilateral relations, cooperation, and other mutual interests, according to the Press Office of the Presidential Administration.

The President of Mongolia, U. Khurelsukh, has traveled to Astana, Kazakhstan to participate in the Shanghai Cooperation Organization (SCO) summit meeting. The SCO summit starts today and will involve leaders from the nine member countries (China, Russia, India, Iran, Kazakhstan, Pakistan, Tajikistan, Uzbekistan, Kyrgyzstan) discussing political, economic, trade, cultural, and humanitarian cooperation.

Another main topic at the summit is whether or not to admit Belarus as a member of the SCO. According to the SCO Deputy General Secretary Sohail Khan, the summit aims to expand cooperation in the energy sector among member countries, and 24 documents will be signed.

Russian news agency RIA Novosti has reported that President V. Putin of Russia has arrived in Astana to participate in the SCO summit meeting and has scheduled meetings with several heads of state, including the President of Mongolia, U. Khurelsukh, before the official meeting begins.

In last May, during the meeting of the SCO Foreign Ministers, Russian Foreign Minister Sergey Lavrov expressed his desire for Mongolia to join the SCO as a member, and other member states also held the same position. From this perspective, it is not unlikely that the leaders' summit may also push for such a proposal.

Mongolia joined the SCO as an observer in 2004 and has maintained this position for 20 years. However, it is no secret that most observer states have become members, and our neighboring countries to the north and south have both openly and covertly pushed for this transition.

In 2023 and 2024, Iran and Belarus joined the SCO as members while remaining as observers; currently, Mongolia and Afghanistan are the only two countries that remain as observers.

During his participation as an observer in the expanded meeting of the Council of Heads of State of the Shanghai Cooperation Organization member countries in the capital city of Kazakhstan, Astana, the President of Mongolia, Ukhnaagiin Khurelsukh, met with the President of the Russian Federation, Vladimir Vladimirovich Putin.

The state leaders exchanged views on reducing bilateral trade tariffs and major infrastructure and energy projects to be implemented under the goal of further deepening and enriching the Comprehensive Strategic Partnership between Mongolia and Russia.

President Ukhnaagiin Khurelsukh reiterated that developing good neighborly and mutually beneficial cooperation with Russia is a top priority in Mongolia's foreign policy.

The two state leaders noted the importance of jointly commemorating the 85th anniversary of the shared victory of the Battle of Khalkhin Gol in 2024, which they believe would enhance mutual understanding and trust among the citizens of both countries.

The Heads of State discussed the deepening of the comprehensive strategic partnership between Mongolia and Russia, enriching it with new content, reducing bilateral trade tariffs, and implementing major infrastructure and energy projects.

President U.Khurelsukh reaffirmed that developing friendly neighborly relations and mutually beneficial cooperation with Russia is a priority direction of Mongolia's foreign policy doctrine.

Mongolia Joins the Ranks of Upper-Middle-Income Countries After Nine Years

The World Bank's annual economic classification report has placed Mongolia among the upper-middle-income countries.

This reclassification is due to Mongolia's GDP growth in 2023, with the national income per capita increasing by 16%, reaching 4950 USD. The national income per capita is calculated by adding the income earned abroad by citizens and businesses to the GDP and subtracting the income of foreigners within the economy.

The World Bank categorizes countries into four groups—high, upper-middle, lower-middle, and low income—based on the national income per capita. Mongolia has been classified as a lower-middle-income country since 2015 and was previously classified as an upper-middle-income country only once, in 2014.

To increase the accessibility of government services and deliver them quickly and efficiently to citizens, the State Electronic Service Regulatory Agency is establishing "HURDAN" points not only in the capital and local regions but also gradually abroad.

MAN Establishes Working Group on Whether to Form a Coalition Government

The inaugural session of the State Great Khural (Parliament) was opened today, with new members taking their oaths and the Speaker of the Parliament being elected. Following this, party factions will be formed, and leaders and deputy leaders will be elected. There is also an expectation to discuss the structure and composition of the Government.

