Renovation of the Khailaast Flood Protection Dam Underway

The work to renovate the Khailaast flood protection dam, which has been eroded by water for many years and is unusable, is ongoing. We interviewed D. Ariunbaatar, a maintenance engineer for the Dam Channel Usage and Maintenance Division of the Geodesy and Water Facility Office.

He said: “We are completing the renovation and renewal of a total of over 300 meters of the dam in the Khailaast area. In the city, dam channel renovation work is planned at five locations, which is currently 50% complete.

Additionally, new dam channel work is planned along the Jargalant Valley. As of today, July 2, 150 new concrete slabs, each 15 cm thick, have been installed in part of the Khailaast flood protection dam, with the work being 60% complete so far,” he said.

In order to prevent flood hazards, stormwater drainage pipelines and networks are being renewed in the flood-prone areas of the ger district. The flood channel in front of the Children's Center Sanatorium and the flood channel behind the "Bumbugur" shopping center are being prepared for renovation, while new dam channel work is planned in the Jargalant Valley.

The Khailaast flood protection dam, which has not been renewed since 1980, has eroded and weakened under the water load. Therefore, unusable slabs are being renewed by professionals.

Mongolian President Khürelsükh to Participate in SCO High-Level Meeting

Our country views the SCO as an important channel for multilateral cooperation and has been regularly participating in the expanded meetings of the Council of Heads of State since obtaining observer status in 2004.

President Ukhnaagiin Khürelsükh is set to deliver a speech at the extended meeting and plans to meet with leaders of the SCO member and dialogue partner countries to exchange views on issues of mutual interest in relations and cooperation, according to the President's Press Office.

Labor-infused Money - Remittances to Mongolia Exceed $2 Billion in the Last 5 Years

Transferring $200 from South Korea incurs an average cost of $10.6, or 5.3%, which is considered the lowest among the "G20" countries.

An important source of foreign financing for developing countries is the money that citizens working and living abroad send back home. The World Bank highlighted the key indicators and future outlook of these global cash flows in its new "Migration and Development Brief."

Growth Slowed

In 2023, the total amount of official remittances to low- and middle-income countries reached $656 billion, an increase of 0.7% from the previous year. Compared to the significant increase in remittances globally in 2021 and 2022, last year's slowdown was attributed to the unequal economic growth across regions, according to the World Bank.

Although the growth of remittances slowed in 2023, it still exceeded the total amount of foreign direct investment and official development assistance for developing countries, providing significant support to the current accounts of some countries facing food security and debt issues.

In terms of regions, remittances to Latin America and the Caribbean increased by 7.7% in 2023, the highest rate, followed by South Asia with a 5.2% increase. Meanwhile, remittances to the Middle East and North Africa decreased by nearly 15%, and those to Central Asia fell by 10.3%.

In 2023, remittances from Mongolian citizens working and living abroad decreased by 30% to $280 million, but this decline may be related to data revisions. Over the past five years, the total amount of remittances exceeded $2.2 billion, peaking at $561 million in 2019 before the pandemic. This year, remittances to Mongolia are expected to grow by 4% to $290 million, and the World Bank projects it will reach $300 million by 2025.

Main Challenge is Fees

The high cost of sending remittances from developed countries remains a challenge. As of the fourth quarter of 2023, the average cost of transferring $200 from a foreign country was calculated to be 6.4% of the amount, according to the report. In comparison, the UN Sustainable Development Goals aim to reduce this cost to 3% by 2030.

Among the "G20" countries, South Africa has the highest remittance cost at 12.8%, followed by Japan at 7.0%. The average cost of transferring $200 from South Korea, where the largest number of Mongolians live and work, is $10.6 (5.3%), the lowest among the "G20" countries.

Today, Mongolia Welcomes 5,174 Tourists, Setting a Record for the Most in a Single Day

Today, Mongolia received 5,174 tourists, marking the highest number of tourists received in a single day in the nation's history.

Last year's peak period in mid-July saw 4,485 tourists arriving in one day, which was the previous record.

Most tourists visiting our country are from Russia, China, South Korea, and Japan. Since the beginning of the year, Mongolia has welcomed a total of 314,148 tourists.

T.Amarzayaa: It is Necessary to Organize the Methodology of Conducting a Control Count During Elections at a High Level

Under the special permission of the MPA agency, the results and monitoring of the 2024 Parliamentary elections were presented.

She shared details related to the opening of polling stations on Election Day, voting procedures, related violations and complaints, as well as the counting and tallying process.

"During the elections, more than 260 of our observers monitored the voting process at 112 polling stations. Let me convey the common mistakes and issues related to the opening of polling stations and the environment.

