PHOTO: The Defense Sector Acquires a New Helicopter Meeting European Standards

Published: 2025-02-22 | Translated from: isee.mn

On the threshold of the 100th anniversary of the founding of the Air Force, the defense sector has added to its ranks the "Airbus H-145 D-3" helicopter, which performs the duty of guarding the safety and peace of its people and nation. This helicopter was jointly developed by the European company "Airbus helicopters" and Japan's "Kawasaki". Known for its impressive technological capabilities, reliability, and safety, this helicopter is being utilized in the defense and civil aviation sectors by many countries around the world. The handover ceremony was attended by members of Mongolia's Parliament and Government, including Minister of Defense S. Byambatsogt, Chief of the General Staff Major General S. G. Ganyamba, along with leaders of the Defense sector, military representatives, and Air Force personnel. The Defense sector has declared 2025 as the "Patriotic Mongolian Year of Great Revival." As part of this initiative, efforts are being made to introduce new technology, the best innovations in the sector, and to realistically revitalize defense production, aiming to enhance the readiness and operational capability of the Armed Forces. The helicopter, equipped with modern advanced technology, has multiple advantages such as low operating costs and the ability to be used in both military and civilian capacities. Furthermore, with its twin-engine design, it ensures the high-level safety of pilots and passengers alike. During the handover ceremony, Minister of Defense S. Byambatsogt emphasized in his speech that the core of the defense revitalization policy should always be people. Therefore, he reiterated the commitment to uphold human rights policies and objectives, as well as to address the social protection issues of employees and servicemen, ensuring social security by mobilizing all possible resources.

Malaysia's Government Compensation Remains Uncertain

Published: 2025-02-22 | Translated from: news.mn

"News" agency highlights conversations with their guests in this week's interviews. We had a brief phone conversation with Mongolia's Honored Teacher S. Shaaribuu. - Can it be understood that the Malaysian court's decision favored you against their government? - It's been over two years since the Malaysian government has been appealing, and the case hasn't been progressing in court. I'm unsure what the delay is about. I suggested to my lawyer there that the government should put a certain amount of compensation into an account while waiting. Our lawyer reached out to the country's court regarding the matter. Although there hasn't been a session in court yet, the judge proposed, "Why don't they at least place some money into an account within 30 days?" But whether or not the Malaysian government will pay me remains unclear. The Malaysian government has appealed, and the court hearing is scheduled for May 19, 2025. I'm hoping the case will be resolved then. This issue was discussed since last year to exert pressure before the trial. Compensation was mentioned back in 2022, but international journalists write about it like it's happening today. - So, the news that compensation for the deceased was ordered by the court is false, right? - It's more of a probe before the trial. Maybe the judge's words will influence the government's decision. However, without my compensation being transferred to an account, it's hard to say. If they agree with the proposal, it should be secured by a third-party account. - Foreign media writes about a claim of $1.4 million for compensation. How much compensation is to be placed in the account? - Malaysia's judge suggested "At least deposit 50% of the mandatory compensation into the lawyer’s account." However, it’s uncertain whether they will fulfill this in the 30-day period.

"Feeding a Person Will Eventually Cost You a Headache," as J. Batbold is Likely to Turn on L. Oyun-Erdene and L. Gantomor

Published: 2025-02-22 | Translated from: isee.mn

Former Member of Parliament J. Batbold has been appointed by the government as the Plenipotentiary Representative to determine the government's share in strategically important mineral deposits, which has provoked the ire of many. J. Batbold was elected as a Member of Parliament in the 2012 and 2016 parliamentary elections. It is said that the person who introduced him to politics was Ts. Elbegdorj. In fact, an AN party member politician has mentioned that "Ts. Elbegdorj was the one who released J. Batbold from prison twice and introduced him to the AN party, making him a member." Moreover, J. Batbold himself has said, "I supported Ts. Elbegdorj and made him president, and I am extremely pleased that Mongolia has such a democratic president." However, it is no secret that J. Batbold now attacks and berates Ts. Elbegdorj at every opportunity, claiming that there is no worse person in Mongolia. For instance, while serving as a Member of Parliament in 2019, he declared, "I demand the immediate arrest of Ts. Elbegdorj, who has plunged Mongolia into such a state with illegal activities of the MANAN group," and during a press conference last week, he criticized Ts. Elbegdorj once again. Meanwhile, AN member E. Bat-Uul tweeted, "To the chairman of the 'State Commission for Property Confiscation,' J. Batbold, wouldn't it be perfect to make him wear a green hat. The time for the scum who 'kill people and plunder the city' to rise has come. In the past, there were many green hat-wearing people who enriched themselves through racket during property confiscation." In response, J. Batbold, head of the BDP, said, "The murderer who left his green hat at Zorig Agnas's home is someone who has been marching against Mongolian democracy and the people for years. As for the green hat, Bat-Uul's green hat and hair were found at Zorig Agnas's home. Who killed the father of democracy?" To continue, J. Batbold has, on several occasions, also said, "Although I have helped President U. Khurelsukh numerous times, he has forgotten these favors," and "U. Khurelsukh has become the king and dictator of Mongolia," while now he is openly seen trying to appease and seek favor with Khurelsukh. Specifically, after J. Batbold made a statement about "skinning the private sector" last week, the President said, "The private sector is developing Mongolia. Thank you to the private sector." Shortly afterward, J. Batbold himself said on his social media, "Our President gave a wonderful speech. Yes, national unity is paramount." Prime Minister L. Oyun-Erdene and J. Batbold are two of the "honest five." J. Batbold ran as a candidate from the AN party in the 2024 parliamentary elections but lost. At the time of his candidacy, he said, "I am ready to run from anywhere except MAN. We are running to defeat MAN, which is oppressing the people and leading Mongolia into poverty." However, within a few months, he joined MAN and said, "The fight of the honest five continues." Furthermore, J. Batbold, who led the SHINE party into the 2020 elections and accepted defeat, organized a protest against MANAN and shared the rewards, being appointed as a counselor at the Embassy in Australia. Upon returning to Mongolia, he was investigated by law enforcement for over two years and detained for more than two months, only for the case to be dropped shortly before the elections. To clarify, the charges he faced were of using his political position and powers to gain an advantage for himself and others, knowing he was receiving, owning, or using assets, money, or incomes obtained through criminal activities, hiding their illegal origins, and continuously participating in criminal acts. Still, before last year's elections, he left his SHINE party to join the AN and suffered defeat in the elections. Again, he has gained from MAN's share and has been appointed BDP to execute government decisions. According to J. Batbold, Prime Minister L. Oyun-Erdene and Minister of Economy and Development L. Gantomor met with him and offered him the position. From the above examples, it is not unreasonable to think J. Batbold, known as the "Shameless Politician," might soon turn on L. Gantmor and L. Oyun-Erdene.