The Chairman of MAN (Mongolian People's Party), L. Oyun-Erdene, has announced that 40% of the government will include representatives from the DP (Democratic Party) and HUN Party. Therefore, a working group was established in the MAN to discuss the issue of forming a coalition government, as stated by MP S. Byambatsogt.

He said that the working group was established with the participation of the Chairman of MAN, L. Oyun-Erdene, the Speaker of Parliament, and the General Secretary of MAN to address the most pressing issues and how to solve them.

The Governor of the Capital City operates with two deputies as per the Law on Administrative and Territorial Units and their Governance.

In the 2024 parliamentary elections, both deputy mayors ran for office and were elected as members of parliament. Consequently, Mayor Kh. Nyambaatar appointed N. Manduul, the advisor on financial and infrastructure investment issues, as the First Deputy Governor responsible for economic development and infrastructure today.

N. Manduul's Educational Background:

  • Graduated from School No. 1 in 2000,
  • Earned a Bachelor's degree in Business Administration from the American University in Bulgaria in 2007 with a Soros Foundation scholarship,

Professional Experience: N. Manduul, the First Deputy Governor, has experience in leading the sale of government bonds such as Mazalai, Khuraldai, Dim Sam, Gerege, and “Century” on the international market during his tenure at the Ministry of Finance. Additionally, when he served as the executive director of the Development Bank, he managed to recover 1.3 trillion tugriks of non-performing loans, thereby improving the financial conditions of the bank.

Since April 2024, he has been working as an advisor to the Governor of the Capital City and Mayor of Ulaanbaatar on financial and infrastructure investment issues. As of today, he has begun his role as the First Deputy Governor responsible for economic development and infrastructure.

WARNING: A Family's House Caught Fire in Khentii Province, Resulting in the Death of a Young Child

In Khentii Province, a tragic incident occurred where a family's house caught fire, leading to the death of a two-year-old child.

According to the report, the fire was reported to the emergency services of the province at 00:09 on July 3rd, stating that a house was on fire in the Sariig 5th Subdistrict.

Responding to the call, firefighters from the 32nd Fire and Rescue Unit of the Provincial Emergency Department arrived at the scene, 3.5 km away, at 00:12 to find a fully engulfed four-walled house. They managed to extinguish the fire in 11 minutes.

A 31-year-old man who was affected by the fire is in serious condition with third-degree burns and has been taken to the provincial general hospital. The body of the two-year-old child who perished in the fire has been handed over to the Provincial Forensic Examination Office, according to a report from the General Emergency Department (OBEG).

Citizens are urged to ensure fire safety and prevent potential hazards.

B. Bataa: One Chooses a Profession to be Purposeful, Happy, Profitable, and Respected

Choosing a profession is essential. However, the most important factor is character development. Hence, universities now place more emphasis on character when deciding whom to admit.

We had a conversation with educational researcher Baatar Bataa about what to consider when choosing a profession.

  • Let's start our conversation with how to choose a profession.
  • We need to think deeply and reflect on the things that are important to us, and based on that, make the right choices and decisions. For example, what is money? What is life? What is the homeland? Further, what is a job? What is career choice?

It is common for high school students, university students, and even people who are already working not to have clear answers to these questions. This can lead to choosing the wrong profession and wasting time inefficiently.

To live happily, every adult person works.

To discuss career choice, I think it's necessary to focus on these two words first: work and profession.

We all want to live happily. But what exactly is happiness? If the room we are in now had no light or electricity, would we be happy? If our living environment was dirty, would we be happy? If a person lacks food and clothing, can they be happy?

Many things are needed for a happy and peaceful life. These things do not appear by themselves; they are created through the effort of diligent people. We call this effort work. Therefore, to live a happy life, every adult person works. Thus, happiness comes from work.

What is a profession? Simply working does not guarantee a good life. Only those who do their job well live well. In other words, those who work productively, doing more and better in less time, live well. As Mongolians, we often say life is tough. This is mainly because our productivity is low—producing little and thus earning little.

