URGENT: Three State Secret Officials in Mongolia Accused of Collaborating with Foreign Intelligence Agency
Published: 2025-02-05 | Translated from: isee.mn
The Mongolian citizen D. Nyamjav, who was accused of collaborating with a foreign intelligence agency, was previously sentenced to eight years in prison by a first instance court, as we previously reported. Now, three officials who were entrusted with Mongolia's state secrets have been implicated in a case of illegal collaboration with a foreign intelligence agency. Specifically, Mongolian citizens B. Ariunaa, E. Sarantsetseg, and B. Nergui are involved in a case concerning illegal collaboration with foreign intelligence agencies, organizations, or citizens. The Intelligence Agency has investigated the case and submitted a proposal to transfer the matter to court to the City Prosecutor's Office. The prosecutor has therefore made indictments against the aforementioned persons under Articles 19.4-1 and 19.4-2 of the Criminal Code, transferring the case to the court. The first instance court for criminal cases in the Districts of Bayanzurkh, Sukhbaatar, and Chingeltei has scheduled a hearing for this secret case next Friday. Currently, preventive detention measures have been taken against Mongolian citizens B. Ariunaa, E. Sarantsetseg, and B. Nergui, who are accused of collaborating with a foreign intelligence agency. Details about where they held official positions and with which country's intelligence agency they collaborated are still classified information. To note, Article 19.4 of the Criminal Code, which deals with 'Illegal Cooperation with Foreign Intelligence Agencies or Citizens', specifies that: "If a citizen of Mongolia agrees to cooperate or has cooperated with a foreign intelligence agency; and has stolen, collected, stored, or transmitted news, documents or objects related to state secrets for the purpose of transferring them to a foreign organization or citizen, they shall be sentenced to imprisonment for a term of eight to fifteen years." Furthermore, under section 2 of the same law, "If this crime is committed by a high-ranking official of the state, who is entrusted with state secrets, or learns of them due to their office and duties, they shall be sentenced to imprisonment for a term of twelve to twenty years, or life imprisonment." Explanation: "If a person agreed to cooperate with a foreign intelligence agency but immediately voluntarily reported it to the relevant state authority and assisted in preventing possible damage, and if their actions do not show signs of another crime, they will be exempted from punishment."

N. Uchral: We will streamline unclear statuses like National Committee, Commission, and Council. The government will become more efficient and productive.
Published: 2025-02-05 | Translated from: ikon.mn
During this spring's session, within the framework of the 14 reforms by the government, the Chief of Cabinet Secretariat N. Uchral presented plans for reforms in public service. He stated, "We aim to guide public servants towards a proper attitude as public service representatives and implement reforms on a broad scale. The social security of public servants will be legally ensured. We will open opportunities for experts who have worked in highly developed countries and international organizations to work for the government. Temporary acting appointments used in local areas will be resolved. Unless it is a duty required by international agreements, unclear statuses like National Committee, Commission, and Council will be streamlined. As a result, there will be a 30% reduction in public sector positions. Reforms in public service, asset reform, and improvements in governance of state and locally owned companies will be interlinked, leading to cost savings and increased productivity for the state. These reforms will make it clear in the future what businesses the state can or cannot engage in. In the "Erdenes Tavantolgoi" company, we will place a foreigner as the human resources director to stop political appointments and prevent unqualified individuals from being pressured from all sides." The company is preparing for open international selection for three C-level positions in human resources and technology fields and two independent members of the board of directors. Salaries will not be openly announced. It will depend on the person's experience and performance evaluation. Placing a foreigner as the human resources director in this company will end the situation where political appointments push aside non-professionals from all angles," he said. If the Supreme Court's final verdict is not enforced, is there any point in having laws in Mongolia, Speaker of the Parliament?
Published: 2025-02-05 | Translated from: gogo.mn
Open letter to the Speaker of the Parliament of Mongolia, D. Amarbaysgalan: One.
The Hepatology Clinic Center was established in 1991 under the direct jurisdiction of the Executive Administration of People's Khural of Ulaanbaatar city, by the order of the Minister of Health of the People's Republic of Mongolia and the decree of the Mayor. Until September 8, 2008, the Mayor had the authority to appoint and release the head of this hospital. However, the Professional Management Group, according to Resolution 56 of the Parliament, Government Resolution 34, Resolution 128 of the city's representative assembly, and Resolution 73 of the city privatization commission, participated in an open selection nationwide, and with Ulaanbaatar city, officially signed a management privatization agreement for a three-year term starting on September 8, 2008, with conditions of additional investments and, on January 17, 2012, by the city privatization commission, it was evaluated as "Satisfactory". From 2008 onwards, the Professional Management Group has managed the operations of the Traditional Medicine Hepatology Center for 16 years and legally appointed the hospital's executive director in 2012. The city health department has no legal arrangement to appoint the executive director of this clinic center and has never appointed or released anyone since its establishment. However, the media has spread many false reports claiming that "Khatunbaatar and Gurbazar received dismissal orders from the Hepatology Clinic Center's administration positions but have fled." Following this, the city health department head issued an order appointing a new executive director. Accepting this unlawful decision would make us lawbreakers. Therefore, it was reported multiple times to the relevant authorities, warning against the unlawful decision. When called by Major Jargal of Songinokhairkhan district police, I, J. Khatunbaatar, went to provide explanations and contacted them several times by phone. Specifically, regarding attempts by the head of the health department, Erhembulgan, to unlawfully change the legally appointed executive director by the management team, legal documents and decisions were explained. Yet, they were only interested in the seal and insignia, disregarding all legal explanations and documentation, approaching from a perspective of how to blame rather than seeking legality. The Songinokhairkhan district police department is engaged in implementing an unlawful order, using police force to unlawfully seize the hospital's seal. It is regrettable to see the police being utilized as a tool in enforcing unlawful orders. The city's health department officials are using the police as a tool to enforce their unlawful order appointing H. Ariunaa as the head of the Traditional Medicine Hepatology Center. On 2025.01.13, the office room door of the clinic director was forcibly broken into, windows broken, and a search conducted. Additionally, on 2025.01.22, the Songinokhairkhan district police conducted a further search of the executive director’s room. From 2025.01.23 onwards, about 10 people including the deputy director in charge of clinical treatment, doctors, accountant, and pharmacy director have been repeatedly called by the Songinokhairkhan district police, questioning where the seal is, who has it, and looking for faults to blame and not letting them have peace. Creating stories of losing the hospital’s seal, illegally taking and escaping with it, they threaten by summoning mass numbers to the police; even calling in hospital workers who underwent heart surgery for explanations and keeping them at the police till 22:30. This intimidation and misuse of power to oppress hospital workers, seriously violating human rights, possibly cannot be called justice. The professional team, who is legally holding the hospital's seal and insignia, will hand them over legally, only if there is a proper legal decision to do so, not for any unlawful decision made or unlawful force used. Upholding state laws and enforcing them is critical, and if the head of the Traditional Medicine Hepatology Center's Professional Group lawfully decides to release me from my duties, we will hand over the seal and insignia lawfully. Most importantly, we refuse to be accomplices in the city's illegal actions. The simple people who trust in their state and uphold the law should not become victims of the powerful's abuse, have their rights violated, or be subjected to undue violence as if this is normal. Two.