Only 12 out of 167 Tests on Imported Food are Conducted by Customs

Published: 2025-02-22 | Translated from: gogo.mn

The "Implementation of Standards and Legal Environment" discussion was held for three days. Following this discussion, we asked the chair and members of the working group established by the order 84 of 2024 from the Speaker of the State Great Khural, tasked with proposing reforms to the legal environment of standards and drafting related legislation, about the outcomes and future implementation efforts. Member of Parliament M. Mandkhai stated, "The lack and inadequacy of standards at the national level are causing many risks. One of these is the issue of food safety. Particularly, the expansion of agricultural production and activities requires addressing standard issues. Around 70 percent of our country's food products are imported. During today's discussion, it was brought up that out of 167 types of tests that need to be performed on imported food products, the customs authority conducts only 12. Moreover, inter-sectoral cooperation is crucial. For instance, in terms of the process, the expansion of operations by stores selling imported food negatively impacts the businesses of local food producers. Bureaucracy and lack of inter-sectoral coordination are major obstacles to the development of the food and agriculture sectors. Implementing standards promptly, expanding necessary laboratories, and improving essential equipment and types of tests are keys to fully ensuring food safety," she commented.

Strategic deposits will not be owned by families. Mr. J. Odjargal, there are other people besides you in Mongolia. If the law of Mongolia is violated, the company's license should be invalidated, and new companies should be assigned instead. There are many who can mine coal and sell it to China," he announced publicly. After J. Batzandan's statement, the shares of Energy Resources fell to HKD 6.62, with a trading volume of 1.6 million shares. As of yesterday, Energy Resources' shares stood at HKD 6.63. This sequence of events showcases how decisions and communication by those in power can significantly impact private sector activities.

Coal Price Drops Lead to Increased Gold Mining

Published: 2025-02-22 | Translated from: news.mn

With the price of coal dropping by 44%, export revenue is expected to fall sharply, putting pressure on the foreign exchange reserves. Therefore, the government has decided to take measures to increase gold mining this year. As the global market sees gold prices rising, reaching a historic high with one gram of gold now equal to 330,000 tugriks and one kilogram of gold valued over $90 million, the government aims to take advantage of this historically high market condition. Mongolia had set a goal to mine 20 tons of gold last year, but only managed to mine 16.5 tons. The Ministry of Industry and Resources is conducting research related to increasing gold mining and plans to discuss it in the upcoming government meeting.

Mongolia Officially Confirmed as Host of COP17

Published: 2025-02-22 | Translated from: montsame.mn

Mongolia's Minister of Environment and Tourism, Ms. Odon Tuya, and the Executive Secretary of the United Nations Convention to Combat Desertification, Ibrahim Thiaw, signed an agreement at the UN headquarters in Bonn, Germany, confirming Mongolia as the host country for the "17th Conference of the Parties" (COP17). With this, Mongolia has secured the right to organize one of the major global conferences in 2026 that aims to advance efforts to combat desertification, land degradation, and drought among its 197 member states. Our country expressed its desire to host the conference, gained international support in May 2022, and successfully obtained the right to hold this important conference at home. Mongolia thus reaffirms its leadership role in the global efforts to combat desertification, land degradation, and drought. With 76.9% of our territory affected by desertification, which seriously impacts the livelihoods of herders, biodiversity, and food security, it is imperative to address these challenges. By hosting COP17, Mongolia will take on a leading role in sustainable land management and rehabilitation efforts, creating opportunities for increased participation by national governments, scientific organizations, businesses, local communities, and youth. The conference will focus on land rehabilitation, strengthening drought resilience, increasing investment in sustainable land management, and promoting policies to restore Mongolia's pasture ecosystems and adapt to climate change globally. Dust storms are increasing in Mongolia and the region, posing threats to health and the environment. This challenge is not only Mongolia's issue but also affects China, Japan, South Korea, and even reaches North America across the Pacific. Therefore, it is crucial to strengthen regional and international cooperation, prevent land degradation, and implement sustainable management solutions. Mongolia is making tangible steps to reduce desertification and land degradation by initiating the "Billion Trees" national movement to rehabilitate degraded lands and achieve significant results in adapting to climate change. With thousands of years of nomadic heritage, the Mongolian people have lived in harmony with pristine nature and pastures, and as such have a valuable role in promoting sustainable pasture management globally, drawing international attention, and expanding international cooperation. Therefore, our country has officially endorsed the "International Year of Rangelands and Pastoralists - 2026" (IYRP 2026) initiative at the UN level. During the 17th Conference of the Parties, we will strengthen this initiative and launch the initiative to establish the "International Coalition for Pastoralism for the Future." This marks the beginning of Mongolia's significant contribution as a global leader in green development. The 17th Conference of the Parties will be not only a session and discussion forum but also an important platform for implementing concrete solutions, according to the Ministry of Environment and Tourism.

