Before the Birth of the Law: Will the Tax Burden Decrease or Increase?
Published: 2025-04-07 | Translated from: news.mn
Since 1992, a package of tax laws has been implemented in Mongolia. Although several changes have been made over the years, each change in the law brought significant alterations based on the sales revenue and taxable income levels. However, it is deemed necessary to be updated again to keep up with the times, and it is planned to discuss this legal reform in the upcoming spring session. Therefore, this time in our "Before the Birth of the Law" segment, we will present information related to the tax law reform. The tax package law reform is being prepared to be discussed in the upcoming spring session. The draft law will revise four laws: the General Tax Law, the Corporate Income Tax Law, the Personal Income Tax Law, and the Value Added Tax Law. The average international tax rate for corporate income tax is 21.2%. Generally, it ranges from 20-25% internationally. In Mongolia, according to the effective legislation, simplified or small enterprises with up to 50 million in sales revenue pay 1% tax on their sales without deducting any expenses. Enterprises with 3-6 billion in sales pay 10%, and those above 6 billion MNT pay 25%. As of 2023, a survey covering over 158,000 enterprises revealed that the average tax burden is 10.1%. In other words, businesses pay this percentage of their income in taxes. Small and medium-sized businesses have a tax burden of 5-6%, while large enterprises have a burden of 12.8%. Key Changes in the Draft General Tax Law: Sales Invoice: This concept will be newly introduced, making e-invoices a type of official electronic document. Transfer Pricing Report: This report is to be prepared and submitted by June 30th of the following year. For sales revenue exceeding 10 billion MNT, both Domestic and General Transfer Pricing Reports will be prepared. Dispute Resolution Council: Taxpayers filing a complaint to the Council should pay a deposit of 5% of the disputed amount upfront. Tax Payment Term Concession: If the tax debt is below 30 million MNT, no collateral is required. Scoring System: This score ranges up to 100 and categorizes taxpayers as excellent, good, average, or insufficient based on their score. It is determined monthly, quarterly, and annually, and taxpayers are notified through the electronic tax system. The score is used to defer VAT payment and implement advisory services from customs and tax authorities. Highlights from the Corporate Income Tax Law Draft: Exemptions and Deductions: Enterprises with annual sales of up to 2.5 billion MNT (small and medium) will pay 10% tax on their profits and enjoy a 90% deduction or rebate. Dividends received from a company fully owned by a Mongolian company will be tax-exempt. Rates: For non-small and medium enterprises, a progressive tax rate will apply to operating income: - Only up to 6 billion MNT: Base % - Over 6-10 billion MNT: Additional % determined by local council - Over 10 billion MNT: For micro and small enterprises with income up to 300 million MNT, the 1% tax on profits will be abolished. Expense Deduction Limit: Training expenses shall not exceed 10% of the wage fund, and personal expenditure for employees shall not exceed 5% of the wage fund. Others: Dividends earned by foreign enterprises owning over 50% of a Mongolian company's value will be subject to a 15% tax. If a license holder issues additional shares or increases its capital, it will not be considered a transfer of rights, and no tax will be imposed. Highlights from the VAT Law Draft: Exemption and Rebate: The VAT for consumer purchases will be rebated based on the following scale: - Up to 500,000 MNT: 100% rebate - 500,000-800,000 MNT: 50% rebate - Over 800,000 MNT: 20% rebate VAT Threshold and Rate: If a business's annual sales do not reach 400 million MNT, it will not become a VAT payer. The rate remains unchanged at 10% (0% for exports). Recognition of VAT Taxable Income: It will be determined similarly as in the Corporate Income Tax Law. That is, it will adhere to the accrual basis (no VAT will be applied to income received in advance). VAT Deduction or Credit: VAT for the purchase of capital assets will be fully deductible immediately (without proportional reduction). Taxes paid on services obtained from non-resident entities will be credited. Taxes paid on buying or importing passenger cars will be credited. If a VAT-free purchase with an electronic receipt is paid cashlessly, 10% of the price is considered included VAT, and a deduction is made from the tax to be paid. VAT for ceremonial events, staff training, and personal consumption of employees will be deducted according to the respective limits set in the Corporate Income Tax Law. Highlights from the Personal Income Tax Law Draft: Exemption and Deduction: Tax on income from salaries and activities up to 9.6 million MNT per year will be fully exempted (enjoyed equally every month). For expenses on purchasing, constructing, or upgrading homes to be energy-efficient, or buying a residence for the first time in the countryside, a tax deduction up to 15 million MNT will be granted. The tax exemptions for remote areas of 50% and 90% have been abolished. Rates: The graduated tax on salaries remains at 10%-15%-20%. Tax on profits from individually conducted activities has been added to the income components at a graduated rate of 10%-15%-20%. The simplified report with a 1% tax on total income from activities no longer exists. A 15% tax will apply to dividends received by non-resident foreign nationals who own more than 50% of the shares of a Mongolian company. Reporting: The tax authority will pre-prepare the personal income tax return electronically using the available data. Citizens need to check and confirm their personal income tax return prepared by the tax authority by June 30 of the following year. So far, over 110,000 suggestions related to tax issues have been received. Experts emphasize that tax policy is a fundamental policy of the government, hence a shift towards supportive policy changes rather than burdening citizens and enterprises with taxes is needed.
Standing Committee to Decide on Proposed Bill to Reduce Income Tax to 1% This Wednesday
Published: 2025-04-07 | Translated from: ikon.mn
The Standing Committee will meet this Wednesday to decide whether to propose a bill to reduce the personal income tax to 1%. A public petition concerning the amount of income tax specified in section 6.3 of the Personal Income Tax Law, aiming to reduce it to 1%, was created. It was supported by 100,000 citizens who signed electronically. In response, the issue of discussing and resolving this petition was transferred to the Budget Standing Committee of the Parliament, as introduced by Parliament Speaker D. Amarbaysgalan at the beginning of last week's plenary session. He stated, "A complaint was submitted by citizen R. Shinegerel to propose a bill concerning the public interest to reduce the income tax rate specified in section 6.3 of the Personal Income Tax Law to 1%. This complaint was published in the public petition system D-Petition. Because this petition received support from 100,187 voting-age citizens of Mongolia, it has been assigned to the Budget Standing Committee for discussion and decision-making based on the legal grounds specified. It is appropriate for the Budget Standing Committee to discuss the issue raised in the public petition and make a decision." The Budget Standing Committee is set to meet this Wednesday to decide whether to initiate a bill to reduce the personal income tax rate to 1%. Additionally, a petition published in the public petitions system to invalidate the increased vehicle tax in Ulaanbaatar, which gathered 33,000 signatures, will also be discussed by the Budget Standing Committee. 27 Citizens from Three Countries Deported for Illegal Employment
Published: 2025-04-07 | Translated from: isee.mn
Last week, the Immigration Agency organized a comprehensive inspection which resulted in the deportation of 27 citizens from three countries who were found to be working illegally under tourist visas. Specifically, 25 citizens from China, one from Vietnam, and one from France were found working without the necessary permits at companies such as "Galt Suman Möndör" LLC, "Fluorite Land Factory" LLC, and "Döl Tüshig" LLC. They entered on a tourist visa, or K2 category visa, and were found engaged in activities other than what their visa allowed. As a result, they have been deported and banned from re-entering Mongolia for a period of 1 to 5 years. According to Article 37, Clause 37.1.7 of the Law on the Legal Status of Foreign Citizens, engaging in work without the permission of the competent authorities or undertaking activities other than the stated purpose of entry are grounds for deportation from Mongolia. Therefore, foreign citizens traveling for tourism purposes are warned that unauthorized employment or any activities outside their stated purpose of visit are prohibited by law. Citizens and legal entities inviting foreign tourists are reminded to operate within the legal framework.

Working on Changing the General Law to Reduce Social Insurance Premiums
Published: 2025-04-07 | Translated from: unuudur.mn
Members of the State Great Khural, Ch. Lodoi Sambu and B. Tuvshin, have announced that they are working on amendments to the General Law on Social Insurance. The draft law includes several provisions to eliminate the multiple deductions of social insurance premiums. For instance, it proposes to eliminate the premium taken for additional work done by individuals outside of their main employment contract, exempt employers from paying social insurance on behalf of employees (which does not affect pension eligibility), and completely stop charging premiums on non-salary benefits and incentives given by employers to their employees. Member of the State Great Khural, Ch. Lodoi Sambu, stated, "By amending the General Law on Social Insurance, the burden on individuals and legal entities in doing business will be reduced, and the variety of activities will increase. By reducing employers' contribution payments, they will have the opportunity to realistically raise their employees' salaries and increase jobs. The decrease in the costs of goods, work, and services will also reduce the final price increase for consumers. The economic implications are broad," he said.