The management privatization of the Traditional Medicine Hepatology Clinic Center was conducted legally, as confirmed by the Supreme Court. We hoped the city mayor Bizanbadra, who was once the Minister of Justice, would implement the Supreme Court's final verdict lawfully. However, Mayor Bizanbadra began directly attacking and slandering the hospital on recordings from April 2024. To substantiate his slander as if it were true, he has been incessantly spreading irrelevant false information through the media. Behind this extensive false reporting, city authority heads are issuing unlawful orders, and forcing them to be fulfilled using police forces. The city health department has no legal arrangement to appoint the executive director of this clinic center and has never appointed or dismissed anyone since its establishment. Misleading the public with false information only to issue unlawful decisions. For instance, the city’s property relations office spread another fabricated tale claiming the management privatization contract, evaluated as "Satisfactory” in 2012, was reevaluated as insufficient in 2014 without any checks or inspections, and issued Resolution No. 05 following this baseless conclusion. Despite not conducting inspections related to the execution of the management privatization contract in 2014, city authorities have claimed “Unsatisfactory” verdict and issued Resolution No. 05, which was found baseless and invalidated by the Supreme Court over three judicial stages. Furthermore, “property not returned to the state regarding nine city properties privatized earlier” was gathered into a series and circulated, and it was republished by "Eguur.mn" later on. They delayed signing off on and concluding the documentation of a completed management privatization deal for 10 years, falsely claiming non-transfer of privately not owned state property. They actively spread this false information despite no actual deed. The state treasury account of the Traditional Medicine Hepatology Center was closed as of 2025.01.15. Consequently, payments for patient medicines, medical supplies, food, staff salaries, hot-cold water, and heating are halted. Furthermore, the city information and technology office blocked the digital signature and access of the executive director. Thereby obstructing any official correspondence between the hospital and the city administration, blocking hospital management's access to any department within city administration via official documents. As a result, the clinical operations of the Traditional Medicine Hepatology Clinic Center are adversely affected by the aggressive actions of authority, preventing patient treatment expenses from being settled, leading medical staff to work without pay, while financially sustaining itself. Despite having a financial source, the state treasury has entirely blocked financial operations. The Ministry of Health has also started harming those utilizing the Traditional Medicine Hepatology Clinic Center, delaying bringing documents related to accreditation to the board meeting, negatively impacting citizens. According to A. Bayarjargal, a specialist responsible for special permits and accreditation in the Ministry of Health, the issue of transferring authority from the city health department was mentioned, saying they wouldn't bring your case to the board meeting until clarified. The official duties stipulated under the law of the Ministry of Health are now apparently subject to the city health department's influence, and the jurisdictional authorities of the city health department and mayor have exceeded those of the Ministry of Health, harming hospitals and citizens. Minister of Health T. Monkhsaikhan should take note of this. Mongolia's state policy aims to integrate and develop traditional medicine along with modern medical practices. Observing the hospital's activities working towards this implementation, the work of dedicated doctors and the rights of the citizens treating at the hospital being utterly disregarded by city authorities, we are compelled to bring this to the attention of the Speaker of the Parliament. This is the primary reason I appeal to you. Speaker of Parliament, could you provide support in stopping the infringement and potential harm to the rights of doctors, citizens, and patients? The Traditional Medicine Hepatology Clinic Center is situated in the front section of the current building located in the first microdistrict. Meanwhile, the rear section was privatized during the 1990s as part of ownership privatizations and belongs to someone else. Regardless, city authorities still spread false information as if the entire Hepatology Clinic Center owns it, misleading people about converting one part to a children's hospital and the other remaining a liver clinic. Behind this, they have directed relevant authorities towards tearing down the liver hospital, which has continuously operated for 35 years, and incorporating an expanded children's ward for Songinokhairkhan district hospital. The approach employed by the city health department to implement these actions, potentially pitting medical facilities against each other, or setting patients against one another, appear utterly inhumane and unethical. Three.
The issues surrounding the privatization of the Traditional Medicine Hepatology Clinic Center and concluding the management contract decision have been resolved at the Supreme Court of Mongolia, after passing through three administrative stages. According to Article 50, section 2 of the Constitution of Mongolia, “The decisions of the Supreme Court shall be final and binding on all, including all other courts.” The actions taken by city authorities in defiance of this constitutional provision, by disregarding and not implementing the Supreme Court's final verdict, illustrate to the public that one can trample laws underfoot once in a position of power. This carries a profoundly negative impact on societal perceptions and attitudes towards justice. Mongolia is a state governed by law, a democratic country. The implication that those with power can breach and disregard laws equates to calling on society to not implement laws. Isn't it comparable to mocking the public by suggesting that those who followed the law will be punished? Speaker of Parliament, as leader of the legislative body, which has ratified laws resolved by the Supreme Court, we hope you will pay special attention to this critical matter of non-compliance with the adjudicated verdict of the Supreme Court. Four.
Based on Article 50, section 2 of the Constitution of Mongolia stating, “The decisions of the Supreme Court shall be final and binding on all, including all other courts,” we seek support from you, the head of the legislative body, in enforcing the Supreme Court's decision and, secondly, having the city administration, city health department, and city treasury department's officials cease their unlawful actions against the life and health of Mongolian people.