The US Introduces its Draft Resolution on Ukraine

Published: 2025-02-22 | Translated from: montsame.mn

To mark three years since Russian troops invaded Ukraine, the United States has introduced its prepared draft resolution on stopping the war in Ukraine. Previously, Ukraine and its European allies had proposed their own drafts, which are planned to be submitted to the UN General Assembly on Monday. The US introduced its concise draft resolution yesterday. Comprising three points, the draft expresses regret over the loss of human lives in the 'Russia-Ukraine conflict' and states that 'the main purpose of the UN is to maintain international peace and security and to resolve disputes through peaceful means.' It also demands the 'immediate cessation of hostilities' and calls for lasting peace to be established between Ukraine and Russia. The Russian side proposed adding 'by addressing its root causes' after the phrase 'immediate cessation of hostilities.' Vasily Nebenzya, Russia's representative to the UN, called the presentation of the American draft a 'right step.' An unnamed Russian diplomat told Reuters that if the General Assembly approves the proposed amendments by Russia, Moscow will support the US resolution. The UN General Assembly is expected to vote on the proposal prepared by Ukraine and the EU on Monday. The project calls for de-escalation of tensions, immediate cessation of hostilities, and peaceful resolution in accordance with the UN Charter and international law. Representatives of EU countries at the UN plan to meet on Friday evening to discuss the US move, diplomats said. Ukraine and the EU have been negotiating with UN member states over the past month. Although the resolutions of the General Assembly are not binding, they reflect international public opinion on the war and carry significant political weight. The draft resolution prepared by Ukraine and the EU states that 'ending the war is essential,' and calls for doubling diplomatic efforts to reduce the risk of further escalation and establish a just, stable, and comprehensive peace in Ukraine. It also emphasizes the need to implement previous UN resolutions demanding the withdrawal of troops and cessation of military activities from internationally recognized Ukrainian territory. In the first year of the war, the General Assembly adopted six resolutions on the conflict.

D. Amarbaysgalan: Unlocking the Chains of Four Mega Projects Stalled for 30 Years, Creating a New Revival

Published: 2025-02-22 | Translated from: gogo.mn

Chairman of the State Great Khural (Parliament) D. Amarbaysgalan, along with parliament members E. Bolormaa and M. Mandkhai, worked in the provinces of Govi-Altai, Khovd, Uvs, and Zavkhan during the intersession of the autumn session of the State Great Khural. They visited a total of 38 sums (districts) and met with more than 19,000 residents. In addition to familiarizing themselves with the implementation of legislation, they focused on prioritizing budget investments for the coming years based on the challenges faced by local areas and the suggestions and requests of the citizens. Of the citizens the parliamentary chairman met, more than 5,100 were high school students. About 500,000 citizens of the five western provinces live 1,000 to 2,000 km away from Ulaanbaatar city. For them, besides the information broadcasted on TV, newspapers, and websites, it is important for members of parliament to personally convey their achievements, policies, and planned activities. Therefore, following the principle of maintaining a responsive relationship with the citizens, once the first autumn session of the 126-member parliament concluded, Chairman D. Amarbaysgalan went to work in the western region. Chairman Amarbaysgalan highlighted that the new parliament, consisting of representatives from various sectors, five parties, and alliances representing diverse views, managed to "unlock the chains" of four mega projects stalled for 30 years in just one autumn session and create a new economic revival. The parliament has demonstrated that it is entirely possible to discuss and resolve issues from multiple perspectives without political bias. This is evident not only from the mega projects but also from the fact that the parliament reviewed the national budget twice and approved it without a deficit for the first time. Will Building Primary Schools in Sub-Centers Reduce Traffic Congestion?