Minister B.Delgersaikhan Prohibits Executive Officials of the Ministry of Roads and Transport from Going on Foreign Assignments or Taking Leaves
Published: 2025-04-07 | Translated from: isee.mn
An urgent meeting of the Minister of Roads and Transport was held today. At the meeting, discussions were held on accelerating the new projects and supervision tasks in the infrastructure sector, as spring approaches and construction work begins. Minister B. Delgersaikhan criticized the delay in the implementation of tasks assigned in the urgent meeting, urging the leaders and officials of the departments and affiliated organizations under the Ministry of Roads and Transport to work diligently and with initiative. In addition, given that many major construction projects are scheduled to begin this year in the road and transport sector, he prohibited heads of departments from the Ministry from going on foreign assignments or requesting leaves. At this urgent meeting, the following issues were discussed, highlighting important work to focus on in the future, and relevant department heads were given specific directives. This includes: - With the tourism season approaching, the Minister instructed the prompt initiation of repair work at the "Gurvansaikhan" airport in Umnugovi province and to focus on resolving any delays. - Following the government's decision to merge state-owned railway companies, the Minister stated that the 2024 work reports of "Tavantolgoi Railway" LLC and "Mongolian Railway" state-owned company will be inspected, with ongoing monitoring of financial statements, procurement activities, foreign assignments, award issuance procedures, and fuel payments for 2024. The Ministry's Legal Department will oversee and take responsibility for the implementation of relevant laws. - Due to warming weather and the ground thawing, which reduces road load capacity, the Minister tasked the Director of the "Road Transport Development Center" to temporarily halt transportation of non-compliant heavy loads exceeding permissible limits and to ensure compliance with appropriate norms, rules, and standards. Officials were reminded to visit on-site to assess the real conditions. Reports and updates on fieldwork must be delivered openly and quickly. The Government of Mongolia has declared the years 2023-2025 as the "Visit Mongolia Year." In the efforts to attract tourists, it was instructed to study the issues of increasing international passenger transport, adding flight routes, and reducing prices for domestic flights and to align the work of the air transport sector with the tourism season.

Kazatomprom's Upcoming Uranium Exploration Agreement in Mongolia
Published: 2025-04-07 | Translated from: isee.mn
Kazakhstan's "Kazatomprom" company, a leading entity in global uranium production, has announced that it is about to establish an agreement to mine uranium in Mongolia. According to Kazatomprom (a subsidiary of Samruk-Kazyna) and Mongolia's "Mon-Atom" company, they have agreed to conduct joint exploration and extraction of uranium in Mongolia. Kazakhstan, a world leader in uranium extraction, aims to further strengthen its status, and considers its partnership with "Mon-Atom" a significant step in this direction. The new partnership opens prospects for implementing joint projects in uranium exploration and extraction in Mongolia, providing both parties the opportunity to strengthen their positions in the uranium sector, the company stated. During President Kassym-Jomart Tokayev's state visit to Ulaanbaatar, a strategic cooperation agreement was reached between the two mining companies. Specifically, a key outcome of President Kassym-Jomart Tokayev's visit to Mongolia last October was the agreement to establish a partnership between Kazatomprom and Mon-Atom. "We strive to develop this sector in an environmentally friendly and safe manner, and are confident that this cooperation will help strengthen Kazakhstan's and Mongolia's positions on the international stage," said Meirzhan Yesupov, Chairman of Kazatomprom's Board of Directors. The statement also mentioned that Kazatomprom and Mon-Atom plan to expand and develop their cooperation further and are considering the possibility of implementing joint initiatives to strengthen the two companies' positions in the international uranium market. In response, Baurzhan Ibraev, a member of Kazatomprom's Board of Directors and a representative of the Central Asian Council of the UK's New Nuclear Watch Institute (NNWI), said that the national company would not begin mining uranium in Jordan. Kazatomprom is one of the major uranium producers, accounting for about 20% of global uranium production. The company has so far conducted all uranium extraction exclusively in Kazakhstan, but is now officially announcing the start of uranium mining operations in Mongolia. The Government of Mongolia to Issue Domestic Securities
Published: 2025-04-07 | Translated from: unuudur.mn
The Government of Mongolia has decided to issue securities on the domestic market again after eight years. In accordance with Objective 4 of the Government's Medium-Term Debt Management Strategy for 2023-2025, the Ministry of Finance will promote the domestic government securities market and establish a benchmark interest rate for tugrik bonds in the financial market. This will be done by trading domestic securities through the Mongolian Stock Exchange starting from the 16th of this month. The government is offering investors securities that provide steady returns, are reliable, low-risk, highly liquid, and exempt from interest income tax. A notable feature is that bondholders can use their bonds as collateral for payments and other guarantees. By starting to trade securities on the domestic market, it will establish a benchmark for basic return interest rates, align bond valuations with international standards, and further develop the domestic bond market. This is significant for increasing the participation of professional investors, including public and private investment funds, in the capital market. The Financial Regulatory Commission is implementing regulatory measures in stages to reduce issuance costs for security issuers, increase the variety of products and services, establish a benchmark for basic return interest rates, and strengthen the base of professional investors. The commencement of trading in domestic government securities will serve as a major lever to increase the engagement of citizens and enterprises in the capital market.
The Appeal Court to Discuss the Case of the 49% Share of Erdenet Corporation
Published: 2025-04-07 | Translated from: unuudur.mn
The case related to the 49% share of Erdenet Corporation is scheduled to be discussed at the Criminal Appeal Court of the capital on Thursday. The primary court seems very reluctant to resolve this case. Judge D. Darsuren, from the Sukhbaatar District Criminal Court, conducted and guided a preliminary hearing on this case in December of last year, issuing an order to return it to the prosecutor's supervision for additional procedures. Previously, in December 2023, the same judge conducted a preliminary hearing and made an order for additional investigation due to minor reasons, specifically citing the absence of two CDs in the case evidence. Furthermore, the charges against former Prime Minister Ch. Saikhanbileg and influential shareholder of the Trade and Development Bank D. Erdenebileg were considered to be separated unlawfully, hindering the determination of the true facts of the case. The Appeal Court found these actions to be groundless and decided to have the primary court resolve them. Nevertheless, D. Darsuren again ordered additional proceedings on other grounds, leading prosecutors to object and appeal to the higher court. This appeal will be discussed as reported by the judge T. Shinebayar of the Criminal Appeal Court of the capital. The case involves several individuals being charged, including D. Erdenebat, the former Minister of Industry from the 2012-2016 government, N. Batbayar, the former Minister of Economic Development, B. Bolor, the former Minister of Finance, D. Ganbat, the former Minister of Roads and Transport Development, and officials such as D. Sugar, who became a member of the Constitutional Court from Chairman of the State Property Committee, and Ts. Nanzaddorj. They are charged with granting preferential conditions to "Mongolian Copper Corporation" LLC for the 49% share of "Erdenet Corporation," "QSC" LLC for the infrastructure and investment contracts of "Darkhan Metallurgical Plant" SOE, and undervaluing "Khutul Cement and Lime" SOE during its privatization.