This year, 14,737 foreign workers will be exempt from job placement payments
Published: 2025-02-05 | Translated from: itoim.mn
Members of Parliament P. Sainzorig and N. Batsumberel submitted a draft law to the State Great Khural at the end of last year regarding not setting the number or percentage of foreign workers allowed to work in Mongolia and exempting job positions for foreign workers from fees. At the same time, Minister of Labor and Social Protection L. Enkh-Amgalan submitted the draft law on "Labor Force Migration." However, due to public criticism of these drafts, MPs P. Sainzorig and N. Batsumberel withdrew their proposal. The draft law submitted by Minister L. Enkh-Amgalan on behalf of the government was not discussed by the State Great Khural before the autumn session ended. The government has addressed the regulation of foreign workers' numbers and job payment through a resolution, despite the parliamentary bills not being approved and criticized. Specifically, on January 22, the government session approved the "Exemption from Job Payment" resolution. This resolution exempts 14,737 foreign workers involved in projects and programs financed by concessional loans and grants, strategic infrastructure, production, and new city development activities from job payment fees as specified in the resolution's annex. The annex lists businesses that will be exempt from job payment in 2025, detailing the number of foreign workers and executing activities. A total of 52 businesses are exempted from job payments for 14,737 positions, with the highest number in the oil processing sector. Additionally, the "Boldtumur Eroo Gol" company, owned by Minister of Road and Transport Development B. Delgersaikhan, plans to hire 950 foreign workers, and Parliament member N. Nomtoibayar's "Mongolyn Alt" company 850, exempting them from job payment. The top 10 companies with the most foreign workers will include: 1. Mongol Oil Processing Plant SOE - 4,300
2. Boldtumur Eroo Gol LLC - 950
3. Mongolian Gold /MAK/ LLC - 850

Over 14,000 Foreign Workers to be Exempted from Employment Fees
Published: 2025-02-05 | Translated from: news.mn
Members of Parliament P. Sainzorig and N. Batsumberel have withdrawn their proposed law that would not limit the number or proportion of foreign workers in Mongolia and would exempt them from employment fees. However, the bill proposed by Minister L. Enkh-Amgalan concerning the hiring of foreign workers remains on the table. This has led to differing opinions among members of parliament. For example, members of parliament S. Tsenguun and L. Munkhbayasgalan from the Democratic Party have expressed their views on this matter. Meanwhile, the government of Mongolia approved Decree No. 31 titled "Exemption from Employment Fees." Specifically, in 2025, 14,737 foreign workers from 52 entities and organizations will be exempted from employment fees. Furthermore, Minister of Family, Labor, and Social Protection L. Enkh-Amgalan has been tasked with overseeing the implementation of this decree. As of today, foreign residents in Mongolia make up 0.93% of the total population. Among these, citizens from China constitute 0.51%, Russians 0.12%, and Americans 0.04% of the population. When categorizing foreign residents in Mongolia by purpose: - There are 644 for official purposes - 14,006 are employed - 6,227 are students - 2,852 are for investment - 1,779 are migrants - 50 for religious reasons - 6,985 for family and personal reasons.

Exporting National Products Internationally
Published: 2025-02-05 | Translated from: montsame.mn
The "Sor Cashmere" company collaborates with over 150 local knitting workshops and exports its products to 17 countries including Nepal, Japan, Russia, China, the USA, South Korea, Italy, Kazakhstan, and India. The company provides regular employment to 150 people, and seasonal employment for 20-30 individuals as sorters. It supports its employees with accommodation near the factory. Annually, they process about 800 tons of cashmere, 200 tons of camel wool, over 30 tons of yak down, and over 200 tons of sheep's wool, producing 100% pure yarn and finished products. Under the "White Gold" national initiative, initiated by the President of Mongolia, the President’s Economic Policy Advisor B. Davaadalai and the Director of the Policy Implementation and Coordination Department of the Ministry of Food, Agriculture and Light Industry, M. Dondogdorj, visited the operations of "Sor Cashmere" and "Snow Fields" LLC. "Sor Cashmere" was established in 1998 for raw material preparation, domestic and foreign trade, and fiber combing. It has been purchasing essential raw materials for the livelihoods of herders, such as cashmere, yak down, and camel wool, directly from the source and carrying out production. The company sorts and washes wool and cashmere, combs the cashmere, dyes, spins yarn, and produces knitwear, turning raw materials into finished products. According to the factory officials, the "White Gold" national initiative is timely and opens up significant opportunities to support manufacturers. "Snow Fields" LLC began producing and exporting cashmere knitwear using Japanese Shimaseiki knitting machines in 2004. Since 2018, they have implemented a quality management system, aligning documents with international standards to consistently supply products and services to clients and customers, according to the company's director, Ts. Gan-Ulz. By obtaining a Textile Sustainable Production Certificate, they have aligned with documents such as Mongolia's "Vision-2050" and the UN's "Sustainable Development Goals-2030," following a sustainable development policy, managing waste from the production process and recycling, informed the Ministry of Food, Agriculture and Light Industry.

N.Uchral: We should reduce 50% of state-owned companies and conduct auctions to fund the Health Insurance Fund
Published: 2025-02-05 | Translated from: isee.mn
After the government meeting, we inquired N. Uchral, the head of the Cabinet Secretariat, about the reform of state-owned companies. He said, "The Prime Minister mentioned during the session that we should cut 50% of the state and locally owned companies. To implement this, first, we need a law. Secondly, it should be strictly legislated that new companies will not be established except in the five directions specified by law. After the law is passed, when establishing the direction for state-owned companies, it is necessary to determine which companies to merge, which to dissolve, and how to privatize them. Without making these decisions, state-owned assets are becoming ownerless. State-owned companies operate at a loss, yet salaries continue to increase, and certain people are appointed as 'puppets.' Instead of maintaining them wastefully and unprofitably, open auctions should be conducted, and with that money, we should raise the Health Insurance Fund. We want to make the necessary funding available," he said.