Published: 2025-02-22 | Translated from: news.mn

To alleviate traffic congestion in Ulaanbaatar, the capital city plans to build 12 primary schools over the coming years: four in the Sharga Had sub-center, four in the Selbe sub-center, two in the Bayankhoshuu sub-center, and two in the Tolgoit sub-center. Currently, out of the city's 303 general education schools, 231 are located in the city center, contributing to increased traffic movement and congestion, according to the city's Policy Research and Analysis Center. The problem is attributed to an insufficient number of schools on the outskirts of the city. However, citizens argue that for the sake of quality education, they transport their children 5 to 10 kilometers to study at schools in the city center. They believe that if teaching skills were improved, creating an environment where quality education is attainable at any school, then movement and congestion would decrease. Research based on data from the Traffic Management Center shows a significant increase in traffic load around schools during school hours. Specifically, during school days, 241,924 vehicles are on the move, compared to only 132,501 during non-school days, which is a 54.7% decrease in traffic load. Of the 380,621 students enrolled in the 231 schools in Ulaanbaatar, 294,156 study in city center schools. A study found that only 35% of students at School No. 31 belong to its locality, while 65% are transported from other areas. Furthermore, around 500 children come from over 10 km away, and about 1,000 from 3-5 km away. While building new primary schools is necessary given the continuing issue of school and kindergarten accessibility due to population growth, experts warn that overlooking the quality issue may create further challenges in resolving congestion. This year, approximately 25,000 students are attending classes in three shifts due to capacity issues. Though new schools and kindergartens are built annually with state and local budgets, they cannot keep pace with population growth. Concurrently, there is a long-standing shortage of teachers, with over 4,200 positions vacant across the country, notably in subjects such as English, mathematics, physics, chemistry, and algebra, as reported by the Ministry of Education. Solving congestion through mere construction is challenging since parents will continue to send their children where quality education is available. Therefore, the state should focus on training good teachers. Offering economic incentives, such as accommodation for skilled teachers, could help improve the quality of general education in ger district schools that have long been underperforming in educational levels. Instead of investing billions in roads that cannot withstand weather conditions for a single season, investing in obtaining 10 competent teachers per district each year could result in at least 100 good teachers annually. With each teacher teaching at least 200 children per year, this could provide a basis for delivering quality education to 40,000 children a year. On the other hand, traffic congestion is not a problem solely caused by transporting primary school students. State and private universities are all concentrated in the city center. The idea of relocating state universities from the city center to the Baganuur district arose in 2010 but was postponed due to financial issues. The joint government is now discussing the relocation of state-owned universities to provinces. For example, it has been proposed that the Agricultural University could be moved to Darkhan-Uul province, and the University of Arts and Culture to the Selbe sub-center. However, the faculty and students of the Agricultural University expressed that moving to Darkhan-Uul province is not feasible. Hence, attributing the congestion issue solely to primary school student transport is a narrow perspective.

Summary: A Child Dies in a Horse Race in Arkhangai and J. Battsandan Takes Office as a Plenipotentiary Representative

Published: 2025-02-22 | Translated from: gogo.mn

What were the main events of this past week? After settling the dispute about reviving the spring horse races, a 12-year-old jockey tragically died in Arkhangai Province. A child, who was an assistant herder to a local trainer in Khairkhan sum, Arkhangai Province, fell from a horse and died. The head of the Complaints and Monitoring Department of the Human Rights Commission reported that such incidents occur related to the preparation work for winter and spring horse races, which begins in winter. Children are involved in activities such as mounting horses for exercise as part of preparing for races, leading to possible harm. The police are investigating, and the Arkhangai Province Child and Family Development and Protection Center is also working on the case. J. Battsandan has been appointed as a plenipotentiary representative and held a press conference. The plenipotentiary representative stated, “The government's plenipotentiary representative is appointed in extraordinary situations. Currently, there is an extraordinary situation. Deposits explored with state budget funds have become an issue. The 1997 Minerals Law prohibited the re-issuance of exploration licenses for these deposits. However, a former head of the Mineral Resources Authority used his position to grant them to private companies and now acts as a hidden owner or benefactor. I will present proposals to the government and parliament. The government and Minister of Justice should provide me a conclusion about which deposits were acquired legally and which were obtained through fraud. Many seem to criticize my appointment as plenipotentiary, but perhaps they were expecting someone who would collude in corruption, which is not the case.” For this lunar New Year, there will be only a two-day holiday, with work resuming on Monday. The Minister of Family, Labor, and Social Welfare explained, "According to the Labor Law, there are holidays on the 1st, 2nd, and 3rd days of the lunar New Year, not according to the Gregorian calendar. This year, there is no New Year's Day on the lunar calendar, so the holiday will be on the 2nd and 3rd, and work will resume on Monday. In the future, we will propose a law to move holidays if they fall on a national celebration or festival. As of now, we must follow existing law because we are a country governed by the rule of law. However, we should amend the law, as years without a lunar New Year's Day are quite rare." On Wednesday, Erdenes Tavantolgoi JSC announced the distribution of dividends from the 2024 net income. According to the company’s board resolution, a citizen with 1,072 shares will receive a total of 350 thousand MNT of dividends, distributed in three divisions. In December, citizens with 1,072 shares received 120 thousand MNT. After deducting the Individuals' Income Tax from 135 thousand MNT, 120 thousand MNT was transferred. The remaining dividend of 100 thousand MNT will be paid on the 28th of this month. If you have 750 shares, you will receive 75 thousand MNT. This week, an outbreak-like case of measles was confirmed in a person who traveled to Vietnam. Measles, caused by a virus that spreads through the airways, can infect anyone who has not previously contracted it or been vaccinated, and children are at risk of complications and death. Therefore, it is advised that children aged 9 months and 2 years, as per the national schedule, participate in free vaccination for measles, mumps, and rubella at family health centers and sum health centers. J. Battsandan is in the spotlight again. Seventeen years ago, he held a press conference with much emotion, challenging the election results, reminiscent of today. That day was July 1, 2008. While many avoided speaking about the demonstration that led to injuries, damage, and the loss of five lives, J. Battsandan courageously said, “Let's see it through, let's fight, let's make a revolution." Measles infection has been confirmed as an outbreak in a traveler returning from Vietnam. Measles is a virus-transmitted disease that spreads through the respiratory tract, and those who have never been sick with the disease or vaccinated are susceptible. Vaccination against measles, mumps, and rubella is advised for children aged 9 months and 2 years, free of charge at family or sum health centers. J. Battsandan reemerged. It recalls 17 years ago, around today's emotional intensity, where he held a press conference challenging election outcomes. That was July 1, 2008. Many were hesitant to speak of the demonstration that caused injuries and five fatalities, but J. Battsandan boldly insisted on seeing it through, fighting, and effectuating a revolution.