R.Shinegerel: The Government Hasn't Implemented Real Tax Reforms for the Middle Class
Published: 2025-04-07 | Translated from: isee.mn
The government plans to present the Tax Law reform to the State Great Khural (parliament) on the 15th of this month. However, from the information posted on the Finance Ministry's website, it appears that the reform does not involve significant changes and is more about appearing to make alterations without substantial change. Currently, employees and employers together pay 24% in Social Security premiums, and taxes are levied on all expenses including wages. This situation makes it nearly impossible for companies to expand their workforce or business operations. Furthermore, individuals must pay a 10% income tax and are registered to pay 10% VAT once their income reaches 50 million MNT. Due to the burden of these various high taxes, the opportunities for companies and individuals to grow, develop, and earn a living are very limited. Therefore, companies and citizens are waiting for effective reform of the tax law. Unfortunately, the Finance Ministry and the parliamentary working group present their unaltered bill as a reform and refuse to provide information on it. However, economist R. Shinegerel submitted a petition to reduce the personal income tax to 1%, garnering the support of 100,000 citizens, which led to the matter being discussed in parliament. - THE GOVERNMENT HAS MADE NO REAL REFORMS. THE TAX BURDEN REMAINS THE SAME. - You proposed to lower the personal income tax to 1%, and Speaker D. Amarbayasgalan announced it would be discussed in parliament since 100,000 citizens supported your proposal. Is reducing the personal income tax feasible for our budget? What impact would it have on the budget? - Currently, personal income tax is withheld from salaries at rates of 10%, 15%, and 20%. Taxes on capital gains and stock dividends are also taken at 10%, with some taxes going as high as 40%. I have proposed reducing taxes withheld from personal earnings to 1%, and this initiative received support quickly. The proposal would result in a 2.5 trillion MNT burden on the state budget, which currently stands at 33.5 trillion MNT for the year. This indicates there is room to reduce and manage the budget accordingly. The middle-income population desperately needs support, as a proliferation of various taxes has arisen in recent years, with their amounts increasing. For instance, municipal and vehicle-related taxes have risen by 2-5 times. The cost of electricity and heating has doubled due to the raise in minimum wage, and currency exchange rates have begun to climb. All these increases demand more funds from the people. When citizens are wealthy and have property, the country can develop; this is a principle and law recognized globally. Wealthy, property-owning citizens start to focus on their children's education, health, and the country's development; they become investors, which means they create jobs, boost the economy, and expand the tax base. Over the past 100 years, we have adhered to policies advocating for uniformity among people, which we need to abandon. As Bodoo and Danzan stated during the 1921 revolution, we need a wealthy nation made up of wealthy citizens. - Your initiative will be discussed by the Parliamentary Budget Standing Committee. Meanwhile, the government is implementing tax package reform. Will your petition be included in these reforms, or will it be considered separately? - The issue of considering public petitions is included in the parliament’s law, and this marks the first such petition to be considered. Parliament will discuss the proposal. The government is preparing to present the tax package reform to parliament on the 15th of this month, and the Ministry of Finance is gathering public input on its website. A parliamentary group led by Member H. Ganhuyag is working on this. Additionally, Member S. Byambatsogt is preparing to present a bill to reduce personal income tax to 1% for those in remote regions. - All these issues should be consolidated and passed during the spring session. The tax environment must be discussed thoroughly. - The Ministry of Finance's draft did not include a proposal to reduce personal income tax or support for the middle class. It suggests providing a subsidy of 80,000 MNT to an individual with an annual income of 9.8 million MNT, with other measures remaining unchanged. The taxes on dividends and savings interest remain the same. - So it cannot be called a real tax reform? - There is no real reform. Aside from a proposed subsidy of 80,000 MNT for individuals earning less than 1 million MNT a month, there is no support for the middle class, who earn between 2 to 3 million MNT. The tax burden remains unchanged. The government has not enacted tax reforms aimed at individuals or citizens. Even previous simplifications, such as filing tax returns after paying 1% of income, were removed. - Today, the government should investigate which section bears the greatest tax burden. A family with a combined salary of 3 million MNT pays 300,000 MNT in personal income tax. Reducing this tax to 1% would leave them 270,000 MNT to spend in their household. This opportunity should be created. Also, it is wrong to heavily tax those with high incomes since the most profitable individuals are the country’s investors. They create jobs, invest capital, and expand the tax base. Contrarily, heavily taxing the rich places the burden on that segment rather than developing the economy. - You mentioned some legislators are drafting a bill for a 1% personal income tax for remote region citizens. Doesn't this breach constitutional equality? - Benefits were previously given to remote area residents. It requires clear justification. There are talks of decentralizing Ulaanbaatar, but without evidence or feasibility. Concentration leads to economic and political power, and unless power centralizing in Ulaanbaatar is dismantled, concentration will persist. It is not the tax burden causing the centralization. - Yet, Member S. Byambatsogt seems to have reconsidered following the support of 100,000 citizens, now willing to discuss the 1% personal income tax nationwide. - Have you studied how similar economies handle this type of tax? - Our rates are somewhat competitive. However, the issue is whether households improve their quality of life proportional to budget expansion. - The state influence and tax burden are hindering development. We often compare ourselves to others, but our circumstances differ vastly. We are geographically between two large totalitarian regimes, with significant neighbor influence. There are few countries globally with such extreme climates, where citizens need to purchase clothing for four seasons. Transport and infrastructure are challenging, unlike in other countries. - The current time is not right for comparisons. Once developed, with monthly salaries of 5-6 thousand USD, then we might talk standards. Mongolia naturally imposes high taxes; prices inflate costs, and real estate involves high additional expenses. People today speak of losing money in online gambling, but it’s due to the lack of investment opportunities caused by restrictive policies. - Interest returns and stock dividends offer very low yields, constrained by regulations that stifle growth. Thus, people seek additional income through other means, not because excess money exists. The current system offers no true reform.
Report: The 'Corruption Complex' Set to Be Demolished Sees Prices Soar to 6.4 Million Per Square Meter
Published: 2025-04-07 | Translated from: news.mn
A building that has been causing divisions among the public and clients over many years is continuing to rise as if it has special privileges, infringing on the right of city residents to live in a safe environment. Constructed in a location affecting the river's flow in an "A" zone of the city and deviating from its original purpose, this building is subject to a demolition decision, the implementation of which is uncertain. Originally granted land permission in 2008 under the pretext of building a water park, the "Aqua Garden" residential complex, commonly known as the "Corruption Complex," now stands amidst ongoing disputes over its site. This high-end, expensive building constructed near the Dund River was found to violate the Water Law after inspections by relevant authorities. The matter was recently taken to court, resulting in a demolition order for two blocks. Despite this, the price per square meter of the apartments is rising daily, aligned with their expected entrance into service. Authorities have warned citizens, particularly those around the Selbe and Dund Rivers, about the potential flood risks this year. "THE COMPLEX WILL BE OPERATIONAL WITHOUT ISSUES, ONLY A FEW UNITS LEFT, ORDERS ARE BEING TAKEN AS USUAL..." The price per square meter in the "Aqua Garden" complex varies from 5.6 to 6.4 million MNT depending on the floor. However, this is only today's rate; the price is expected to increase as of April 10th, as informed by the sellers. We contacted the sales department to confirm the price, floor options, and scheduled operational date. They assured us that there are room choices on every floor, with prices increasing with each floor. For instance, it's 5.6 million MNT on the second floor, 5.65 million MNT on the third floor, and 5.7-5.8 million MNT on the fourth to sixth floors. From the seventh to thirteenth floors, it’s between 5.8 to 6 million MNT, and it's up to 6.4 million MNT from the fourteenth to twenty-fourth floors. They also stated that orders are being taken normally, the complex will operate without issues, few apartments remain, and prices will increase soon. Promoted as a large complex of 1,000-family residences with a water park meeting international standards, the "Aqua Garden" complex is advertised as earthquake-resistant, built with quality materials and high-end designs, including water features. However, it's found to be of significant risk in reality. Consequently, former city mayors have repeatedly announced plans for its forced demolition. Recently, former Ulaanbaatar mayor D. Sumiyabazar had issued an order for the forced demolition of two blocks in August 2023. Yet, the decision has not been enforced to this day. Current city mayor Kh. Nyambaatar explained that the "Corruption Complex" demolition issue is stuck in court. Meanwhile, the builders refute this, claiming no law was broken and that construction is proceeding normally. UOK, NOK CONFIRMS DUND RIVER FLOW INTERFERENCE, PRIME MINISTER GAVE DIRECTIONS In July 2023, it was highlighted by the leading officials of the National Emergency Management Agency (NEMA) that the buildings, including the "Corruption Complex," lined up along the banks, were the main factors causing the Selbe River to overflow and flood. Consequently, Prime Minister L. Oyun-Erdene directed NEMA and city officials to demolish these buildings and construct flood drains and channels. Specifically, he ordered urgent investigations and consequences for officials who granted land allocation, construction, and relevant permits for structures obstructing flood channels. Unfortunately, legal delays and numerous deferred court hearings have allowed the blocks to be built, now ready for commissioning. In short, despite going through various court processes that bought it time, the building is about to pass the national commission and receive housing permits. Ideally, considering the interests of Ulaanbaatar residents, this building should be demolished as per the principles. The failure to demolish it due to the special privileges granted could lead to repeated risks of flood damage affecting public housing along the Tuul and Selbe rivers during heavy rainfalls. Despite declarations of justice, rule of law, and public interest, in the end, citizens' rights are likely to be overwhelmed by natural disasters. UOK, NOK, and the Prime Minister's guidance all prove ineffective, suggesting that the building indeed rose through corruption. "SHUNKHLAI" MOVED AND "S'OUTLETS" DEMOLISHED WITHOUT LEGAL FORMALIZATION! In November 2023, the "Shunkhlai" gas station was relocated, and the "S'outlets" store building was demolished in March 2024. Today, the businesses affected can file complaints as their properties were infringed upon without formal court decisions, as previously mentioned. Despite naming three problematic objects, one of them has been removed from the list, and the construction in the coveted "A" zone of the city has been completed unhindered. Who then is monitoring this and what representatives will be in the national commission? NO COMPANY IN MONGOLIA HAS EXPERIENCE IN DEMOLISHING BUILDINGS ABOVE 7 STORIES! In developed and developing cities globally, all necessary services are required to adhere to standards, including enforcing the demolition of structures that harm public health, safety, and the living environment. However, in Ulaanbaatar, this service does not exist, as evidenced by the 2023 Selbe flood. Not only is there no service, but there's no company with experience in demolishing buildings above 7 stories. The 2023 Selbe flood caused damages exceeding 35 billion MNT to residents and businesses in the affected area. A working group is still addressing the compensation issue. It has been the third year that legal changes and accountability for violations are discussed. The initial orders to demolish the "Corruption Complex" laid the groundwork for its demolition. Unfortunately, no company in Mongolia has experience in demolishing structures taller than five to seven floors. Thus, partnering with an experienced company is deemed necessary, considering the 25-story height of the complex. Separate working groups for demolition have even been formed, but today none of the many working groups and officials have any connection left to the losses experienced by businesses and residents due to "Aqua Garden."