China Responds to Donald Trump
Published: 2025-02-05 | Translated from: itoim.mn
China has responded to U.S. President Donald Trump's imposition of high tariffs on Chinese imports by announcing tariffs on American imports, targeting several U.S. companies, including Google. This move comes as a direct counter to Trump's actions. According to a spokesperson for the White House, Trump plans to speak with Chinese President Xi Jinping later this week. On Sunday, Trump announced plans to impose tariffs on products from the European Union as well. As China's new measures take effect, they include a 15% tariff on U.S. coal and liquefied natural gas, and a 10% tariff on crude oil, agricultural equipment, trucks, and large-engine sedan cars exported to China from the U.S. China has announced export controls on certain crucial metals, such as tungsten, which are important for electrical appliances, military equipment, and solar panels. Additionally, China plans to impose a 10% tariff on imported U.S. electric trucks, which includes the "Cybertruck" marketed by Tesla in China. China's new tariffs are set to come into effect on the 10th of this month. Experts warn that Trump's trade war with China, which has persisted for two years, is harming the global economy. Oxford Economics has downgraded its growth forecast for China's economy, stating that the trade war is still in its early stages, and further tariffs are likely. Trump has also hinted at increasing tariffs on China if Beijing does not halt the flow of the deadly opioid fentanyl into the U.S. China argues that fentanyl is an American problem and has expressed its opposition to the tariffs at the World Trade Organization, indicating that it is open to dialogue while preparing other countermeasures. China sources only about five percent of its LNG imports from the U.S. Following China's response, the dollar strengthened, while the Chinese yuan, euro, Australian, Canadian dollars, and Mexican peso fell, reflecting market concerns about a prolonged global trade war, economists note. Chief Economist Gary Ng stated, "Even if the two countries (U.S. and China) reach agreements on some issues, their consistent use of tariffs as a tool could become a major source of market instability." Canadian Prime Minister Justin Trudeau and Mexican President Claudia Sheinbaum have agreed to temporarily suspend a 25% tariff, effective from Tuesday, for 30 days to improve border implementation. At the regular meeting of the government, certain decisions were presented by the Minister of Industry and Mineral Resources, Ts. Tuvdendorj. He provided the following information regarding the border railway connection agreement of the Gashuunsukhait-Ganzmod line. A decision authorized signing the intergovernmental agreement with China in today's meeting. The final signing of this document will occur during the Mongolian Prime Minister's visit. According to Mongolian legislation, the issue has been reviewed by the Economic and Security, and Foreign Policy Standing Committees of the State Great Khural (Parliament), and permission to sign has been legally granted. Previously, the border railway issue was submitted to the State Great Khural. The main guidelines for the government agreement were approved by Resolution 58 of the State Great Khural. He continued, "There are three contractual issues between the state-owned companies of the two countries, namely: a coal sales agreement, the construction of the border railway connection, and the increase of mining capacity. These activities will proceed simultaneously. The railway construction is intended to begin with the spring thaw in April, after being discussed and approved by the State Great Khural. The total investment issue is 976 billion tugriks. Efforts are being made by the Ministry of Road and Transportation to reduce and economize this as much as possible. This financing will come from the 'Erdenes Tavantolgoi' company instead of being paid with coal," the Minister of Industry and Mineral Resources, Ts. Tuvdendorj, said. N.Uchral: A Steel Plant Will Be Built in Darkhan's Khongor Sum to Meet Domestic Steel Demand
Published: 2025-02-05 | Translated from: itoim.mn
At today's regular government meeting, a resolution on measures to build a steel plant based on the Darkhan Metallurgical Plant was approved. Additionally, the Secretary General of the Cabinet, N.Uchral, announced that the Permits Council will be officially convened to repeal acts and ministerial orders that established norms exceeding the Permits Law. He stated, "Within the framework of making business-friendly decisions and initiatives such as tax law, procurement law, or the law on purchasing goods and services with state and local government funds, social insurance law, company law, bankruptcy law, and also permit laws, we are officially starting the process of these legal reforms. In 2022, the Parliament adopted the Permits Law, legalizing a total of 381 permits. Of these, 251 special permits were approved following the Permits Law. Additionally, acts related to 122 types of permits have been approved by ministerial orders. We will officially convene the Permits Council tomorrow and give directions to repeal acts and ministerial orders that established norms exceeding the Permits Law. This has created bureaucratic hurdles in government. In relation to this, issues that entrepreneurs face will be organized and discussed through the Rapid Response Headquarters every Monday, under the initiative "Business-Friendly Mongolia," led by the Prime Minister, and deliberated at the government meeting. Out of the 14 mega projects included in the government's action plan, three have begun implementation. Seven of these projects are related to "Erdenes Mongol" LLC. The Minister of Industry and Mineral Resources, Ts.Tuvaan and I visited Shivee-Ovoo Power Plant and Bor-Undur Mining Processing Plant as part of the issue of how to produce products enriched with value and technology. Recently, a resolution on measures to build a steel plant based on the Darkhan Metallurgical Plant was approved. Implementing the steel complex project in Khongor sum, Darkhan-Uul aimag, is aimed at reducing the outflow of 700-800 million USD annually abroad. It plans to produce more than one million tons of steel annually to fully meet domestic steel demand and create 1200 jobs by 2028. A team will discuss how to establish 34% and 50% state ownership in strategic deposits with private enterprises to find a win-win situation. Ultimately, this will significantly increase citizens' savings. According to the law on administrative and territorial units and their governance, local self-governing bodies elect their representatives independently, and the Prime Minister certifies them. There have been no complaints or grievances regarding the leadership of the specified aimag received by the government. If complaints are received, necessary measures will be taken. In the upcoming spring session, state service reform will be carried out as part of the government's 14 legal reforms. On one hand, public services will be oriented towards a public service approach. In this context, the social security of public servants will be legally secured, and possibilities will be opened for international professionals and experts to enter into public service. The temporary appointment of acting officials in local areas will be regularized. If there are no obligations under international treaties, confusing statuses such as commissions and councils will be addressed. A 30% reduction in state service will be implemented," he said.