There were 48 polling stations that did not ensure access for wheelchair users. Furthermore, every station should have at least one voting booth for disabled persons, but 29 stations did not have the required booths.

There were 16 polling stations that did not provide folders with Braille for visually impaired voters to read and mark their ballots," she said.

Regarding Violations and Deficiencies

"During the observation period, it was noted that in 56 polling stations, the voting process did not start at 07:00 in the morning.

The latest start was reported at 07:50. There were 1,001 instances where fingerprint reading failed.

Let me highlight the most serious and time-consuming issues that created difficulties for civil observers and voters.

The staff at polling stations did not know the methodology for conducting control counts. In other words, they could not figure out how to conduct control counts properly, and failing to understand the procedure, the last observation ended at 19:00 the following evening.

The methodology for conducting control counts needs to be organized at a high level," she emphasized.

The decision to suspend Monpolymet group's activities by the IAAC is legally unfounded

An interview was conducted with Doctor of Law G. Natsagdorj regarding the case being investigated by law enforcement agencies involving Ts. Garamjav, the founder of Monpolymet LLC.

Q: On what grounds was a criminal case initiated against the founder of Monpolymet group, Ts. Garamjav?
A: The indictment states that by the Board of Directors' Resolution No. 74 dated October 15, 2014, a criminal offense was intentionally committed to provide an advantage to Monpolymet LLC with Ts. Garamjav being an accomplice. It was also mentioned that the loan was used to buy real estate abroad and finance daily operations, which is considered money laundering. Essentially, a criminal case was initiated related to the loan taken from the Development Bank in 2014.

Q: When you say that she participated as an accomplice, does that mean other people are being investigated in connection with this case?
A: The prosecutor and the IAAC have not been able to establish who, when, and how the corruption crime was committed, or even that a crime was committed. Therefore, saying that there was intentional involvement in committing a crime is a wrongful conclusion. First, they should have determined who committed the crime and when, and only then should they have checked if Ts. Garamjav was involved as an instigator. However, without identifying the main criminal, they have prematurely identified and detained the supposed instigator, which is the most regrettable reality of today.

Q: Is there no one who directly committed the crime?
A: Correct, this case has not identified any individual who committed the crime directly, yet it accuses Ts. Garamjav of instigation, which is groundless. Typically, there should be other participants in a crime, but since no other individuals have been implicated, it is clear that there are none.

Q: What does it mean by using the money to finance daily operations and laundering?
A: That's exactly it. The indictment is very unclear. The term "using it to finance operations" implies usage, but what it exactly means is not clear. If the loan money were specified, the IAAC and prosecutor would have no concern over "how the borrower uses the loan money." Hence, they wrote vaguely without defining what usage means.

Q: Is there any indication of money laundering?
A: The money transferred from the Development Bank to Monpolymet LLC was legal, so the concept of money laundering is not applicable. Unless, of course, the Development Bank itself obtained the funds illegally. According to the Criminal Law, money laundering is defined as knowingly accepting, owning, using, or concealing properties, money, or income acquired through crime, as well as transforming, transferring, or concealing the true nature, source, location, control, or ownership of those assets to assist any party involved in the crime in evading legal consequences. Monpolymet LLC obtained the loan following due process, repaid it as per the loan agreement, and closed the loan. If there were money laundering, there would be no reason to repay the loan.

Q: A criminal case was initiated concerning the 2014 loan issue. Aren't there any statutes of limitations or legal application issues?
A: The 2002 Criminal Law does not have appropriate provisions for the actions related to the loan. Moreover, the statute of limitations had expired, which led them to apply the 2017 Criminal Law. The principle of non-retroactivity of the Criminal Law in case of aggravated circumstances is not respected. This indicates an intent to intimidate and disrupt Monpolymet LLC’s operations by isolating it socially. Even if we consider the 2017 Criminal Law, the statute of limitations for the mentioned crimes would end by 2022, starting from the enforcement of the law in 2017. However, in 2024, they initiate a criminal case, detain individuals, confiscate properties, and halt the company’s operations. This clearly shows some hidden forces are preventing the Chief Prosecutor from supervising the implementation of Criminal and Procedural laws.

Q: Many statements from employees addressing the media and the public were made in recent days. Is this a demand addressed to the government?
A: If operations stop not due to their or their employer's fault and they can't receive their salary, they have the right to seek appropriate attention and address concerned parties.

Q: If it becomes clear that Ts. Garamjav is not guilty, who will compensate for the losses incurred during this period?
A: The government will compensate. This is specifically provided for by law. However, because the government is perceived as an abstract entity, they make such arbitrary decisions, and lawmakers have left this responsibility nebulous within the law.