We Will Make a Revolution of Economic Freedom
Published: 2025-04-07 | Translated from: news.mn
Democratic Party leader Lu. Gantumur delivers a speech at the Congress of the Democratic Party of Mongolia today. Esteemed comrades pioneering the democratic ideology and free citizens of the sovereign democratic Mongolia, Today, we, as Mongolians, celebrate a historic day of rights and freedoms together. In the spring of the White Horse Year, Mongolians awakened from the sleep of dictatorship to the bell of freedom, broke the one-party system, and made a historic choice for freedom. The ultimate outcome of the great struggle of the Mongol nation, which fought for independence without sparing life or blood for the last three hundred years, is the Democratic Revolution of 1990. The full sovereignty, independence, and political and economic freedom achieved by the national liberation revolution of 1911 and the people’s revolution of 1921 are undeniable milestones realized in the Year of the White Horse when Mongolia transformed from a satellite to a fully sovereign and democratic state. We are gathered here to celebrate the 35th anniversary of the Democratic Revolution. This is not just an anniversary, but an important historic commemorative day to thank you, the democrats who led Mongolians' choice to build a free society for the first time in two thousand years. The unwavering strength, faith, sweat, tears, determination amidst doubts, struggles, bitterness, pressures, and risks of 200,000 members of the Democratic Party is a modern new history of our country. With heartfelt gratitude as the chairman of the Democratic Party, I express deep appreciation to the hundreds of thousands of members and supporters awaiting our success with hope via media and social channels. Thank you, Mongolian people, for inspiring courage with the sound of the bell. Together with the Democratic Party, the basis of a multi-party system, a free society, open views, multi-polar foreign policy, the rule of law, and economic freedom were laid in Mongolia for the first time. This is the true history of the Democratic Party and its achievement. As a right-central liberal conservative party, the Democratic Party managed to pass 80% of the Joint Government’s program into its legislative platform for the 2024 parliamentary elections. This was the responsibility entrusted to us by the nearly half a million voters who chose us to implement policies and work. The electorate evaluates and recognizes that the Members of Parliament from the Democratic Party work actively, proactively, and openly. Without the consistently supportive decisions and encouragement of our Democratic Party caucus in the State Great Khural, we would not have been able to work today and fulfill our promises. Thus, on behalf of all members and supporters, as the leader of the Democratic Party, I extend my gratitude to the Democratic Party caucus members in the State Great Khural. Thank you, members of the Democratic Party, in the State Great Khural. Let us advance together for the sake of the motherland Mongolia’s prosperity and development. Fellow democrats, Now we stand before a CREATIVE TIME to cement Mongolia’s sovereignty, national security, development, and democratic future and march together shoulder to shoulder. International relations are shifting from unipolarity to multipolarity, bringing new challenges as a new version of the cold war through conflicts, turmoil, and trade and tariff wars among global nations. This fourth geopolitical challenge faced by Mongolians in the last hundred years should be resisted through national policy unity rather than party conflicts and developed into creative national unity. The Democratic Party responsibly recognizes this historic mandate and works alongside the Joint Government. Some party members believe we should not have cooperated, that the MPP should govern alone, or that the Democratic Party should only play the opposition role. Many harsh words have been spoken to me and other party members on this issue. Despite differing opinions, the Democratic Party firmly protects everyone’s freedom of speech and remains a political force dedicated to freedom’s values. We will continue to safeguard democracy and civil rights. If viewed more broadly, history provides ample bitter lessons of losing sovereignty and freedom when failing to unite at vital times and being overly driven by small interests. Viewing the situation through narrow interests like "Let the MPP govern alone; the economic decline is not our problem" or "We won’t be responsible if dictatorship returns from MPP’s mismanagement" is unacceptable. By setting bigger goals and planning greater tasks, we will work together to create a CREATIVE TIME. Mongolia will develop, and Mongolians will prosper. Today, our representation in Parliament is more significant than ever, engaging in governance policy and decision-making with responsibility. We are ambitious about implementing real economic freedom and have initiated the following tasks. We aim to raise GDP to $10,000 and maintain economic growth above six percent. This is neither an empty number nor a vague expectation; it guarantees freedom and a real step toward development. In 2028, when the people review our record, I am confident the income of Mongolians will reach $10,000 and air pollution and congestion will be alleviated. The Democratic Party will collaborate and achieve this. Economic freedom guarantees political freedom. In 1990, the Democratic Party brought political freedom to Mongolia. Our historic duty today is to ensure economic freedom for every Mongolian and continuously increase income. To make this goal a reality, the Joint Government is working intensively on implementing 14 mega projects under "The Courage for Rapid Development" program, laying not only infrastructure but also the foundation for economic independence and future opportunities. The oil refinery, uranium investments, energy independence, new export routes, ecological water project to the Gobi, national satellite, new railroads are all aimed at establishing economic freedom beyond the political level. No previous government had set or undertaken such a comprehensive historic goal. Thanks to unity, the obstacles to development are overcoming, ushering a CREATIVE TIME for Mongolia’s advancement. I express encouragement and gratitude to the ministers bravely taking on the fundamental issues of the most stuck sectors over thirty years and wish them success in their work. As the Democratic Party chairman, I am proud to pledge continuous support. Thank you to the comrades working tirelessly for the common interest of our homeland. Fellow members, Today is a day of celebration for the Democratic Party. It is the party that fulfilled the three-hundred-year dream of Mongolians by achieving the democratic revolution. You are the living essence of Mongolia’s democracy and the true assurance of its independence. Even if you were denied the opportunities and dreams you deserved, you persistently created democratic Mongolia. With triumphs and failures, we made history, overcoming difficult times through unity’s strength. It is heartening to see everyone united on this objective today. The wise spirit of unity is precious indeed. Thanks to all members at all levels for showing patience and coming together. I also congratulate members of the New Party, who, separated ideas, have returned home to join our warm family. The Democratic Party is a giving, not taking, party. Since the revolution of 35 years ago, we have given the people the freedom to speak, express views, do business, and own property. We gave back houses to owners and livestock to herders. We ensured children’s benefits. The 1992 Constitution rightly declared natural resources beneath the land should be owned by the public. And in 2007, by resolution, the Great Khural formalized strategic deposits as partially public. We passed the National Wealth Fund Law in 2024 to ensure natural wealth benefits the people. We legalized establishing the wealth fund begun by Mongolia’s first democratic president in 2024. Now, we pursue realizing this law by allocating 39 more strategic deposits and equitably distributing them with 34-50 percent to the people, through the "Blue Mongolian Blue Flag" initiative. Lift the courage of the bell’s song. May the blue flag of Mongolia’s freedom always fly proudly. The election results demonstrate how losing or gaining people’s trust depends on unity or division within the Democratic Party. Serving Mongolia is a great destiny. Your conviction and dedicated efforts can bring this country to a new level. The Mongolian people expect from us, and the Democratic Party will transform to meet that trust, proactively evolving forward. As we mark the 35th year of the democratic revolution, to begin writing new history, we will convene many times to discuss many issues. In 2025, this year, the Democratic Party will convene its congress three times for collective discussion. We aim to build a shared leadership institution where rules govern over individuals in the Democratic Party. Our ambition is to develop a doctrine to serve Mongolia’s steppe even a century from now. Although our bodies may not be eternal, may the freedom and democratic ideals we leave behind never perish for eternity. The Democratic Party has one goal: a free, advanced, prosperous Mongolia. May the flame of freedom blaze in every household and Mongolia advance on its path of development as one heart and soul! The time will come when democracy utterly triumphs, and Mongolia develops wholly! The CREATIVE TIME bringing economic freedom will be our next revolutionary era, with the valiant pioneers seated in this room. Thus, I have no doubt about Mongolia’s bright future. The ideals of freedom have never dimmed on Mongolia’s historic steppe. Today and tomorrow, the Democratic Party, preserving that flame, shall pass it along with economic development to future generations. Let us march together for the future of our motherland, Mongolia. Let the courage of the bell’s song blaze. May the bell’s song herald development. To the hundreds of thousands of members of the Democratic Party across Mongolia, to the Mongolian people who love democracy, I extend the greetings for the 35th anniversary of the Democratic Party. May Mongolian democracy live forever. Thank you. Have a great celebration, dear comrades.