Changes to be made in the Traffic Regulations of Mongolia to Implement the Tram Project
Published: 2025-02-05 | Translated from: ikon.mn
To reduce traffic congestion in Ulaanbaatar, the tram project is being implemented. The tender for the first line of this project will be announced by April, with the selection process in May, and construction work set to begin in summer. Initially, the construction of the first line will be funded by the city's budget. During a visit to the starting point of the first line of the Ulaanbaatar tram project, city mayor H. Nyambaatar stated, "The first line of the tram project will extend from 'Steppe Arena' to Sukhbaatar Square. The total length of the tram line will be 15 kilometers. The starting point of the tram will be in front of the General Archival Office. The plan is to build the line along the green strip in the middle of the main road without restricting the current traffic lanes. The intersection near the airport will be made multi-level. The feasibility study for the first line is about 50 percent complete, and after completion, an international open tender will be announced. To implement the tram project, changes will be made to the Traffic Regulations of Mongolia." The tender for the first line will be announced by April, with the selection process in May and construction work starting in summer. The second line of the tram is planned to run from Sukhbaatar Square to Zuunjin. The investment for the second line will be financed with highly concessional loans, with the feasibility study being carried out by the city's Design Institute, and land clearance beginning in spring. The involvement of private-public partnerships is also important in the tram project. The tram will not intersect with road traffic except at intersections with traffic lights. The city has prepared a 90-hectare area south of the General Archival Office for the tram depot. Compared to the metro project, the tram is economically 10 times less expensive and takes half the time to build, and can be constructed relatively quickly. It is energy-efficient and environmentally friendly. It can transport 150 to 300 people at a time. Traveling by tram from Yarmag to Sukhbaatar Square is estimated to take 20 to 30 minutes, which will increase the average speed of road traffic by 25.7 percent. However, according to reports, there are difficulties in extending the first line beyond the Temetai Monument to the north near the intersection at 120 Myangaty. This week, a resolution was adopted regarding measures to establish a steel plant, based on the Darkhan Metallurgical Plant. The purpose of the project is to implement a steel complex project in the territory of Darhan-Uul aimag, Khongor sum, to reduce the outflow of 700-800 million dollars annually, by manufacturing over one million tons of steel per year to fully meet the domestic demand for steel and create 1200 jobs by 2028. To discuss how to establish 34/50 percent stakes in strategic deposits, teams will be formed to work with private companies to ensure mutual benefits, eventually resulting in increased public savings.
Conveyor Belt Completed to Transport Ore from 1.3 km Depth to the Surface
Published: 2025-02-05 | Translated from: gogo.mn
The "Oyu Tolgoi" company has presented its report for the fourth quarter of 2024. Compared to the fourth quarter of 2023, copper production increased by 63%, which is attributed to intensified production in the underground mine and improved ore quality. In October last year, construction of a 6.9 km long conveyor belt to transport ore from a depth of 1,300 meters to the surface was completed. As a result, production increased by 33% compared to the previous quarter. The improved grade of ore also enhanced the output from the open pit. One of only two such conveyor belts in the world has been installed at "Oyu Tolgoi". Each conveyor belt is equipped with electrical components alongside it. The conveyor belt is powered from the 220/35 kV surface substation through a 35 kV line to the underground mine substation. This belt, the first of its kind installed in our country, is 1.6 meters wide, 1.4 meters long, fire-resistant, reinforced with steel mesh, and made of rubber material, with 7 rollers along its length. The belt has been joined and sealed at high temperatures.
O. Badral: Our energy system needs modernization similar to Cuba's
Published: 2025-02-05 | Translated from: gogo.mn
O. Badral, Senior Analyst of the Data Analysis Program at the Center for the Acceleration of the New Revival Policy, introduced the conditions, future steps, and international examples of the energy sector yesterday. This sector faced a shortage of resources and started restricting electricity from the winter of 2023. Therefore, a decision was made to fundamentally renew the sector, and as a first step, prices were increased. The researchers of the Center for the Acceleration of the New Revival Policy presented several tasks that need to be continued as follows: Improve the governance of the energy sector, add new sources, attract investments, and renew the trade model. They started research on planning new projects, market analysis, and investment attraction plans to meet the ever-growing energy and heat needs year by year. O. Badral provided the information. He has drafted a roadmap for how to develop the energy sector. If the electricity price had not been raised, the total loss of the energy sector would have reached 11.7 trillion MNT by 2030. "We started the price and tariff research in 2022, and completed it in 2023, leading to the decision to raise prices last year. Since prices did not cover costs, coal supplying mines, energy producers, distributors, and transmission companies were all forming large networks of debt. They were passing their debts to the next company while not covering their losses with state subsidies. Short-term debt reached a total of 2 trillion MNT. Long-term debts include major projects such as replacing turbine generators of power plants and expanding Choibalsan and Amgalan heating plants. These projects were financed by foreign loans. Loans were obtained in foreign currencies such as USD and Euro. The repayment amount in MNT increased due to exchange rate differences. However, since consumer tariffs remained unchanged, the debt kept growing. If we hadn't raised electricity prices at the end of last year, the total loss of the energy sector would have reached 11.7 trillion MNT by 2030. The Energy Regulatory Committee sets the prices. This organization also strictly determines the price at which three coal mines supply coal to power plants. Common issues include mines incurring losses, being unable to mine coal from the depths, and not being able to update their equipment. The government announced the implementation of 14 mega projects. The GDP per capita in our country is 6,800 USD. If the 14 projects are implemented, this figure is aimed to reach 12,000 USD. However, industrial projects require energy. Our lines and networks are worn out, and equipment safety is compromised. During our research, we searched for the percentage of budget other countries spend on the energy sector and what share energy occupies in GDP. In 2023, 0.4% of our GDP was contributed by the energy sector, and 1.1% of our budget was invested in this sector. These figures are below the international average. Insufficient financing has been provided by other countries to ensure reliable and safe energy. The state allocates subsidies to this sector in two forms. In 2023, 39 billion MNT, and in 2024, 86 billion MNT subsidies were provided. Costs included western region electricity import and night tariff discounts for electricity in ger districts. In 2023, we faced a deficit of 71 megawatts, and in 2024, the deficit was 116 megawatts. There will be a deficiency of 73 megawatts this year, and 213 megawatts next year. If projects like Booroljuut are commissioned on time, energy demand and supply will balance by 2027. In 2023, the total requests submitted to the Ministry of Energy for energy connection amounted to 401 megawatts. So, real demand continues. WHAT WILL THE ENERGY SECTOR BE LIKE AFTER FULL RENEWAL? Principles for setting prices and tariff models will be independent of the state. An independent organization will be created to organize trade. Steps will be taken to reduce state approval procedures, making the process transparent. The mix of sources will be at an appropriate level. Coal sources will be used as base sources. Coal plants can only be built with high-interest loans from domestic or foreign sources, thus renewable energy will be developed. Flexibility will be considered to manage fluctuations in electricity consumption. HOW IS ENERGY TRADE CONDUCTED? Other countries are conducting energy trading with the following five common steps: 1. Planning
2. Market identification
3. Determining stakeholders
4. Defining the trading model
5. Assessing the situation
By answering these questions, we will develop the next plan. Cuba is a country similar to us in terms of energy capacity shortage. Last year in October, Cuba restricted electricity for a month. Cuba is a warm climate country. What if we face electricity restrictions for such a period during winter? Why take Cuba as an example? Because although Mongolia claims to be a democratic, free-market society, our energy sector system is precisely like Cuba's. It is highly dependent on the state. The reasons for Cuba's capacity shortage are exactly the same as those I mentioned. The main difference is that they also face a raw material shortage. The equipment at our TEC2, TEC3, and TEC4 plants are all over 40 years old. Since we raised the price, the private sector will be interested in investing in the energy sector. This will create competition and provide an opportunity to update equipment, leading to further development. Immediate energy sector renewal is necessary to avoid dangers similar to what happened in Cuba. The energy sector personnel does not cause the losses; it is the system that has issues, they say.