Growing up physically does not mean maturing.

Who are the productive people? Those who have thoroughly acquired the knowledge and skills for their profession through formal education and have diligently worked in their field for many years. Therefore, a profession is about specializing to do a particular job well. We attend middle, high, and higher education institutions to become highly productive professionals.

  • But many of our children and young people seem to study unproductively even in middle and higher education. Why is this?
  • This happens because they don’t understand why they are studying in middle, high, or higher education institutions. A visually impaired young man named E. Delgerbayar, who graduated from Japan's Tsukuba University of Technology and speaks English and Japanese, once said in an interview, "I started worrying about my future and thinking seriously about what I would do in life when I entered middle school." How many of our middle and high school students think deeply about this?

Growing up physically does not mean maturing. Only when a person becomes independent do we say they have matured. Therefore, we attend schools to become capable, independent citizens. Education is needed precisely for this.

Every child knows they will have to work when they turn 18.

  • Every child knows they will have to work when they turn 18. But why don’t they study productively and diligently for this?
  • This is because our children grow up with unrealistic and abstract ideas about work and life. Our education system, schools, and parents all contribute to this.

Mongolian parents do not introduce their children to real life.

First, this is related to our educational programs and school activities. Due to budget constraints, most public schools operate in two shifts. Therefore, children spend half their days on academic subjects, with no additional programs to aid personal development or career orientation. Their minds are filled only with theoretical knowledge.

Secondly, Mongolian parents do not introduce their children to real life. They leave early in the morning and come back late, being busy. On weekends, they spend time relaxing with their children. Mongolian children grow up like fish in an aquarium, with everything provided and living abstract lives. They think the things in the fridge appear by themselves, the house and internet are free, and they can always live off others.

  • We see cases where students are not studying well in higher education due to choosing the wrong profession. What should they base their career choice on?
  • People who love what they do, are skilled at it, and do something useful for others are often successful and happy. Imagine these three aspects as circles: choosing a job or profession at their intersection would be best.

Work essentially concerns earning an income.

Career choice involves first understanding what you like and dislike—knowing oneself. Second, knowing what you are good at doing. Third, considering whether the job you want to do and are good at is needed by people and how much you would earn from it.

Do not confuse work with hobbies. Hobbies may not be related to income or money. Work is fundamentally about earning an income. Unless one has inherited significant wealth, they work and use their earnings to acquire what they need.

  • Who does well in higher education right after finishing middle school?
  • Those who have developed the competence to study at the next level perform well. This competence comprises knowledge, skills, and character development.

Knowledge means the content of basic subjects one must have studied to pursue a specific profession. Each professional school specifies these subjects and the required level of understanding for their prospective students.

Character development refers to personal traits and attitudes.

Skills refer to the talents or abilities a person must have and the basic skills acquired through education. Basic skills include finding information, thinking logically or creatively, working in teams, speaking, presenting, writing, and learning independently. Not many professions require unique talents, but all professions demand basic skills distinctive to them. Acquiring these skills takes a long time, which is done through school subjects, additional programs, and clubs.

Character development refers to personal traits and attitudes such as diligence, work ethic, self-discipline, integrity, punctuality, and goal orientation. Knowledge and skills are essential, but the most crucial factor is character development. Therefore, universities now pay more attention to character when deciding who to admit.

Exam scores do not fully reflect knowledge, skills, and character.

  • Mongolian students are admitted to universities based on their entrance exam scores. Are the contents of our entrance exams correctly assessing students' knowledge, skills, and character?
  • To be straightforward, we have not fully developed the entrance exam content as it should be. We manage to assess to some extent the knowledge required for professional and higher education admission. I wouldn't say this assessment is very poor. However, the way we identify the skills students have is inadequate. The most problematic issue is evaluating attitudes and character traits. Our exams do not include content to measure students' character or attitudes. This is the main problem.