In accordance with the 2025 A/43 decree of the governor of the province, the Children's Rights Legal Committee has been reestablished and held its first meeting. During this time, they reviewed the 2024 operations report and statistics on crimes involving and affecting children, and discussed and approved their action plan to be implemented. In 2024, no children were recorded as having been sentenced for crimes, but four children died as a result of crimes, while over 20 children were injured or fell victim to sexual abuse and neglect, ran away from home, became pregnant (if girls), or committed traffic violations (if boys). Committee members highlighted that the reasons for children getting involved in and being victims of crimes include weak oversight and care by parents and guardians, a lack of communication with their children and not listening to their thoughts, intoxication around children, unstable family environments, and bad influence from peers. The head of the Children's Rights Legal Committee, who is also the deputy governor of the province, M. Batzorig, along with leadership and specialists from legal and enforcement agencies, has been appointed as committee members. They have planned to implement around 20 measures aimed at reducing the causes and conditions of child victimization and improving inter-sectoral cooperation under five objectives.

The Missing Digital Library in the Age of Information

Published: 2025-02-22 | Translated from: unuudur.mn

In the age of information, people's lifestyles are changing daily, and the number of those who visit libraries is decreasing. Researchers have confirmed this. For instance, Dr. T. Khaidav, Head of the Methodology and Research Department at the National Library, explains in his study that "the number of registered readers in public libraries in our country is 8.9% of the population. If we check whether they are active readers or not, we might find different results. In other words, 91 out of 100 people do not go to libraries," he based his explanation on the research. So what could be the reason for this? Most would initially answer that it is the advancement of technology. They might explain it as due to heavy workloads or a lack of time to visit libraries. Therefore, a solution that provides library services anytime, anywhere is crucial for today's readers. This means that the accessibility of libraries needs to be improved by leveraging technical and technological advancements. Dr. T. Khaidav noted in his survey on library accessibility that readers prefer to receive library services at home, indicating the need to renew library operations. Moreover, public libraries focus more on traditional services, lacking electronic reading services that incorporate technological advances. Article 13 of the Library Law states, "A library shall provide electronic reading services based on an agreement with the copyright holder to digitize books and publications in its collection, in whole or in part." However, one might conclude that electronic reading services in our country are severely lacking. This situation became evident during the "Covid-19" pandemic. During lockdowns, children and young people faced difficult times when they couldn't access books and textbooks from home. Most university websites have a section called digital library. However, from these, one cannot read the books but only search what works are available in that university's library. In other words, it shows whether the book you are looking for is available at the university, in what room it is located, etc. It's hard to fully know what books are available even in state-owned libraries. Furthermore, there's no national-level search system. The National Library is said to be issuing a bibliography. This could solve the issues mentioned earlier. NUM Leads the Way The first step to expanding electronic reading services was taken by NUM. Specifically, last December, the university established an independent digital library. This library is notable for being the first of its kind in Mongolia that meets international standards. The digital library contains about 100 books and over 5000 research and academic articles. Additionally, over 6500 master's level works have been digitized from the library collection. It appears that they have started transitioning from older works to the digital library in this manner. Meanwhile, the National Library's digital reading service includes 142 books, 56 journals, and 892 research works. This is not sufficient for an institution that bears the "national" designation. Also, Ulaanbaatar City's Central Public Library introduced electronic reading services in 2011. However, this service no longer exists. We even contacted the organization to find out that they've almost forgotten whether such a service existed. Nobody knows exactly when it was introduced or why the service was stopped. In general, the state of digital libraries in our country remains as described. Actually, Article 1 of the Library Law states, "The procedure for providing electronic reading services shall be approved by the Minister responsible for cultural issues." So, it appears the Ministry of Culture, Sports, Tourism, and Youth is responsible for issues related to electronic reading services. Yet, there's no regulation in our country related to this. Although about 20 library standards are enforced, none effectively address the development of electronic reading services. Developing for Business Purposes On the other hand, there are quite a few digital libraries in our country used for business purposes. Specifically, through websites of bookstores such as "Az Khur" and "Internom," you can purchase works of interest at any time. This means you can read the original text of the book online. A number of years have passed since this feature was made available. People in remote regions or living abroad mostly use this service. It is relatively inexpensive compared to buying the paper edition. Therefore, it can be considered that Mongolians are becoming accustomed to reading and using books digitally. However, state-owned libraries do not meet readers' needs digitally. A Bridge to Connect Foreign Researchers Of course, having a digital library saves time. Secondly, it is rare to find opportunities to read bachelor's, master's, and doctoral research work digitally. If a research article published in international academic journals, or the researcher hasn't shared information about their work online, it is inaccessible to us. If it were possible to access research works digitally, it would open "wide doors." For example, internationally, there is a broad understanding of information exchange. This is about researchers collaborating and sharing information. However, can researchers from South Korea, Japan, the USA, and other countries have access to Mongolian works that are stored in print form in libraries today? Within our country, we're unable to fully obtain information on topics of interest. To conduct research, we sift through dozens of archival materials and spend nights at libraries. Yet, today's busy lifestyle doesn't afford such opportunities. Additionally, it is possible to determine whether works placed online have violated intellectual property using software. This is important for preventing intellectual property violations. However, the software only checks electronic material uploaded online by comparing it with data. Therefore, books and research stored in physical form may be overlooked. However, with a substantial digital library, this shortcoming can be remedied. Moreover, the number of readers of a particular work may increase. The most crucial advantage is resolving intellectual property disputes. The use of digital libraries can thus be adapted to provide library services to all segments of society globally. While we're confused, digital libraries have already developed abroad. International Standards Let's look at some examples from foreign countries. The Library of Congress in the USA, considered the largest in the world, is available to foreign nationals. You can choose how to familiarize yourself with the works, such as audio, text, or image-based. Thus, it's fulfilling the main goal of the library, which is to be accessible to all members of society. You can also search by the country of origin of the works. Furthermore, there is a system unifying the libraries of the European Union. It compiles information from libraries across European countries, allowing users to access works made available in international libraries. Also, it keeps the information on library holdings across Europe open. In the digital library, authors from other countries can place their works. Having the main idea of the book and the author's information is sufficient. Meanwhile, Japan's "J-Stage" digital library has approximately 5.8 million works categorized into 415 topics. You can choose from works across 25 fields including environment, philosophy, chemistry, physics, mathematics, economics, and law. These examples show that other countries are also starting to focus on their digital library services. However, our country lags significantly behind international standards. While we are searching by the name of the book, abroad they use technology to "discover" information based on the content. They also offer related books and pamphlets on the same subject. Therefore, it is time to focus on improving the accessibility of electronic reading services.