Workers of "Darkhan Metallurgical Plant" to Protest Government's Decision to Move Steel Plant Project to Khentii Bor-Undur
Published: 2025-02-05 | Translated from: isee.mn
The government had aimed to implement a project to build a new steel plant based on the "Darkhan Metallurgical Plant." Although this project has been pursued since 2021, it has been delayed until today due to various reasons. However, it is rumored that the government is planning to move the steel plant that was to be built near the "Darkhan Metallurgical Plant" in Darkhan-Uul province to Khentii's Bor-Undur soum, which has sparked disputes and conflicts among some officials. The project that might be lost to Khentii Bor-Undur aims to turn the iron ore extracted from the mine into the final product. Currently, "Darkhan Metallurgical Plant's" technology is only intended for recycling scrap metal. Under this operation, the plant melts 121.7 thousand tons of scrap metal annually, produces 108.7 thousand tons of billets, and manufactures 100.0 thousand tons of rolled products. In contrast, the new project facing relocation to Bor-Undur is intended to process iron ore into the final product. According to sources, the technical and economic feasibility study for this project is already complete, and the foundation for the plant has been laid. Significant investments have been made in this work. However, the government has recently started discussing moving the project's location to Bor-Undur soum in Khentii. The reasons for this decision and the influences behind it are not yet clear. Nonetheless, both the workers of "Darkhan Metallurgical Plant," totaling 1600, and the citizens of Darkhan are reported to be frustrated by the possible move of such an important project to another province. According to reports, the labor union of the "Darkhan Metallurgical Plant" recently held a meeting with all employees. During this meeting, workers expressed their concerns, stating, "As the scrap metal resources decrease year by year, we cannot afford to lose this critical project that supports steelmaking and Darkhan. Previously, a leather processing factory was stopped, leaving many without jobs. Now they are stealing away this project to build the plant. If the government makes this decision, the workers will organize a protest outside 'Erdenes Mongol' LLC in Ulaanbaatar." Prime Minister L. Oyun-Erdene visited a steel plant in Ningbo, Zhejiang Province, China in July 2023. During his visit, the parties agreed to cooperate on establishing a steel plant as part of industrial revival. However, it is notable that the proposed steel plant is in his electoral district. There are suspicions that Prime Minister L. Oyun-Erdene is pulling the project into his constituency. On the other hand, although the government has not made a final decision on this issue, discussions have been held regarding its feasibility. A further study was deemed necessary, and a decision might be made soon. Khentii's Bor-Undur soum has a mining operation capable of producing 2.4 million tons of iron ore annually at the Bargilt iron ore mine and has a section that processes 600 thousand tons of iron ore into 170-180 thousand tons of dry concentrate using magnetic methods. Therefore, it is speculated that discussions about moving the project there have started. "Darkhan Metallurgical Plant" LLC, based on pressure-processing metal and manufacturing rolled products, is the pioneer and largest steel producer in Mongolia's metallurgy sector. Regardless of the location, the successful implementation of the project would bring many benefits such as producing high-quality steel domestically, meeting domestic demand, enabling exports, creating jobs, and contributing to local development. However, the fact that the project, which had a technical and economic feasibility study completed and a foundation laid with considerable expenses at "Darkhan Metallurgical Plant," is now being considered for relocation raises concerns and is understandably a source of frustration for the people of Darkhan. The outcome of the government's decision is of keen interest to many.
Buses to "Chinggis Khaan" Airport Have Been Halted
Published: 2025-02-05 | Translated from: unuudur.mn
Criticism emerged frequently last year about the lack of public transport buses running to "Chinggis Khaan" International Airport, which is located in Khushig Valley, 52 km from the city center. In response to public feedback, the city's Public Transport Policy Office had decided in the spring of last year to run several buses to "Chinggis Khaan" Airport. However, yesterday, it announced that routes H:19 from "Chinggis Khaan" International Airport to the central stop at Sukhbaatar Square and H:20 from "Chinggis Khaan" International Airport to Tavan Shar have been halted. The main reason cited was the low number of passengers and unprofitability of the routes. It is planned to restore these routes when the tourist season begins. In addition, service on route H:22, between the Officer's Palace, Nalaikh, and Terelj, was also stopped as of yesterday. The number of passengers on this route is low, and it overlaps with service on route H:4, as reported by the city's Public Transport Office.