Professional and higher education teachers often complain about the "incompetent" students enrolling in their courses. Students devote 3-5 years of their lives and significant expenses to their education. If someone unfit to study enrolls, they become an incompetent professional upon graduation. This leads to rejection in the job market, low productivity, and lack of self-confidence.

How to fix this? The exams should correctly identify and guide students on what they should qualify for and what they should master.

Western universities require admission seekers to write essays besides academic transcripts to evaluate who they have become. Through these essays, they estimate the applicant's self-awareness, realistic understanding of social life, the accuracy of their career orientation, passion, study skills, self-management, and development abilities—all gained through certain activities and programs.

Time alone does not mature your child.

  • What should schools, teachers, and parents focus on to train students to perform well in professional and higher education?
  • Preparing students for entrance exams does not mean just focusing on relevant subjects and test prep in grades 10-12. First, we must understand this. It is about developing students from an early age, helping them become self-aware, independent, self-developing individuals.

Additionally, supporting students in realistically understanding work and life through extra-curricular personal development programs, activities, familiarization trips, and career orientation practice programs is crucial.

Children, like plants, need sun (love), water (care), and fertilizer (additional training) to grow into wonderful beings.

Time alone does not mature your child. What they do with time defines their development. What did they do in elementary, middle, and high school? What did they do after classes, in the evenings, on weekends, and during winter and summer breaks? That defines their development.

Teachers should not just teach content but also focus on developing students' personal growth, character, and fundamental skills through their lessons.

  • What should students focus on to excel in professional and higher education? First of all, they need to abandon the traditional, incorrect approach of choosing a profession and school based on their entrance exam scores.

Start early, ideally from middle school, to determine where and what profession they want to study. From this, identify personal likes and dislikes, strengths and weaknesses, necessary learnings, and the entrance exams and criteria of the desired school to align personal development with these requirements.

Career choice involves not just choosing a profession but also being chosen or fitting the selection criteria. For example, if you aim to study software engineering at the National University of Mongolia, remember that the university will decide what kind of student they want to teach.

In other words, career choice is not merely about choosing but being chosen, developing yourself throughout your school years to fit the criteria.

Therefore, career choice is not about picking and enrolling in a profession; it’s about developing and transforming yourself to reach your desired school and nation. One chooses a profession to be purposeful, happy, profitable, and respected.

Ch. Khurelbaatar to Become President of the Bank of Mongolia

Minister of Economic Development Ch. Khurelbaatar has been nominated for the presidency of the Bank of Mongolia. He competed in the 2024 parliamentary elections in the western region, representing Uvs, Zavkhan, Gobi-Altai, and Khovd aimags, but was unsuccessful.

The National STARTUP Champion to Represent the Country in Central Asia

The concept of startups has only recently taken hold in our country. Each year, dozens of startups open and establish themselves in Mongolia. Therefore, there is a pressing need to genuinely support startups from the beginning at a strategic level, both by the government and the private sector, to diversify the economy and foster innovation.

In this context, TechPack Group, responsible for technology and innovation in the leading MCS Group, in collaboration with the National Information Technology Park, organized the "Startup Challenge Mongolia" competition with a prize fund of 300 million MNT for the first time nationwide in the technology sector.

This competition was announced in May under the slogan "In Search of World-Class Technology," and 97 startups from across Mongolia competed over five stages for a month. The E-Geree contract system emerged as the winner. They will now represent the country on July 9 at the Startup World Cup Central Asia, competing against 20 other startups from Central Asia. The winning team of this competition will represent the region in the world championship.

The national champion E-Geree is a blockchain-based electronic contract system, notably beneficial for managing all types of document relations for the government, businesses, and citizens. Five Advisors of the President Become Members of the Parliament

In the 2024 parliamentary elections, almost all of the advisors to the President of Mongolia, U. Khurelsukh, ran for office. Among those who ran, five advisors were elected as members of the State Great Khural (Parliament), while the rest were defeated and returned to their previous positions.

Out of eight advisors who ran, four were elected from their electoral districts, and one was elected through a party list, making a total of five advisors who became members of parliament.