In the past three days, three imported cases of measles have been reported in Mongolia. All cases were imported from a foreign country where measles is registered as an outbreak. These cases were on flights during their infectious period, resulting in a high number of contacts. Additionally, the individuals affected did not receive the measles vaccine due to medical reasons. Upon investigation, the second case arrived in Ulaanbaatar on February 18, 2025, at 13:59 on flight VJC3200 from Phu Quoc Island, Vietnam. The third confirmed case arrived on February 8, 2025, at 01:00 on MIAT's OM712 flight from Ho Chi Minh City, Vietnam. Therefore, passengers from these flights are advised to contact the National Center for Communicable Diseases at phone number 100 if they experience symptoms like fever and rash or if they wish to get more information about this disease. YOUNG LIONS COMPETITIONS - Being organized in Mongolia for the first time

Published: 2025-02-22 | Translated from: ikon.mn

From 2017, the Mongolian Marketing Association has been working as the official representative of "Cannes Lions", the world's largest creative organization. Since 2019, they have annually organized the "Young Spikes" competition in Mongolia, which selects the best young marketers and creatives from Asia-Pacific countries, sending the national winning team to compete in the "Young Spikes Competition" in Singapore. However, in 2025, "Cannes Lions" "Young Lions Competitions" are being organized in Mongolia for the first time, allowing Mongolian youth to compete with global creatives, not just limiting to the Asia-Pacific. This competition, taking place from the 21st to 23rd of this month, is being held in the Digital category with 19 teams consisting of a total of 38 young marketers under the age of 30 participating. These teams will compete by showcasing their creative ideas and skills within a 24-hour timeframe. The competition is being held in accordance with international standard procedures, and the best team will be selected on February 23. The outstanding team will have the opportunity to represent Mongolia at the "Young Lions Competitions" in Cannes, France, in June 2025, competing with the world's best young talents in terms of knowledge and skills. VS: Analyzing the Battle for the Asian Championship Spot between Mongolia and Japan

Published: 2025-02-22 | Translated from: news.mn

The match between the national teams of Mongolia and Japan will be a battle of different levels of experience and ambition. Compared to their opponent, the Mongolian national team is not one of the giants of Asian basketball. However, it has been rapidly improving in recent years. The national team has made it to the top 10 in three of the last four Asian Games. Currently, the Mongolian basketball team has passed through two preliminary rounds and emerged to face Japan, one of the continent’s powerhouse teams. Playing against such a strong opponent is a great opportunity for Mongolia to challenge itself. If Mongolia wins and Guam loses to China, the Mongolian national team will play an additional match for a spot in the Asian Championship. Japan is a team with depth and high skill levels. Their national team is traditionally based on speed, discipline, and long-range shooting. However, this time Japan's leading star, Rui Hachimura, will not be playing as his NBA team, the Lakers, are making a playoff push during the complicated season. Nonetheless, Japan still has strong and experienced players who have competed against top talents. Key Factors of the Game Home Court Advantage According to experts from "1xBet Mongolia," Japan is the favorite in terms of skill. However, the home court advantage and atmosphere of the arena might give the host country a chance to compete. In the previous two rounds, the Mongolian team won four home games. However, they have yet to win in this round. Perhaps, it's not too late to start winning now. Game Pace Mongolians will undoubtedly aim to slow down Japan’s fast pace and tighten their defense. Nevertheless, Japan will prefer to display their fast-paced, attack-dominant style. The main question is which team will maintain their pace until the last second of the game. In the match played on Japan's ground, the Mongolian team competed closely in the first period but eventually became physically exhausted, giving the lead to their opponents. Frontline Defense Japan is known for its accuracy in long-range shooting. Therefore, Mongolians must focus on limiting the long-range shots from Yuta Watanabe and other sharpshooters with their defense. While the Mongolian national team has the desire and determination to win, many "1xBet" users from Mongolia see Japan as the undeniable favorite. Visitors to Ulaanbaatar could decide the outcome in the first half. However, if Mongolians can sort out their defense and showcase their strengths against an opponent that might underestimate them, an unexpected competition might unfold.