National Startup Champion to Represent the Country in Central Asia

In our country, the concept of startups or venture businesses has only recently emerged. Every year, numerous startups in Mongolia are opening their doors and growing. Thus, there is a need to support startups strategically from the beginning through genuine collaboration between the public and private sectors to diversify the economy and promote innovation.

TechPack Group, responsible for technology and innovation at the national leading MCS Group, in cooperation with the National Information Technology Park, organized the "Startup Challenge Mongolia" competition, which had a prize fund of 300 million MNT and was held nationwide for the first time.

This competition, announced in May with the slogan "In Search of Technology to Compete Globally," saw 97 startups from across Mongolia compete through five stages over the course of one month. The winner of the competition was the "E-Geree" contract system. They are now set to represent the country and compete against 20 other startups from Central Asia at the Startup World Cup Central Asia on July 9. The winning team of this competition will represent the region in the global championship.

The national winner, E-Geree, is a blockchain-based electronic contract system distinguished by its multifaceted benefits for managing all types of document interactions for the government, businesses, and citizens. Besides competing in the Startup World Cup Central Asia in July, they will also represent the country in various competitions, including the Google for Startup accelerator in August, the Japan Business matching trip in September, and Tech Crunch Disrupt in October.

Prior to this, no such high-level competition with a prize fund of 300 million MNT that selects a national winner to compete internationally and opens opportunities for collaboration with major national companies had been organized in our country, making this competition possible with the support of its strategic partner TechPack - MCS Software Group.

The Bank of Mongolia purchased 7.8 tons of precious metals for ₮1.1 trillion in the first half of the year

In June, the Bank of Mongolia purchased 1.69 tons of precious metals for ₮240.9 billion.

In the first half of 2024, the Bank of Mongolia purchased 7.8 tons of precious metals for ₮1.1 trillion, which increased by approximately 0.3 tons compared to the same period last year.

The peak period for purchasing precious metals is usually between May and October, with a relative decrease in the first quarter of the year. The amount of gold submitted to the Bank of Mongolia in the first half of 2024 is the highest in the last two years.

Only in June, the Bank of Mongolia purchased 1.69 tons of precious metals for ₮240.9 billion, most of which, or ₮238.7 million, was spent on gold purchases.

In June, the Bank of Mongolia bought one kilogram of gold for an average price of ₮252,783, which is a decrease from the previous month. The purchasing price of gold remained relatively stable between ₮250,000 and ₮255,000 in June, while the price of silver decreased from ₮3,200 to ₮2,920.

The majority of the gold submitted to the Bank of Mongolia, or 6.7 tons, was from enterprises, while 871.7 kilograms were from individuals. Currently, the Bank of Mongolia buys gold and silver through its precious metals departments in Darkhan and Bayankhongor provinces.

International Master of Sport B. Khongorzul to Compete in the Olympic Games

The United World Wrestling has reallocated the quota for 16 wrestlers competing in the "Paris-2024" Olympic Games. The International Olympic Committee deemed it unfit for 16 athletes who secured their positions through continental and world qualifying tournaments to compete in the Paris Olympics due to their alleged support for the war in Ukraine by Russia.

These athletes were representatives of the national teams of Russia and Belarus. CENTER: Voter Turnout Increased by 10 Percent Due to Transparency of Attendance Information

The Gobi provinces are at risk of drought

Across Mongolia, winter was marked by heavy snowfall. As a result, regions with substantial snow accumulation have experienced good summer conditions and normal plant growth. However, officials report poor plant yield in some provinces due to limited rainfall since the start of the summer months. We spoke with agricultural and meteorological engineer Ö. Khishigzaya for more details.

  • How are the summer conditions across the country? What is the plant yield like?
  • As of June 30th, summer conditions are poor in more than 10% of the country, including most parts of Ömnögovi and Dornogovi provinces and the eastern soums of Sukhbaatar province. Around 50% of the country has normal summer conditions. Specifically, most areas in the central, eastern, and parts of the western provinces have normal conditions. Conditions are moderate or fair in the northern parts of Bayan-Ölgii and Khovd provinces, the southern part of Uvs province, the northern part of Zavkhan province, and the northern soums of Khövsgöl province. Some soums of Khentii and Sukhbaatar provinces, as well as the Gobi provinces, have poor summer conditions. Over the past ten days, above-average precipitation has been recorded in the central and eastern provinces, and the eastern soums of the western provinces. However, more than 50% of the country has received below-average rainfall, leading to poor plant growth. Over the past ten days, temperatures in the eastern and Gobi provinces have been warmer than average. This report represents only the past ten days' data and cannot fully represent the summer conditions. New data is issued every ten days.