Construction of Gashuunsukhait-Gantsmod Railway to Commence as Spring Thaws and Water Flows
Published: 2025-02-05 | Translated from: gogo.mn
Today, a regular meeting of the Government took place. From this meeting, Minister of Industry and Mineral Resources Ts. Tuvaan and Minister of Roads and Transportation Development J. Delgersaikhan received permission to sign an agreement with the People’s Republic of China. The full name of the agreement is the "Agreement between the Government of Mongolia and the Government of the People’s Republic of China on the Implementation of the Cross-Border Railway Project at the Gashuunsukhait-Gantsmod Port." The connection of the Gantsmod-Gashuunsukhait railway will require a total investment of 976 billion MNT. This funding will be provided by the "ETT" JSC, and Minister Ts. Tuvaan emphasized that the project will not be carried out by supplying coal to the southern neighbor. He stated, "We are eager to start the construction as soon as spring comes and the water melts. We have incorrectly called this 'connecting borders.' The broad and narrow gauge railways of the two countries will not connect, but will cross the borders reciprocally. In other words, the narrow gauge railway from the south will cross into our country, and our railway will cross the southern border and continue. Transfer facilities will be built at the end of each railway line. The Chinese side will build the transfer facility on their side at their own expense, and we will build it in our country at our own expense." In addition, a bridge with dual railway tracks, 1.4 km long, will be constructed at the Gashuunsukhait port. The bridge will be 28 meters high, with an underground foundation of 50-60 meters. These works are expected to be completed by 2028. Linking the Gashuunsukhait and Gantsmod ports by railway is the first priority outlined in the government's 2024-2028 action program. The project is significant as it is expected to boost exports and expand the economy. The main guidelines to be followed during the negotiations between the governments of the two countries have been approved by the State Great Khural. Within this framework, the draft agreement was agreed upon with the Chinese side. The duration of the agreement is between 16 to 19 years.
N. Manduul: We Will Implement Uniform Standards for Building Signs

Natural Gas Heating in the Ger Districts: A Debate
Published: 2025-02-05 | Translated from: news.mn
In this week's VS section, NEWS.MN highlights the opposing viewpoints of City Mayor Kh. Nyambaatar and Ts. Tumenbayar on the introduction of gas heating in ger districts, which has become a subject of public interest amid efforts to reduce air pollution. Ts. Tumenbayar argues that using gas heating will make Mongolia dependent on imports, whereas City Mayor Kh. Nyambaatar points out that the whole world is transitioning from coal to gas. Ts. Tumenbayar, the admin of the "Let’s Live Beautifully in Our Yards" group, expressed relief that the distribution of stoves has stopped, showing that the government listens to the public. There are three major issues with gas usage, which he believes will not work. First, Mongolia will become dependent on imports. Mongolia currently buys automobile gasoline and energy from Russia. Gas heating means reliance on it for warmth. Right now, gas prices may be low, but if the geopolitical war stops and the European Union starts buying gas, prices may rise. Additionally, if any political issue arises and the gas is cut off, then households in ger districts will be at risk of freezing. Second, significant subsidies are required. Currently, there is a subsidy of 400 billion MNT per year for coal. If ger districts switch to gas heating, the subsidy will need to be 2 trillion MNT annually, to build factories and infrastructure. This is taxpayer money. Third, Mongolians are not accustomed to using gas. Just as many suffocate with coal, domestic gas accidents will increase. A leak in one line can result in all connected households being affected and facing fire risks. It will be an inefficient investment. The correct solution is to insulate gers and houses in ger districts. A household that uses approximately 6 kW for heating could reduce it to 2 kW with proper insulation. There is no gas infrastructure in any home. On the other hand, there is electricity infrastructure everywhere. By using the available infrastructure to insulate houses and gers and opting for electric heating, many chimneys could be dismantled. Kh. Nyambaatar, City Mayor, remarked that this criticism is simply too much. A solution for rapid liberation from smog, along with the policy for apartment building, involves transitioning to gas fuel. The whole world has moved from coal to gas. Some individuals who failed to run in the elections and were not assigned jobs by their parties should stop spreading misconceptions. Each gas system is equipped with safety mechanisms. In 2022, the Air Law was enacted, which includes a provision to offer incentives to ger districts that switch to electric and gas fuel. The government will soon discuss the rules for these incentives. Research and calculations are underway to transition ger households to gas with LNG/LPG alternatives. Pilot programs are being conducted. A plan is being devised to introduce LNG pipelines to individual homes that meet the requirements and LPG with heaters to gers. Here's an example: one household installed an LPG heater and stove for one month. Instead of using an electric stove, they exclusively used the gas stove, maintaining a constant temperature above 25 degrees Celsius with automatic on/off settings. At the current price of LPG, this cost 165,000 MNT in December. According to the Air Law, 50% of the heating expense over the seven-month heating season would be covered by the state, reducing the household’s expense to about 83,000 MNT per month. Proper insulation is, of course, critical.

Warning: Meningococcal Infection Spreads Through Airborne Droplets and Saliva; Avoid Kissing Young Children
Published: 2025-02-05 | Translated from: isee.mn
Since the start of 2025, there has been an unfortunate incident of a three-year-old child from Nalaikh district dying from meningococcal infection. Following this, two suspected cases of meningococcal infection were registered at the National Center for Communicable Diseases (NCCD), one of which returned a negative test result. In light of these circumstances, the NCCD has issued a recommendation "not to kiss young children." Specifically, "Herpes virus, which is transmitted through saliva, manifests as vesicular ulcers and rashes around the mouth and oral mucosa. This virus resides in the nerve fibers and can lead to symptoms such as fatigue, weakness, sleep disorders, memory impairment, and eventually Alzheimer's disease. The most dangerous aspect is that electric meningitis, or meningococcal disease, is spread through airborne droplets or saliva. Approximately 80-85% of all cases of this disease affect children under the age of four."
E. Ankhbayar: 2,000 Doses of Meningococcal Infection Vaccine Purchased, Arriving Next Week
Published: 2025-02-05 | Translated from: ikon.mn
Journalists today inquired with E. Ankhbayar, director of the National Center for Infectious Disease Research (NCIDR), about the meningococcal infection vaccine. He stated, "After the first case was registered on December 5, the Ministry of Health (MoH) actively discussed the issue and purchased 2,000 doses of the vaccine. It will arrive in Mongolia next week. Vaccination will be administered based on epidemiological indications for the contacts of confirmed cases and at-risk populations. The outbreak has not reached critical levels in our country. Approximately 10 cases of meningitis are reported annually. In recent years, two cases were confirmed in both 2022 and 2023, four cases in 2024, with no fatalities. However, in 2025, one case was confirmed, which was severely ill and unfortunately resulted in death. The last vaccination against meningococcal infection was conducted in 2022. In 2023 and 2024, procurement issues prevented the arrival of the vaccine." Furthermore, today's Cabinet meeting introduced issues such as the acquisition of additional vaccines and ensuring readiness of diagnostic reagents. Following the conclusion of the meeting, the State Secretary of the MoH will provide detailed information regarding the government's decision. Mongolia Introduces Stereotactic Radiation Therapy for Cancer Treatment
Published: 2025-02-05 | Translated from: montsame.mn
The National Cancer Center is making cancer care more accessible by introducing modern techniques and upgrading treatment methods. The center began applying stereotactic or targeted radiation therapy for liver and lung cancers. This has made it possible to conduct radiation therapy within a short period. Previously, patients underwent traditional radiation therapy 25-30 times a month. With the introduction of targeted therapy, the sessions have been reduced to 4-5 times a week, as noted by the Deputy Director of Operations of the National Cancer Center, Ts. Uranchimeg. "The results of stereotactic or targeted radiation therapy may be observable at least 1-2 years later, although preliminary observations show that the tumors in treated patients have shrunk. International studies have confirmed that this type of therapy is as effective as surgery. We are planning to introduce this treatment for brain and spinal cord cancers within this year and are preparing our team," she stated. Stereotactic radiation therapy can be administered in the early stages of cancer when the tumor is less than five centimeters in size. Like other treatments such as surgery, ablation, or embolization, it should be chosen and administered accordingly. The National Cancer Center aims to include patients' treatment costs in the health insurance discount.