Rare Earth Elements and Uranium
Published: 2025-04-07 | Translated from: news.mn
In Mongolia's mining sector, the issues surrounding uranium and rare earth elements have gained considerable momentum in the past two years. Alongside this, there are frequent instances where these two products are explained as though they are the same, leading to misinformation among the public. Therefore, "Century News" newspaper presents information about uranium and rare earth elements in its "Mining" section. Difference in State Policy The Government of Mongolia has signed an investment agreement for uranium mining with the French company Orano Mining S.A.S, enabling Mongolia to become a player in the global uranium export market. The joint government was the third mega project. The French side initially established "Areva Mongolia," and its subsidiary "Cogegobi" conducted uranium exploration in 1997. In the first 10 years of geological exploration, the Dulaan-Uul deposit with 6,270 tons and the Zuunbayan-Ovoo deposit with 54,639 tons were discovered in Dornogovi province. In the latest exploration, the total reserves have been increased to 93,291 tons, accounting for more than half of Mongolia's proven uranium reserves. The government has not fully clarified its policy regarding rare earth elements. In the government's 2020-2024 action plan, it states "to increase investments in exploration and research of high-tech materials such as rare earth elements, valuable, colored, black composite metals, non-metallic minerals, and petroleum to expand mineral resource reserves." Some researchers argue that it is necessary to create a more specific legal framework. The Khulzan Buregtei project in Myangad soum of Khovd province is the only primary rare earth element project currently being implemented in Mongolia. Uses Uranium is a radioactive or radiative metal used to generate nuclear energy. Nuclear energy is a powerful source for clean environments without pollution, improving the lives of current and future generations, recognized by developed countries worldwide. Rare earth elements are used in high-tech products. Specifically, they are components in the manufacture of all the electronic devices you use daily, such as mobile phones and computers. Smart phones, electric cars, X-ray machines, and guided missiles cannot be produced or used without rare earth elements. Extraction Uranium extraction requires strict adherence to safety rules and proper technology due to its radioactivity. This natural creation accumulates in specific deposits. Extracting rare earth elements is complicated. How to extract them depends on the available reserves in the earth's crust. All mines cause dust. Therefore, detailed environmental impact assessments are crucial. Our country needs to establish new standards in this field. Discovered Reserves in Our Country Mongolia has substantial uranium reserves. There are 192,000 tons of proven uranium reserves across 13 deposits, including Dornod, Gurvanbulag, Ulaan, Nemer, Mardaiin Gol, Kharaat, Khairkhan, Gurvansaikhan, Öldziit, Dulaan-Uul, Zuunbayan-Ovoo, Enger-Urkh, and Dalt. The estimated reserves are 1.3 million tons. Mongolia's proven uranium reserves alone account for two percent of the world's total uranium reserves, ranking Mongolia 10th in terms of uranium reserves globally. In Mongolia, rare earth element reserves have been found in provinces such as Dornod, Khentii, Bayan-Ulgii, and Khovd. For example, Ulaandol's 124.78-ton deposit, Khulzanburegtei's 1.511.6-kiloton deposit, Mushgia Khudag's 365.1-kiloton deposit, Khotgor's 1.213.7-kiloton deposit, Tsagaan Chuluut's 274.55-ton deposit, and Lugin Gol's 14.5-kiloton deposit are noteworthy. The remaining dividends of the shares of the "Erdenes Tavantolgoi" joint-stock company will be distributed to the public this month. If you own 1,072 shares, you will receive 93,500 MNT after taxes. Currently, a survey on the preferred method of receiving the remaining dividends is being conducted on the E-Mongolia platform, with two days remaining until the survey closes. Specifically, if citizens express their preference to receive dividends in cash, the remainder will be directly transferred to their share account. However, if they choose to accumulate them in a development fund, their share money will become a source of financing for the city's infrastructure. There is also an option to keep the funds in a savings account. After the survey, based on the responses given from the 10th to the 16th of this month, the process will be verified. The authorities have stated that if no preference is given in any form, the dividends will be directly transferred to your account.

Supreme Court Refuses to Hear Case Involving Attack on Chinese National
Published: 2025-04-07 | Translated from: isee.mn
The plenary session of the Criminal Chamber of the Supreme Court refused to hear the case involving B. Baatarsuren, B. Bilguun, B. Odbileg, S. Shagdarragchaa, Kh. Aldar, Yu. Uuganbayar, Zhang Ru Di, P. Damdin, G. Bilguun, and B. Munkhunkhu. The case was reviewed based on appeals submitted by the defendant Zhang Ru Di and defendant B. Bilguun's lawyer, E. Orgil. The ten defendants, including B. Baatarsuren, were charged under Article 20.16, Section 1 of the Criminal Code, which deals with "violating public order by causing harm or destruction of property or inciting such acts, thereby infringing on the individual's right to safety, ownership, and disrupting the normal operations of businesses and the peace of society." They were also charged under Article 11.4, Section 2.1 for "intentionally causing moderate damage to health under aggravating circumstances," Article 11.6, Section 1 for "intentionally causing minor damage to health," and Article 13.4, Section 1 for "illegal detention." The session of the Supreme Court judges concluded that the grounds for the appeals by the defendant and the lawyer, which were based on claims of incorrect legal application, serious violations affecting the verdict, and differences in interpretation of the law, did not warrant a hearing at the supervisory court level. As a result, the court decided not to proceed with the case.