Chess Players from Three Countries Compete in Intellectual Tournament

Published: 2025-02-22 | Translated from: montsame.mn

In the hall known as the Great Empire at the National Museum of Mongolian History, under the motto "Let's Honor Nomadic Heritage," chess players from Mongolia, Russia, and China are competing in a contest of intellect. The competition is organized by the Ministry of Culture, Sports, Tourism, and Youth Affairs, the State Physical Education and Sports Committee, the Mongolian Chess Federation, the National Museum of Mongolian History, Duut Studio, the World Mongolian Traditional Chess Union, and APU Dairy Company. More than 50 participants, including over 10 young players, one grandmaster, around 20 women, and about 10 seniors from Buryatia of Russia and Inner Mongolia of China, are competing. The choice of the National Museum of Mongolian History as the venue for this tournament not only holds historical significance but also fulfills the dreams of chess researchers, players, and enthusiasts of Mongolian chess, as emphasized by B. Naranbaatar, Secretary-General of the Mongolian Chess Federation, in his opening speech. He noted, "The uniqueness of organizing this competition following a decree by the President of Mongolia is noteworthy. The decree includes clauses on reviving and delving deeply into national history, promoting state traditions, nomadic heritage and culture, studying, promoting, and disseminating Mongolia's ancient history worldwide. According to this, the nomadic culture is inextricably linked with Mongolian chess, which has been studied and evidenced by many Mongolian scholars to have originated 2-3 thousand years ago. For instance, Dr. A. BatZorig, a researcher of ancient chess, highlighted in his presentation at the National Museum on Friday about the origin of Mongolian chess, supporting the claim that chess originated from Mongolia with numerous evidences. A prominent example includes the discovery of a 'Gold Ornament of the Chief' from the Gol Mod 2 excavation in 2011 led by archaeologist Dr. D. Erdenebaatar in Undur-Ulaan of Arkhangai province. From this site, a gold piece depicting a bear, considered a mythical creature of noble origin, was found. On silver and bronze, the images of deer are depicted. Historians and ancient chess researchers state that the Bhers is the sole representative of the highest nobility. Mongolians represent Bhers as the most powerful piece in chess. This is, therefore, substantial evidence that chess originated in Mongolia. The gold Bhers stored securely is currently displayed at the Chinggis Khaan National Museum. Thus, gathering Mongolians from around the world to promote and develop Mongolian chess is a proud event." Mongolian chess is among the remarkable contributions Mongolians have made to the world's cultural heritage. As it is said, chess encompasses the strategic wisdom that subdues the world. Chess enhances memory, diligence, thoughtfulness, and courage, according to researchers and scientists participating in the competition. The Mongolian Chess Tournament will be traditionally organized annually before the Tsagaan Sar holiday.