Overall, we can say that the crop conditions are normal in areas with heavy winter snowfall. Plant yield quickly recovers when it rains. By late July and early August, plant yields are expected to be normal across the country.

The Institute of Meteorology, Hydrology, and Environment issues observation reports related to drought and summer conditions. This summer, around 20% of the country, including most of Dundgovi, Ömnögovi, Dornogovi, the southern part of Khovd, and the southern part of Gobi-Altai, is at high risk. Around 30% of the country, including parts of Bayan-Ölgii, Uvs, Gobi-Altai, Bayankhongor, Dornod, and southern Sukhbaatar, as well as the northern parts of Zavkhan, Khövsgöl, and southern Bayankhongor provinces, is at moderate risk. Other areas have a low risk of drought.

Investigating 100 Doctors Possibly Involved in Bribery

Approximately 100 doctors are under investigation for potentially receiving illegal funds from drug manufacturers, a senior official in South Korea confirmed on Monday. Previously, reports surfaced that over 1,000 doctors from South Korean pharmaceutical companies had received monetary incentives. As a result, an investigation has been initiated, and so far, 22 individuals from the healthcare sector have been questioned. Of these 22, 14 are doctors and 8 are pharmacists.

The Seoul Metropolitan Police Agency suspects that during the investigation, organizations that distributed illegal money and incentives might be revealed. They have also been cooperating with the narcotics control unit, taking witness statements from over 70 individuals. The investigation was launched following a request from the Anti-Corruption and Civil Rights Commission, with several pharmaceutical companies raided in April. To date, six similar cases have been registered, leading to the questioning of the aforementioned individuals. The Korean Medical Association (KMA) criticized the police actions, accusing them of intentionally creating cases in retaliation against a doctor strike. However, the police clarified that the investigation into doctors and the illegal funds are separate matters.

The first members of the newly formed 126-member parliament, established based on the results of the 2024 parliamentary elections, have taken their oaths and begun their official duties.

The Executive Committee of the Mongolian People's Party held a meeting and nominated D. Amarbaysgalan, Secretary-General of the Mongolian People's Party, Minister of Mongolia, and Chief of Cabinet Secretariat, for the position of Speaker of the State Great Khural (Parliament) of Mongolia.

In the inaugural session of the new parliament, a vote was held on the proposal to nominate a Speaker, and the majority of the members supported the election of D. Amarbaysgalan as the Speaker of the State Great Khural.

After receiving the official seal of the State Great Khural, the newly elected Speaker D. Amarbaysgalan addressed the inaugural session.

He stated, "Regardless of whether political parties hold seats in the State Great Khural, it is important that valuable proposals and initiatives regarding the country's development policies are made, and that these are respected by both the ruling and opposition parties, thereby establishing national consensus and ensuring policy stability. We are transitioning from a politics of disputes to a culture of debate, consensus, and development policy politics. D.Amarbayasgalan Elected as Chairman of the Parliament

The parliament, formed as a result of the ninth general election of the State Great Khural, held its inaugural session, where members swore an oath and confirmed their mandate. As the second item on the agenda of the inaugural session, the parliament discussed the election of its chairman and conducted a vote by raising hands.

Given that the Mongolian People's Party (MPP) won the majority of seats in the 2024 parliamentary election, the party nominated D.Amarbayasgalan for the position of chairman of the parliament and introduced him to all members.

During the voting held at the inaugural session, out of the 126 members present, 121 supported D.Amarbayasgalan's election as the chairman, while five members opposed. As the majority of the members who attended supported his election, the resolution was approved.

Following this, the oldest member presiding over the inaugural session, D. Regdel, handed over the official seal to the newly elected chairman D.Amarbayasgalan and seated him in his new position.

The inaugural session of the parliament elected as a result of the ninth election of the State Great Khural (parliament) has commenced. New members were sworn in and their rights were validated. The inaugural session of the State Great Khural was opened by the President of Mongolia, U. Khurelsukh, who delivered a speech.

President of Mongolia, U. Khurelsukh: Our people exercised their democratic right to be the sovereign owners of their democratic Mongolia with broader participation than ever before in the ninth election of the State Great Khural. I would like to profoundly thank all the citizens and voters who actively participated in the election to choose their representatives for the highest legislative authority of the state, ensuring the rights granted by the Constitution to keep all state power in the hands of the people. I extend my gratitude to the Mongolians living abroad on your behalf.

I also express deep gratitude to the General Election Commission (GEC), the over 40,000 state employees working at all levels of electoral commissions, and the domestic and international media personnel who worked swiftly, transparently, and promptly to distribute election news and information.