The Kremlin's Ambition to Seize Syria's Arteries
Published: 2025-04-07 | Translated from: news.mn
After more than a decade of supporting Assad's regime, which was ousted by Islamic rebels last December, Russia is reluctant to cede Assad to the new Syrian government. Meanwhile, a crisis in oil, diesel, and gas has unfolded in Syria. To maintain its military base in the country, Russia is leveraging the energy crisis. Kremlin sources reported that Russia has begun transporting oil and natural gas to sustain its military presence in Syria. Additionally, they are attempting to conceal these shipments under orders from Putin. Shipments began in February. The issues confronting Assad's regime have destabilized Russia's policy in Syria and the Middle East. Particularly, granting asylum to Assad and his family has strained relations with Syria's new leadership and fostered negative sentiment among Syrians. An anonymous source mentioned, "This has driven a wedge into our friendship with the Syrian people, but we had no other choice." During recent negotiations, the Kremlin conveyed to Syria's new leader that surrendering Assad is not an option. Returning him could negatively impact Putin's reputation. Russia intervened in the Syrian civil war in 2015, supporting Assad, and for nearly a decade since, has wielded significant influence in the region. The extent of this influence expansion is largely dependent on relations with Turkey, the US, and Israel. Crucially, Russia plans to maintain its influence by steadfastly supporting Syria as a state and its sovereignty. Experts from the Valdai Club suggest that the Kremlin can sustain its influence by combating terrorism, rejecting new colonialism, and resolving conflicts legally, as well as being ready to collaborate flexibly. The Russian military currently maintains control over facilities at Tartus and the Khmeimim airbase. Middle East scholar Ibrahim Ibrahimov suggests that Russia might reduce or redefine its use of these bases. One possibility is retaining Tartus while relinquishing Khmeimim. Nikolay Sukhov, a senior associate at the Institute of World Economy and International Relations, stated, "Turkey, which supports the new Syrian government, demands such an arrangement." In return for keeping its base, Russia will help rebuild infrastructure destroyed by air strikes, provide fuel and food supplies, and restore the healthcare system. Furthermore, Putin held a phone call with Syria's new leader Ahmed Al-Shara on February 12. Just days after, Syria resumed its currency transport. The second currency shipment arrived in Damascus in early March. In the past, during Assad's regime, Russia also assisted in printing currency. Following the phone call, the two sides initiated the aforementioned energy transportation. Naturally, the most critical issue raised by Ahmed Al-Shara was securing energy resources. Previously, during Assad's regime, oil was also transported from one of the closest allies, Iran, but this ceased after the regime collapsed. Global traders and shipowners remain cautious about energy transport due to Western sanctions on Syria. The Kremlin, however, moved swiftly to exploit Syria's economic instability. In the past month, several fuel transport ships from Russia have arrived in Syria. For instance, the "Sakina" vessel, flying the Barbadian flag and with a capacity of 157,000 tons, docked at a Syrian port on March 25, unloading approximately 100,000 tons of oil. Similarly, the "Aquatica" vessel, also under the Barbadian flag, arrived in the Banias port on March 21. Two other ships subjected to international sanctions loaded oil from Murmansk in February. The "Prosperity" vessel, sanctioned by the US, EU, and UK, arrived at Banias in early March, which houses Syria's two major oil refineries. All these ships switched off their transponders upon approaching Syrian ports. Souhir Medini, a Middle East policy analyst at the Washington Institute, noted regarding Russia's actions, "They are ready to anchor themselves again in Syria through energy supply." For Syria's new government, not interfering with Russian bases is crucial. Specifically, those bases help maintain balance against US, Israeli, and Turkish forces. Furthermore, being a permanent member of the UN Security Council, Russia will participate in votes to remove the Hayat Tahrir al-Sham group from the list of terrorists, something Ahmed Al-Shara is aware of. Thus, he wishes to avoid conflicts with Russia. Source: Moscow Times

List: 39 Sites of Strategic Importance
Published: 2025-04-07 | Translated from: news.mn
At the government meeting, it was decided to submit a draft resolution to increase the number of strategic sites to 55 to the Parliament. Specifically, since the Parliament approved the list of strategically important sites with Resolution No. 27 in 2007, it has not been updated for 18 years. Currently, there are a total of 16 registered strategic sites in Mongolia. However, the resources of 39 sites of strategic importance have been identified but remain unregistered. Regarding this matter, Chief of the Government Office N. Uchral stated, "The issues of these 39 sites have been neglected over time. In addition, foreign and domestic companies have created financial schemes and sold them, so it has been decided to classify them as strategic sites. In other words, the 16 strategic sites will be increased by 39. Erdenes Tavan Tolgoi JSC operates at the Tavan Tolgoi deposit group, which is only one of the 16 strategic sites. If the people of Mongolia were to benefit from those 55 sites as they do from Erdenes Tavan Tolgoi JSC, it is clear how much dividend they would receive." Let's introduce the list of these 39 sites of strategic importance.

Implementation of New Regulations for Scooters and Sur-Rons Begins
Published: 2025-04-07 | Translated from: news.mn
What has become a headache for parents and drivers are children riding Sur-Rons, electric bicycles, and scooters. In Mongolia, the use of bicycles, Sur-Rons, and scooters has significantly increased in recent years, and during the warm season, you frequently see people traveling using these types of vehicles. According to Article 25 of Mongolia's traffic regulations, citizens using electric mopeds and scooters must travel safely along bicycle paths or pedestrian paths without causing danger or obstruction to others. They are also prohibited from exceeding speeds of 10 km/h. However, users of these vehicles have been violating the rules by speeding, with underage children imitating each other without proper use of protective gear, and are often involved in incidents such as injuring pedestrians. Specifically, over the past three years, 887 incidents of accidents and injuries related to electric bicycles, Sur-Rons, scooters, and mopeds have been recorded in Mongolia. In 2024 alone, there have been 532 recorded cases of accidents involving these vehicles nationwide, resulting in three fatalities. In the capital, studies show that 4,500 to 5,000 people use two-wheeled vehicles daily. Additionally, the use of two-wheeled vehicles has risen among school students. While it's not unreasonable to use electric motorcycles due to traffic congestion, children in their early years often imitate each other and, lacking knowledge of traffic regulations, end up damaging property or causing harm to themselves and others. According to officials, 60% of the victims of accidents related to Sur-Rons and scooters are children aged 10 to 18. Regarding the types of injuries, 26.7% involve elbow and forearm injuries, 18% involve brain injuries, and another 18% involve knee and shank injuries. In 2021, 411 Sur-Rons and electric bicycles were imported into Mongolia, a number that increased by 17% to 7,116 by 2024. Consequently, road accidents related to such vehicles have also increased. For instance, last year there were 159 accidents involving electric motorcycles, specifically Sur-Rons. Additionally, a child lost their life in a collision while riding double on such a vehicle. A Sur-Ron is a variation of off-road cross motorcycles. Its technical specifications allow it to reach speeds of 80 to 90 km/h, and up to 110 km/h. As the warm season approaches, two-wheeled vehicles begin to participate actively in traffic from April to October. Therefore, the new regulations require full inspection of Sur-Rons, registering them with state numbers, and that they be equipped with two mirrors, brakes, and signal lights. Police will enforce these regulations, and only individuals over 18 with a category A driving license may operate a Sur-Ron. Meanwhile, scooters have been classified under the moped category based on their technical specifications, allowing children over 16 to use them in traffic. These regulations have been in effect since April 1. If a child under 18 uses a Sur-Ron in traffic, they will be fined 200,000 MNT under the Law on Violations.

The State Commission Should Accept Residential Buildings After Solving Parking and Waste Issues
Published: 2025-04-07 | Translated from: ikon.mn
During a meeting with the city's mayor last week, the governors of nine districts outlined problems they face, such as the state commission accepting residential buildings without parking spaces and damage caused to infrastructure lines during beautification projects. Some district governors expressed their opinions and asked questions. For instance: "Our district is 100% a ger district. Apartment buildings have begun construction this year. However, due to insufficient parking spaces in these new buildings, traffic has been congested in the ger district streets for about four years. During a meeting in Bagakhangai district this summer, the city's mayor was requested to address this issue. The state commission accepts newly built apartments even when adequate parking has not been solved. We need the state commission to accept residential buildings only after issues related to car parking, green spaces, playgrounds, and waste are resolved. Although district governors demand improvements, they lack legal authority. We hope the city's mayor will support this matter." "Beautification work is carried out in the district's territory with the city and district funds. However, during maintenance of water, heating, and electrical lines, they dig up the area but do not restore it. Furthermore, they conduct line repair work without protective barriers or restoration. There is a constant chase to resolve this, but restoration never happens. Please pay attention to this issue." "Most households are included in the routing of the Selbe reservoir project. There was information that this work would start in April. When will the purchase of land or exchange for apartments for households included in the routing happen?" "Bayanhoshuu's Baruun Salaa and Zuunsaalaa valleys, with underground water resources and swampy, permafrost areas, face water issues all year round. This year, about 30 households in our district affected by flooding are living in rental housing or with relatives. When will the urgent land clearance in this location be conducted?" "District governors work on various social issues, including stray dogs and cats, temples, waste cleaning services of companies, and many other areas. However, we believe our legal environment is extremely inadequate. We do not penalize or demand from businesses while fulfilling our duties. We request and appeal to them. Therefore, we would like the legal environment of district governors to be improved at the policy level." Response from city mayor H. Nyambaatar: "An inspector appointed by the Environmental Agency has the authority to monitor square meters and penalize those disrupting beautification." "Regarding the issue of causing damage while developing infrastructure, a directive will be issued for the Water and Sewerage Authority, Ulaanbaatar Heating Distribution Network, Electric Distribution Network SOEs, and companies engaged in construction to unify their preplanning and conduct proper restoration." "Work will proceed according to purchasing land or exchanging for apartments for the households in the areas of Bayanzurkh, Khailaast, and Tavan Buudal included in the Selbe reservoir project's routing. Land clearance is progressing step by step. Agreement with the households might start after mid-2027. The development work of the Selbe subcenter is scheduled to be completed in 2027."