After U. Khurelsukh was elected as the President of Mongolia, he appointed his "friend" J. Enkhbayar as the Secretary of the National Security Council as his first decree. Subsequently, Enkhbayar served in this position until he ran for the 2024 elections, temporarily working as the President's advisor. It has been said within political circles that he entered the election under the President's quota and aimed to become the Speaker of the Parliament. Enkhbayar ran in the Selenge, Darkhan, and Tuv aimag districts and won. Though he aspired to become the Speaker of the State Great Khural, he lost the position to D. Amarbaysgalan but is currently nominated for the head of the MPP faction within the parliament.

The President's health advisor, T. Munkhsaikhan, ran in Khan-Uul district and was elected. He previously served as the Minister of Health in Khurelsukh's cabinet while Khurelsukh was Prime Minister. Following the entire cabinet's resignation, Munkhsaikhan worked as an advisor and prepared for the election early on. Thus, he ran under the President's quota and was elected a member of parliament.

Another advisor of the President, Z. Mendsaikhan, became a member of parliament. He served as the Minister of Food, Agriculture, and Light Industry in Khurelsukh's cabinet and later worked as an advisor to the Prime Minister L. Oyun-Erdene before joining the President as an advisor and running in the elections, eventually securing a seat for his party.

S. Lundeg, who has worked as a secretary and advisor to Khurelsukh since his tenure as Deputy Prime Minister, also won in the 2024 elections. He has been preparing to run for the central districts of Tuv, Selenge, and Darkhan aimags, despite speculations that he might sit out due to the expanded electoral districts. Nonetheless, he ran under the President's quota and won.

The President's economic policy advisors, B. Davaadalai and U. Zolbayar, ran in their respective districts but were defeated. Meanwhile, advisors Ch. Lodoyravsal and D. Bum-Ochir were included in the party list, with D. Bum-Ochir becoming a member of parliament.

In the six districts of Ulaanbaatar, approximately ₮17 billion in revenue was generated.

According to a report by the National Audit Office, preliminary expenses of the 2024 parliamentary elections amounted to ₮66.6 billion, as reported by the "Youth Monitoring Policy" NGO. The National Audit Office's registered donations account for a total of ₮87.5 billion across 787 candidates and 14 party coalitions. Of the ₮17 billion generated in the six districts of Ulaanbaatar, ₮13 billion was spent, while the remaining ₮45 billion was allocated to the seven rural districts.

Breaking it down by parties and coalitions:

Yesterday, the initial session of the State Great Khural was held, where 126 newly elected members took their oath. We bring you the highlights of this ceremonial event in a country governed under a constitutional parliamentary system.

After the new members ascended the podium and took their oath, they blessed the state flag, signed their credentials, and received their identification and badges. Subsequently, some members approached the President and the Prime Minister to shake hands and exchange greetings.

Rumors and Observations: Eight Ministerial Seats for the Democratic Party

The Executive Committee and the National Assembly of the Mongolian People's Party (MPP) are scheduled to meet today. During this meeting, they will discuss the structure and composition of the government, as well as the issue of forming a coalition government with the Democratic Party (DP) and the National Labor Party (HUN).

The leadership of the MPP has agreed to some adjustments, including splitting and merging certain ministries, and decided to allocate eight ministries to the Democratic Party (DP), one ministerial seat to the HUN, and the remaining positions will be filled by MPP members.

It has been agreed that N. Uchral will be appointed as the Chief of the Cabinet Secretariat, DP Chairman L. Gantumur will be appointed as Deputy Prime Minister, and HUN Chairman T. Dorjkhand will be appointed as Minister of Economic Development or Deputy Prime Minister.

Most of the ministers to be appointed from the MPP are those who served in L. Oyun-Erdene's previous cabinet. These include Finance Minister B. Javkhlan, Foreign Minister B. Battsetseg, Minister of Education and Science L. Enkh-Amgalan, Justice Minister B. Enkhbayar, Minister of Environment and Tourism J. Bat-Erdene, Minister of Culture Ch.