Honorable state dignitaries,

You have been elected to hold high state positions by gaining the trust of your wide-reaching electorate. According to the Constitution and other laws, you must promptly start organizing your government and begin working on the noble tasks for the people. Despite the tough situations, our government, together with the people and wealth creators, has managed to overcome this difficult period with minimal damage, achieving a 7.8% economic growth in the first quarter of this year.

The newly formed State Great Khural and the government need to further consolidate this economic growth and implement economic policies that bring tangible benefits to the work and life of every Mongolian.

Mongolians should have an equal share of the benefits from their natural resources, owning and controlling their land and country. The people of Mongolia should never lose their homeland, land, and natural wealth to others. Being the master of the homeland means being the master of natural resources. We must strive and compete in union as a state and people to be masters of our wealth.

The State Great Khural, empowered by the Constitution, has successfully enacted the law on the National Wealth Fund, ensuring that natural resources remain under the control of the state and the people, laying the foundation for legal reforms and systematic changes to equally distribute the benefits to every citizen. The benefits of this wealth fund should first be directed toward resolving public issues such as education, health, housing, and supporting national production.

There are three fundamental values that I, as President of Mongolia, always uphold in my ideas and actions: the independence of Mongolia, the security of our state, and the unity of our people. You, honorable dignitaries, should also perpetually uphold, cherish, and safeguard these three values as you make state decisions, respecting them as dearly as the apple of your eye.

You are well aware that the President of Mongolia has promised the people to strive toward establishing a truly democratic and just state, where the rule of law prevails over the rule of individuals. Ensuring justice in society should be the fundamental direction of the State Great Khural and the government, the trust and hope of the people, and your duty. After the ceremony, MP and Minister of Energy, B.Choijilsuren provided information to the journalists about current issues.

He said, "Our energy sector is generally going through a tough time. We know that the consumption has exceeded the installed capacity. It is likely that this will be resolved by 2025 or 2026.

In October, the 150-megawatt block of the Boroogoot power plant will be commissioned. Last July, a tender was announced for the construction of a 300-megawatt power plant at the Tavantolgoi power station, and two participants entered the tender.

Unfortunately, there was a dispute, and it is currently being resolved in court. We hope to resolve it soon. It's necessary to complete the projects we have started.

The MPP has the full capability to form a government on its own. However, the MPP will not pursue the implementation of all its programs alone.

The first session of the newly formed 126-member parliament convened, and D. Amarbayasgalan was elected as the Speaker of the Parliament.

After receiving the official seal, the newly elected Speaker of the Parliament shared his thoughts.

He stated, "With 78 members elected through the majoritarian system and 48 through proportional representation, this new composition of our parliament marks a historical event that has strengthened our parliamentary culture and introduced a new era of political culture in our country.

Expanding the participation of political parties in the policy-making and legislative processes of the parliament is a crucial step towards transitioning from a majority rule to a consensus-based political environment.

According to the second part of the first article of the Constitution, 'Ensuring democracy, justice, freedom, equality, national unity, and the rule of law are fundamental principles of state operations.'

Therefore, political parties, regardless of their presence in the parliament, propose valuable ideas and initiatives for the country's development policies.

These proposals are respected by both ruling and opposition parties, thereby fostering national consensus and maintaining policy stability. We are moving from adversarial politics to a culture of debate, agreement, and development-focused politics.

Within this consensus framework, we have the responsible duty to implement comprehensive reforms in vital sectors such as energy, rural development, new cooperatives, health, social sectors, urban development in Ulaanbaatar, strengthening civil society, and ensuring that the benefits of economic growth reach every citizen.

As the Speaker of the Parliament, I will ensure unity and promote the fundamental interests of the nation and its people, upholding the Constitution, regardless of the philosophies and seat counts of the parliamentary parties.

Protecting and upholding human rights is a fundamental state function and will remain a central focus of the parliament. Thus, the newly formed parliament will pay special attention to issues such as fulfilling Mongolia's international human rights obligations, increasing the parliament's involvement in UN human rights mechanisms, and ensuring gender equality and sustainable development.

This time, 25% of the parliament consists of representatives of special needs groups and women, surpassing the international average. This will serve as a significant leverage for improving human rights and freedoms in legislation and policy documents.

State operations should be transparent, understandable, and stable for citizens. Therefore, the parliament will work openly and conduct its activities transparently.

For instance, the parliament will regularly report the proceedings of its unified sessions and the results of voting, increase the participation of civil society representatives in the legislative process.

The parliament, as the highest body representing the will of the citizens and governing the state, should demand accountability from the executive branch. Thus, members of parliament must avoid conflicts of interest and demonstrate ethical leadership. We will refine the code of ethics and income declarations for parliamentary members and focus on enhancing legislation.