E.Ankhbayar: Ordering 2000 Doses of Meningococcal Vaccine is Considered Sufficient
Published: 2025-02-05 | Translated from: news.mn
E. Ankhbayar, the director of the National Center for Infectious Diseases, provided information about meningococcal infections. He stated that the outbreak of this infectious disease occurs in five-year cycles. Since the vaccination prevention started in 1995, the number of cases of meningococcal infection has sharply decreased. Based on our estimates, there might be around 15 cases this year. The Ministry of Health has placed an order for the meningococcal vaccine. The Minister of Health has decided to purchase 2000 doses of the vaccine. These vaccines are considered adequate to initially administer to close contacts of the cases and high-risk groups. Today's government meeting will introduce the vaccination, chemoprophylaxis, and future measures to be implemented. Of course, increasing the number of vaccines to include the high-risk population and contacts in immunization is important. The purchase of 2000 doses has been made. The vaccine is now arriving in Mongolia. After the first case of infection was registered on December 5, 2024, discussions and arrangements to purchase the vaccine were made. Next week, 2000 doses of the vaccine will arrive. Thus, high-risk groups will be included in vaccination from next week. Therefore, today we will present the issues of reordering more vaccines, ensuring the readiness of hospitals, and chemotherapeutic treatments at the government meeting.
The Rate of Health Insurance Premiums Has Been Updated
Published: 2025-02-05 | Translated from: news.mn
The rate of health insurance (HI) premiums is updated and approved in relation to the minimum wage for the year. Specifically, the rate for 2025 has been adjusted to be paid based on two percent of the minimum wage. Citizens will pay a total of 182,160 MNT in HI premiums in 2025. Looking at previous years, in 2019, a citizen paid 3,200 MNT per month, which amounts to 38,400 MNT annually; in 2020, they paid 4,200 MNT per month, or 50,400 MNT annually. The premium rate remained stable in 2021 and 2022, but was updated again in 2023, requiring a payment of 5,500 MNT monthly or 66,000 MNT annually. In 2024, the premium amounts to 6,600 MNT monthly, or 79,200 MNT annually. According to the General Authority for Health Insurance (GAHI), by fully paying their HI premiums since 2019, insured individuals can prevent unexpected risks and access necessary health services without delay. However, there is often a lack of information on what services and support insured individuals can receive in return for their payments. FULL COVERAGE OF CANCER POST-TREATMENT COSTS FROM HI FUND If you need chemotherapy or targeted therapy following cancer treatment, according to a physician's directive, you can receive services without co-payment from either state-owned or private hospitals that have contracts with health insurance. The HI fund covers all costs, including: - Detoxification treatment - Medicine - Medical equipment - Doctor’s examination - Nursing and rehabilitation services - Food and related expenses COMPENSATION AVAILABLE IF MEDICATION BOUGHT AT OWN EXPENSE WHILE HOSPITALIZED An insured individual can receive reimbursement from HI if they had to pay in advance or have purchased medication at their own expense while being treated at a referral health medical facility. Compensation options are available in the following situations: - Receiving services that required additional payment - Overcharged additional service fees beyond those specified in the contract - Charges for medicines supplied by the individual or their family - Referred to different medical facilities for diagnosis and examination (specifying) - Signed agreement acknowledging acceptance of additional payment by the insured individual or their family If these conditions are met, one can approach the GAHI or the Procurement and Contracts Office for reimbursement. COMPENSATION THROUGH THE OFFENDER FOR HEALTH SERVICES IN CASE OF CRIME According to Article 12 of the Health Insurance Law, costs for health services due to harm from crime are compensated by the responsible authorities, who recover the costs from the perpetrators. Essentially, the insurance agency initially covers the cost for those affected by crime, providing free healthcare services. However, the Health Insurance Agency has arrangements to claim treatment costs from the guilty party who caused harm to the individual's health.
Suspected Case of Meningococcal Infection in Bayanzurkh District to Post Results Tomorrow at 11:00 AM
Published: 2025-02-05 | Translated from: ikon.mn
The suspected case of meningococcal infection that was reported in Bayangol District returned a negative result yesterday. According to E. Ankhbayar, the director of the National Center for Communicable Diseases (NCCD), "The child's condition is normal or treated." However, the result of the suspected case recorded in Bayanzurkh District will be released tomorrow at 11:00 AM. Director E. Ankhbayar of the NCCD stated, "The outbreak occurs in cycles of five years. However, the number has significantly decreased since the introduction of vaccination in 1995. While there were 40 confirmed cases in 2005, the number has decreased to around 20. We estimate that there will be about 15 cases of meningitis recorded in 2025 and 2026." Advice: Young children fall into the high-risk group. The intensity of meningitis infection depends on the human immune system and how virulent the disease is. People of all ages are at risk of illness. However, previous cases have shown that children under five are more severely affected. The main characteristic of meningococcal infection is a high fever. Even if you administer fever-reducing medication and the fever temporarily decreases, it can spike back to 39 or 40 degrees Celsius. There are cases where adults carry the bacteria and transmit it to young children. Therefore, it is recommended that adults remove outer clothing, rinse their throats and mouths, and maintain hygiene before interacting with young children at home.