"Mongolian Gobi to be Registered as a World Heritage Site by 2027"
Published: 2025-04-07 | Translated from: unuudur.mn
The National Committee on World Heritage has a tradition of selecting one heritage site per year to nominate to UNESCO. At the beginning of this year, the committee announced that it was considering either the Mongolian Gobi or the Hunnu aristocratic tombs for inclusion in the World Heritage list. The national committee has submitted a proposal to nominate the ecosystem of the desert and steppe, which successfully passed the initial assessment. UNESCO requires a full integrity assessment for each candidate natural and cultural heritage site on the World Heritage list. Specifically, the assessment evaluates the geographical and ecosystem integrity, protection measures, and immunity from impact. The desert region nominated by our country has passed this assessment, bringing it one step closer to being recognized as a World Heritage site. The Mongolian Gobi includes the Great Gobi and Small Gobi Strictly Protected Areas (Sections A and B), the Natural Monument of Eej Khairkhan, and the Natural Reserve Area of Alag Khairkhan. In collaboration with the relevant authorities in our country, the "Michael Succow" Foundation from Germany has stated, "Although it will take considerable time until UNESCO makes a final decision, we are confident that we will register this heritage by 2027."

Regarding this, Education Minister P. Naranbayar stated, "I did not report to the police. However, I visited a hospital where I received two small stitches. There have been some assaults on my body, but I don't think much of it. It was an accidental incident, but it was not a mutual fight," he emphasized. On the other hand, MP B. Naidalaa explained, "There has been misinformation spreading around like folklore regarding the issue between Minister P. Naranbayar and me. There was no fight or assault. Last week, our party held a consultation on Thursday. During this, there were minor disputes, but no fighting or assault occurred. I did not hit anyone. Sometimes you accidentally poke your finger into someone's eye—that's what happened. There was no unethical conduct by a Member of Parliament or anything that could be considered a crime." The police had registered this incident and continued their investigation. However, according to sources, Education Minister P. Naranbayar has refused to undergo a medical examination to determine the degree of injury and to pursue this case further. He has withdrawn his complaint and refused to present himself for a forensic medical examination regarding the alleged assault by MP B. Naidalaa. If Minister P. Naranbayar does not proceed with a medical examination or file a complaint, the legal authorities might decline to open a case on the grounds of lack of criminal or violation elements. We will update you on this issue.

B. Bilguun: The Pollution Level of the Tuul River Has Reached Parity with China's Yellow River
Published: 2025-04-07 | Translated from: unuudur.mn
We present an interview with B. Bilguun, Director of the Administration of the Tuul River Basin, about the current status of the Tuul River. He recently drew attention by presenting on this topic at the 'Blue Gold' national conference. - As a professional closely involved, can you provide a specific answer on the current water level and pollution status of Tuul River? - The most critical issue for the Tuul River is pollution. It is considered to have reached a level of pollution comparable to China's Yellow River. The Tuul is the only river in Mongolia recorded by international organizations such as the UN, demanding attention. This situation was caused by human actions. The most polluted section is around the capital. While about two million people live in Ulaanbaatar, both registered and unregistered, and 70% of Mongolia's GDP is produced in the Tuul River basin. The water for all these people's usage, and all the production and services carried out in the capital, have been solely supplied from the Tuul River. At the same time, wastewater from leather, wool, cashmere, meat, and food industries, household waste, sand and gravel quarry runoff, and sewage from rest areas in Terelj all flow into the Tuul. Meanwhile, the central wastewater treatment plant is in a poor state. It was originally designed to meet the needs of 350,000 to 500,000 people and built with a capacity of 170,000 cubic meters. It now receives many times more polluted water than its capacity and barely manages to filter it. Currently, the treatment plant releases 150,000-160,000 cubic meters of water to the Tuul River daily. Sometimes the sewage overflows and goes directly into the river. A new central wastewater treatment plant is scheduled to be operational in October this year. If the new facility does not differ from the old one, failing to filter chemical pollutants, the pollution of Tuul will not decrease. Even the factories and food production entrepreneurs in Khan-Uul district use chemical substances. The chemically polluted water from them goes to the treatment plant. Unfortunately, the treatment plant does not filter this. It filters hair, dirt, and debris, but not fully. Therefore, it is necessary to be able to filter chemical substances. Without solving this, it is impossible to reduce the pollution of the Tuul River. Citizens of the capital suffer entirely due to the chemical pollution from the industries. Most affected are the residents of Songinokhairkhan district and Altanbulag and Lun soums in Tuv province. In the 1960s-1980s, the Tuul was naturally capable of purifying itself through a natural cycle. It is no longer able to do so. It is recognized in water science that a river purifies itself over a 130 km flow. Since the Tuul can no longer fulfill this role, large quantities of polluted water continue to flow. Consequently, we receive many complaints from the residents and herders living in the area. The Tuul River originates from the Nameless and Nomin Rivers on the southern slopes of the Khenty Mountains and flows through the capital and 37 sums of the provinces Arkhangai, Uvurkhangai, Bulgan, Selenge, and Tuv. Residents of the capital use 170,000 cubic meters of water from the Tuul River daily. In the 1960s, the Tuul River had a flow capacity of 1000 liters per second, which has now reduced to 400. In other words, the surface water has decreased by 60%. - You said the Tuul River has reached a level of pollution comparable to the Yellow River of our southern neighbor. Since when has it been likened in this manner? When was it last studied and analyzed for pollution? - An elderly doctor who has worked in the ministry and administrative organizations in the water field for many decades said this. The results of pollution studies conducted on the Tuul River also confirm his assessment. We have been consistently conducting monitoring and analysis. Most recently, in partnership with the "Environmental Research and Analysis Center," a state-owned enterprise, we collected samples from four points in the Tuul River before it froze in November 2024, which detected all types of bacteria and heat-resistant pathogens. Essentially, swimming or directly using the water from the Tuul River is not possible. It has reached such a deep level of pollution. Last month, we worked in Terelj with the "Green Label" program team of the Mongolian National Broadcaster. In the Terelj River, the main feeder and origin of the Tuul River's flow, two Mongolian companies and one French company have been operating a dog sledding service without any control or permission, thus polluting the environment. The waste and pollution from those many dogs go directly into the largest tributary, the Terelj River. The ice appeared muddy yellow. The companies have no official permits and not even hygiene and sanitary documentation. While unable to manage pit latrines in Terelj, such a hazard has emerged. Therefore, looking at it this way, the main danger for the Tuul River is humans. - Therefore, to protect our dear Tuul, it seems necessary to take multifaceted measures? - Yes. There are numerous urgent tasks, starting with cleaning up its sludge and sediment. Surface water is directly connected with groundwater. Surface water replenishes and balances the groundwater, maintaining its stability. However, when large amounts of pollution accumulate on the riverbed, surface water can no longer replenish the groundwater. The Tuul River is currently in such a state. Studies have found that 2-42 cm of sludge and sediment have accumulated on the Tuul Riverbed. This means the groundwater is already in danger. Our country lacks experience, technology, and standards for cleaning sludge and sediment. However, we have the opportunity to learn from nearby countries with abundant experience in this sector, such as our northern and southern neighbors. For example, the Russians have been cleaning the Moscow River since 1932. We can enlist the scientists and researchers from the Institute of Geography and Geoecology of the Mongolian Academy of Sciences to collaborate on this task. They can easily develop the technology. The state needs to resolve the budget and funding. The Tuul River basin contributes a substantial amount of taxes and fees to the national budget. This sum is discussed in terms of trillions. However, the state does not allocate even a single tugrik for the restoration and protection of the Tuul. - There have been projects and programs implemented to increase the Tuul River's water resources, develop its banks, and build water complexes and reservoirs. However, efforts to combat the polluting factors seem to be neglected. Now, our state is planning to implement a national program 'Blue Gold.' How is the Tuul River issue being addressed and prioritized within this program? - Based on the national conference, recommendations and conclusions will be made. I am part of a working group led by the Head of the Water Agency, Z. Batbayar, in charge of this work. We are preparing materials related to drafting recommendations. If the 'Blue Gold' program gets approved, it is crucially important to align it with past plans and harmonize with ongoing works. We consider the "Integrated Water Resource Management Plan for the Tuul River Basin," approved in 2012, as our guiding principle. However, more than three years have passed since its term expired. A new ten-year integrated management plan is currently being drafted by the "Prestige Engineering" company with financial support from the German International Cooperation Agency (GIZ). It is scheduled to be delivered this June. If this plan is approved, the future protection strategies for the Tuul River will be clearly defined, and new