This parliament will pass laws to bring real results in regional development policies, eliminate the urban-rural divide, provide equal access to opportunities for a prosperous life in the homeland.

Two Companies Donated to the Democratic Party, While MCS Group's Subsidiaries Made the Largest Donations to MPP and HUN

On June 27, the National Audit Office made public the expense and donation reports of the candidates running for elections. From this information, we present the donations given by enterprises to the parties that have won seats in the State Great Khural.

A legal entity can donate up to a maximum of 30,000,000 MNT.

Out of 126 Members, Five Opposed, and D. Amarbaysgalan Was Elected Speaker of the Parliament

D. Amarbaysgalan was nominated by the MPP's Executive Committee to be appointed as the Speaker of the Parliament. According to the law, the MPP, which gained the most seats in the election (68 seats), has the right to nominate the Speaker of the Parliament.

The issue of appointing the nominee as the Speaker of the Parliament was discussed in the first session held today.

D. Amarbaysgalan was born on November 27, 1981, in Yesönbulag sum of Govi-Altai aimag. He graduated from the No. 1 Secondary School in Govi-Altai aimag in 1998, from the School of Telecommunications and Information Technology at the Mongolian University of Science and Technology in 2003, and from the School of Social Sciences at the National University of Mongolia in 2011.

He has qualifications as an electrical engineer, information measurement electronics engineer, and political scientist.

Work Experience:

  • From 2000 to 2007, General Manager and Director of Soyombo Printing LLC.
  • From 2007 to 2009, Head of the Marketing and Planning Department of Mongol Post LLC.
  • From 2009 to 2012, Head of the Public Relations Department at the MPP Executive Office.

Ya. Sodbaatar Appointed as Acting Secretary General of the Mongolian People's Party

Expanding the Road from "Dunjingarav" Intersection to School No. 133

Within the framework of road maintenance and repair, 19.5 kilometers of roads in 17 locations across six districts are planned to be repaired and renovated this year with the funds from the capital city's road fund. As of today, roads in 13 locations have been renovated and opened to traffic. We spoke with Senior Specialist B. Ganbat from the Road Development Department's Maintenance and Repair Control Division about this matter.

He stated, "As of today, we have fully completed the repair and renovation of 17.5 kilometers of roads in 13 locations of the capital city. Meanwhile, the work continues to expand and renovate the 0.78 kilometers of road from the 'Dunjingarav' shopping center intersection eastward to School No. 133, which is the 14th location. As part of this work, it is planned to build an additional 3.5 meters of lane, 1.5 meters of sidewalk, and 1.5 meters of bicycle path on the north side of the road.

As of today, excavation work for 600 meters of road area has been completed, an 11-meter embankment has been built, and frost protection work has been finished.

Also, the work is slightly delayed due to the issue of vacating 180 meters of land at the beginning and end of the road. Specifically, 90 meters of land near the green fence built at the 'Dunjingarav' shopping center intersection and 90 meters near School No. 133 must be vacated before starting the asphalt concrete pavement work. The land vacating issue is currently in the negotiation stage."

In addition, inspections conducted on 13 newly repaired locations after the continuous rains last month did not reveal any problems; the stormwater drainage systems functioned properly. Additional stormwater intakes and 210 meters of stormwater drainage systems were installed in 11 of these locations.

On July 1, 2024, U.Khurelsukh, the President of Mongolia, issued the Decree on the First Session of the State Great Khural to convene on July 2, 2024.

According to the amendments to the Constitution, the Parliament, the highest legislative body, has 126 members for the first time.

As a result of a mixed electoral system, representatives of disabled people, lawyers, scientists, doctors, teachers, economists, engineers, journalists, and women will make laws in the parliament from the five party coalitions: Mongolian People’s Party, Democratic Party, HUN Party, Civil Will Green Party, and National Coalition.

U.Khurelsukh, the President of Mongolia, made an opening speech at the First Session of the State Great Khural. And P.Delgernaran, Chairman of the General Election Commission of Mongolia, presented the result of the Parliamentary election 2024.

19 parties, 2 alliances and 1341 candidates registered in the ninth regular election of the Parliament, which was the largest number of parties, alliances and candidates in the history of the parliamentary elections. 126 members, 48 of which by proportional representation, and 78 by majority representation, were elected. 821 candidates are male and 528 are female.

From abroad, 73.2% of all voters who registered to participate in the parliamentary elections voted. In the future, it is necessary to create a legal environment for students and citizens who work at a place other than their permanent residence to vote.