A. Ankh-Erdene: I study the techniques, moves, and psychology of wrestlers competing in my weight class

Published: 2025-02-22 | Translated from: unuudur.mn

The athlete from Nalaikh District, A. Ankh-Erdene, who has three gold medals from the National Junior Wrestling Championships, is a two-time national youth champion, a bronze medalist at the National Senior Wrestling Championships, and a two-time league champion. Under the guidance of coach D. Munkhbayar of the “Munkhiin Khuchten” training school, he is making waves in freestyle wrestling. He is one of the three Mongolian junior wrestlers who returned with a bronze medal from the 2017 All Japan Junior Wrestling Championship. Two years later, he competed in the Asian Junior Wrestling Championship in Taichung, Taiwan, in the under-15 category, defeating wrestlers from Thailand and China to win a bronze medal. Since competing in the "Bishkek-2022" Asian Junior Championships in Kyrgyzstan, he has improved his skills and achieved significant results in both domestic and international competitions. - After traveling to Bishkek, Kyrgyzstan for the Asian Championship, you won national big tournaments and became a champion. Kyrgyzstan was the third country I visited outside of Mongolia. We traveled to Bishkek at the end of June that year, and initially, it was difficult to acclimate to the hot and humid weather. During the Asian Championships for juniors, youth, and seniors held there, it was noticeable that the foreign athletes studied their opponents from all angles before wrestling. The most interesting match I had was with a Japanese athlete. Although I was leading, I lost with just 15 seconds remaining. At the end of the fight, it seemed he was able to execute everything he planned. Even though I didn’t win a medal, I realized then that my skill level was not far behind that of the foreign athletes. - After that event, you moved up a weight class to compete at 70 kg. Was it challenging to test your strength against the top competitors in continental and world championships at first? The losses in continental championships taught me a lot, so I became even more focused on my training to defeat the champions. For me, 2023 was a year of self-development and improving my achievements. I won the junior and youth National Championships, remained undefeated in the inaugural under-17 league, and had previously won the junior championships consecutively in the 55, 60, and 65 kg weights. Winning the gold medal in the 71 kg weight class at the VII National Summer Youth Sports Games encouraged me and sparked my desire to compete in the World Championships. - At last year’s World Junior Championships in Istanbul, Turkey, you presumably learned a lot from your peers' skills. In the first round, I faced a tall and big athlete from the USA. If he advanced to the finals, I would have had a chance for a repechage. But when he lost in his bracket final, my tournament ended. World competitions are different and tougher than continental ones. Athletes who had previously competed in Asian Championships in Kyrgyzstan and Thailand were also there to compete. All from Asia and Europe competed fiercely to win. Kazakhstan has Olympic and world champions, displaying the high development of wrestling sports, and their wrestlers win medals. - Before stepping onto the mat, what do you think about most? During competitions, I don’t want to think about many things. I calm myself by focusing on my goals. I make a concerted effort not to let down my supportive family, relatives, friends, and coach. The more a wrestler competes, the more experience he gains, distancing himself from fear and anxiety. Previously, I used to feel anxious, but now I compete with the mindset to defeat any opponent. Good physical and psychological preparation leads to success in any competition. I have set a major goal for 2025 and am working hard to achieve it. - Recently, you broke the ice at the Senior National Championships by winning a bronze medal. My coach knows the fighting styles and techniques of the 70 kg weight class wrestlers and advises me on how to fight. At the Senior National Championships, I lost to B. Usukhbayar due to a tactical mistake, although he is a strong wrestler. For the gold medal match, he fought against the Asian Games champion and world bronze medalist, Honored Athlete T. Tulga, and won silver. Winning the bronze medal match was crucial because the winner gets the medal while the loser goes empty-handed. My coach advised, "Be very careful and don’t make mistakes when fighting B. Bumbayar, the athlete from the Sports Center School," and by following his advice, I won. I am currently training with T. Tulga, who shares his knowledge generously and sets an example with his open nature, self-confidence, decisiveness, respect, and intelligence during competitions. - Your coach's research on opponents' wrestling techniques is impressive. Both coach and athlete achieve success through thorough research. My coach’s analysis is always accurate. My favorite techniques include ankle grabs, standing throws, and double grasps. Recently, I've focused more on improving my seated throws, close-in wrestling, technique variation, and physical strength. I have started studying the styles, techniques, moves, and psychological states of both domestic and foreign wrestlers I might compete against in my weight class. Coach D. Munkhbayar always says, "Wrestle your way. We will surely return with medals," and that gives me great motivation and confidence. - I've heard that your family initially wanted you to do judo, but you insisted on freestyle wrestling. Yes, I had quite a conflict with my family to pursue this sport. Before meeting coach D. Munkhbayar, my father wanted me to practice judo. However, a wrestling competition held in Nalaikh District in 2015 changed my mind and my family’s as well. I’m thankful for having watched that event with my peers. - When did you and your coach first meet and start working together? One day, when I went to meet my coach, my father said, “If you truly want to practice freestyle wrestling, you must be committed and make this work.” At that time, my coach added, "His peers are training on the mats now. Your son is here with determination, and if he remains committed, everything falls into place." Since then, I returned with many medals from international competitions, making my father and coach proud. From day one on the mat, I pushed myself diligently and never skipped training. When I began to achieve success, my parents promised to support me in all aspects and participate in both domestic and international competitions. - I heard you enjoy reading books. Have you read anything interesting lately? I train three days a week, so I have little spare time. During my free hours, I enjoy reading. I find works by poet L. Ulziitugs particularly interesting. I’ve begun reading her "Limits of Seeing". A few days ago, with my friends, I watched the film "The Woman" and a basketball league game "UG Arena." I support the "Bisons" team from Nalaikh District, as athletes from our district are strong competitors in all sports. - How sporty are your siblings? Watching you wrestle, have they become interested in wrestling? I am the eldest of two siblings, and they enjoy sports. One is interested in basketball, while the other is interested in freestyle wrestling. Since competing in the adult division, I rarely meet my coach but listen to his advice whenever I can. This time, the National Junior Championships for under-20 and under-23 will be held in Uvs Province. I am going to that province for the first time. - Which of the champions you saw at the Paris Olympics last summer fascinated you? It was exciting to watch Japanese national team member Rei Higuchi on the Paris mat in the Olympics. He won gold in the men's 57 kg freestyle wrestling category by defeating American wrestler Spencer Lee. Previously, he returned with silver from the "Rio 2016" Olympics and won the 61 kg gold medal in the 2022 World Championships in Belgrade, Serbia. His hands and legs are exceptionally skilled, and his feeling of triumph while wrestling his opponent is spectacular. Japan has always had top athletes in most sports, as seen from their achievements. - There are many freestyle wrestlers who have found success in Mongolia's traditional wrestling. I only recently learned that you compete in Nalaikh District’s wrestling tournaments every year. I participate each year in the national wrestling championship but haven’t achieved the same success as in freestyle wrestling. I boost my spirit by competing with peers in my district's traditional wrestling competition every year. This year, I will wear new wrestling garments and compete in the festival. - In a few days, we will celebrate the significant occasion of Lunar New Year, honored by all of Mongolia. The culture and customs of Mongolia appear prominently during the Lunar New Year. I enjoy wearing my national dress and spending time with my grandmother, father, mother, siblings, and coach during the New Year's holiday. Recently, I commissioned a new traditional robe for the celebration of the Serpent Year's Lunar New Year.