numbers and studies will be compiled and centralized. Within the Tuul River basin, there are 405 rivers and streams, 824 springs, 179 lakes, and 51 spas recorded, of which 45 have dried up. This is also a result of human actions, especially due to unregulated and chaotic land allocation. According to Article 22.2 of the Water Law (Establishing a special protection zone not less than 50 meters from the shore of water-bearing land and the floodplain of rivers) and the 2015 Joint Order A-230/127 by the Minister of Environment, Green Development and Tourism, and the Minister of Construction and Urban Development (Regulations on the adherence to special and ordinary protection and sanitary zones of water sources and resources), there have been 8444 cases of illegal land allocation in the Tuul River basin. Of these, 1249 are land possession, 6352 are for use, and 843 are squatters without any permits. These constrict the river channel and floodplain, leading to a series of constructions and infrastructural build-ups illegally built in those areas. This is how lawfulness has diminished in our country. - Recently, to create a space for citizens to spend their leisure time, the banks of the Tuul River have been cemented and developed at various locations. How appropriate is this? - We do not oppose the landscaping work being carried out by the capital. They are working based on permission and findings and research from relevant organizations. However, care must be taken to prevent environmental pollution and waste accumulation in those areas. It is unacceptable to create an environment intended for swimming. The Tuul River's water no longer meets hygiene standards. However, it is necessary to create spaces along the riverbanks for walking and leisure. I think it's time to revisit and thoroughly inspect the tourism purposed areas along the banks of Tuul and protected areas of Bogd Khan Uul under the guise of "tourism purpose." We are working on organizing land allocation, shedding light on legal violations, and communicating them to relevant organizations. For instance, in Songinokhairkhan district, 1782, and 1259 illegally allocated lands in Nalaikh have been identified. In the special protection zone of the Selbe River on the east side of Peace Bridge, "Aqua Garden," notorious as the 'Bribery' housing complex, has been completed. Because of this building, the citizens of the capital suffered considerable damage during the summer flood of 2023. Even human lives were lost. Building structures in the river channel and floodplain, where floodwaters are retained, inevitably lead to such dangers. There is no guarantee that another flood of such scale won't occur again. The river naturally overflows and expands its branches during floods. Hence, it is crucial not to invade this space or damage the floodplain forest and willow. - What do you think should be done first to protect the Tuul River if we grade them by level of danger and risk? - The total length of the Tuul River is 882 km. About 100 km of its headwaters are relatively clean, while the remaining 744 km are polluted, with a 30 km section around Biocomplex being extremely polluted as determined by studies. Essentially, about 90% of the Tuul River is polluted. The Tuul River Basin Authority can’t tackle this alone. Financial resources are lacking, and there is no legal authority granted for this. The pollution of the Tuul River is not just a problem for the residents of the capital but a national pressing issue. Thus, we have no other choice but to act collectively. Relevant agencies at every level must take this into account. There is informal information about establishing a task force to protect the Tuul River. We highly hope and anticipate its establishment, as only then will Tuul gather the attention of all policymaking and decision-making bodies at the governmental level. Additionally, I believe we need to focus on loving and protecting our rivers and increasing the value placed on water. Look at how the Chinese cherish their Yangtze and Yellow Rivers, how Koreans value the Han River, and how Russians protect the Moscow River. Mongolia should protect the Tuul River similarly. The Herlen, Onon, and Tuul are considered sibling rivers. Tuul is known as the youngest. In Genghis Khan's will to future generations, it is stated, "The future generation should highly protect the Herlen, Onon, and Tuul. No other ethnic groups should be settled or granted land in this basin." This is mentioned in "The Secret History of the Mongols" and in Rashid al-Din's "Jami' al-tavarikh." The basins of these three rivers are considered the cradle of Mongolia's powerful state. What I aim to convey is that the Tuul is not an ordinary river. If the Tuul is severed, Mongolian history is severed, and the capital's drinking water is severed. I mentioned this from the podium of the "Blue Gold" national conference. Humanity has lived over 100,000 years without electricity. However, we cannot survive 48 hours without water. Within two days without water, all human organs and systems begin to die. Water holds that kind of value for us. Unfortunately, water has become the most undervalued thing in Mongolia today. Let me share a fact. There is inherent value to water. According to the Law on Payments for Natural Resources, the government sets the price of water. Residents in apartment buildings purchase each liter of water for 1.34 tugriks without VAT, while ger district residents pay 1.82 tugriks. This means 1000 liters or one ton of water is available for about 1000 to 2000 tugriks. Moreover, the Water and Sewerage Authority charges users a resource usage fee (royalty) for delivering water through pipelines at 2000 tugriks per ton. However, this payment is not imposed on water for drinking and household use. Alcohol, beer, and bottled water manufacturing companies pay only 330 tugriks as resource usage fees for one ton of water. Is this acceptable? Yet, you cannot find a bottle of clean water priced below 1500 tugriks in the store. I am not suggesting increasing the price of water but seeking to highlight the valuation with actual figures. We should consider how our neighboring countries price a liter of water and the international standards in practice. We've been sticking to the tariff set back in 2000 for 25 years now. Times have changed. It is time to revisit this thoroughly. - Your organization is known to conduct regular monitoring and measurement of the water reserves of the Tuul River through observation wells. What changes have been observed? - There are over 80 observation wells for groundwater monitoring. We measure the groundwater reserves daily through them. However, it's not permissible to disclose the reserve data by law. Some observation well loggers (water level gauges) are no longer meeting usage requirements and are outdated in terms of technology. To accurately monitor and measure groundwater reserves, loggers need urgent upgrading. If surface water continues to remain in this condition, groundwater reserves will deplete. People often assume that if surface water sources such as rivers and streams disappear, groundwater will remain. However, this is a grave misconception. Surface water and groundwater are interrelated and mutually replenish each other. As of today, the Tuul River has already dried up in three places. The water level is so low that the gravel is exposed. In recent years, it has had some water due to sufficient rainfall. It maintains this level by the strength of rain alone. It is no longer replenished through the natural cycle. The first known footage of the Tuul River was supposedly captured in the 1945 film "Tsogt Taij." The film was shot near the Tuul River's ford in Terelj. At that time, even the shallowest part of the Tuul River had enough water to reach up to a Mongolian horse's flank or tamp. However, 80 years later, surface water has reduced by about 60%. The condition is not favorable; it is dire. - From the basin authority’s perspective, what solutions are proposed for protecting Tuul? - The three major issues for the Tuul are illegal land allocation, chaotic and improper water usage, and soil and water pollution due to overpopulation. We have identified several measures and solutions against these based on our capacity. For instance, canceling illegal land allocations, allocating 3-5% of revenue collected from Tuul-related taxes and fees for the protection and rehabilitation of the river, having the government control water prices from the perspective of strategic resources, and practicing gray water reuse are actions we consider possible and necessary to implement. It is rare globally for a nation to flush its toilets with drinking water.

The City Council held an extraordinary meeting to amend the 2025 city budget. In doing so, they decided not to invest in 15 projects that had yet to sign agreements, and thus these projects were removed. Specifically, they cut funding for a 30 million MNT budget project aimed at supporting the energy efficiency of households not included in ger district redevelopment under the "Air Pollution Reduction Program," a 1.5 million MNT budget project to develop a "Master Plan for Air Pollution Reduction," and a 300 thousand MNT budget project for the "Design and Planning of a Comprehensive Laboratory for Measuring Air Pollutants and Solid Fuels." These projects were excluded due to the lack of signed agreements.

Starting ADOS-2 Diagnoses for Autism at the National Center for Mental Health
Published: 2025-04-07 | Translated from: unuudur.mn
Child psychiatrists from the National Center for Mental Health (NCMH) in Mongolia have undergone training in Turkey as part of a policy to reduce untreated diseases. The training focused on the “ADOS-2” diagnostic and evaluation method for autism, combining both theoretical and practical components. As a result of this training, doctors have started diagnosing patients at the NCMH according to this internationally standardized method for assessing autism spectrum disorders. The “ADOS-2” diagnostic and evaluation procedure observes and identifies specific symptoms and behavioral changes related to autism spectrum disorders through a series of questions and tasks. Previously, such diagnoses were conducted by non-governmental organizations. It is important to note that, according to the National Health Insurance Council's resolution IV this year, the diagnosis of autism will now be financed by the insurance fund. Additionally, the opening of the new NCMH complex last October has led to the establishment of a child and adolescent clinic, providing a friendly and comfortable environment for patients. This clinic offers services to individuals aged 3-18 and has twenty available beds.