On July 1, 2024, U.Khurelsukh, the President of Mongolia, issued the Decree on the First Session of the State Great Khural to convene on July 2, 2024.

According to the amendments to the Constitution, the Parliament, the highest legislative body, has 126 members for the first time.

As a result of a mixed electoral system, representatives of disabled people, lawyers, scientists, doctors, teachers, economists, engineers, journalists, and women will make laws in the parliament from the five party coalitions: Mongolian People’s Party, Democratic Party, HUN Party, Civil Will Green Party, and National Coalition.

U.Khurelsukh, the President of Mongolia, made an opening speech at the First Session of the State Great Khural. And P.Delgernaran, Chairman of the General Election Commission of Mongolia, presented the result of the Parliamentary election 2024.

19 parties, 2 alliances and 1341 candidates registered in the ninth regular election of the Parliament, which was the largest number of parties, alliances and candidates in the history of the parliamentary elections. 126 members, 48 of which by proportional representation, and 78 by majority representation, were elected. 821 candidates are male and 528 are female.

From abroad, 73.2% of all voters who registered to participate in the parliamentary elections voted. In the future, it is necessary to create a legal environment for students and citizens who work at a place other than their permanent residence to vote.

In accordance with the constitutional amendments, the highest legislative body, the Parliament, now has 126 members for the first time. The inaugural session of the Parliament with 126 members was held today (2024.07.02).

During the initial session of the Parliament, the issue of appointing the Speaker of the Parliament was discussed, and a vote was conducted with the formulation "Let's appoint D. Amarbayasgalan as the Speaker of the Parliament." Five out of the 126 members opposed it. By the majority of members' votes, D. Amarbayasgalan was appointed as the Speaker of the Parliament.

Who Supported and Who Opposed the Coalition Government?

Members of the Parliament have completed their oath. With the conclusion of the election results, there has been talk of the Mongolian People's Party (MPP) forming a coalition government.

Members of the Parliament elected from the MPP have not denied this. Who supported and who opposed the coalition government?

Member of Parliament O. Batnarmdal:

Regarding the coalition government, we need to look at countries similar to our own. The most similar structure to ours is New Zealand. Until 1997, New Zealand, like us, had a political system where two parties competed. With the introduction of a mixed electoral system, they have predominantly worked with coalition governments.

The coalition government shouldn't be viewed solely as a compromise. There are advantages like implementing longer-term policies. With the next election also conducted using the mixed system, the likelihood of forming a coalition government is high.

According to state theory and proper balance, the ruling party holds power, the opposition monitors, and in some cases, they form coalitions for specific purposes.

Member of Parliament A. Ariunzaya:

If we unify our country's development programs and policies, development may happen faster. When studying the governance of Germany's state institutions, there are exemplary cases where political parties were evenly involved and developed together. If we can unite in our development programs and philosophies, this decision cannot be dismissed.

Member of Parliament O. Tsogtgerel:

Whether to enter the coalition government or not is irrelevant to our personal opinions. The authorized body of the party will discuss and decide. We will follow whatever decision the majority makes. We have not received a proposal from the MPP, as the full mandate of the Parliament has just begun. We haven't been proposed, discussed, or decided upon, so the idea that the Democratic Party (DP) will join the coalition is misinformation. Personally, if asked to join the government, I will not participate.

Member of Parliament Ch. Lodoysamdui:

The DP has previously formed a coalition government three times. As a result, the concept of "MANAN" (a coalition of MPP and DP) emerged. They collaborated in creating schemes of theft and corruption. During the last assembly, there were hearings and numerous discussions. We are against forming a new "MANAN."

We see this issue from two perspectives. One is that political parties carry out their election programs in proportion to the power they hold, which doesn’t necessarily mean holding 100% of the power. Elections are held for this purpose. On the other hand, forming a coalition can lead to an unaccountable and irresponsible government. Our system of governance is quite unclear. Even though it is stated on paper and in law that we have a parliamentary system, we currently have a government led by the Prime Minister.

This is the reality. They use such justifications. They claim they want to carry out their main tasks without politicizing things. What these tasks are is unclear. They haven't done anything in their eight years of rule. During the elections, we discussed this extensively. They did not fight corruption and increased budget expenditures. Now it's being discussed at the proposal level, and it seems MPP is issuing invitations. We will discuss it within our party.

Member of Parliament N. Nomtoibayar:

The people’s choice has given victory to the MPP. We believe the MPP should form the government and operate by themselves. We have not received any invitation.

Member of Parliament D. Purevdavaa:

The ruling MPP has won 68 seats allowing them to form a government. The people voted for other parties to be a strong opposition. The National Coalition will be the opposition. We will not participate in the coalition government.

HUN Party member J. Zoljargal:

Officially, I haven't heard such information. According to state theory and proper balance, the ruling party holds power whereas the opposition monitors, and sometimes they form coalitions for specific purposes. Once an official proposal is made, the parties will discuss and decide, while the Civil Will-Green Party (CWGP) stated, "We will not participate in the coalition government. Instead, we will fulfill our promise to be a strong opposition as pledged to the citizens."

Some members of the MPP are against forming a coalition government, stating that it will adversely affect the local elections in October.

SESSION: D. Amarbaysgalan Appointed as Chairman of the Parliament

At the first session of the Parliament, the issue of appointing the Chairman of the Parliament was discussed.

L. Munkhbaatar, a member of Parliament, presented that the ruling party's Governing Council had nominated Dashzeveg Amarbaysgalan for the position of Chairman of the Parliament.

When a vote was taken on the formulation "Appoint D. Amarbaysgalan as Chairman of the Parliament," five out of 126 members voted against it. With the majority of members in favor, D. Amarbaysgalan was appointed Chairman of the Parliament.

Subsequently, the seal of the Parliament was handed over to the newly appointed Chairman, thus initiating the tenure of Chairman D. Amarbaysgalan.

126 candidates who won in the 2024 parliamentary elections received their credentials yesterday.

Newly Elected Parliament Members Sworn in, D. Amarbayasgalan Elected as Speaker

Newly elected members of the State Great Khural have been sworn in, and D. Amarbayasgalan has been elected as the Speaker of the Parliament.

D. Amarbayasgalan stated: "The formation of the new Parliament with 78 members elected through majoritarian system and 48 members through proportional representation is a historic event that strengthens the political and parliamentary culture of Mongolia by introducing a new political culture."

During the inaugural session of the Parliament established after the 2024 regular elections of the State Great Khural, 126 newly elected members were sworn in. This solidifies the authority of the members elected in the ninth parliamentary election.

The members of the Parliament swore an oath to "uphold the interests of the people and the country, adhere strictly to the laws of the State, avoid corruption and conflicts of interest, fulfill the duties of a member with integrity, and accept legal responsibility for any breach of their oath."

Additionally, during the inaugural session, the matter of appointing the Speaker of the Parliament was discussed. Despite five members dissenting out of 126, D. Amarbayasgalan was elected as the Speaker by majority vote.

In his speech during the inaugural session, Speaker D. Amarbayasgalan emphasized the importance of political parties contributing valuable proposals and initiatives for the development of the country, regardless of their parliamentary representation status. He highlighted that these should be respected by both ruling and opposition parties to ensure national consensus and policy stability.

Furthermore, he added, "As the Speaker of the Parliament, I will work to ensure unity, irrespective of the political ideology or the number of seats held by the political parties in Parliament. Primarily, I will prioritize the fundamental interests of the country and the people, upholding the Constitution. Ensuring and protecting human rights is a primary duty of the State and will be a focus of Parliament. Therefore, the State Great Khural will give special attention to fulfilling Mongolia's international commitments on human rights, increasing participation in the UN's human rights mechanisms, ensuring gender equality, and achieving sustainable development."

During the inaugural session, Parliament member Kh. Temuujin also expressed his stance on strengthening parliamentary democracy.

Despite a $351.44 million surplus in the balance of payments, it has decreased by $150 million since the beginning of the year.

Preliminary performance for May shows the balance of payments surplus stood at $179.5 million, a decrease compared to the same period last year. While the balance of payments showed a surplus of $351.44 million since the beginning of the year, it has fallen by approximately $150 million from the previous year's level.

The main factor influencing this is the increase in the current account deficit, which reached $435 million. Compared to the same period in 2023, where the current account was at a surplus of $383.78 million, it has now turned to a negative level, according to the Bank of Mongolia.

Although Mongolia's foreign trade turnover has increased, the trade deficit has measured at $1.4 billion due to a reduction in the difference between exports and imports. Despite the domestic currency, tugrik, remaining stable between 3380 and 3381 for the last 8-9 weeks, the currencies of major importing countries have weakened in the international market. For instance, the weakening yen in Japan has driven a rise in car imports, as reported by transport and logistics companies. Economist N. Enkhbayar has also warned that if the prices of major mineral products fall in the international market, budget revenues may not reach the estimated levels.

Furthermore, the deficit in the services account, which is a primary component of the current account, has increased. Preliminary data for May indicates a $1.2 billion deficit in the services account, with transportation and travel services payments dominating.

Meanwhile, the financial account, which reflects cash flow from foreign investments, showed a deficit of $1.1 billion, a figure 13 times higher than the same period last year.
